India’s public spending on health well below global avg: Survey

NEW DELHI: The country’s public spending on health is “little over” 1 per cent of GDP, the Economic Survey said today, adding that there are “insufficient” instances of good models in the health sector.

“Given the pressing need to redistribute, India did not invest sufficiently in human capital – for instance, public spending on health was an unusually low 0.22 per cent of the GDP in 1950-51.

“This has risen to a little over 1 per cent today, but well below the world average of 5.99 per cent,” the survey tabled in Parliament said.

It said that as per Reserve Bank of India data, expenditure on social services by Centre and states, as a proportion of GDP was 7.0 per cent during 2016-17 (Budget Estimate), with education and health sectors accounting for 2.9 per cent and 1.4 per cent respectively.

“The year 2014-15 in respect of which latest actual figures are available showed a significant decline from the RE level following a large decrease in actual social sector expenditure of the states from the revised estimates,” it said.

It said that on state capacity, delivery of essential services such as health and education, which are predominantly the preserve of state governments, remains “impaired”.

“But on health and education there are insufficient instances of good models that can travel widely within India and that are seen as attractive political opportunities. Competitive populism needs a counterpart in competitive service delivery,” it said.

The Economic Survey said that a second distinctive feature of the Indian economic model is the “weakness” of state capacity, especially in delivering essential services such as health and education. (AGENCIES)

NEW DELHI: India was today not impressed by the detention of Hafiz Saeed, saying only a “credible crackdown” on terror outfits, including Saeed’s, will prove Pakistan’s sincerity as such actions had been taken against the 26/11 Mumbai attack mastermind in the past too.

“We have also noted that Hafiz Saeed and four others have been placed under preventive detention.

“Exercises such as yesterday’s orders against Hafiz Saeed and others have been carried out by Pakistan in the past also. Only a credible crack down on the mastermind of the Mumbai terrorist attack and terrorist organisations involved in cross border terrorism would be proof of Pakistan’s sincerity,” MEA spokesman Vikas Swarup said.

Medical entrance exam NEET in 80 cities on May 7

NEW DELHI: The Central Board of Secondary Education (CBSE) will conduct the National Eligibility-cum- Entrance Test (NEET) for admission to all medical colleges in the country on May 7.

The board will conduct the test as per the Indian Medical Council Act, 1956 (amended in 2016) and the Dentists Act, 1948 (also amended in 2016).

The test will be conducted across 80 cities on May 7 for admission to MBBS/BDS courses in medical/dental colleges run with the approval of Medical Council of India/Dental Council of India under the Ministry of Health and Family Welfare, except for the institutions established through an Act of Parliament ie AIIMS and JIPMER Puducherry.

“Candidates have been given an opportunity to submit the online application for a month from January 31 to March 1. This year in all the seats of MBBS/BDS courses, admission will be done through NEET,” an official statement said. (AGENCIES)

Over 1.5 k acre land encroached in Jammu

JAMMU: The Jammu and Kashmir today said that 1,510 acres of land in the city has been encroached as it admitted that the Jammu Development Authority is yet to demarcate 6,818 acres of land, meant for development, given to it in 1973.

The J&K Government transferred 9,479 acres of land to Jammu Development Authority for development since 1973 and out of which 6,818 acres of land has not been demarcated, Minister of State for Housing & Urban Development Asiea Naqash told told the Legislative Assembly here.

Replying to a question by BJP member Sat Paul Sharma, she said that total land demarcated by JDA since 1973 is only 2,245 acres and out which 330 acres has been encroached.

Similarly, 1,510 acre has been encroached in Jammu belonging to JDA, the minister said, adding that 223 acres of land (out of the total 9,479 acres) is in possession of Jammu while 1,111 acres has been utilised by JDA, 93 acres of land regularised. (AGENCIES)

Kashmir’s min temp improves, fog affects rail ops in north India

NEW DELHI: Mercury in the northern plains today hovered around normal limits, while the minimum temperatures in Kashmir Valley marked an improvement due to overcast sky even as its higher reaches received snow overnight.

Fog continued to affect rail operations in the northern states with 45 trains being delayed while 35 others were rescheduled.

It was a pleasant day in the national capital as the minimum temperature was registered at 9.8 degrees Celsius, a notch above the season’s average, while the high settled at 23.4 degrees Celsius, a notch above normal. Humidity oscillated between 100 and 49 per cent.

Some places in the higher reaches of Kashmir division received snow overnight with the famous ski-resort of Gulmarg recording three inches of snow since yesterday, a MeT department official said.

He said the south Kashmir resort of Pahalgam, which serves as a base camp for the annual Amarnath yatra, recorded 5.5 cm of fresh snowfall. Some other areas also experienced rainfall.

However, the nearly 300-km long Srinagar-Jammu national highway, the region’s only all weather road connection with the rest of the country, was open for traffic, an official at the Traffic Control Room said.

He said one-way traffic from Jammu towards Srinagar was plying smoothly and no vehicle was allowed to ply in the opposite direction.

Meanwhile, the night temperature in most parts of the Valley and Ladakh region improved, providing slight respite from cold conditions. (AGENCIES)

NGT asks panel to file report on ‘illegal’ tree felling in J&K

NEW DELHI: The National Green Tribunal today granted a week’s time to a committee, formed by it, to file a report regarding alleged illegal and unauthorised felling of large number of trees in Ramban district of Jammu and Kashmir.

A bench headed by NGT chairperson Swatanter Kumar asked the Additional Chief Conservator of Forest of the area, who was appointed the chairman of a panel constituted by the tribunal, to explain why the report has not yet been filed despite its order.

“If the averments made in the petition are correct, it is a very serious matter. The whole forest has been wiped out,” the bench observed.

“We have not yet received the report. The Additional Chief Conservator of Forest of the area shall also explain why the report has not been filed. List this matter for February 7,” the bench, also comprising judicial member Justice Raghuvendra S Rathore and expert member Bikram Singh Sajwan, said. (AGENCIES)

NC, Cong stage walkout from J&K Assembly

JAMMU: National Conference and Congress in the Jammu and Kashmir Assembly today protested against the Speaker not allowing a member of the opposition to ask a supplementary question and subsequently staged a walkout from the House.

