Pak army kills 12 militants in North Waziristan

ISLAMABAD : At least 12 militants, including a Taliban commander, were killed today by Pakistan army during aerial bombing in the country’s restive North Waziristan tribal area near Afghan border.
The attacks were launched since last night in Shawal valley, a mountainous and thickly forested region near Afghan border which is considered as bastion of militants.
A security official said that troops were steadily advancing towards the border and militants were on the run.
The jet pounded rebel hideouts, killing 12 of them including a Taliban commander known as Hezbollah, the official said.
Pakistan has already announced that the last phase of operation had started in the border region of North Waziristan.
The on going offensive is a part of Zarb-e-Azb operation launched in June 2014 by the army to eliminate terrorists. Army says so far over 3,500 militants have been killed. (AGENCIES)

AIADMK protests over ED action against Karti; LS adjourned

NEW DELHI :  The Lok Sabha was today adjourned briefly amid slogan shouting by the AIADMK members over the reported Enforcement Directorate’s action against a firm allegedly controlled by former Finance Minister P Chidambaram’s son Karti.
Soon after the House met for the day, the AIADMK members stormed into the well shouting slogans “we want justice” and waving copies of a daily newspaper that carried reports about affairs related to the firm.
Nothing could be heard amid din though Speaker Sumitra Mahajan called for Question Hour.       Sensing the agitating mood of the members, the Speaker adjourned the House for 15 minutes till 1115 hrs.

ATS quizzing Kashmiri youths

RAISEN (MP): Two youths from Jammu and Kashmir’s Poonch were taken into custody today in Bharkachh and subsequently questioned by Anti-Terrorism Squad officers from Bhopal, police said.

Additional Superintendent of Police Ram Snehi Mishra also quizzed Zia-ul-Haq and Nisar Ahmad who are residing in this district headquarters for a long time. They were also seen in neighbouring Sehore District’s Baktara.

More than half of Kashmiri migrants relief package unused

NEW DELHI: More than half of the Rs 580 crore in funds allocated for the rehabilitation of Kashmiri migrants remained unutilised during fiscal 2015-16.

According to the Union Budget presented today by Finance Minister Arun Jaitley, Rs 580 crore was allocated during 2015- 16 but as per revised estimates, only Rs 280 crore was provided, leaving Rs 300 crore unutilised.

This year, a consolidated budget of Rs 849.12 crore has been allocated for “relief and rehabilitation of migrants and repatriates”.

It covers reimbursement to Jammu and Kashmir Government for Kashmiri migrants and border migrants, refugees from Sri Lanka, Tibet and former West and East Pakistan, relief and rehabilitation to North Eastern states of Tripura, Assam and Mizoram as well as enhanced compensation for 1984 anti-Sikh riot victims. CRPF, BSF get new chiefs

NEW DELHI: The country’s two largest paramilitary forces CRPF and BSF today got new chiefs.

Former SPG chief K Durga Prasad took over as the Director General of CRPF, while senior IPS officer K K Sharma took the reins of BSF at their respective headquarters here.

Prasad, a 1981-batch Telangana cadre IPS officer, took charge from his predecessor Prakash Mishra who superannuated as the chief of the about 3-lakh personnel strong force today.

He said his priorities will be to further sharpen and enhance the operational capabilities and better training of the men and women of Central Reserve Police Force (CRPF).

“In the last one year, things have gone in the right direction and I will like to maintain the tempo and speed up the technical upgradation of the force.

“I have told my troops that we need to work with all the zeal and enthusiasm in a professional manner to deliver the results expected from us,” Prasad said. (AGENCIES)

Santosh Trophy: Maha outplay J&K, Railways draw with Mizoram

NAGPUR: Maharashtra started their campaign with a 3-1 win over Jammu and Kashmir in the inaugural match of the 70th edition of the senior national football championship for Santosh Trophy here today.

In another league encounter, Railways drew with Mizoram 1-1.

After a goalless first half, Maharashtra wrested initiative and their substitute Shrikant Veramullu connected a right wing pass to put his team lead 1-0 in the 61st minute, at South East Central Railway ground.

But their joy was short-lived as a defender handled the ball inside the box and the referee blew for penalty kick in the 64th minute. Syed Shoaib made no mistake in making it 1-1.

However, Maharashtra mounted pressure with Veramullu dodging past two defenders and releasing a hot shot from close range in the 70th minute, to go 2-1 ahead.

At the fag end of the game, a J & K defender handled the ball and off the resultant penalty kick Raynier Fernandes increased the tally to 3-1 to seal J & K’s fate.

60% of EPF deposits to be taxed on withdrawal after April 1

NEW DELHI: Breaking from the long-held practice of exemption at all stages, the Budget for 2016-17 seeks to impose a retirement tax at the time of final withdrawal on 60 per cent of contributions made after April 1, 2016, to EPF and other schemes.

At present, social security schemes run by retirement fund body EPFO are tax free ‘Exempt-Exempt-Exempt (EEE)’ scheme under which deposits, accrual of interest and withdrawals are tax free.

In order to bring greater parity in tax treatment of different types of pension plans, it is proposed that the contributions made on or after April 1, 2016 by an employee participating in a recognised provident fund and superannuation fund, up to 40 per cent of the accumulated balance attributable to such contributions on withdrawal shall be exempt from tax, said Budget Memorandum.

It is proposed to provide that any payment in commutation of an annuity purchased out of contributions made on or after April 1, 2016, which exceeds 40 per cent of the annuity, shall be chargeable to tax.

