World’s largest telescope may be set up in Ladakh

NEW DELHI : Hawaii’s loss may turn out to be Ladakh’s gain.
After protests in Hawaii in the US against the proposed Thirty Metre Telescope (TMT) project, the largest to be built, alternative sites are being explored which includes Hanle in Ladakh.
The project, aimed at exploring the universe, was to come up at Mauna Kea in Hawaii. But protests by the locals and indigenous population has stalled the project.
“The construction was expected to start on Mauna Kea, Hawaii in 2015. However, it is now stalled due to the recent decision of the Supreme court of Hawaii revoking the construction permit on procedural grounds.
“The State of Hawaii agencies are working on the permit process following the prescribed procedure by the court. TMT is pursuing the matter in consultation with the University of Hawaii (land lease holder) and other agencies. It seeks to construct TMT on Mauna Kea which is the preferred choice,” said Bacham Eswar Reddy, Programme Director.
However, given the importance of the project, in terms of finance and its scientific value, the project partners are also looking at alternate sites, both in the northern and southern hemispheres. These include sites in Chile, Hanle, Ladakh and others which are all being evaluated for technical and logistical suitability.
“It is expected that on-site civil work on the project may be delayed by about 18-24 months. However, work on telescope and observatory subsystems continues across the partnership,” Reddy added.
India is a 10 per cent partner in the TMT project, which includes China, Japan, Canada and the US. On the Indian side, the project is being handled by the Ministry of Science and Technology and Department of Atomic Energy.
If the programme comes to India, it will open several doors.
“The project is expected to improve employment opportunities for the local people besides development of the region. TMT being the largest optical and infrared telescope in the northern hemisphere will strengthen the domestic programme of the country in this field and lead to several discoveries, which will inspire future generations.
“The project will also help develop state-of-the-art high end technologies and expertise in the country,” an official of Ministry of Science and Technology said. (AGENCIES)

Petrol price hiked by 1.06 a litre, diesel 2.094 paise

NEW DELHI: Petrol price was today hiked by Rs 1.06 per litre and diesel by Rs 2.94 a litre.

Petrol in Delhi will cost Rs 62.19 per litre from midnight tonight as against Rs 61.13 currently, said Indian Oil Corporation (IOC), the nation’s largest fuel retailer.

Similarly, a litre of diesel will cost Rs 50.95 compared to Rs 48.01 at present.

The hike comes on back of Rs 0.74 per litre cut in petrol price and diesel by Rs 1.30 a litre on April 16.

“The current level of international product prices of petrol and diesel and the rupee-US Dollar exchange rate warrant increase in price of petrol and diesel, the impact of which is being passed on to the consumers with this price revision,” the IOC said.

State-owned fuel retailers IOC, Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL) revise rates of the fuel on 1st and 16th of every month based on the average oil price and the foreign exchange rate in the preceding fortnight.

“The movement of prices in the international oil market and the rupee-USD exchange rate shall continue to be monitored closely and developing trends of the market will be reflected in future price changes,” the company added. (Agencies)

Five-day winter games event begins

SRINAGAR: A five-day winter games event, part of a preparatory camp for world winter games to be held in Austria next year, commenced at the famous ski resort of Gulmarg in Baramulla district here today.

Participants from within the state and neighbouring Himachal Pradesh are taking part in the games which will last till May 4, an official spokesman said.

Deputy Chief Minister Nirmal Singh inaugurated the event which is being organized by Special Olympics Bharat.

“It is a matter of great satisfaction that such sports events are being held in the state which provides platform to local youth to exhibit their talent,” Singh said and assured that the PDP-BJP Government is committed to provide requisite infrastructure to boost sports activities in the State.

He said Kashmir has a huge potential for holding such events and stressed for harnessing the potential for making Gulmarg as world’s best winter sports destination.

Sports activities develop sportsmanship which helps in bridging gaps, he said and urged upon the out station participants of Himachal Pradesh to be ambassadors of peace and goodwill and take the message that people in Kashmir are tolerant and believe in brotherhood, harmony and inclusiveness. Two arrested for procuring arms licenses with forged documents

NEW DELHI: With the arrest of two persons, including a retired BSF constable, Delhi Police today claimed to have busted a module which used to procure arms licenses from Nagaland and Jammu and Kashmir for their clients by allegedly submitting forged documents.

The accused have been identified as Ram Kishan (55), a sepoy with the Border Security Force who opted for retirement in 2011, and Yoginder Singh (50), who is in the business of oil tankers, police said.

On the basis of inputs, Delhi Police’s Crime Branch took up the matter and a list was sent to the Licensing Authority Nagaland for verification and report.

The authority’s report disclosed that 65 people, whose names were on the list, had procured arms licenses by forged documents, showing that they were residents of Dimapur in Nagaland, Joint Commissioner of Police (Crime) Ravindra Yadav said.

It further came to light that some of them continued holding those licenses, despite the authorities cancelling them. (AGENCIES)

JAMMU: A Tehsildar was today removed from his post for dereliction of duty and delinquent tehsil supply officers slapped fines for failing to implement directions related to public services.

Udhampur Deputy Commissioner, Udhmapur, Shahid Iqbal Choudhary attached the Tehsildar of Chenani in the district for mismanagement of office records, accounts and other vital duties, an official spokesman said.

The additional deputy commissioner has been asked to hold a detailed enquiry in the matter, the spokesman said, adding, Sub Divisional Magistrate (SDM) Chenani has been asked to make alternative arrangements for functioning of the tehsil Office.

A fine of Rs 5,000 each was slapped on tehsil supply officers of Udhampur, Ramnagar, Latti-Majori, Basantgarh, Chenani, Panchari and Moungri for delay in implementation of directions related to redressal of public grievances, the spokesman said.

