59 Indian fishermen arrested in Pakistan

 

KARACHI: 59 Indian fishermen have been arrested in Pakistan and their 10 boats seized for allegedly violating the country’s territorial waters.

The fishermen were arrested by Pakistan’s Maritime Security Agency (MSA) while they were fishing in Sir Creek, a disputed area on the maritime border of Sindh and Gujarat.

The MSA detained people in Karachi and handed them over to the police for legal action.

The fishermen have been taken into custody and cases have been lodged against them under section 3 and 4 of the Foreigners Act and 3 and 9 of the Fisheries Act, the Express Tribune quoted a police official as saying.

Both Indian and Pakistani fishermen are often arrested for illegal fishing since the Arabian Sea border is not clearly defined and many boats lack the technology to fix their precise location.

In two goodwill gestures last month, Pakistan freed 86 fishermen in two batches each.

Some 377 more Indian prisoners are languishing in the Malir jail out of whom 116 have to complete their sentences while the remaining 261 are undertrials. (AGENCIES)

Above normal temperature this summer: IMD

NEW DELHI: The country will witness “warmer than normal temperature” this summer with heat wave like conditions likely over Central and northwest parts of India.

According to the summer forecast issued by the India Meteorological Department, the first of its kind, for April to June, the seasonal temperature would be above normal by more than one degree Celsius over Northwest India.

There is also a high probability of 76 per cent of maximum temperatures in the core Heat Wave (HW) zone during the 2016 hot weather season to be above normal.

Core HW zone covers states of Punjab, Himachal Pradesh, Uttarakhand, Delhi, Haryana, Rajasthan, Uttar Pradesh, Gujarat, Madhya Pradesh, Chhattisgarh, Bihar, Jharkhand, West Bengal, Odisha and Telangana and met sub-divisions of Marathwada, Vidharbha, Madhya Maharashtra and coastal Andhra Pradesh.

“This in turn suggests high probability of moderate and severe heat wave conditions in core HW zone during the hot weather season,” the IMD said. (AGENCIES)

Revised rail child fare effective from April 21

NEW DELHI: The Railways has decided to charge full fare for children (5-12 years) for seats in reserved class, with the revised child fare to be effective from April 21.

Under the revised provision, full adult fare will be charged for children of age 5 years and under 12 years of age if for whom full separate berth/seat (in reserved class) is sought at the time of reservation, an official statement said.

However, in case full separate berth/seat is not sought, half of the adult fare shall continue to be charged subject to minimum distance for charging.

The revised child fare rule has been made applicable for travel from April 21, 2016 onwards, it said. (AGENCIES)

EC bans exit polls

NEW DELHI: The Election Commission today banned exit polls between April 4 and May 16 when Assembly elections are held in five states.

Citing provisions of electoral laws, EC said, “Exit polls cannot be conducted and publicised by means of print and electronic media or dissemination in any other manner starting from April 4 at 7 AM to May 16 at 6.30 PM.”

The election timings for Tamil Nadu, Kerala and Puducherry are between 7 AM and 6 PM. The timings for West Bengal and Assam would be a little different depending on the topography of the constituency and the security situation.

The Commission also said that display of “any election matter” including results of any opinion poll or any other poll survey in “any electronic media” is “prohibited during the period 48 hours, including the hour fixed for conclusion of poll in each of the phases in connection with the elections.” (AGENCIES)

Govt to increase State’s cadre IAS officers

JAMMU:The State Administrative Council, which met here under the Chairmanship of Governor NN Vohra, today approved the proposal submitted by the General Administration Department to increase the cadre strength of J&K Cadre of IAS from the existing 137 posts to 145 posts.

The recommendations will be sent to the Department of Personnel and Trainings (DoPT), Government of India. At present, authorised cadre strength of IAS (J&K Cadre) is 137 and out of these, 75 posts are meant for Direct Recruitment and 62 to be filled up by promotion from State Civil Service Officers (SCS), official spokesman here said.