Under the existing provisions of section 80CCD, any payment from National Pension System Trust to an employee on account of closure or his opting out of the pension scheme is chargeable to tax. (AGENCIES)

Budget ‘mere rhetoric’ without any vision: Opposition

NEW DELHI: Opposition today dubbed as “mere rhetoric” projection of the budget as pro-poor and said government will not be able to “fool” farmers with “hollow promises”.

Predictably, BJP hailed the budget calling its measures for rural India “historic”.

In a sharp attack on the government, Congress said it has “failed to create an immediate stimulus” to address economic challenges including employment generation with former Prime Minister Manmohan Singh holding that it lacked any “big idea”.

Asserting that the budget was short of both “vision and conviction”, party Vice President Rahul Gandhi said a list of new promises have been made without any account of the “failure of tall promises made in last two budgets”.

“Modiji spent the first two years mocking the Congress Party’s focus on farmers, MNREGA, Rural dev & social spending. Now mere rhetoric, without vision or action, will fool neither farmers nor the poor of this country,” Gandhi tweeted.

He, however, thanked Finance Minister Arun Jaitley for accepting his recommendation on removing import duty on Braille paper which will help the visually impaired.

Criticising the budget, CPI(M) general secretary Sitaram Yechury said it was full of “hollow promises” and will burden commoners who will feel the pinch of hike in indirect tax.

“As with the previous two budgets, this budget of the Modi govt is again full of hollow promises and slogans. The numbers just don’t add up.

“FM says budget is about fulfilling ‘desires & dreams’ but it has no vision. The dead certainty from it is of a shrinking economy,” Yechury said in a series of tweets.

On his part, BJP chief Amit Shah praised the budget saying its focus on rural India and farmers besides other measures were “historic”. Shah asserted that this is the first budget since Independence that has focused so much on “villages, farmers and poor”.(Agencies)

Mercury witnesses further improvement ahead of rain-snow from March 2

SRINAGAR: As all the three Chilias, harshest period of winter ended today, mercury witnessed further improvement in the Kashmir valley, where wet weather is predicted from March 2, a day after educational institutions reopen after winter vacations tomorrow.

However, chilling weather conditions prevailed in Leh and Kargil in Ladakh region though there was further improvement in the temperature.

Dry weather and 8 degree to 10 degree above normal maximum temperature due to sunny days, has resulted in early farming season in the valley.

This is after more than six decades such a weather has been experiencing in the valley. However, this was a cause of concern for farmers as any fresh snowfall could damage the crops.

Surprisingly  the power woes continued in the Kashmir valley despite increase in the generation following increase in the water level in the rivers due to melting of snow on upper reaches.

Even metered areas are facing more than six hours power cut during the day despite assurance by the Power Development Department (PDP) to go for only three hour power cut during the day.

Areas without meters, particularly in the far flung and remote areas are facing worst power cuts, forcing locals to agitate almost daily.

After recording yet another above normal temperature during the night, people woke up to sunny morning though sun was playing hide and seek as the day progressed in the valley.

A Met department spokesman said here this afternoon that the weather will remain dry during the next 24 hours which however, would be followed by isolated rain or snow during the next 5 days from March 2 in Kashmir and Jammu while the weather will remain dry in Ladakh region.(Agencies)

Police burst teargas shells to disperse teachers, over 50 arrested

SRINAGAR: A day before the educational institutions will reopen in the Kashmir valley after winter vacations, hundreds of teachers today took to the streets, demanding removal of Director Education Shah Faesal.

However, security forces burst teargas shells and resorted to lathicharge to disperse the demonstrators who hit the busy Residency road before over 50 teachers, including president of the Employees Joint Action Committee (EJAC) president Abdul Qayoum Wani, were taken into preventive custody.

Hundreds of teachers from different parts of the Valley assembled at Mushtaq Press Enclave near here, raising slogans against the Director education, who has allegedly reopened the union office of teachers at Bemina.

Dr Shah has saidt the rooms belonging to educational department were never allotted to any union and had been forcibly occupied.

However, Mr Wani who was recently transferred to Tangmarg, his native village, alleged that the belongings of the union were stolen and records torched on the direction Dr Shah. Mr Wani has however, got his transferred stayed of a court.

Raising slogans against Dr Shah and government, the teachers, led by Mr Wani hit the Residency road, where the large number of security force and police personnel had been deployed.

Former Pak Governor’s assassin hanged, Islamists hold protests

ISLAMABAD: Pakistan today executed former police commando Mumtaz Qadri, who brutally assassinated former liberal Punjab governor Salman Taseer for seeking reforms in the country’s controversial blasphemy laws, triggering nation-wide protests by Islamists who called it a “black day”.

Qadri, who shot Taseer 28 times in 2011 in broad daylight in an upmarket locality of Islamabad for criticising the blasphemy laws, was hanged in Adialia jail of Rawalpindi city at around 4:30 am, officials said.

Within hours of the hanging, street protests broke out in several cities by the supporters of Qadri, who considered him as a hero for defending the faith, and had threatened violence if he was executed.

Rangers and riot police were deployed outside Qadri’s home in Rawalpindi where hundreds of supporters had gathered and also in nearby Islamabad.

Activists of Sunni groups, who had given a hero-like status to Qadri, blocked main intersections in Rawalpindi, cutting off the main link with capital Islamabad.

Police and paramilitary security personnel were patrolling the roads.