The collected fine amount of Rs 35,000 was donated to District Red Cross Society which plays a vital role for relief to victims of accidents, natural calamities, patients, physically handicapped and orphan students. (AGENCIES)

Srinagar-Leh National Highway thrown open to vehicular traffic

GUMRI: The Srinagar-Leh National Highway, the only road connecting Kashmir Valley with frontier region of Ladakh, was thrown open to vehicular traffic today after remaining closed for about four months owing to heavy snowfall during winter.

The highway was thrown open to traffic by Lt Gen Satish Dua, General Officer Commanding of the Srinagar-based 15 Corps at Gumri, 110 km from the summer capital, who said the highway remained open for an extended period in the last season as there was less snow.

It was closed on December 29 last year.

The snow clearance operations, by Border Roads Organisation on the road riddled with mighty avalanches of average height of snow accumulation of around 50 feet – commenced on February 24.

Although, the road was cleared by March 16, fresh snowfall later that month again rendered it unmotorable. (AGENCIES)

Take action if there is evidence: Antony on chopper scam

THITUVANANTHAPURAM:  Hitting back at BJP for targeting Congress leadership over the AgustaWestland chopper deal, former defence minister A K Antony today dared the Narendra Modi government to take “strong” action against “bribe givers and takers” if there was any evidence.

Asserting that no names were revealed in the Italian court which convicted former employees of AgustaWestland for giving bribes in the deal, he said, “At every stage in the Italian court, our lawyer represented the case.

“They cross examined all witnesses. At no stage, names were revealed. My question is now -CBI is with present government, ED (Enforcement Directorate) is with present government. Why delay, if there is evidence?” he told reporters here.

When asked about BJP launching an all-out attack against Congress on the issue, he said, “Take strong action against bribe givers and bribe takers.”

Antony, who is in Kerala to launch the party’s election campaign for the May 16 Assembly poll, said, “The Italian court has convicted the bribe giver. Please take action against the bribe taker. CBI, ED are all with them.”

Seeking to turn the tables, the Congress Working Committee member said “the bribe giver– the company, is part of the ‘Make in India campaign’ of the NDA government.”

BJP has been targeting Congress President Sonia Gandhi and other leaders on the chopper deal during the UPA II regime.

Congress has alleged that it was a political conspiracy to malign the party leadership in the chopper deal.(Agencies)

First phase of NEET tomorrow, SC says allow exam to be held

NEW DELHI :  The first phase of the single entrance test NEET for admissions to MBBS and BDS courses across the country will be held tomorrow as the Supreme Court today refused to accord an urgent hearing of a plea seeking modification of its earlier order.
A three-judge bench headed by Chief Justice T S Thakur, which is conducting a special hearing today to deal with pollution in Delhi, did not allow the plea seeking urgent hearing for modification of the April 28 order passed by another bench with regard to the National Eligibility Entrance Test (NEET).
“Nothing will happen in the meantime. Matter had been heard by the bench and it is over for now. Please allow the examination to be conducted,” the bench, also comprising Justices A K Sikri and R Banumathi said.
The observation came when lawyers, representing some students, said that the order on NEET needed to be modified as students who had prepared for the state-level entrance exams will find it difficult to prepare for the NEET in such a short span of time.
The court, for the time being refused to entertain the plea and asked the lawyers concerned to file an application which would be heard by the regular bench, hearing the case.
The Supreme Court had yesterday said that the entrance test for admission to MBBS and BDS courses for the academic year 2016-17 will be held as per the schedule through the two-phased common entrance test NEET on May 1 and July 24.
Centre had yesterday approached the apex court for modification of its April 28 order and had sought that state governments and private colleges be allowed to hold separate entrance examinations for MBBS and BDS courses for 2016-17 saying there was a lot of confusion arising out of it.
The apex court had in its order cleared the decks for the holding of NEET in two phases for the academic year 2016-17 in which around 6.5 lakh candidates are likely to appear.
It had approved the schedule put before it by the Centre, CBSE and the Medical Council of India (MCI) for treating All India Pre-Medical Test (AIPMT) fixed for May 1 as NEET-1.
It had said those who had not applied for AIPMT will be given the opportunity to appear in NEET-II on July 24 and the combined result would be declared on August 17 so that the admission process can be completed by September 30.
The apex court had pronounced the order after rejecting opposition for holding NEET by states, including Tamil Nadu, Andhra Pradesh, Telangana, Uttar Pradesh and Association of Karnataka Medical Colleges, besides minority institutions like CMC, Vellore.
The apex court order had implied that all government colleges, deemed universities and private medical colleges would be covered under NEET and those examinations which have already taken place or slated to be conducted separately stand scrapped.
It had also revived the government’s December 21, 2010 notification for holding a single common entrance test through NEET with a clarification that any challenge on the issue would directly come before it and no high court can interfere.
The court was of the view that since it recalled its April 11 order, there was no hindrance in holding the NEET.
On April 11, the SC had recalled its verdict scrapping a single common entrance test for admission to MBBS and BDS courses in all medical colleges, delivered by then Chief Justice of India Altamas Kabir on the day of his retirement.
The apex court’s April 28 order came on a petition filed by NGO Sankalp Charitable Trust, which had said that the Centre, MCI and CBSE were dilly-dallying in implementing the court’s order on implementing the NEET. (AGENCIES)