NC legislator Mian Altaf wanted to ask a supplementary question related to the sport department during the Question Hour but was not allowed to do so.

Altaf then entered the well of the House to protest. He alleged Speaker Kavinder Gupta did not give him time to ask a supplementary question as he wanted to “save the Government from getting exposed”.

He walked out of the House after sometime.

NC and Congress legislators also protested against the Speaker, saying “asking question is the right of members”.

SC’s giant leap to digitisation, scans 1.05 crore page records

NEW DELHI: In a giant leap towards digitisation, the Supreme Court has digitised a whopping one crore five lakh pages and records of civil appeals, ranging from the pre-independence era till 2002 as part of its recent reforms.

The digitisation of court records has been done as part of the document management system and would make the documents accessible with just a click of the mouse, the ‘Indian Judiciary Annual Report 2015-2016’, issued by the apex court, said.

The report said a new assembly line capable of producing 50,000 scanned pages per day was created in February last year which enabled digitisation of the voluminous documents.

“With a view to scan and digitise court records including pending and decided case files in order to activate document management system and to strengthen immediate accessibility with more impetus on transparency, a new assembly line capable of producing 50,000 scanned pages per day, in end to end processing, was created in February 2016,” the report said.

“As on date, all civil appeals pertaining to the period 1938 to 2002 have completely been scanned and are available on the Supreme Court’s D-space which may be accessed on internal network,” it said. (AGENCIES)

Corruption case registered against IT officials

SRINAGAR: The State Vigilance Organisation today registered a corruption case against senior officers of the Information Technology Department for making procurements without following the financial code, causing huge loss to the State exchequer.

“A case was registered under the Prevention of Corruption Act against officials of Information Technology Department after completion of preliminary investigation,” a spokesman of Jammu and Kashmir State Vigilance Organisation (SVO) said.

It was alleged that “from the period 2011 to 2015, the IT Department (Jammu and Kashmir e-Governance Agency) has made procurement of hardware and software items and other goods from different vendors or suppliers without following financial code or tendering process for their pecuniary benefits as such have put loss to the State exchequer worth corers of rupees”, the spokesman said.

He said the verification was conducted in response to a Government order issued by the General Administration Department on June 30, 2016 which was followed by Special Audit Report on August 10, 2016 received from the Information Technology Department.

“During verification, it was revealed that the Department of Information Technology did not bother to adopt tendering mode for procurements and also most of such procurements have been made without the approval of competent authority or Governing Body and without adopting, the procedure laid down for such procurements,” the spokesman said. India one of world’s largest recipients of FDI: Survey

NEW DELHI: India has become one of the largest recipients of foreign direct investment on account of reform measures taken by the Government, the Economic Survey for 2016-17 said today.

“FDI reform measures were implemented, allowing India to become one of the world’s largest recipients of foreign direct investment … India’s FDI has risen sharply over time,” the document, which was tabled in Parliament today, said.

In the most recent year, it said FDI is running at an annual rate of USD 75 billion, which is not far short of the amounts that China was receiving at the height of its growth boom in the mid-2000s.

The Government has liberalised and simplified the foreign direct investment (FDI) policy in sectors like defence, railway infrastructure, construction and pharmaceuticals.

It said many new initiatives have been taken up to facilitate investment and ease of doing business in the country such as Make-in-India, Invest India, Start Up India and e-biz Mission Mode Project.

Further it said surging net FDI inflows, which grew from 1.7 per cent of GDP in FY’2016 to 3.2 per cent of GDP in the second quarter of FY’2017, helped the balance-of-payments. (AGENCIES)

“Indian Snowshoers Denied Visas, due to ‘current (US) policy’. This from our good friend Abid Khan, from Kashmir, minutes ago in our Facebook Messaging,” Clyde Rabideau, Mayor of the Village of Saranac Lake in New York, wrote on his Facebook page.

The snowshoers reportedly denied visas are Abid Khan and Tanveer Hussain. They were supposed to take part in the 2017 World Snowshoe Championships in New York from February 24-25.

NEW DELHI: The Income Tax department has identified 18 lakh people who have made ‘suspicious’ cash deposits post demonetisation, including those having deposited over Rs 5 lakh, and will send emails and SMSes seeking explanation about their source of funds.

These people will have to reply within 10 days to avoid any notice from the tax department or further enforcement action.

The department today launched ‘Operation Clean Money’ project under which CBDT, with data analysis and profiling of assessees, will send e-communications to people whose cash deposits post November 8 note ban do not match their income.

“Operation Clean Money/Swachh Dhan Abhiyan is a programming software which will be used to get answers on all the deposits made and after preliminary answers from the people. Then only, if need be, we would take legal action against those people,” Revenue Secretary Hasmukh Adhia said.

Central Board of Direct Taxes (CBDT) Chairman Sushil Chandra said 10 days’ time would be given to people to reply to the e-communication and replies can be filed by logging on to the e-filing portal of the Income Tax department.

“In the initial phase, we are putting data of those persons who have deposited Rs 5 lakh or more and deposits between Rs 3 lakh and Rs 5 lakh of suspicious nature and who have poor tax compliance after November 8,” Chandra said.

Initially, this will cover 18 lakh tax payers whose data will be uploaded on e-filing portal. These people while filing reply have to explain to tax department the sources of deposit.

Chandra said that tax department has compiled huge data which shows that there are over 1 crore accounts where above Rs 2 lakh money have been deposited and involves unique PAN of 70 lakh persons.

“We have compared these vast data with the income profile, turnover and the various other particulars of income available in the income tax data bank. In the first phase where the deposits in account are not matching with our data, we are putting the same on our e-filing portal seeking explanation of source of income,” he said.

Chandra said the intention of the scheme is to avoid any harassment to the tax payer, they need not come to office and online verification would be completed.