A senior police official said that high-alert had been issued in Rawalpindi and rest of Punjab province to tackle any untoward situation.

“Security forces were on high alert and extra police were being deployed to clear the roads,” a police officials said.

After assassinating Taseer in January 2011, Qadri admitted the killing and said he objected to the governor’s calls to reform the blasphemy laws.

Taseer, who died aged 66, had come out it in support of a Christian woman charged with blasphemy and termed the regulations as “black laws” drawing the ire of extremists.

An Anti-Terrorism Court had convicted and condemned Qadri to death in the same year, a ruling also upheld by the Islamabad High Court and the Supreme Court.(Agencies)

4-month window for domestic black money holders to come clean

NEW DELHI :  Government today came out with one time four-month compliance window for domestic black money holders to come clean by paying tax and penalty of 45 per cent.
“I want to give an opportunity to earlier non-complaint to move to the category of complaint. I propose a limited period compliance window for domestic tax payers to declare undisclosed income represented in any form of assets and clear up past transgression by paying tax at 30 per cent, a surcharge at 7.5 per cent, a penalty at 7.5 per cent which is total of 45 per cent of undisclosed income,” Finance Minister Arun Jaitley said.
Unveiling the Budget for 2016-17, Jaitley said those declaring their assets will get immunity from prosecution.
“There will be no scrutiny or inquiry regarding tax in these declaration under Income Tax Act or Wealth Tax act and declarations will have immunity from prosecution. Immunity from Beneami transaction has been proposed subject to certain conditions,” he said.
The government plans to open the compliance window under the Income Tax Disclosure Scheme from June 1 to September 30 2016 with option to pay amount due within 2 months of declaration.
In the last Budget, the government had come out with similar compliance window for people holding undisclosed assets abroad.
He, however said that tax evasion will be “countered strongly”.
Capability of the tax department to detect tax evasion has improved because of enhanced access to information and availability of technology, the minister said.
Jaitley further said the surcharge levied on undisclosed income called ‘Krishi Kalyan Surcharge’ will be used for agriculture and rural economy.
“We plan to open window under the income tax disclosure scheme from June 1 to September 30, 2016, with option to pay amount due within two months of declaration.
“Our government is fully committed to removing black money from economy… We would like to focus all our resources to bringing back black money to the books,” Jaitley said. (AGENCIES)

Tax sops for small IT payers, hike in super-rich surcharge

NEW DELHI :  The Budget for 2016-17 today offered sops for small and marginal income tax payers, hiked the surcharge by 3 per cent on earnings above Rs 1 crore, levied a pollution cess on petrol, diesel cars and SUVs and offered a one-time compliance window for domestic black money holders slapping a tax and penalty of 45 per cent.
Presenting the third Budget, Finance Minister Arun Jaitley also proposed a ‘Krishi Kalyan’ cess of 0.5 per cent on all taxable services to improve agriculture and reduction of duties on project imports for cold room for cold chain, refrigerated containers and a number of other items.
Cigarette and tobacco products will become costlier with the hike in excise duty by 10 to 15 per cent.
While the revenue loss on direct taxes will be Rs 1060 crore, his indirect tax proposal will mobilise an additional Rs 20,670 crore. Net revenue gain will be Rs 19,610 crore. (AGENCIES)

Injury worries increase as India gear up for Lanka test

MIRPUR :  Injuries to key players such as skipper Mahendra Singh Dhoni and Rohit Sharma is giving them the jitters but India would still be firm favourites when they take on a depleted and struggling Sri Lanka in their penultimate league encounter of the Asia Cup Twenty20 cricket tournament, here tomorrow.
Despite injuries, India have the edge against the island nation, whom they beat 2-1 in a recent home series. The reason being a possible injury to Lankan captain and primary strike bowler Lasith Malinga, whose knee problem has again flared up and has put his further participation in the tournament in doubt.
“I don’t know if Lasith will be available in the next two games as it is a fitness related issue. His injury has again flared up,” stand-in captain Angelo Mathews said after their loss against Bangladesh.
More than the challenge posed by defending World T20 champions, the Indian team will like to set their house in order as far injuries are concerned.
Skipper Dhoni is playing through pain due to the back spasms, which has prevented him from taking part in most of the training sessions.
If that wasn’t enough, Shikhar Dhawan was ruled unfit before the last game against Pakistan, reportedly with a niggle in his left ankle.
There is speculation that considering Dhawan’s questionable technique in conditions where the ball bounces as well as there is seam and swing, the team management found Ajinkya Rahane more reliable at the top of the order.
If Dhawan’s injury wasn’t enough, the latest blow has been Rohit Sharma getting hit on the left toe by a crushing yorker from Mohammed Amir in the game against Pakistan.
According to information, a precautionary X-ray has been done and luckily no fracture has been detected.
But with both openers being injured, it does put a question-mark on the playing XI, which has been more or less same in the last eight T20 games.
For the record, India have won seven out of the eight games they have played this year.
After the Pakistan game, the possibility of a new opening combination cannot be totally ruled out. It could well be Parthiv Patel walking alongside Rahane, in case both Rohit and Shikhar are ruled out of the Lanka tie. (AGENCIES)