He said the Indian Administrative Service (Cadre) Rules, 1954, provide for a periodic review of the cadre of IAS to be carried out after every five years. (AGENCIES)

SAC approves implementation of Crop Insurance Scheme-PMFBY in J&K

JAMMU: The State Administrative Council (SAC) which met here today under the chairmanship of Governor, N N Vohra gave nod to the implementation of Pradhan Mantri Fasal Bhima Yogana (PMFBY) in Jammu & Kashmir. The Scheme shall be rolled out from Kharif season-2016 onwards.

The implementation of the Scheme would be landmark towards securing the crops of the farmers and growers against natural calamities, pests and diseases and shall cover all major risks to the crops. It will provide major relief to the farming community against losses suffered by them on account of un-favorable and fluctuating weather and climatic conditions including rain, hail and wind storm, flood, inundation and landslide, drought, dry spells, pests, diseases etc.

The farmer shall have to pay a uniform premium of only 2 % for all Kharif crops and 1.5 per cent for all Rabi crop.  In case of annual Horticulture and Commercial crops, farmer shall have to pay a premium of only 5 %. The remaining part of the premium subsidy shall be borne by the Centre and the State on 50:50 basis.  The State Government will be implementing the Scheme in a phased manner and to begin with, 10 % area is proposed to be covered during 2016-17.

This Scheme is compulsory for the loanee farmers (KCC) and optional for others, but it is envisaged to cover all the farmers in a phased manner within 2 to 3 years depending upon the response towards the Scheme.

Backed up by the setting up of Automatic Weather Stations and carrying out Crop Cutting Experiments (CCE) on scientific basis, the scheme promises to provide prompt and easy settlement of claims through the use of technology like GPS, remote sensing and drones to assess actual crop damage/losses.

The Scheme shall operate on the principle of ‘Area Approach’ in the selected Defined Areas called Insurance unit (IU). A high level Committee of the State Government will notify Crops and Defined Areas to be covered during the season as per the operational guidelines of PMFBY.

The State Agricultural Production Department has been asked to work out necessary details immediately for implementation of the Scheme with effect from Kharif Crop 2016-17 and notify the schedule accordingly. It has also been decided that adequate publicity be given to the Scheme through radio, electronic and print media. To acquaint the farmers with the benefits accruing out of the Scheme, various institutional mechanisms are being put in place for implementation of the Scheme.

Pathankot attack: Pak JIT records statements of witnesses

NEW DELHI: Pakistani team probing the Pathankot terror strike today completed recording statements of the witnesses and were also handed over some more documents which included DNA report of the four terrorists killed in the 80-hour gun battle with security forces.

The Joint Investigating Team (JIT) of Pakistan headed by Additional Inspector General of Police, Counter Terrorism Department, Muhammad Tahir Rai and also including ISI’s Lt Col Tanvir Ahmed, began their day by recording the statements of witnesses in the case, NIA sources said.

They questioned 16 witnesses in all, including a Superintendent of Police rank officer of Punjab Salwinder Singh, his jeweller friend Rajesh Verma and cook Madan Gopal. The three were kidnapped by the Pathankot attack perpetrators belonging to the banned Pakistan-based Jaish-e-Mohammed on the intervening night of December 31 and January one. (AGENCIES)

Additional tax benefit for first-time home buyers from tomorrow

NEW DELHI: First time home buyers from tomorrow will get additional tax benefit for purchase of residential properties of value up to Rs 50 lakh.

The Government’s proposal coming into force from tomorrow is aimed at promoting its ‘housing for all’ scheme and bolster the real estate sector which is facing a huge slowdown for last three-four years.

The Finance Bill 2016, which is likely to be approved by Parliament during the second half of the Budget session, provides for up to Rs 50,000 tax benefit on loan up to Rs 35 lakh taken for residential house.