“Swachh Dhan Abhiyan is a continuous exercise to widen and deepen the tax base. All the accounts in which money has been deposited will be tracked and we have hired the data analytics and we will identify the ultimate beneficiaries even in layered accounts,” he said. (AGENCIES)

Over 1 lakh unemployed youth registered with DECC in J&K: Govt

JAMMU:  Over one lakh unemployed youth were registered with district employment and counselling centres (DECCs) in Jammu and Kashmir up to December 20, 2016, the state government said today.

J and K Minister for Labour and Employment Haseeb A Drabu, said in the Legislative Assembly that 1,04,577, unemployed youth were registered with DECCs in the state up to December 20, 2016.

“Of them, 159 are illiterate,” he said in a written reply to a question by PDP MLA Javid Hassan Baig.

However, the registration is voluntary and the figure may be higher, the minister added.

He further said 3,162 low-qualified skilled youth (1,107 skilled other than ITI and 2,055 ITI trained) are registered with DECCs up to December 20, 2016 across the state.

The Fast Track Recruitment Policy has been adopted for all government departments, he said, adding that the J and K special recruitment rules have also been notified.

The vacant posts, both gazetted and non-gazetted, have been referred to the recruitment agencies under direct quota by the departments concerned, the minister said.

Besides, in terms of recent budget announcement 2017-18, all state-sponsored self-employment schemes will be subsumed into a better incentivised single sector-agnostic credit linking schemes to address the unemployment problems, Drabu said.

All the beneficiaries of the said scheme shall have to mandatorily undergo a comprehensive entrepreneurship development programme through Rural Self Employment Training Institutes (RSETIS) and J and K Entrepreneurship Development Institute (J&KEDI, he said. (AGENCIES)

BJP should declare polls as referendum on demonetisation: Cong

CHANDIGARH:  Congress leader Sachin Pilot today dared BJP to declare Assembly polls in five states as a referendum on demonetisation if it was confident that the move has helped in checking terrorism, black money, naxalism and drugs menace.

Claiming that demonetisation brought instability in the country, he said “even leaders from BJP are openly admitting that demonetisation is a failed move”.

Pilot, who is Rajasthan PCC chief, said Prime Minister Narendra Modi should tell the public who is responsible for the deaths of 125 people, who lost their lives while standing in queue to withdraw money from banks.

“If BJP is so confident that demonetisation has helped in checking terrorism, black money, naxalism, drugs then it should declare it as a referendum in the poll bound five states,” the former union minister said here.

Maintaining that Congress’ campaign in poll-bound states is “cohesive and positive”, he said the party rebels were not a serious threat as they have already been rejected by the people.

Demanding a white paper from ruling Shiromani Akali Dal (SAD)-BJP in Punjab on the issues of farmers suicides, drugs, industry and debt, he said “People of Punjab have rejected the SAD-BJP alliance and made up their mind to form a Congress government. Shiv Sena (in Maharashtra) has left BJP and after Punjab polls, Akalis will also dump the saffron party.”

Hitting out at Aam Aadmi Party (AAP), he accused the AAP supremo Arvind Kejriwal of not fulfilling the constitutional responsibility that the people of Delhi had given to him by a huge mandate.

He alleged that Delhi CM and his all MLAs are campaigning in Punjab and Goa, by ignoring the national capital and public money of Delhi is being “wasted” by AAP on its poll campaign in the two states.

Pilot also attacked AAP for “dumping” the party’s founders Prashant Bhushan and Yogendra Yadav.

Rejecting that AAP has an upper edge in 69 Assembly seats in Malwa belt of Punjab, he said, “In the last Lok Sabha four MPs of AAP won from Malwa belt, but now the people have understood that this party throws out important person after getting power.”

Pilot also said that Kejriwal’s alleged move of approaching extermists in Punjab is determental for the border state.

“People are now aware that Kejriwal can go to any extent to get votes, but people will not be swayed by his hollow promises as he miserably failed to deliver in Delhi,” he said.

On the issue of Sutlej Yamuna Link (SYL) Canal, Pilot said that Modi lacked political will to resolve these through the process of dialouge among concerned states.

Hitting out at Parkash Singh Badal’s ten year regime, he said this government was most “unpopular” and people’s mood is against it.

Taking a swipe at AAP MP and party candidate from Jalalabad assembly seat, Bhagwant Mann, he said the behaviour of a person reflects about the party he belongs to in a public life.

“Can they (peoples like Mann) be role model for the country”? he asked.

On the upcoming budget tomorrow, he said that it is “unconstitutional” rather Centre should bring vote on account first. (AGENCIES)

Mercury rises in Kashmir, snow in higher reaches

SRINAGAR:  The minimum temperature in Kashmir marked an improvement due to the overcast sky even as some areas in the higher reaches of the Valley received snowfall overnight but the Srinagar-Jammu national highway remained open for traffic.

Some places in the higher reaches of Kashmir division received snowfall overnight, with the famous ski-resort of Gulmarg recording three inches of snow during the last 24 hours, an official of the Meteorological Department here said.

He said the south Kashmir resort of Pahalgam, which serves as a base camp for the annual Amarnath yatra, recorded 5.5 cm of fresh snow. Some other areas also experienced rainfall.

However, the nearly 300-km long Srinagar-Jammu national highway, the region’s only all weather road connection with the rest of the country, was open for traffic, an official at the Traffic Control Room said.

He said one-way traffic from Jammu towards Srinagar was plying smoothly and no vehicle was allowed to ply in the opposite direction.

Rains and snow frequently cause landslides at few places along the highway, often leading to its closure.

Meanwhile, the night temperature in most parts of the Valley and Ladakh region improved, providing slight respite from the cold conditions.

The mercury in Srinagar, the summer capital of the state, settled above the freezing point at 0.9 degree Celsius, the Met Department official said.

He said the temperature in Qazigund, the gateway town to the Valley, also stayed above the freezing point at a low of 0.8 degree Celsius.

Kupwara, in north Kashmir, was another place were the minimum settled above the freezing point at 0.2 degree Celsius, the official said.

He said the minimum temperature in Gulmarg was minus 4.6 degrees Celsius, while other places in the Valley registered sub-zero night temperature but close to the freezing point.