WASHINGTON :  The United States wants Pakistan to have dialogue with its neighbours to resolve differences, a top State Department official has said underlining that the country’s ties in the region have seen “some ups and downs”.
“We do believe, frankly, that Pakistan’s relations with its neighbours and with the region – frankly, there’s been some ups and downs, but we believe it’s trending towards greater dialogue to resolve differences. We want to see that continue,” State Department deputy spokesman Mark Toner said.
Responding to a question on the sale of F-16 fighter jets to Pakistan, Toner said in these arms transfers, the US takes into account regional security and “a range of other factors.”
“We believe our security assistance does contribute to a more stable and secure Pakistan and region,” he told reporters.
“We believe the F-16s are the right platform to support Pakistan’s counter-terrorism efforts, and have been a part of the successful pushback or in past operations against some of the militant groups that are active in Pakistan,” Toner said.
The US is not able to sell eight F-16s to Pakistan under a military grant because of a hold on it in the Senate.
Lawmakers want Pakistan to take action against the dreaded Haqqani network, for use of any taxpayers’ money towards the sale of the F-16s to Pakistan.
“Key members of Congress have been clear they are not prepared to support FMF for the F-16s absent some specific actions. I would direct you to them for anything further on their position,” a State Department spokesman said. (AGENCIES)

WASHINGTON :  India and the US have discussed efforts to advance the bilateral civil-nuclear cooperation and increase trade and investment between the two countries, a top American official has said a day after Foreign Secretary S Jaishankar met Deputy Secretary of State Anthony Blinken here.
Jaishankar in his meeting with Blinken discussed a range of bilateral and regional issues, during which efforts to advance civil-nuclear cooperation and to increase trade and investment came up, a State Department spokesperson said.
“They discussed a range of bilateral and regional issues including US-India efforts to advance our civil-nuclear cooperation and to increase bilateral trade and investment,” the official told PTI a day after the meeting between the two.
“The Deputy Secretary also expressed appreciation for India’s contributions to the global effort to address climate change and both countries’ historic signing of the Paris Agreement,” the official said yesterday.
Jaishankar’s visit to Washington came amid speculation that Prime Minister Narendra Modi may visit the US in June.
There has been no official word from either New Delhi or the White House in this regard however.
Last week, a bipartisan group of four American lawmakers in a letter to the Speaker of the House of Representatives Paul Ryan urged him to invite Modi to address a joint meeting of the US Congress during his visit, expected on June 7 and 8.
The visit would be Modi’s fourth trip to the United States in two years. (AGENCIES)

NEW DELHI: The Central Information Commission today directed the universities of Delhi and Gujarat to provide proper responses to RTI applications seeking details of education qualifications of Prime Minister Narendra Modi.

Information Commissioner M Sridhar Acharyulu directed the Prime Minister’s Office to make available details such as roll number, degree number of the Prime Minister to the Delhi University so that it can search the records and facilitate disclosure of information to RTI applicants.

Delhi University had claimed that unless the roll number of a student is not provided, it would be difficult to search the records.

The CIC is the final appellate authority in the matter pertaining to RTI. However, the decision can be challenged through a writ petition before any high court in the country.

The CIC’s order came a day after Delhi Chief Minister Arvind Kejriwal wrote a letter to Acharyulu saying he does not object to Government records about him being made public and wondered why the Commission wants to “hide” information on Modi’s educational degree. (AGENCIES)

41 soldiers killed in Siachen since 2013: Govt

NEW DELHI: Forty-one soldiers have lost their lives in Siachen Glacier since 2013, the Government said today.

Defence Minister Manohar Parrikar in a written reply in Lok Sabha said 10 soldiers were killed in 2013, eight and nine in 2014 and 2015, respectively.

Till March 31, 14 soldiers have died this year, Parrikar said.

Troops being posted in high altitude areas are trained in ‘Basic and Advance’ skills in mountains and snow-bound areas, he said, adding medical equipment exist in all posts to cater for emergencies.

Best quality of winter clothing and equipment is procured to prevent weather-related casualties. Modern means of conveyance like snow scooters are utilised to ensure timely reaction to any eventuality and reduce fatigue. A number of specialised equipment have also been deployed in avalanche- prone areas, he said. (AGENCIES)

Nodal officer for Kashmiri students appointed in 13 states, UT

NEW DELHI: As many as 13 states and union territories have appointed special nodal police officer each for addressing issues of Kashmiri students studying in their respective territory in the wake of alleged attacks on them in campuses.

The states and UTs which so far have appointed police nodal officer for Kashmiri students are Delhi, Tamil Nadu, Himachal Pradesh, Madhya Pradesh, Telangana, Chandigarh, Assam, Manipur, Mizoram, Tripura, Sikkim, Daman and Diu, Dadra and Nagar Haveli.

“There have been reports of attacks on and misbehaviour with Kashmiri students studying in different states. Appointment of nodal officer for Kashmiri students will give a sense of security and comfort to them,” a Home Ministry official said.

However, a number of states like Uttar Pradesh, Rajasthan, Haryana, Punjab, Maharashtra and Karnataka, where sizeable number of Kashmiri students study in different institutes, have not responded to the Union Home Ministry’s request for appointing special police nodal officer. (AGENCIES)

Govt raises EPF interest rate to 8.8 pc for 2015-16

NEW DELHI: In the third roll-back in two months, the government today raised the interest rate on employee provident fund (EPF) contributions to 8.8 per cent for 2015-16 against 8.7 per cent approved by the Finance Ministry last week.

Labour Minister Bandaru Dattatreya announced the decision to raise interest rate on a day employee unions had called nationwide protests against fixing interest rates lower than 8.8 per cent decided by the retirement fund body EPFO as well as 8.75 per cent paid for the previous fiscal.

“I am happy that finance ministry has agreed to 8.8 per cent for 2015-16,” he told reporters here.