“In furtherance of the goal of the Government of providing ‘housing for all’, it is proposed to incentivise first-home buyers availing home loans, by providing additional deduction in respect of interest on loan taken for residential house property from any financial institution up to Rs 50,000,” said the Bill, presented to Parliament by Finance Minister Arun Jaitley. LAHORE:  Five al-Qaeda terrorists have been killed and 450 suspects arrested in Punjab province as the Pakistani military launched a fresh campaign against militants following the Easter Sunday massacre that killed 74 people.

The attack by Pakistani Taliban faction – Jamaatul Ahrar – killed 74 people, most of them women and children, on Sunday at a crowded public park in Lahore. The group claimed the attack saying it was a “message” to Pakistan Prime Minister Nawaz Sharif that the “war has reached his doorstep”. It also said that their target were Christians.

Punjab Law Minister Rana Sanaullah today said security agencies and Punjab police have extended search operations from main districts to small towns and detained 450 suspects.

“In the four-day operation (since Sunday), law enforcement agencies had taken more than 9,000 people into custody but detained 450 of them for their alleged links with banned organisations,” Sanaullah told reporters here. “We are also interrogating them for their role as facilitators.”

He acknowledged that some people may have to face problems as the operation progresses, but quickly added that there was no other way to find the terrorists and their facilitators.

“Such people are living among us. We have to identify them and arrest them. War against terrorism is our struggle for survival and there is no other option but to win it,” he said.(Agencies)

‘Arrest of Indian ‘spy’ threatens Indo-Pak back channel talks’

ISLAMABAD: The arrest of an alleged Indian ‘spy’ from Pakistan’s restive Balochistan province may derail the back channel diplomacy between the two countries after claims have been made that National Security Adviser Ajit Doval was his “direct handler”, a media report said today.

Pakistan last week arrested Kulbhushan Yadav, the alleged operative of Research and Analysis Wing (RAW), from southern Balochistan.

Pakistan Army had also released a “confessional video” of Yadav, who said he was the serving Indian Navy officer.

The Express Tribune today reported that the mechanism involving the national security advisers (NSA) of two countries to discuss security and terrorism related issues is in danger of being scrapped after Doval’s name surfaced in the ongoing controversy.

“Security officials claimed that Yadav’s confessional statement has confirmed the Indian NSA’s role as being the architect of RAW’s current policy of stoking violence in Pakistan, particularly in Balochistan,” it said.

Military spokesperson Lt Gen Asim Salim Bajwa on Tuesday also claimed that Yadav was being directly handled by Doval.

The serious nature of the allegation against Doval has compelled Pakistan to reconsider the arrangement the two neighbours had put in place at the NSA-level talks last year to discuss counter-terrorism issues through back channels, it said.

“Is it appropriate to talk to a person who is directly involved in creating instability in Pakistan?” asked a security official, who requested anonymity because of the sensitivity of the issue.(Agencies)

ED attaches Rs 120 cr assets of sitting Maha NCP MLA

NEW DELHI: After veteran NCP leader Chhagan Bhujbal and his family, another party leader in Maharashtra came under the scanner of ED which today attached assets worth Rs 120 crore of sitting MLA Ramesh Kadam in a case of alleged embezzelment of over Rs 300 crore in a state-run corporation.

Kadam, a Nationalist Congress Party MLA from the Mohol seat in Solapur, has been the President of the Lokshahir Annabhau Sathe Development Corporation between August, 2012 and December, 2014, during which, the ED alleged he along with other officials of the corporation allegedly misappropriated large amounts.

“Kadam in collusion with the officials of the corporation and other accused persons hatched a conspiracy and misappropriated funds of the corporation which were given to various institutions for their own benefit and thus embezzled an amount to the tune of over Rs 300 crore.

“While doing this, they cheated and betrayed the corporation and for this purpose they used forged documents as genuine and used the ill-gotten money for their own purposes,” the agency said.

The ED registered a criminal complaint against Kadam and others under the provisions of the Prevention of Money Laundering Act (PMLA) in September last year based on an earlier FIR of the state CID in the said case.