Gulmarg was the coldest recorded place in the state.

Leh, in Ladakh region of the state, registered the low of minus 4.4 degrees Celsius, the official said.

He said there is possibility of light to moderate rainfall or snow at some places in the state over the next 24 hours and the weather is likely to remain cloudy over the next few days. (AGENCIES)

India reacts cautiously to reports of Saeed’s detention

NEW DELHI:  India today reacted cautiously to the reports of detention of Mumbai attack mastermind and Jammat-ud-Dawa chief Hafiz Saeed and four others under an anti-terrorism act by Pakistan.

External Affairs Ministry Spokesperson Vikas Swarup said the government has seen reports on Pakistan Interior Ministry order placing the JuD and the Falah–e-Insaniyet Foundation under the watchlist and also the notification under which the foundation has been included in the second schedule of their anti-terror legislation under UN Security Council Resolution number 1267.

“We have also noted that Hafiz Saeed and four others have been placed under preventive detention.

“Exercises such as yesterday’s orders against Hafiz Saeed and others have been carried out by Pakistan in the past also. Only a credible crack down on the mastermind of the Mumbai terrorist attack and terrorist organisations involved in cross border terrorism would be proof of Pakistan’s sincerity,” Swarup said.

The Spokesperson further said India has long maintained that the UNSC 1267 provisions pertaining to listing and proscription of known terrorist entities and individuals must be effectively and sincerely enforced by all member states.

“We have also consistently called for bringing known terrorists under the ambit of the 1267 sanctions,” he said.

According to JuD activists, Saeed was at Masjid-e-Qudsia Chauburji in Lahore when police descended there to implement the order of detention issued by Punjab Province’s Interior Ministry in pursuance to a directive from the Federal Interior Ministry on January 27. (AGENCIES)

Rich tributes paid to 19 soldiers died in snow avalanches in Kashmir

SRINAGAR:  Army and other security agencies today paid rich tributes to 19 martyrs who lost their lives in snow avalanches in Kupwara and Bandipora districts following heavy snowfall last week.

The mortal remains of the soldiers were airlifted from the snowbound areas yesterday only due to extremely bad weather due to snowfall.

Chinar Corps Commander Lt General J S Sandhu led all ranks of the Corps to pay rich tributes to the soldiers at a wreath laying ceremony organized at Badami Bagh Cantonment, headquarters of the 15 Corps here.

A defence ministry spokesman said as the entire nation salutes the martyrs who made the supreme sacrifice fighting nature’s fury in Kashmir, the Army gave a befitting farewell to its brave hearts in a solemn ceremony at Srinagar.

He said  Lt Gen Sandhu and all ranks of the Corps paid rich tributes to the gallant soldiers who lost their lives while serving in the formidable heights along the Line of Control in two separate snow-related incidents in north Kashmir.

Fourteen soldiers had been swept away in a devastating avalanche in Gurez on January 26 while five soldiers in Machhal, who had been rescued after they got trapped under snow when the track caved in on January 28, succumbed to their injuries yesterday.

He said in a show of solidarity, officials from other security agencies including state police, CRPF, BSF and SSB also joined in paying their last respects to the martyrs.

The mortal remains of the martyrs are being taken to their native places where their last rites will be performed by the family members.

The Army stands beside the bereaved families in their loss and shares their grief and pain.

He said the martyrs are being transported from here to New Delhi in an Indian Air force aircraft today.

Schedule for further move from Delhi to respective final destinations of the martyrs is attached, he said.

Parl condoles deaths in J&K avalanches & demise of ex-MPs

NEW DELHI: Parliament today condoled the death of soldiers and civilians in avalanches in Jammu and Kashmir as well as former members of Parliament and foreign dignatories who passed away recently.

In the Lok Sabha, Speaker Sumitra Mahajan read out condolence messages for former members of the House and soldiers who lost their lives in avalanches that struck the Gurez and Machhil sectors of Jammu and Kashmir last week.

Mahajan said on January 25, four avalanches in Gurez and Sonamarg claimed lives of 20 persons, including 16 soldiers.

In Rajya Sabha Chairman Hamid Ansari condoled the death of the soldiers and some civilians in avalanches in Jammu and Kashmir on January 25, 26 and 28.

“The loss of precious lives in these natural calamities is indeed painful,” Ansari said.

Members in both Lok Sabha and Rajya Sabha stood in silence as a mark of respect and in memory of those who lost their lives in these tragedies.

Ansari also read out obituary references to former members and foreign dignatories who died since the end of Winter Session of Parliament.

Ansari made obituary references to former Iranian President Ayatollah Akbar Hashemi Rafsanjani, former President of Seychelles Sir James Richard Mancham, Ambassador of Russia to India Alexander M Kadakin and former Members W Kulabidhu Singh, Hamid Ali Schamnad, Mohd. Hashim Kidwai and Ramdas Agarwal.

The Lok Sabha also paid homage to its former members – Jujhar Singh, P Viswambharan, Kishori Sinha, Sundar Lal Patwa, Balasaheb Vikhe Patil, Manku Ram Sodhi and Surjit Singh Barnala, who died recently.