This is the third rollback on EPF. Last month the government was forced to withdraw the Budget proposal to tax a certain portion of withdrawals. Subsequently, it withdrew tighter withdrawal norms. (AGENCIES)

Notices issued to all those named in Panama Papers: Govt

NEW DELHI:  Government today said in the Lok Sabha that it has issued notices to all the people named in the Panama Papers but tax laws do not allow the proceedings to be made public till cases are filed in courts.

Responding to questions on tax evasion and black money, Finance Minister Arun Jaitley said in the Panama Papers leak case, notices have been issued to all those whose names have appeared.

The minister explained that Section 138 of the Income Tax Act bars the proceedings of a case be made public till a case is filed in a court.

Meanwhile, responding to another supplementary, Minister of State for Finance Jayant Sinha said the government is looking into papers received from HSBC and Panama and the various laws, including the one on foreign black money, are being invoked.

Acting on the Panama Papers leak, the Income Tax department has sent a detailed questionnaire to about 50 individuals and entities figuring in the list of those allegedly holding offshore assets in tax havens, sources had earlier said.

In the questionnaire, the IT department has sought to know if the person is indeed the same as named in the list made public recently and enquires about the vitals of their transactions made with the law firm Mossack Fonseca.

It includes the year of incorporation, their source of income, details of business transactions done and whether they declared these investments and transactions to the Income Tax department and other regulatory bodies like RBI any time till now.

There are about 500 Indians named in the list which includes prominent businessmen, film celebrities and those belonging to lucrative professions.

The government has created a Multi-Agency Group (MAG) of probe agencies to go into these cases, comprising the IT department (CBDT), its foreign tax wing, the RBI, Financial Intelligence Unit and the Enforcement Directorate.

The Panama Papers leaks contain an unprecedented amount of information, including more than 11 million documents covering 2,10,000 companies in 21 offshore jurisdictions. Each transaction spans different jurisdictions and may involve multiple entities and individuals.

On recommendations made by the Special Investigation Team (SIT) on black money, Sinha said a series of recommendations have been received and the government has benefitted greatly by the suggestions of the SIT. (AGENCIES)

GANDINAGAR:  Facing the heat over Patel quota agitation, the BJP government in Gujarat today announced 10 per cent reservation for the economically backward among upper castes up to an annual family income of Rs 6 lakh, but the Hardik Patel-led outfit rejected it.

The decision, which came in the wake of reverses suffered by the BJP in the civic polls and in view of the Assembly elections due next year, however, breaches the reservation limit of 50 per cent set by the apex court. The state government already provides 50 per cent quota to SC/STs and OBCs.

The Opposition Congress said the announcement of 10 per cent quota for EBCs was “deceptive” and meant to assuage the Patel community.

The crucial decision was taken at the state BJP unit’s core group meeting which was also attended by national president Amit Shah. It set a family income cap of Rs 6 lakh a year to avail the benefit for education and jobs.

In its initial reaction, quota agitation leader Hardik Patel’s Patidar Anamat Andolan Samiti rejected the move as another “lollipop” extended by the BJP and the state government to “mislead” their community.

However, another quota agitation body Sardar Patel Group (SPG) welcomed the government’s move, but said they will assess how it will help the community and upto what extent.

“Our core group meeting, headed by national president Amit Shah, has decided to give 10 per cent reservation for economically backward among general category,” state BJP president Vijay Rupani, flanked by Chief Minister Anandiben Patel and senior minister Nitin Patel, told reporters.

“A notification will be issued on the Gujarat state formation day on May 1, and EBCs among general category will be able to take the benefit of the reservation in education and jobs from the next academic year,” he said.

“Families having an annual income of Rs 6 lakh or below will be eligible to avail the reservation. That means a family having an income upto Rs 50,000 per month can take the benefit of the scheme,” he said.

The reservation announced by the government will be over and above the cap of 50 per cent reservation set by the Supreme Court, and may face legal hurdles.(Agencies)

Two Indian Judokas in race for Rio Qualification.

NEW DELHI:  Indian judokas Avtar Singh and Thoudam Kalpana Devi have a good chance of qualifying for the Rio Olympics after their impressive performances in the recently-concluded Asian Championship in Tashkent.

According to a media release issued by the Judo Federation of India, in the revised world rankings to be published at the end of May, both Avtar and Kalpana will climb up the ladder and be within qualification ambit.

Avtar performed well in the below 90kg category, reaching the third round but lost the bronze medal bout. He finished 5th and is expected to get anything between 80 to 90 points, which will improve his world rankings.

The final list of the Olympic Games qualified players will be released in the last week of May by the International Judo Federation.

Kalpana (52Kg)and Jasleen Singh reached second round in the continental championship. Kalpana also has a good chance of qualifying for the upcoming Rio Games.

Both Avtar and Kalpana are going to Baku (Azerbaijan) to participate in the IJF Grand Slam scheduled to be held from May 4 to 8 and in IJF Grand Prix-2016 to be held from May 12-16 in Almaty (Kazakhstan).

These events are the last qualifying events for Asian judokas for the Games.

In the Commonwealth Judo Championships in South Africa, Garima Choudhary won a gold medal in below 63Kg category and Rajwinder Kaur won a silver in the below 78Kg category.(Agencies)

NEW DELHI:  Railways is considering a slew of innovative measures like exploiting space rights over station buildings, sponsorship of uniforms for its personnel, commercial farming alongside tracks, in its bid to boost non-fare revenue.

Minister of Railways Suresh Prabhu gave these details in Rajya Sabha during the Question Hour, where he also informed members that the government is working to complete the dedicated freight corridor by 2019 after which it is expected that the average speed of Indian trains would go up substantially by 2020.