The central probe agency issued a provisional attachment order for seizing a flat, in the name of Kadam and his wife, located in Mumbai’s Borivali area, an agricultural land in Aurangabad district, bank balances to the tune of Rs 76.67 lakh and equity shares and a land in the upscale Peddar road area of the western metropolis.(Agencies)

Interest rates on PPF, other savings to be lower from tomorrow

NEW DELHI: Interest rate on small savings schemes, including PPF, Kisan Vikas Patra (KVP) and senior citizen deposits, will be cut by up to 1.3 per cent from tomorrow as the government moves towards quarterly alignment of rates with the market.

Interest rate on Public Provident Fund (PPF) scheme will be 8.1 per cent for the period April 1 to June 30, down from 8.7 per cent.

On KVP, it will be reduced to 7.8 per cent from 8.7 per cent while senior citizen savings scheme of five years would earn 8.6 per cent interest compared to 9.3 per cent.

Girl-child saving scheme, Sukanya Samriddhi Account will see interest rate of 8.6 per cent as against 9.2 per cent, according to a Finance Ministry order.

The popular Five-Year National Savings Certificates will earn an interest rate of 8.1 per cent from April 1 as against 8.5 per cent, at present.

A five-year Monthly Income Account will fetch 7.8 per cent as opposed to 8.4 per cent.

Post Office term deposits of one, two and three years command an interest rate of 8.4 per cent but from April 1, a one-year time deposit will get 7.1 per cent, two-year time deposit will earn 7.2 per cent and 3-year time deposit will attract interest of 7.4 per cent.(Agencies)

HC seeks report from police in IPL match-fixing, betting case

MUMBAI: The Bombay High Court today asked the Mumbai police crime branch to submit a progress report in a case being probed by them into the alleged match-fixing and betting in 2013 Indian Premier League (IPL) cricket matches.

On a PIL seeking a joint probe by CBI, Income Tax Department and Enforcement Directorate into the alleged match fixing and betting in 2013 IPL matches, a bench of Justices Abhay Oka and P D Naik asked police to submit on April 27 the progress report of investigations made by them.

The bench also asked investigation officer Nandkumar Gopale to appear in person on the next date of hearing on April 27.

The court asked police to inform on the same day what steps it had taken to trace the accused in the case.

In its affidavit, police said that it had arrested 22 accused, including bookies, in this case, and said they would make further investigations and file supplementary charge sheet.

The petitioner, activist Ketan Tirodkar, prayed that CBI be directed to register a case of cheating against players and bookies who had allegedly developed nexus with vested interests for “fixing matches or promoting betting in IPL matches”.(Agencies)

JERUSALEM: Israel, known world over for its water management techniques, plans to more than double its Centres of Excellences in India to boost the bilateral cooperation in the field of agriculture.

“India and Israel share a very strong bonding and our cooperation cuts across many areas. Agriculture is an important component in our relationship and we have established 13 Centres of Excellences in India so far which will go up to 28 in the coming years”, said Uri Ariel, Israel’s Minister of Agriculture and Rural Development.

“We have the necessary expertise required for cleaning the Ganges and we will extend all possible cooperation in this project during my visit to India next week”, Ariel said.

He said Israel also wanted to expand its existing cooperation with India in agriculture sector.

Ariel will inaugurate another Centre of Excellence in Haryana during his visit to India next week to participate in the “Water Week” starting on April 4, which will be the third in the state.

He will be leading a delegation of 10 Israeli companies active in the field of water management, with some of them already active in India.

In agriculture, Israel’s drip irrigation method is already popular in many parts of India.

Ariel is expected to meet Union Minister for Water Resources, River Development and Ganga Rejuvenation Uma Bharati and Minister of Agriculture Radha Mohan Singh, besides Rajasthan Chief Minister Vasundhara Raje among others during his visit. (Agencies)

Bullion markets shut for 30th day protesting excise duty

 

NEW DELHI: Bullion and jewellery traders in several parts of the country, including Delhi and Kolkata today continued their strike for the 30th day, demanding roll back of 1 per cent excise duty on non-silver jewellery proposed in the Union Budget.