The Lok Sabha also paid homage to the victims of a boat capsize in Ganga in Bihar on January 15, accident in Etah in Uttar Pradesh on January 19 which claimed 30 lives, including that of 18 children, and victims of train accident of Jagdalpur-Bhubaneswar Express that killed 39 people. (AGENCIES)

National Conference and Congress MLAs protested outside the CM Secretariat shouting slogans ‘RSS sarkar hai hai’, ‘BJP sarkar hai hai,’ ‘Bajrangi sarkar hai hai.’
The protesting MLAs were demanding chief minister Mehbooba Mufti to reply on her statement asserting that anybody raising issue of abrogation will be anti-national.
She said in her speech yesterday during grants of her department. One of the BJP MLAs Rajiv Jasrotia raised the issue in the House demanding expunge of word ‘anti-nationals’ and BJP is not anti-national.
The Speaker also adjourned the House for sometime twice but third time for a day as opposition disrupted the House proceedings.
The protesting MLAs said that Prime Minister Narendra Modi and RSS Chief Mohan Bhagwat should issue statement whether they are anti-nationals or not.
‘Nagpur sarkar’, ‘Jumla sarkar’, ‘match fixing sarkar’, hai hai, shouted the MLAs.
They said that Speaker for the first time in the history expunged the words of chief minister, who is also Leader of the House.
“We want chief minister to clear her stand and straight way should go to Governor’s House and offer her resignation,” they added.
‘Jo 370 se takrayega, khoon ki nadiyaan bahengi,’ shouted the MLAs. They also held a march amid hullabaloo in the Secretariat premises. (AGENCIES)

Assembly: House adjourned amid ruckus as Speaker expunges CM remarks on Art 370

JAMMU : Amid uproar by the Opposition, the House proceedings of Jammu and Kashmir Legislative Assembly was today adjourned for an hour as the Speaker expunged the remarks of chief minister Mehbooba Mufti that anybody demanding Article 370 Abrogation is anti-national.
BJP MLA from Kathua Rajiv Jasrotia during Zero Hour raised the issue in the House saying that NC has agenda of Autonomy and PDP is having Self Rule but BJP has core issue of Abrogating Article 370 in Jammu and Kashmir and we are not anti-nationals.
The MLA demanded that the words should be expunged. The Speaker Kavinder Gupta however, on legislator’s request expunged Ms Mufti’s remarks, following which the opposition members created pandemonium in the House terming it unconstituional.
Meanwhile Mr Gupta adjourned the House for an hour. Speaking to reporters outside the House, NC MLA Devendra Singh Rana said that it is in the history for first time, remarks of chief minister, who is also leader of opposition, are expunged.
“The Chief Minister should either clear her stand or resign from the chair,” Mr Rana said.
Congress MLA Nawang Rigzin Jora said, “on the request of its ally BJP, the Speaker expunged the remarks, which has never happened in the past.”
“On this issue, we are with Ms Mufti but she has to come clear or quit as CM,” said Mr Jora. (agencies)

Captain crosses swords with General in battle for Patiala

PATIALAL A fierce electoral battle is being fought on the plains of Patiala where a former Army chief is crossing swords with an ex-Captain who seeks to retain his hold over the land whose destiny was determined by his forefathers.
Patiala is the pocket borough of Punjab Congress chief Amarinder Singh, who has been declared the party’s chief ministerial candidate, and this time his opponent is Gen (retd) J J Singh of the ruling Shiromani Akali Dal, with a resurgent AAP hoping to pull off a surprise win.
Having won the seat thrice in the past, Amarinder has improved upon the victory margin with every election. In 2012, he had won the seat by about 40,000 votes, despite visiting the constituency only twice. First, for filing his nomination papers and then to address a public meeting.
This time also, he has been seen only once when he came down to file his nomination on January 17. Before that he went around the city paying obeisance at Qila Mubarak, the seat of power from where the founder of Patiala state and his ancestor Baba Ala Singh ruled his kingdom.
He also went to the Kali Mata Temple and the Dukhniwaran Gurdwara before filing his nomination papers. This was followed by a road show which was expectedly a grand success.
It is difficult to imagine Patiala without its royal family. In 1947, a large population of refugees from Pakistan settled here. The then ruler, Maharaja Yadvinder Singh settled these people and provided them amenities.
The bonding continues even now. The grateful Patialvis have expressed their gratitude with repeated emphatic wins of Amarinder and his family members from the constituency.
The Akali Dal sprang a surprise by fielding General (retd) J J Singh, the first Sikh to have become the Army chief, against him.
“For the first time in history a General will be defeated by a Captain”, a confident Amarinder said while reacting to Singh’s nomination.
As Amarinder is busy stumping for party candidates elsewhere, his wife and former Minister of State for External Affairs Preneet Kaur and daughter Jaya Inder Kaur hold the fort for him.
They have always done that for Amarinder. This time, it is the third generation as well with Amarinder’s granddaughter Seher Inder Kaur also joining the campaign.
Seher is the daughter of Amarinder’s son Raninder Singh,
who is busy handling his father’s campaign in Lambi. Amarinder is also contesting from Lambi against Chief Minister and Akali Dal stalwart Parkash Singh Badal.
Besides J J Singh, Balbir Singh of the Aam Aadmi Party, is also in the fray, seeking to make the contest triangular.
In 2014 Lok Sabha polls, Amarinder’s wife had lost Patiala seat to Dharmavira Gandhi of AAP, but maintained a lead from Patiala Assembly segment. AAP has since split in the state and Gandhi is no longer with it.
Entering the poll arena for the first time, J J Singh, a greenhorn in politics, says his motto is “decisive victory against Amarinder who is not accessible and is an arrogant leader drunk with power”.
“It’s mission impossible for Amarinder,” J J Singh claims.
“I am not here to seek vote, but to serve the people,” he says, adding “may the best candidate win”.
The former Army General says political dynamics in Punjab have changed after AAP entered the fray. He feels AAP candidate will eat into the traditional votes of Congress, helping him in the process.
“I am here with no past baggage”…I am fighting a battle against a person with colonial mindset,” he says.
Describing himself as a “true soldier”, Singh says Amarinder was “not a true army personnel”.
“Amarinder joined the Army just to get the rank…He was never active in combat. In the 1965 war, when army personnel were recalled, he should have opted to serve on the border,” he says.
In the absence of Amarinder, Preneet, stil addressed as Maharani, tells people in the constituency: “You trusted me. But now I have come to ask for your vote for Maharaja Sahab. It is your responsibility to give the state another CM. Badals have left Punjab in a sad state. The state has been plundered.”
AAP’s Balbir Singh, however, considers himself a dark horse.
“Why is Amarinder fighting a war by proxy? Where is he?” he asks.
The eye surgeon, who had crafted Dharamvira Gandhi’s campaign against Preneet in 2014 polls, asserts, “First we defeated the Rani. Now it is the turn of the Raja.” (AGENCIES)

JAMMU: In a clear message to ally BJP, Chief Minister Mehbooba Mufti today said anybody weakening Article 370, which grants special status to the state, will be doing the “biggest anti-national act” even as she contended that a “conspiracy is being hatched against our culture and state” in this regard.