The Minister said a Mobility Directorate had been set up to look at aspects related to increasing speed while another Directorate has come up to deal with non-fare revenues.

In successful railway systems across the world, non-fare revenues form a big chunk but with regard to Indian Railways, these earnings are not significant. “If you don’t increase non fare revenue, financial viability of Railways will be affected,” he said.

The areas that the directorate to deal with non-fare revenues would deal include advertisements at stations, tracks or coaches, commercial exploitation of vacant land and space rights over station buildings. It would also look at sponsorsing uniforms for its personnel, commercial farming alongside tracks and attempts to monetise rail database.

Sponsorship of activities and events at stations, pay-and- use toilets in land outside stations, radio, video, internet, Wi-Fi, mobile apps, interactive services like video games in railway premises are also being looked at.

Prabhu also told members that the government was working to increase speed of trains and emphasised that safety would in no way be compromised.

“We will try to complete the Dedicated Freight Corridor by 2019. When that happens, it will also help in increasing the average speed as presently the freight and passenger trains move on the same tracks. We have kept a target of increasing the average speed of our trains substantially by 2020,” he said.

Prabhu said work was going on in stretches like Mughal Sarai-Allahabad on the Kolkata-Delhi trunk route to reduce congestion.

“It is not necessary that speed of the train and safety have to conflict with each other. It is always possible to increase the speed of the train while also ensuring safety,” Prabhu said, citing Japan as an example where the Shinkansen trains have the highest speed and lowest record of accidents.

“If you actually bring in high speed trains and integrate signalling, track and rolling stock, the possibility of accidents goes down,” he said.

Later to a question by Sukhendu Sekhar Roy of TMC, Prabhu said work was continuing on the East-West line in Kolkata and added “hopefully when your party will come back to power, we will be able to work with you.” (AGENCIES)

Political heavyweights in 5th phase of WB polls tomorrow

KOLKATA:  A number of political heavyweights, including Chief Minister Mamata Banerjee and her party candidates who were purportedly seen in the Narada sting operation footage, are in the fray for the crucial fifth phase of West Bengal Assembly poll tomorrow.

Altogether 349 candidates, including 43 women, are trying their luck in 53 constituencies of South 24 Parganas, Kolkata south and Hooghly districts that will go to polls tomorrow.

Polling will be held from 7 AM to 6 PM at over 14,500 booths for the 1.2 crore electorate.

To curb violence, the Election Commission has made elaborate security arrangements by deploying a 90,000-strong contingent of central and state police forces in the three poll-bound districts.

The poll panel has also ordered imposition of prohibitory orders under Section 144 of CrPc in all the constituencies on polling day.

The centre of attraction in this phase is Bhawanipur constituency in south Kolkata where Trinamool Congress chairperson and Chief Minister Mamata Banerjee is pitted against former union minister Deepa Dasmunshi (Congress) and Netaji Subhas Chandra Bose’s grand nephew Chandra Kumar Bose (BJP).

This phase will also decide the future of three other political heavyweights who were purportedly shown accepting cash from a fictitious company in the Narada sting operation. Panchayat minister Subrata Mukherjee, Kolkata Mayor Sovan Chatterjee and Urban Development minister Firhad Hakim featured in the sting operation.

Along with the Saradha chitfund scam and the ‘Syndicate Raj’ (local real estate cartel for supply of materials), the Narada sting has become a major poll issue in the state.

Other leaders in the fray tomorrow are Education Minister Partha Chatterjee, Housing and Youth Affairs Minister Aroop Biswas, Power Minister Manish Gupta and Fire Service and Disaster Management Minister Javed Ahmed Khan.

50 per cent of smaller firms not paying taxes: Govt

NEW DELHI:  Fifty per cent of the smaller firms are not paying taxes and the government is keeping a tab on such entities to ensure there is no tax evasion,” the Lok Sabha was informed today.

Minister of State for Finance Jayant Sinha said the government has taken “revolutionary steps” to ensure there is no tax evasion and steps have been taken to increase tax collection.

Things have improved as far as prevention of tax evasion is concerned, he said while replying to questions.

Referring to smaller firms, Sinha said 50 per cent of them do not pay taxes and the government is keeping a watch to ensure there is no evasion.

To ensure compliance, stringent action is being taken, he said.

The minister said there are 25 crore households in the country, out of which 18 crore are in the rural areas.

Out of the seven crore households in the urban areas, nearly half cannot pay tax and the total eligible households who come under the tax net are between four to six crore.

To a query on people trying to evade taxes by showing their income as ‘agriculture income’, Sinha said the scope of such evasion is less.

Afzal guru row: JNU sends varsity probe report to Delhi Police

NEW DELHI:  JNU authorities have sent Delhi Police the report of a five-member panel on the controversial February 9 event during which anti-national slogans were allegedly raised.

The report was sought from the Chief Proctor’s Office by Delhi Police’s anti-terrorism unit, Special Cell, which is probing the sedition case registered in connection with the event on the campus against hanging of Parliament attack convict Afzal Guru.

“The special cell had contacted us for a copy of the report and we have sent the same,” a senior university official said.

JNUSU President Kanhaiya Kumar, Umar Khalid and Anirban Bhattacharya were arrested in connection with the sedition case in February, triggering widespread protests. They are now out on bail.

On basis of the recommendations of the probe panel, JNU had earlier this week announced punishments against several students in connection with the event.

While Kanhaiya has been slapped with a penalty of Rs 10,000 on grounds of “indiscipline and misconduct”, Umar, Anirban and Kashmiri student Mujeeb Gatoo have been rusticated for varying durations.

Financial penalty has been imposed on 14 students. Hostel facilities of two students have been withdrawn and the university has declared the campus out of bounds for two former students.