J&K emerging prime destination for MICE, golf tourism

PANAJI :  Jammu and Kashmir is emerging as a high-end tourism destination amidst retaining its popularity among mid-budget segment travellers, a senior state official has said.
“Jammu and Kashmir is ready and has the right infrastructure in place to cater to tourists in areas like MICE (Meeting, Incentive Travels, Conferences, Events) and golf tourism among others,” R K Verma, Director Tourism, Jammu and Kashmir, told representatives during the ongoing International Tourism Mart (ITM) in Goa.
He said, “MICE and Golf Tourism are emerging high-end tourism products and Jammu and Kashmir has all the ingredients available to make it as the most preferred MICE and golf destination.”
“We have world class conference centres at SKICC Srinagar, Pahalgam Club, Gulmarg with excellent accommodations and modern infrastructure, professional services and easy air access round the year,” Verma said.
For high-end tourists, heli-tourism has been started this year from Srinagar to Pahalgam and Gulmarg, and local air safari at Srinagar on reasonable rates.
“More and more hotels in J&K are now offering conference facilities. Our state offers internationally renowned golf courses at Srinagar, Gulmarg, Pahalgam and recently commissioned Jammu Tawi Golf Course to golf-loving tourists. It is capable of holding national and international tournaments,” he said.
Jammu and Kashmir is blessed with an array of tourism products, be it leisure, pilgrimage, wellness, adventure, religious, heritage, border, MICE and golf, Verma said.
He also urged tourism industry players to promote Jammu and Kashmir as a round-the-year tourist destination.

An FIR has been registered against Mr Gandhi, Delhi Chief Minister Arvind Kejriwal, CPM leader Sitaram Yechury, Congress leaders Anand Sharma and Ajay Maken, CPI leader D Raja, JD(U) Spokesperson KC Tyagi, JNUSU president Kanhaiya Kumar and JNU research scholar Umar Khalid on the order of a Hyderabad court based on a complaint filed by a lawyer, Janardhan Goud.
Goud had filed a complaint in the court of a Metropolitan Magistrate on Thursday seeking a direction to police for registration of a case against Kanhaiya and Khalid for allegedly raising anti-India and pro-Afzal Guru slogans on JNU campus.
In his petition, Goud said he had every right to question those engaging in anti-national activities and also those encouraging anti-nationals facing sedition charges (AGENCIES)

NEW DELHI : The issue of privilege motion against HRD Miniter Smrit Irani created a brief uproar in the Lok Sabha before Finance Minister Arun Jaitely started presenting the Union Budget 2016-17 today.
Opposition members were on their feet seeking to know the status of their notices against Irani for “misleading” the House on the Rohith Vemula issue.
“I have received notices raising the question of privilege dated February 26 and 29 respectively against Smriti Irani. The matter is under my consideration,” Speaker Sumitra Mahajan said, seeking to pacify the Opposition.
After the brief uproar and Mahajan’s statement, order was restored and Jaitley began his budget speech.

WASHINGTON :  United States Secretary of State John Kerry has asserted that Washington is maintaining close ties with India and Pakistan as they help in reducing tensions between the two nuclear-armed neighbours.
A transcript released yesterday said Mr Kerry indirectly confirmed media reports that the US had been quietly encouraging the two Prime Ministers (of Pakistan and India) to hold bilateral talks. We encourage that. I think it’s required to encourage both leaders to engage in the dialogue that they’ve engaged in. And needless to say, we don’t want to do things that upset the balance.
But we do believe that Pakistan is engaged legitimately in a very tough fight against identifiable terrorists in their country that threaten Pakistan, he argued.
During two recent congressional hearings, Mr Kerry argued that the US has been working really hard to advance a rapprochement between Islamabad and New Delhi, according to Dawn.
A Pakistani delegation, lead by Sartaj Aziz, reached the US yesterday for a strategic dialogue that seeks to enhance Pakistan’s relations with Washington.
The discussions on non-proliferation precede a nuclear summit Washington is hosting next month. Prime Minister Narendra Modi and his Pakistan counterpart Nawaz Sharif will be attending the summit. Secretary Kerry will lead the American team at the strategic dialogue, which will include officials from the National Security Council, the Defence Department and the US intelligence community.

Russian tourist falls into gorge, army saves him

JAMMU: A 33-year-old Russian tourist was today rescued from a deep snow-covered gorge by army soon after he fell into it in the tourist resort of Gulmarg in Kashmir Valley.

Dimitry Lobanov, along with five others of his group from Russia, was skiing in the higher reaches on Apharwat when he lost control and fell into a deep gorge covered with snow today, Defence spokesman of Northern Command Col S D Goswami said.

The distress call from the group was immediately responded to by a team from the army’s High Altitude Warfare School (HAWS) which immediately rescued the individual from a deep gorge and provided first aid and support, he said.

Then, they quickly evacuated him from Apharwat via Khilanmarg to the Army Medical Inspection Room at Gulmarg, Col Goswami said.

The skiier had suffered severe injuries, resulting in multiple fractures due to the fall, he said. (AGENCIES)

CRPF, BSF to get new DGs

NEW DELHI: Country’s two largest paramilitary forces — CRPF and BSF — will get their new chiefs tomorrow.

While senior IPS officer and 1981-batch Telangana cadre officer K Durga Prasad will take over as the new Director General of the about 3 lakh personnel-strong CRPF, 1982-batch Rajasthan cadre police officer K K Sharma will head the estimated 2.5 lakh troops of Border Security Force.

The government had announced the new chiefs for these two forces early this month. Prasad and Sharma were serving as the deputy chiefs of their respective paramilitaries.

While Prasad’s tenure will last till February next year, Sharma will be in office till September, 2018.