She also attacked those opposing setting up of colonies for Kashmiri Pandits in the Valley, saying that by doing so, they do not want in their “heart of hearts” the displaced people to return.

Speaking in the Legislative Assembly, she underlined that Pandits cannot go back to live in their original villages and other places in Kashmir in the prevailing security situation when even political workers and MLAs and MLCs are seeking a protective set-up.

NC, Congress stage walkout in JKLC on panchayat polls

JAMMU: National Conference and Congress members today staged walkout from Legislative Council protesting the alleged failure of the Government to set up a poll panel for panchayat elections in Jammu and Kashmir.

Rural Development, Panchayati Raj, Law and Justice minister Abdul Haq said the unrest in Kashmir hampered the development and democratic processes that led to delay in holding the Panchayat polls as environment was not “conducive”.

Replying to a question by Congress member Ghulam Nabi Monga, he said the state government is fully committed to hold Panchayat elections by March 2017 and preparations in this regard are already on.

NEW DELHI: Ahead of the Budget Session, BJP today alleged Congress has been pushed against the wall as “corrupt hands” of former Prime Minister Manmohan Singh and Finance Minister P Chidambram ensured bank loans to Vijay Mallya’s “sinking” Kingfisher Airlines.

The party quoted from purported letters written by businessman Mallya to Singh in which he sought his intervention following which his now defunct company received loans.

Claiming that Mallya had written letters to Finance Ministry during UPA’s tenure seeking an appointment with SBI Chairman, Union Minister Nirmala Sitharaman said, “Was the Finance Ministry office during UPA time working as private secretary to SBI Chairman.”

She said congress leaders are passing on the buck to each other but not answering the questions which are being raised on the alleged helping hand extended by their leaders to Mallya.

Replying to a question on setting up a team to investigate the matter, her Cabinet colleague, Piyush Goyal said,”It is a good suggestion which Government should look at. But today we are not here as Government. We are here on behalf of BJP. It is for the Government to decide.”

Indian economy not in good shape: Manmohan

NEW DELHI: A day before presentation of Economic Survey, former Prime Minister Manmohan Singh today painted a bleak picture of the Indian economy insisting “it is not in good shape” while former Finance Minister P Chidambaram said the Government is “hiding behind” GDP numbers that are being challenged.

Releasing the “Real State of Economy 2017”, a document prepared by the Congress research cell at the party headquarters here, Singh said it speaks about the state of India’s economy, its many issues and where it is heading.

“That the Indian economy is not in a good state is obvious. Even IMF has downgraded our GDP growth and it will not be 7.6 per cent but less than 6.6 per cent,” he said.

Chidambaram said the state of the economy “is not something that we can be happy about” and expressed concern over the low credit growth which he claimed is at 5 per cent, the “lowest in several decades”.

“BJP is hiding behind a GDP number which is being challenged. People are not dazzled by it, but are asking where are the jobs?

“NDA Government tends to believe exaggerated version of economy, this research document is closer to truth than what Government will say tomorrow,” he said.

Chidambaram said every Government must be optimistic, but optimism must stem from a realistic assessment of situation. (AGENCIES)

Dense fog claims life in Raj, disrupts rail, air services in Delhi

NEW DELHI: Chillai Kalan, the harshest winter period in Kashmir, culminated today even as cold conditions prevailed in northern India including Delhi where rail and air services were affected due to dense fog while a man died in a road mishap due to low visibility in Rajasthan.

Avalanche threat loomed large over tribal areas and other higher hills in Himachal Pradesh where people have been advised to restrict outdoor movement amid Keylong and Kalpa belt receiving 4 cm and 2 cm of fresh snow, while Rohtang Pass, Mari and Koksar had 10 to 15 cm of snow.

Windy conditions prevailed in the national capital where dense fog in the morning hours caused cancellation of eights flights and delay of 139 others, while 35 trains were running behind schedule.

The minimum temperature in Delhi was recorded at 9.5 degrees Celsius, a notch above the season’s average, while the maximum temperature settled at 22.5 degrees Celsius, normal for this time of the year.

Clouds continue to cover most parts of Kashmir, including Srinagar, even as the 40-day harshest winter period of ‘Chillai Kalan’ ended during which the Valley witnessed heaviest snowfall in two decades.

20-day long ‘Chillai-Khurd’ (small cold) begins even as mercury mostly stayed close to the freezing point at most of the places in Kashmir Division.

Leh in Ladakh remained the coldest recorded place in Jammu and Kashmir with a low of minus 5.7 degrees Celsius, while Gulmarg was the coldest recorded place in the Valley with a minimum of minus 3.8 degrees Celsius. Srinagar, which was lashed by rains last night, recorded a low of minus 0.4 degrees Celsius. (AGENCIES)

Nothing agnst India will happen in SL land, waters: Lanka Navy chief

NEW DELHI: Sri Lanka today assured India that neither will its land nor water around it be used for any activity against Indian interests, amid increased Chinese naval forays into the Indian Ocean.

“We assure the Indian Government that nothing against India will happen in Sri Lankan land and waters around it,” Sri Lankan Navy chief Vice Admiral R C Wijegunaratne said when asked about the docking of Chinese submarines there.

The Sri Lankan Navy chief is on an official visit to India from January 29 to February 2. The visit is aimed at consolidating bilateral naval relations between India and Sri Lanka as well as explore new avenues for naval cooperation.

Speaking to the media here, he asserted that Chinese presence in Sri Lanka was purely for economic reasons.

SC for laying down law on issue of recusal of judges

NEW DELHI: The Supreme Court today said that it would like to lay down the law on the issue of recusal of judges from a case after a lawyer sought Chief Justice J S Khehar’s recusal from hearing a matter related to appointment of judges.