Most of the bullion markets and jewellery showrooms remained closed in major cities, Vice-President of the All India Sarafa Association, Surinder Kumar Jain said.

“Jewellers who deal in silver only, are also supporting the ongoing strike by keeping their shops shut”, Jain told.

Bullion markets in Chennai, however, remained open for regular trading.

Meanwhile, the government has constituted a panel under former Chief Economic Advisor Ashok Lahri to look into the demand of jewellers.

The panel, which has been asked to submit its report in 60 days, will look into issues related to compliance procedure for the excise duty, including records to be maintained, forms to be filled, operating procedures and other relevant issues.

Finance Minister Arun Jaitley had proposed 1 per cent excise duty on jewellery without input credit or 12.5 per cent with input tax credit on jewellery excluding silver other than studded with diamonds and some other precious stones.(Agencies)

Pakistanis critical of Taliban, extremist groups: Pew

WASHINGTON :  People in Pakistan are extremely critical of terrorist organisations and support government action to fight extremists, a Pew Research survey said today.
“Overall, Pakistanis had a very negative view of the Taliban and the TTP,” Pew said on the survey which it said is based on previously unreleased data on public attitudes in Pakistan from 2015, it said.
In the survey last April, 72 per cent had an unfavourable view of the Taliban umbrella group, while six-in-10 had negative opinions of Tehreek-e-Taliban Pakistan specifically.
About half (53 per cent) of Pakistanis viewed the Afghan Taliban negatively and 47 per cent voiced dislike for al-Qaeda, Pew said.
It said most Pakistanis do not have an opinion on Lashkar-e-Taiba, the group that carried out the attacks in Mumbai in 2008 and operates in the Jammu and Kashmir nor IS, but among those who do, sentiments towards these extremist groups are negative.
Across all the extremist organisations tested, no more than 15 per cent of Pakistanis showed support for them, with more people in each case not offering an opinion.
In 2015, Pakistanis were confident that the government was making progress in the fight against extremists, Pew said.
A 56 per cent majority said that the government was making progress, with only seven percent saying it was losing ground and 12 per cent saying things were about the same as in the past.
As is typical of Pakistani public opinion, a quarter did not offer an opinion, Pew said. (AGENCIES)

WELLINGTON :  New Zealand media have likened Eoin Morgan’s England team to Frankenstein’s monster, saying they turned the Black Caps’ own game plan against them to win the World Twenty20 semi-final.
While acknowledging England were the better team and deserved the seven-wicket win in New Delhi, Kiwi pundits said the seeds of the result were sown when the sides met in Wellington last year at the Cricket World Cup.
In that match, eventual finalists New Zealand trounced England by eight wickets, prompting Morgan’s men to review their style and emulate the Black Caps’ aggressive tactics.
“There was an element of Frankenstein to New Zealand’s departure from the Twenty20 World Cup,” Fairfax New Zealand’s Duncan Johnstone wrote.
“This was an England team that the Black Caps turned into a monster. And the monster came back to destroy them.”
The New Zealand Herald’s Andrew Alderson said England also mimicked the Black Caps by taking the emotion out of their cricket, delivering “a clinical dissection which wouldn’t have looked amiss in an operating theatre”.
“If the Black Caps could be deemed ‘the masters’, their apprentices trumped them,” he wrote.
He added that “England have morphed into a side with swagger and chutzpah”, since their Wellington humiliation, rating them a good chance of winning the decider on Sunday against either India or the West Indies.
Johnstone said the heavy loss was a “limp” end to a campaign that saw the Black Caps cruise through the group stages undefeated, including wins over Australia, India and Pakistan.
The New Zealanders have shown they can advance deep into limited-overs tournaments but are yet to reach the next level and win a 50-over or T20 World Cup.
However, Kane Williamson proved himself an able captain for the post-Brendon McCullum era and the promising young spin duo of Ish Sodhi and Mitchell Santner excelled.
Former Black caps paceman Simon Doull said Williamson’s men exceeded expectations, finally showing they could play in Indian conditions, and should not be judged too harshly.
“We’ve had a good tournament and adapted to conditions really well, I don’t think this is a failure,” he told Radio Sport.
“Today’s game will be disappointing, but if you’d told me at the start of the tournament that we’ll go there and make the semi-finals of the T20 World Cup on the sub continent, I’d have said ‘no way’.” (AGENCIES)