While CRPF is the lead anti-Naxal and counter-insurgency operations force, the BSF is entrusted with guarding the Indo-Pakistan and India-Bangladesh borders. (AGENCIES)

SRINAGAR: Wet weather is predicted on March 2, a day after educational institutions, including primary schools, will reopen in the Kashmir valley, where mercury remained above normal.

A fresh Western Disturbance (WD), originating in Arabian sea and entering the region through Afghanistan and Pakistan, could result in scattered rain on March 2 followed by isolated rains during subsequent two days in the valley, where summer capital, Srinagar, received very less rain and snowfall this winter.

The minimum temperature remained below freezing point at Leh and Kargil, where all bodies  remained frozen.

A spokesman said the minimum temperature at Leh was minus 8.5 degree while at border town of Kargil it was minus 7.6 degree. However, the maximum temperature at Leh was 8.8 degree and Kargil 6.4 degree, he said.

Pahalgam, base camp of holy Amarnath cave shrine in south Kashmir Himalayas, remained coldest in the valley though the mercury was still above normal.

Against yesterdays minus 3 degree, the minimum temperature at Pahalgam was minus 2.5 degree, half a notch above normal.

At world famous ski resort of Gulmarg, the minimum temperature was minus 1 degree, four degree above normal.    At Qazigund, gateway of Kashmir on Srinagar-Jammu national highway, the minimum temperature was 0.4 degree while at Kokernag it was 3.7 degree, he said adding at Kupwara it was minus 1 degree, a notch below normal.(Agencies)

NEW DELHI :  Makers of  ‘Sarbjit’ have finally got permission to shoot at the Attari border after former Miss World Aishwarya Rai put in a request to the authorities, trade sources said.
The shoot of the film had been stuck over the past few days due to rejection of request by the concerned authorities to shoot at Attari Border.
Even the efforts by the crew, including its director Omung Kumar ,were not making much headway.  Faced with the prospect of the film overshooting its budget due to the delay, the makers requested Aishwarya to intervene.
Sources said that it was after Aishwarya’s request that the authorities in the Central government granted the permission for shoot at the Attari border.
The crew will shoot for the crucial sequences today after which they will head towards Delhi for a two-day shoot and then to Mumbai.The crew had earlier shot some scenes at the Golden Temple in Amritsar too.
‘Sarbjit’ is a biopic on Sarabjit Singh, an Indian farmer who was convicted of terrorism and spying in Pakistan and was sentenced to death. He later died in a Pakistan jail under mysterious circumstances.
In the film, Randeep plays ‘Sarabjit’, and Aishwarya plays his sister ‘Dalbir Kaur’. The film is scheduled to hit cinema screens on May 19. (AGENCIES)

NEW DELHI :  The Central Information Commission has directed the Home Ministry to disclose action taken against the officials of intelligence agencies who had cleared the names of actor Saif Ali Khan (2010) and businessman Arun Firodia (2012) for Padma awards.
Acting on a plea of activist Subhash Agrawal who had alleged that due diligence was not taken while clearing their names for the coveted awards, CIC quoted previous order of the Commission which had said once awards have been finalised there is larger public interest in disclosing information about it.
Agrawal had sought to know “complete information on action taken against the ones concerned in intelligence agencies for clearing names of Arun Firodia and Saif Ali Khan for Padma awards without proper investigation”.
He had also asked about steps taken to disclose names of members of the Awards Committee for Padma awards making specific recommendations.
Information Commissioner Sudhir Bhargava also directed the Ministry to make public if PMO and some public authority concerned received objections against some of Padma awardees including also for year 2014 besides complete records and file notings on the action taken on it.
Bhargava further directed disclosure of names of those having made recommendations for Padma awards 2015 and if such information has been put on the website as assured by MHA in an earlier communication.
“The Commission with regards to point nos. 21 and 22 of the RTI application observes that providing the name of persons making recommendations for Padma awards ­ 2015 and also number of recommendations received from each State/ ministries would make the process transparent and will be in the interest of the public as people would become aware as to who is recommending whose name for the prestigious awards,” he said. 3 Pathankot attack suspects remanded to police custody

LAHORE : Three suspects arrested in Pakistan in connection with the Pathankot terror attack have been sent to a six-day police remand by an anti-terrorism court, days after an FIR was registered in the high-profile case.
The three accused – Khalid Mahmood, Irshadul Haque and Muhammad Shoaib – were yesterday presented before ATC-2 judge Bushra Zaman in Gujranwala, some 70 kms from here, in the Punjab province.
The judge granted six-day ‘physical remand’ of the suspects and handed them over to the Counter-Terrorism Department (CTD) police, the Dawn reported.
They are said to be involved in the January 2 attack on the key Indian Air Force base in Pathankot.
The three were arrested by the CTD from a rented house near Chand Da Qila bypass over suspicion that they were facilitators of the attack.
The three suspects denied the charges and were shifted to an undisclosed location for investigation.
The CTD earlier this month registered an FIR against the unknown attackers in Gujranwala.
The FIR number 06/2016 was lodged under sections 302, 324 and 109 of the Pakistan Penal Code, and sections 7 and 21-I of the Anti-Terrorism Act.
It is not known when the three were arrested but it is believed that that might have been arrested well before the registration of the FIR and probed which provided enough evidence to proceed against them in the court of law, officials said.
Seven security personnel were killed when suspected terrorists of Pakistan-based Jaish-e-Mohammad (JeM) stormed the Pathankot airbase on January 2.
Several alleged militants were arrested after the attack for which India blamed JeM.
India has also provided leads with phone numbers which have been included in the FIR. (AGENCIES)