ABVP member Saurabh Sharma, who was complainant of the event, has also been slapped with a fine of Rs 10,000 for blocking traffic.

The report has two sections — findings and recommendations. The inquiry had brought out four major aspects of the entire row — the event, the procession, the sloganeering and the lapses on part of the administration.

The section on findings was last month shared by the university with 21 students who have been issued a show-cause notice in this connection but the recommendations have been kept out of public domain.

The inquiry panel had concluded that provocative slogans at the event were raised by a group of outsiders. However, it was “unfortunate” that the students allowed that to happen, it had said.

The panel had also noted lapses on part of the university’s security unit, saying it did not make any efforts to stop outsiders from shouting slogans and stopping them from leaving the campus. (AGENCIES)

NEW DELHI: Members of various parties in Lok Sabha today opposed holding of the first phase of common entrance test for MBBS and BDS on May one saying it gives little time to students, with some of them also demanding that states be given time till 2018 to adapt.
The Supreme Court had yesterday agreed to the Centre’s plan of two-phased common entrance exam for medical courses to be held on May 01 and July 24.
Raising the issue during Zero Hour, Jagdambika Pal (BJP) said a single-phase test should be held on July 24 to give all students equal amount of time, a demand support by Rajiv Satav (Cong) who however also added that the Centre should first move the apex court to get time till 2018 for states like Maharashtra.
The Maharashtra government, Satav said, had urged the Supreme Court to give it time till 2018 as it had already come out with the schedule of the test held by it, but the court did not accept its argument.
Pal said the two dates for National Eligibility Entrance Test will give advantage to students taking the exam in the latter phase and the students who have to appear for it on May one would be “under stress”.
Arvind Sawant (Shiv Sena) said the students could earlier write the examination in their mother tongue but this time their options are limited to Hindi or English as the CBSE said it is not left with time to offer more choices.
“The HRD Ministry should go to the Supreme Court,” he said.
Satav said 80 per cent of the students of Maharashtra would be adversely affected by this decision. (AGENCIES)

Govt modernising Doordarshan

NEW DELHI: Government has taken a number of steps to modernise Doordarshan news and entertainment channels by bringing in latest technology, strengthening regional bureaux and hiring fresh talent, Lok Sabha was informed today.
Observing that DD News provides “only news and complete news” and a vast population of the country continue to watch it, Minister of State for I&B Rajyavardhan Singh Rathore said “modernisation process of Doordarshan is on. New technology is being brought, regional bureaux are being strengthened, fresh talent are being hired and salaries increased.”
The Minister was responding to a question by Congress member Ranjeet Ranjan who said when “people get headache after watching private TV news channels” and they switch over to state-run DD News.
He said government will soon bring a new entertainment policy where slots will be sold so that more entertainment programmes could be telecast.
Responding to BJP member Virendra Singh’s complaint that TV channels gave too much importance on telecasting cricket matches, he said a kabaddi league could be started and all such matches could be shown through DD Kisan channel.
Rathore said Doordarshan had recently shown a reality programme on folk songs of the country which became immensely popular and several private channels too started similar programmes.
The Minister said it was Doordarshan’s constant endeavour to improve upon its programmes by reviewing content and quality from time to time with the view to sustain the interest of the viewers.
“Doordarshan has been procuring content through various notified schemes such as self finance commissioning, revenue sharing mode producers, advertisement funded programme and acquisition category,” he said. (AGENCIES)

India offers USD 100 million for infrastructure fund to PNG

PORT MIORESBY: Seeking to strengthen bilateral ties and ensuring energy security, India today offered a USD 100 million line of credit for development of infrastructure in Papua New Guinea (PNG) and agreed to jointly develop new avenues of cooperation to explore and develop the Pacific nation’s vast oil and gas resources.
India, during a meeting between visiting President Pranab Mukherjee with his PNG counterpart Sir Michael Ogio, also offered a coastal surveillance radar system and Coast Guard patrol vessels to the country as part of its commitment for the mutual maritime security initiative.
After the completion of the maiden two-day visit to PNG by President Mukherjee, the two sides in a joint statement highlighted various international and regional issues including terrorism, India’s candidature for permanent membership of the UN Security Council and maritime security.
The two sides agreed to establish a mechanism for regular consultations between the foreign ministries of both countries aimed at diversifying bilateral cooperation in areas of shared interest.
“Keeping in view India’s desire to achieve energy security, PNG agreed to develop new avenues of cooperation with India in exploration and development of Papua New Guinea’s vast oil and gas resources through joint ventures and Indian public and private sector investment in new and existing projects,” the joint statement said.
A deal for extending an Indian line of credit of USD 100 million for development of infrastructure in PNG was also signed.
PNG announced a visa-on-arrival facility for Indian tourists travelling to the Pacific Island as a “gesture of reciprocity” as India has already approved a similar facility for the nationals of all Pacific Island countries since last year.
India also announced providing retro-viral drugs and equipment for the treatment of 20,000 HIV patients in PNG for a period of one year.
Both leaders also witnessed signing of the Memorandums of Understanding on agriculture research cooperation between University of Technology in Lae in PNG and the Indian Council of Agricultural Research (ICAR).
The two sides finalised and signed a MOU for broad ranging cooperation in the health sector.
The two leaders unequivocally condemned terrorism in all
its forms and manifestations and called upon all states to reject the use of terrorism as an instrument of state policy.
“The two sides agreed to strengthen cooperation in multilateral fora in combating terrorism in all its manifestations and for the early adoption of India’s proposal for a Comprehensive Convention on International Terrorism in the UN,” it said.
Both leaders also agreed to cooperate in building an international consensus against support and financing of terrorist organisations.
The statement added that Governor General Ogio reiterated his government’s support for India’s candidature for Permanent Membership of the United Nations Security Council (UNSC), especially in light of the constructive role played by it in different multilateral fora and in recognition of its continuous support for the issues that are central to the concerns of small island developing states.
The two leaders said they recognised that there exists great synergy and potential for increased cooperation between the two countries.
“PNG looks forward to greater investments and larger trade volumes with India. Both sides agreed to expedite the conclusion of a Bilateral Investment Promotion and Protection Agreement (BIPPA) to facilitate investments,” it said.
Both leaders agreed to enhance bilateral relations in the economic, security, defence, education and health sectors.
India and PNG also agreed to promote bilateral collaboration in disaster management.
“In this regard, both leaders noted the endorsement by the Regional Integrated Multi-Hazard Early Warnings Systems (RIMES) council in July 2015 of the establishment of the RIMES Sub-Regional Hub for monitoring earthquake/tsunami and extreme weather patterns and climatic conditions in PNG and the Pacific region in PNG with support from India,” it said.
PNG also welcomed India’s initiative to mobilise solar- rich resource countries that lie between the Tropic of Cancer and Tropic of Capricorn through the international Solar Alliance, which was launched in Paris on the margins of COP21 last November. (AGENCIES)