He said that in next 24 hours, the temperature will fluctuate between 30.0 degree Celsius to 32 degree Celsius but as western disturbance is going to hit Jammu and Kashmir tomorrow, there will be some improvement in the soaring mercury.

JAMMU: An Army jawan got injured when a grenade accidentally exploded in his hand in Rajouri district.

”A jawan identified as Naik R B Rawat of 23 Rashtriya Rifles this morning sustained critical injuries in hand when the pin of a grenade accidentally got removed and it exploded near firing practice range in Nowshera Sector,” police sources here said.

Cabinet nod to ordinance for Uttarakhand expenditure

NEW DELHI: The Union Cabinet today gave its nod for issuing two Ordinances including the one to authorise expenditure beyond April one in centrally-ruled Uttarakhand in view of the political crisis there.

The other Ordinance seeks to bring in changes in the Enemy Property Act, 1968. The Cabinet recommended repromulgation of an earlier ordinance issued in January as Parliament could not pass a bill to replace it within the stipulated time.

The decisions were taken at a meeting of the Union Cabinet chaired by Home Minister Rajnath Singh in the absence of Prime Minister Narendra Modi, who is in Brussels.

“The Union Cabinet today met and in view of the situation in Uttarakhand has recommended an Ordinance for the consideration of President. On March 18, the Budget could not be passed in the Uttarakhand Assembly. The Appropriation Bill was also not passed. (AGENCIES)

Militant hideout busted in Doda

BHADERWAH: Security forces today busted a militant hideout and recovered a cache of arms and ammunition in Doda district.

Acting on specific information, troops of 10 Rashtriya Rifles and police launched a joint operation in the Koti Nullah of Basti forest area, 11-km from Doda town, police said.

“We busted the terrorist hideout from a natural cave and recovered three firearms and ammunition,” Doda Senior Superintendent of Police (SSP) Zahid Naseem Manhas said.

The recoveries included one 303 rifle with magazine, a single barrel gun, a Chinese pistol with magazine and its six rounds, 57 AK-47 rounds, a radio set and a mobile phone without battery, he said. (AGENCIES)

No floor test in Uttarakhand Assembly tomorrow

NAINTIAL: Tomorrow’s floor test in Uttarakhand Assembly, ordered by a single judge of the High Court, was today stayed by the Division Bench till April 7, giving yet another twist to the continuing political drama in the state.

The Bench of Chief Justice K M Joseph and Justice V K Bisht passed the order on a petition filed by the Centre against yesterday’s single judge directive for floor test tomorrow.

The order came after Attorney General Mukul Rohatgi, appearing for the Centre, strongly opposed yesterday’s order saying courts cannot interfere with the Presidential proclamation.

“By consent order, the Honourable Division Bench stayed the order of single judge till April 7,” said advocate Nalin Kohli, who was part of the team representing the Centre.

The next date of hearing before the Division Bench is April 6, he said.

Earlier, the trust vote was slated for March 28 but the Centre imposed President’s Rule on March 27, citing “breakdown of Constitutional machinery” in the state.

This was challenged by ousted Chief Minister Harish Rawat before the single judge U C Dhyani of the High Court.

The single judge, while ordering the floor test on March 31, had also allowed nine disqualified rebel Congress MLAs to participate in the voting.

Congress was unhappy and had planned to challenge this aspect of the order. (Agencies)