“You people just come here and say things that this judge should recuse or that judge should recuse himself. We would like to lay down the law on the issue of recusal of judges,” a bench of Chief Justice J S Khehar and Justice N V Ramana said.

The bench’s observation came when advocate Mathew J Nedumpara appeared before the court and sought recusal of the Chief Justice from the matter.

“We will like to hear you and decide the matter. We are here for years and you tell us to recuse,” Justice Khehar said.

When it was pointed out that Nedumpara was not an intervenor nor the petitioner in the case, the bench said, “You are arguing without even being allowed to argue. (AGENCIES)

CHENNAI: Tamil Nadu Assembly today condoled the death of soldiers in avalanches in Jammu and Kashmir on Jan 26.

Speaker P Dhanapal read an obituary reference over the deaths of soliders including two from Tamil Nadu, in Gurez sector in Jammu and Kashmir.

Expressing shock and conveying the grief and condolences over the demise of soliders, Dhanapal led the House in observing two minute silence as a mark of respect.

The State Government has already announced a solatium of Rs 20 lakh each to the families of the two soldiers — B Elavarasan and Sundrapandi of Thanjavur and Madurai districts respectively.

While 20 soldiers, including an officer, have died in avalanches in Kashmir over the past six days, five civilians were also killed in similar incidents in the valley. (AGENCIES)

EC likely to ask candidates to open current a/cs to bypass cash limit

NEW DELHI: With RBI easing the weekly cash withdrawal limits for certain accounts, the Election Commission is set to ask candidates contesting assembly polls in five states to open current accounts to tide over currency crunch in meeting election expenses.

The central bank today announced lifting of daily restrictions on cash withdrawals from ATMs as well as current accounts.

The latest move comes close on the heels of the Election Commission expressing its displeasure to the RBI for rejecting the request to enhance the cash withdrawal limit for candidates to Rs 2 lakh per week.

After the decision of the RBI, the Election Commission has decided to ask all candidates to open current accounts for meeting election expenses, sources said.

Such a move will help candidates to have enough hard currency as well as overcome problems faced with the existing Rs 24,000 per week cash limit set on savings accounts, the sources said. (AGENCIES)

NEW DELHI: Initiating a stringent action against black money holders post notes ban, the Income Tax department today said it has issued 87 notices and attached bank deposits worth crores in 42 cases nationwide under the newly enforced Benami Transactions Act which attracts a heavy penalty and rigorous jail term of a maximum 7 years.

Post the demonetisation order of the Government on November 8 last year, the department had carried out public advertisements and had warned people against depositing their unaccounted old currency in someone else’s bank account saying such an act would attract criminal charges under the Benami Property Transactions Act, 1988, applicable on both movable and immovable property, that has been enforced from November 1, 2016.

“After in-depth investigations, the I-T department has issued 87 notices under section 24 of the said Act (notice and attachment of property involved in benami transaction). A total of 42 properties, largely monies worth crores in bank accounts and an immovable property, of benamidars have been attached,” officials said citing an analysis report. (AGENCIES)

SC asks CBI to file chargesheet in coalscam cases by February

NEW DELHI: Supreme Court today directed the CBI to file chargesheets in coal scam cases in which probe has been completed by February and expeditiously take pending approvals from competent authorities in other cases.

A bench of Justices M B Lokur, Kurian Joseph and A K Sikri told CBI that there should not be unnecessary delay in filing the three chargesheets and taking approvals from competent authorities in cases in which the investigation is complete.

Advocate Prashant Bhushan appearing for NGO Common Cause sought clarification from the bench whether the newly- appointed apex court panel, headed by incumbent CBI director, will look into the preliminary enquiries (PEs) which have been closed after initial investigation.

He alleged that the PE was closed in case of Sasan project in which even the Comptroller and Auditor General (CAG) had said that diversion had resulted in Rs 29,000 crore loss to the state exchequer.

“The new SIT should see whether the matter requires further enquiry or not. Closing the matters at PE level is not sufficient,” Bhushan said. (AGENCIES)

NEW DELHI: The Supreme Court today declined to hear a plea, filed by Lok Prahari, seeking to disclose the source of income of candidates contesting in various polls, to be revealed to the Election Commission.

A bench, headed by Chief Justice of India (CJI) Jagdish Singh Khehar, refused to hear the petition. The apex court asked the petitioner-NGO to approach the High Court for relief.  The petitioner submitted that the candidates should disclose their source of income to the Election Commission (EC).

Earlier,  the provision was that a candidate have to declare their movable and immovable assets to the EC. (AGENCIES)

Over 50 hectares of forest land encroached at tourist resorts in J&K: Govt

JAMMU: The J&K Government today said 217 encroachers have grabbed over 50 hectares of forest land at different tourist resorts in the state.

Minister of Forests, Environment and Ecology Choudhary Lal Singh, in a written reply, told the Legislative Assembly that 217 encroachers have grabbed 50.94 hectares of forest land at the tourist resorts.

He said 4,589.66 hectares encroached land has been retrieved from the encroachers last year.

The department has been geared up to end this menace and the eviction of encroachments is being linked to the performance assessment of the officers concerned, the Minister said.

While listing the measures taken to contain deforestation, Singh told the House that licenses have been granted/renewed only to saw mills that “satisfy” the norms prescribed under J&K Wood Based Registration & Regulation Rules. (AGENCIES)

SRINAGAR: Five soldiers, found trapped under snow in Macchil sector and rescued on Saturday, succumbed to injuries today, taking the toll of army personnel killed in avalanches in Kashmir to 20.
Braving inclement weather, Army aviation pilots today airlifted the five injured soldiers from Macchil to Srinagar for specialised treatment, an army official said.
“Unfortunately, all five brave hearts attained martyrdom,” the official said.
The five soldiers were trapped under snow at a forward post in Machhil on Saturday but were rescued by avalanche rescue teams.
Meanwhile, the mortal remains of 14 soldiers who died in an avalanche near the Line of Control (LoC) in Gurez sector of north Kashmir last week were also brought to Srinagar so that they could be sent to their native places for last rites.
The inclement weather was hampering the efforts of the army to airlift the mortal remains of the 14 soldiers who died in Gurez sector of Bandipora district on January 25, defence spokesman Colonel Rajesh Kalia said.
He said Army aviation pilots made repeated attempts during the past week to reach the snow-bound Gurez and Machhil in Kupwara district of north Kashmir and finally managed to evacuate the rescued soldiers besides bringing back the bodies of the deceased soldiers.
While 20 soldiers including an officer have died in avalanches in Kashmir over the past six days, five civilians were also killed in similar incidents in the valley.
The high altitude areas of Kashmir valley experienced heavy snowfall last week as a result of which the soldiers could not be flown to Srinagar as bad weather hampered the flying operations. (AGENCIES)