No paper call letters for interview: UPSC to aspirants

NEW DELHI: No paper call letters for interviews will be issued to candidates who have cleared civil services main examination and they will instead have to download e-summons, UPSC has said.
Thousands of students appear for the prestigious civil services examination conducted annually by the Union Public Service Commission to select officers for Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others.
The examination is conducted in three stages–preliminary, main and personality test or interview.
The personality test for candidates is likely to commence from March 8, 2016, the UPSC has said in a statement.
“No paper summon letters will be issued for the personality test or interview by the Commission,” it said.
All candidates, who have cleared the civil services main examination, have been asked to download e-summon letters from the Commission’s website–www.Upsc.Gov.In.
They should immediately inform the Commission, in case they are unable to download it, at least five days before the commencement of the interview, the UPSC said. (AGENCIES)

NEW DELHI :  Domestic handset maker Intex will launch a range of 3G and 4G smartphones in Spain and expand its range of wearables in the Spanish market later this year as it looks to aggressively expand its international business.
The company already has a presence in SAARC and ASEAN countries.
“Intex will be coming with 3G and 4G enabled devices by the mid of 2016. The major focus of the product line will be on LTE 4G devices and wearable segments,” Intex Technologies Mobile Business Head Sanjay Kumar Kalirona said.
The company will offer its new health band, FitRist in the Spanish market in April, he added.
“We have strong presence in SAARC and ASEAN countries and have also entered Latin America and Africa markets. This year, we will expand into matured markets like Europe. We have already started with our entry in Spain,” he said.
He, however, declined to comment on the domestic- international business revenue mix.
Intex had forayed into the Spanish market in December last year with the launch of its wearable device, iRist. Initially available on Media Markt, Europe’s consumer electronics platform, the company sold over 7,000 units of iRist in Spain.
In India, the company had launched the iRist in partnership with ecommerce major Snapdeal. It sold about 20,000 units in seven working days, Kalirona said.
Talking about launching FitRist, he added that the new wearable is powered with a battery which can last up to 12 days. It comes with a ‘Remote Shutter’ feature that allows users to control the mobile camera from the band itself.
Priced at Rs 999, the band is also water-resistant and splash proof to prevent from rains and accidental spills.
“We are at a very nascent stage in this segment and are trying to create a product portfolio for the growing Indian market. There are a lot of products being worked upon in our labs and hopefully we should soon be able to create our own portfolio in this segment,” he said.
The western market definitely is much developed and wider than India, but this is a developing area of technology products in India, Kalirona said.
The global wearable device market more than doubled to 27.4 million units in the fourth quarter of 2015, fuelled by the growing popularity of fitness trackers and Apple watch, according to research firm IDC.
For the full year, vendors shipped a total of 78.1 million units, up 171.6 per cent from 28.8 million units in 2014.
“With a slew of so many launches and newer products entering the market, the wearable market has seen a major quarter on quarter growth and will surely see more growth… In future, we will be having strong and wider product roadmap in wrist band as well as wrist watches,” he said.
The company will also explore offline retail for the wearables category in the second phase, Kalirona said.

HC to resume hearing on Kanhaiya’s bail plea tomorrow

NEW DELHI :  The Delhi High Court is likely to resume tomorrow hearing on a bail plea of JNUSU President Kanhaiya Kumar, arrested in a sedition case for allegedly raising anti-India slogans in the university campus.
Justice Pratibha Rani, who had on February 24 deferred the hearing till February 29 after Delhi police informed the bench that it will seek his further custodial interrogation, will resume the hearing tomorrow.
The hearing assumes significance as the police is likely to apprise the bench about the ongoing investigation during which it had taken Kanhaiya to one day custody to confront him with two other JNU students and arrested accused — Umar Khalid and Anirban Bhattacharya.
Umar and Anirban had surrendered before police late on February 23 night. Both the accused are in police custody till February 29.
Senior advocate Kapil Sibal, appearing for Kanhaiya, had earlier contended that as per the status report filed by Delhi Police there was no evidence of any anti-India slogans being raised by his client.
Kanhaiya, who was arrested on February 12, was in police custody till February 17 and was later remanded in judicial custody till March 2 amid violence at the court premises during the remand proceedings.
He was taken to one-day police custody on February 25 and was thereafter remanded back in judicial custody for two weeks on February 26.
In its status report filed before the high court, police had alleged Kanhaiya had not only participated in the event in JNU campus on February 9 where anti-national slogans were allegedly raised but had “actually organised” the programme.
It had claimed that besides Kanhaiya and other accused, some “foreign elements” were also present during the event and they had covered their faces to hide their identity.
“The investigation agency is looking for linkage between the petitioner (Kanhaiya), his co-accused and the said foreign elements who were hiding their identity by covering their faces,” the police had said while opposing his bail plea. (AGENCIES)

Time has come to audit Govt’s performance: CJI

JAMMU: Chief Justice of India T S Thakur was today critical of the Government for the delay in enforcement of laws and appointment of high court judges saying time has come to audit its performance by some process.

He said at a time when people are languishing in jails and others are crying for justice, the Government can’t be “sitting over the proposal (on judges’ appointment) for more than two months”.