US not to use tax payer’s money for F-16 to Pakistan: report

WASHINGTON:The US is not inclined to use tax-payers’ money to provide eight F-16 fighter jets to Pakistan, a media report has said, a day after American lawmakers expressed concern that the aircraft could be used against India and not to combat terrorism.
As a result of which Pakistan would have to make arrangements for all USD700 million to purchase eight F-16 from the United States, the notification for which was made by the State Department to the Congress late last year.
Quoting an unnamed official in administration, a BBC report said that the because of the hold on it by Senators in the Senate, the US Government will not be using any of the tax payers money to sell F-18 to Pakistan.
As per the Congressional notification, it has been scheduled as a foreign military financing.
According to the news report in BBC, the Obama Administration had to take the decision as Senator Bob Corker, Chairman of the powerful Senate Foreign Relations Committee, has put a hold on it in this regard.
During the hearing, the Special US Representative for Afghanistan and Pakistan Richard Olson strongly defended the decision of the Obama administration saying that this is in the best interest of the United States and did not gave any indication on the difficulties in sale of F-16.
“The administration is supportive of the F-16 sale to Pakistan. This is been developed between our military coordinating groups over the course of time that is consistent with our overall program of support for the Pakistani military, which is based on counterinsurgency and counter-terrorism.
“The Pakistanis have developed a precision strike capability that they use in the F-16s they have right now to take out targets,” he said.
In a statement, the Embassy of Pakistan said America’s F-16 fighter jets have “provide precision strike capability” to its on-going campaign against militancy.
“F-16s provide precision strike capability to Pakistan’s on-going campaign against militancy and have proven to be an affective platform during Operation Zarb e Azb,” it said.
“The US Administration has stated it supports the sale of F-16s to Pakistan. This is in line with bilateral Counter-terrorism cooperation that both sides have pursued in mutual benefit,” the official statement said.
“Pakistan believes that threat from terrorist networks requires continued capacity building and both governments continue to work together towards this objective through a range of measures including sale of these air crafts,” it said.
“The arms sales is a long process and we do not comment on its specific status at a point in time,” said the Pakistani statement. (AGENCIES)

Militant killed in encounter in Kupwara

SRINAGAR :  A militant was killed in an encounter with security forces in Kupwara in north Kashmir early today.
The militant, who was holed up in a mosque since last night, was killed as he tried to escape, an army official said.
Security forces had launched an operation in Kanthpora village of Lolab following information about the presence of militants in the area.
“After a brief exchange of firing, at least one militant took shelter in a local mosque,” the official said.
The operation was yesterday hampered by local residents who pelted stones at security forces.
Several policemen, including an officer, were hurt in the stone pelting, a police official said.
Kupwara is 85 kms from here. (AGENCIES)

JAMMU: A nine-member delegation of Czech Republic led by Karel Schwarzenberg, Chairman of Foreign Affairs Committee of Chamber of Deputies, called on Governor NN Vohra at the Raj Bhavan here today.

The delegation discussed matters of mutual interest to India and the Czech Republic and establishment of strong economic cooperation between the two countries.

The Chairman of the delegation observed that the purpose of their visit was to acquaint themselves with rich diversity of India.

SC approves holding of MBBS, BDS entrance through NEET

NEW DELHI: The Supreme Court today cleared the decks for holding of National Eligibility Entrance Test (NEET), a single common entrance test for admission to MBBS and BDS courses, in two phases for the academic year 2016-17 in which around 6.5 lakh candidates are likely to appear.

The apex court approved the schedule put before it by the Centre, CBSE and the Medical Medical Council of India (MCI) for treating All India Pre-Medical Test (AIPMT) fixed for May 1 as NEET-1 and those who have not applied for AIPMT will be given opportunity to appear in NEET-II on July 24 and the combined result would be declared on August 17 so that the admission process can be completed by September 30.

The order would imply that all Government colleges, deemed universities and private medical colleges would be covered under the NEET and those examinations which have already taken place or slated to be conducted separately stands scrapped.

The order, ending all uncertainity, was pronounced after rejecting the opposition for holding NEET by states including Tamil Nadu, Andhra Pradesh, Telangana, Uttar Pradesh and Association of Karnataka Medical Colleges besides minority institutions like CMC Vellore which had contended that NEET cannot be imposed on them. NEW DELHI: Government today made it clear that the recent meeting between Foreign Secretary S Jaishankar and his Pakistani counterpart Aizaz Ahmad Chaudhry should not be mistaken as formal talks between the two countries.