CHADIGARH: A medium danger warning was issued today for some avalanche-prone slopes of Jammu and Kashmir and Himachal Pradesh.
Chandigarh-based Snow and Avalanche Study Establishment (SASE) issued the warning which would be valid for the next 24 hours, starting 5 PM.
“Medium danger” warning is in place for avalanche-prone slopes in Kupwara, Bandipora, Anantnag, Baramulla, Ganderbal, Kulgam, Budgam, Poonch, Doda, Kishtwar and Kargil districts of Jammu and Kashmir, a SASE advisory said here today.
Medium danger avalanche warning for the same period has also been issued for avalanche-prone slopes in Kullu, Chamba, Lahaul and Spiti and Kinnaur districts of Himachal Pradesh.
“People are advised to keep clearing the snow deposition from rooftop of their houses/bunkers to avoid damages,” it said. (AGENCIES)

225 applicants for 2 posts at CIC

NEW DELHI: About 225 people have applied for two positions of Information Commissioners at Central Information Commission.
While M A Khan Yusufi’s term has already ended, Basant Seth will be completing his tenure as Information Commissioner on February 16.
Responding to an RTI application, the Ministry of Personnel has, however, refused to disclose for now details of applicants for the positions citing exemption clauses which allow withholding records of deliberations of the Council of Ministers, Secretaries and other officers and which relate to personal information.
On the question of seeking inspection of files related to the appointments, the Ministry said as of now the file is under submission and after decision is taken it will be uploaded on the web site of the Ministry.
Applicant Commodore (Retd) Lokes Batra said since appointment of two Information Commissioners was not announced even after four months of advertising the posts on September 2, 2016, he decided to file the RTI.
Claiming that in the past similar queries have always been answered, he said he will appeal against the decision.
“None of the information requested falls in the category of exemption clauses making a mockery of transparency,” he claimed.
“In the past, similar queries have always been responded to,” he said, questioning the decision of CPIO, DoPT not to allow file inspection. (AGENCIES)

223 people killed in 3 unrests in Kashmir: Govt

JAMMU: Over 200 people were killed in unrests in 2008, 2010 and 2016 in Kashmir, the government told Legislative Assembly today.
Chief Minister Mehbooba Mufti, in a written reply, told the House that 76 civilians and two police personnel were killed in “law and order disturbances” in the Valley last year.
In 2010, 101 persons were killed and 4,288 others, including security forces, injured, she said.
Mehbooba said 46 persons were killed and 1,265 others, including security forces, were injured in 2008.
In 2016, as many as 8,587 persons were arrested, out of which 8,473 have been released till January 21, the Chief Minister said.
In addition, 522 persons were booked under the J&K Public Safety Act (PSA), and 265 persons among 1,978 booked in the recent unrest were still under detention as on January 21, she said.
Mehbooba said as many as 133 buildings, including police stations and schools, were damaged or set ablaze during the “law and order disturbances” in the Valley last year and 213 persons were arrested in this connection
She said 2,655 cases have been registered in various police stations across Kashmir since July 8 last year. (AGENCIES)

98 doctors terminated for absence from work in 2016: Govt

JAMMU: As many as ninety-eight doctors in Jammu and Kasmhir were terminated for remaining absent from service without permission in 2016, the state government said today.
Minister for Health and Medical Education Bali Bhagat, in a written reply to a question by BJP MLC Sardar Charanjeet Singh, in Legislative Council said 98 doctors have been terminated from their services last year for remaining absent from their duty without permission.
He said 135 doctors were on unauthorised absence from duty, while the number of those who may have gone abroad is not known.
The department, after adopting due procedure, had terminated services of 98 doctors in 2016, Bhagat said.
Proceedings on similar lines for such absentees have been initiated by issuance of notices as per mandated procedure and all necessary steps shall be taken in due course of time in this regard, the minister said. (AGENCIES)

Budget documents to provide ‘composite’ outflow on schemes

NEW DELHI: The Budget documents will have a different look this time with the Finance Ministry deciding to introduce the concept of ‘composite outflow’ of funds on government schemes by doing away with ‘plan and non-plan’ distinction.
Different ministries and departments as well as the state governments have already been provided with the ‘Guidance note on Plan and non-Plan merger’ for classification on public expenditure.
The Budget documents for 2017-18 fiscal, to be tabled by Finance Minister Arun Jaitley in the Lok Sabha on February 1, is being prepared in the light of new classification.
The Modi government has already replaced the erstwhile Planning Commission with Niti Aayog, thus giving a new focus to boost economic development.
With the removal of the distinction, the expenditure figures in the Part B of the Expenditure Budget document will reflect the ‘composite’ position of public outflow in four categories — General, Social, Economic and others.
According to sources, the government has decided to merge plan and non-plan expenditure in the budgetary classification to ensure that adequate funds are made available for running and maintenance of capital structures created under the government schemes.
Currently, much of the focus is on plan expenditure and often non-plan expenditure which used for maintenance and functioning of the schemes is neglected.
“The impression that more plan expenditure means more development and well-being for the public has turned out to be a misplaced assumption, in practice,” the sources said.
Due to the insufficient provision for maintenance, the assets created out of plan expenditure deteriorate because it is considered to be non-development expenditure, they added.
Citing an example, sources said schools are constructed under plan expenditure, while maintenance of schools and salary of teachers come under non-plan. (AGENCIES)