Inaugurating a two-day legal seminar here, Justice Thakur said, “… It is actually the protection of the rights of the people for whom the laws were made that you act. It is not for any personal glorification that the court act, it is for the enforcement of these laws. I don’t know but I think time has come when you do audit of the performance of the Government, when we need to do audit of the Government by some processes,” he said.

On the appointment of judges, he said, the 50 per cent of selected candidates (for judges) which have been cleared (through various stages) are languishing with the Government for the past two months. (AGENCIES)

MIRPUR: India recovered from three early jolts, inflicted by a devastating spell from Mohammed Amir, before notching up a five-wicket victory against arch-rivals Pakistan in the Asia Cup T20 tournament, here today.

Amir (3/18) rocked the Indian top-order with a fast and furious four-over spell but the small target of 84 was not good enough to stop the ‘Men In Blue’ who knocked off the runs with 27 balls to spare.

Indian bowlers had demolished the Pakistan batting line up with a superlative show as they bundled out the arch-rivals for a paltry 83 in only 17.3 overs after opting to field.

But it required the calm and class of Virat Kohli (49) to take India home without further setbacks as his 68-run stand for the fourth wicket with Yuvraj Singh (14 not out) proved to be decisive.

Kohli’s 51-ball innings had seven boundaries and he looked cut above any batsman, who featured in today’s game.

21 doctors suspended in south Kashmir

SRINAGAR: The district administration suspended 21 doctors who were found absent from duty in Shopian today, when separatists have called a general strike in the Kashmir valley against the arrest of  JNU students and Prof Geelani and harassment of Kashmiri in Delhi.

JAMMU, FEBRUARY 26: Governor N. N. Vohra reviewed the functioning of School Education Department in a meeting at Civil Secretariat, Jammu. The meeting was attended by Shri Parvez Dewan, Advisor to Governor, Shri B.R. Sharma, Chief Secretary, Shri B.B. Vyas, Financial Commissioner, Planning & Development, Shri Shaleen Kabra, Secretary, School Education, Mr. N.K. Choudhary, Finance Secretary, Dr. Mandeep K. Bhandari, Secretary Health & Medical Education and Shri Saurabh Bhagat, Secretary, CAPD.

The Governor was informed that 28.49 lac students are presently enrolled in 29292 Schools in the State, of whom 16.68 lac students are enrolled in 24000 Government Schools. The Governor directed Secretary, School Education to critically identify and devote sustained attention to improve the quality of school education to ensure that  learning for students is made interesting and meaningful.

The Governor was informed that the salaries due to RET teachers have been paid up to January, 2016 and provision is now available to fully meet the State Share. The Governor directed the Chief Secretary to take up the matter with the Ministry of Human Resources Development, Government of India, for ensuring timely availability of Central Share under SSA and RMSA to enable the State School Education Department to ensure that all teachers are paid salaries timely, every month, during the coming financial year.  Secretary School Education informed that all RET teachers will be  provided 5 day Refresher Training, for which a special module has been developed, through Master Trainers of the Colleges of Education at Srinagar and Jammu.

The Governor directed Secretary School Education to identify the number of schools for which the construction of buildings is at an advanced stage so that focused priority could be given for completion of such buildings instead of thinly spreading the available resources. The Governor directed urgent action to ensure completion of all government buildings within approved cost and funds which are allocated for the purpose by the Government and directed Chief Secretary to set up a Committee chaired by Financial Commissioner Planning, comprising concerned Administrative Secretaries and Engineers, to examine all issues relating to design, specifications, functional planning, cost estimates etc. and evolve practical recommendation to ensure that  time and cost overruns in the construction of government building is not  allowed to take place, as happens in most cases under the existing system. Financial Commissioner, Planning & Development was assigned the responsibility of coordinating further action in this regard and ensure that requisite funds are made available to the School Education Department for buildings which are identified for completion on priority basis.

The Governor also directed Secretary School Education to take necessary steps for time bound construction of 68 girls hostels which are envisaged to be constructed in Blocks of the State in the educationally backward areas.

The Governor directed that the exercise to look into the requirement of funds for the completion of buildings, provision of furniture and text books etc. should  be completed by 7th March 2016 by the Planning Department so that adequate provisions are accordingly made in the next year’s Plan to meet all possible funding requirements of School Education Department.

Governor laid special stress on providing adequate opportunities to the teaching faculty to enhance their competence and directed that all elementary teachers, numbering about 90,000 should be given Refresher Trainings, relevant to their teaching curriculum, and also provided foundation course in computers to encourage increased usage of IT and e-learning in teaching practices. Taking note of the fact that the Department has more than 22000 untrained teachers, he directed that, in future, only graduate teachers with requisite Teacher Training should be inducted into the Department. Also, in view of the deficiency of Science and Mathematics teachers, he directed the Department to reserve certain percentage of posts for these two streams while making fresh recruitments.

Reviewing Mid Day Meal scheme for providing nutritious food to children, he directed that in Jammu Division too, ration should be made available from the nearest Depot so that the school teachers need not travel afar for this purpose. He also directed that LPG connections be provided by 31st March 2016 to every school serving mid-day meals. He also directed to take special measures to ensure safety of children in commuting to and fro from the school.

The Governor also called for giving a special impetus to physical education and sports in Schools by reserving some time for physical education, sports and extra- curricular activities.