“No formal talks happened between foreign secretaries. Their (Pakistan’s) foreign secretary was here to attend the Heart of Asia conference and they met as a matter of courtesy. This meeting should not considered as formal talks,” Minister of State for External Affairs  VK Singh clarified.

Responding to supplementaries during Question Hour in the Rajya Sabha, he said the Indian High Commission in Islamabad has formally conveyed to Pakistan that the JIT visit to India was as per the terms of reference which had been agreed to between the two governments through their respective Foreign Offices.

“They were on reciprocal basis and in accordance with existing legal provisions.They have not refuted this stand,” Gen Singh said.  Answering the starred question on the visit of JIT, he said that the Pathankot airbase attack has served to stress once again the centrality of India’s concern regarding cross-border terrorism.

“The need for Pakistan to effectively address this aspect has been reiterated several times to Pakistan at the highest level,” the Minister said.  (AGENCIES)

NEW DELHI:  Government in Rajya Sabha today refused to budge from its stance on levying one per cent excise duty on non-silver jewellery saying luxury items cannot be kept out of tax ambit for perpetuity, prompting a walk-out by members of the Congress and SP.

Tearing into the opposition charge that imposition of the levy was killing the trade, Finance Minister Arun Jaitley refuted the allegations saying when items of common use were being taxed, how could luxury items be kept out.

Asserting that there was absolutely no harassment of artisans, Jaitley said corporate jewellers with upto Rs 12 crore turnover last year came under its ambit and upto Rs 6 crore turnover in a fiscal later are exempt from it.

“Clearances up to Rs 6 crore in a financial year (if clearances during preceding year were less than Rs 12 crore), are exempt from this duty,” Jaitley said, adding “thus small jewellers and artisans are not covered within the ambit of this levy.”

Replying to a calling attention on the issue, the Minister said “when there is excise duty on items like soap, toothpaste, razor, pencil, ink, fruit juices and baby food, why should the luxury items be exempted from it.”

Opposition members had earlier charged the government of killing the traditional jewellery trade and promoting the big brands by imposing the levy. The jewellers have been on a nationwide strike for over 40 days to protest the levy.

Jaitley said even imitation jewellery attracted 6 per cent excise duty and added that when things used by common people were taxed “how can luxury items be out of its ambit for so long.”

He said the opposition should understand that it is a complex subject and when taxes are levied on items like steel, cement and clothes, luxury items cannot be out of its purview.

“We have to decide on which items we will impose excise duty and if there is any structured trade, they do not get the right to resort to agitation against tax,” he said and challenged the opposition that if they were so concerned about it, they should get the 5 per cent VAT removed in Kerala.

“Each state imposes VAT on gold and in Kerala it is as high as 5 per cent and if you (opposition) are so much concerned then get it removed from Kerala,” he said.

Dismissing charges that excise duty has hit hard small artisans, the Minister said the trade has not developed such that annual turnovers of small jewellers has crossed Rs 6 crore and stressed that “this is implemented on big chains.”

Jaitley said the UPA government had imposed taxes on jewellery in 2005 but had recalled it in 2009 in the face of stiff opposition. It again imposed it in 2012 but recalled the same again. (AGENCIES)

Grenade hurled at police post in Anantnag

SRINAGAR :  Militants today hurled a grenade at a police post in Anantnag district of south Kashmir, police said.
There was no damage caused by the explosion.
The militants hurled the grenade at police post Sherbagh in Anantnag district which exploded in the compound of the police post, a police official said.
Meanwhile, a police party detected a grenade along the banks of Shahkul stream in Ashmuqam area of the district, the official said.
He said a bomb disposal squad was summoned to the spot which destroyed the grenade without any damage. (AGENCIES)

Pak JIT visit was based on principle of reciprocity: Govt

NEW DELHI:  Pakistan has been clearly told that it should allow an Indian probe team to visit that country in connection with Pathankot terror attack as reciprocity was the principle on which Pakistan’s JIT was allowed to visit here, government told the Rajya Sabha today.

Minister of State for External Affairs Gen V K Singh also insisted that the meeting between the Foreign Secretaries of the two countries here recently was “no formal talks”.

Singh’s response came after opposition members attacked the government over its handling of Pathankot issue and questioned whether NIA will be allowed to visit Pakistan since its JIT (Joint Investigation Team) already came here in connection with Pathankot terror attack probe.

The members also questioned whether India will be allowed access to interrogate Jaish-e-Mohammad (JeM) chief Masood Azhar in connection with the terror attack.

“So far as we are concerned, our High Commissioner had conveyed formally to Pakistan Foreign Ministry that the terms of reference of the (JIT) visit are broadly agreed to with the proviso that they would be on the basis of reciprocity and followed in accordance with the extant legal provisions,” the Minister said in his reply.

He insisted that this has been “very clearly conveyed” to the Ministry of Foreign Affairs in Pakistan.

Pakistan’s Foreign Secretary Aizaz Ahmad Chaudhry, who met his Indian counterpart S Jaishankar here on Tuesday for a “courtesy” meeting, was also conveyed this, Singh said.

“It was conveyed to the Foreign Secretary of Pakistan, when he unofficially on a courtesy visit, met our our Foreign Secretary here that they have to look into our NIA visiting Pakistan. He has to go back and take a formal view and convey to us,” he said.

“…What appears in the newspapers, we are not concerned about it. So far as the Ministry of Foreign Affairs of Pakistan is concerned, it has not denied the reciprocity issue,” he said.(Agencies)