JNU row: Delhi police transfer case to Anti-Terror Cell

NEW DELHI :   Delhi police today reportedly transferred the sedition case against five students of Jawaharlal Nehru University (JNU) to Anti-Terror Cell, which probes terror cases, police sources said.
The sources said the case was transferred to the Anti-Terror Cell — also known as Special Cell — as it specialised in investigations related to terror activities and national security.
Joint questioning of the three people was done by the Special Cell. And the report mentioned that the accused were not cooperating with the investigation.
There was involvement of people from other states as well in the whole incident, said a senior police officer.
The development came after three students — Kanhaiya Kumar, Umar Khalid and Anirban Bhattacharya — were questioned together by the Delhi police.
Kanhaiya was arrested from the college campus by the Delhi police when the students were allegedly raising “anti-India” slogans on February 12. Khalid and Bhattacharya were put under arrest after they surrendered before the police on Tuesday night.
“Khalid and Anirban were brought to RK Puram police station on Friday evening along with Kanhaiya under one-day police custody where the three were made to sit and asked to corroborate the sequence of event on JNU campus on February 9, ” a senior police official said.
Five students of JNU have been arrested by the Delhi police to question their involvement in anti-national activities to mark the death anniversary of Parliament attack convict Afzal Guru on February 9.
On February 11, Delhi police registered a case against the unidentified students in connection with the anti-national slogans at Vasant Kunj police station based on the video footage and some key witnesses of the February 9 event.
A day after the case was registered DCP (south) Prem Nath wrote to Delhi Commissioner B S Bassi for  transferring the case to the National Investigation Agency or the Special Cell.  (AGENCIES)

“Suicide bomber kills at least 11 in eastern Afghanistan”

ASADABAD, Afghanistan : A suicide bomber killed an Afghan militia commander and at least 10 others in the eastern province of Kunar near the border with Pakistan today, officials said. Provincial Governor Wahidullah Kalimzai said the bomber rode up on a motorcycle to the entrance of the government compound in the town of Asadabad and blew himself up. At least another 40 people were also wounded. “Most of victims were civilians and children who were either passing by or playing in the park,” he said. There was no immediate claim of responsibility but the apparent target of the attack, a tribal elder and militia commander named Haji Khan Jan, was among the dead. He had been closely involved in a number of operations against the Taliban in his district last year. (AGENCIES)

Cops question another JNU student

NEW DELHI :  Another JNU student, Ashutosh, who the police was looking out for in connection with the sedition case, joined investigation today after receiving a police summon.
Ashutosh, who is JNUSU president Kanhaiya Kumar’s predecessor, is one of the five students, including Umar Khalid and Anirban Bhattacharya, who resurfaced in the varsity’s campus on Sunday night.
Ashutosh received the summon yesterday night and produced himself today at RK Puram Police Station, where Khalid and Anirban are presently being interrogated, a police official said.
Other two students, Rama Naga and Anant Kumar, are yet to receive any police summon. They had earlier written to police that they are ready to join investigation too.
The five of them resurfaced at the campus on Sunday night and a day later, Khalid and Anirban surrendered before police.
The police was looking out for all five of them in connection with the sedition case which led to the arrest of Kanhaiya Kumar on February 12.
Yesterday, the police interrogated Kumar, Khalid and Anirban together for the first time.
With that, the police have identified around 22 persons who were active participants in the controversial February 9 event, police said, adding Ashutosh, Khalid, Anirban and few others are believed to be organisers of the event in which anti-national slogans were allegedly raised. (AGENCIES)

MIRPUR: Mahmudullah Riyadh produced an all-round effort to guide hosts Bangladesh to a comprehensive 51-run win against United Arab Emirates in the Asia Cup T20 tournament, here tonight.

Batting first, Bangladesh managed only 133 for eight largely due to rearguard action from Man-of-the-Match Mahmudullah, who scored a quickfire 36 off 27 balls with the help of a boundary and two sixes.

However UAE’s batting faltered once again as they produced a below-par effort to get bowled out for 82 in only 17.4 overs. Mahmudullah took 2/5 along with a brilliant catch to make it a memorable outing for him.

Govt mulling to and fro night flights in Kashmir

SRINAGAR : Authorities today discussed modalities for starting to and fro night flights in Kashmir valley and a DGCA team is expected to arrive here next month to take stock of the facilities at Srinagar International Airport.
Asgar Hassan Samon, Divisional Commissioner, Kashmir, held a meeting to review the functioning of Srinagar airport and discuss modalities to start night landing of flights at the airport, an official spokesman said.
“The meeting was informed that the Indian Air Force had given the permission to start night flights at Srinagar airport in May 2013,” Samon said.
The airport frequently hosts night flights from non-scheduled aircrafts, state aircraft and some special flights.
“With the requirement of visibility of 1.3 kms, aircraft can land at Srinagar airport even during full moon nights,” the spokesman said.
Samoon noted the flights can be easily started upto 2200 hours.
The operating hours of the airport would be gradually extended in the near future when all the requirements for the facility are met, he said at the meeting.
The spokesman added that a team of Directorate General of Civil Aviation (DGCA) is expected here next month to take stock of facilities at the airport.
He said the meeting was attended by Deputy Commissioners of Srinagar and Budgam, officials of Srinagar airport, Air Force, police and representatives of private airlines.
The Divisional Commissioner, while stressing close coordination between various government agencies, asked the officials to complete the preparations for the expected heavy influx of tourists in the coming tourist season.
He also expressed concern over the increase in airfare during peak season and called for a system to cap the airfare at a certain level to benefit people, particularly students and patients.
The meeting also discussed the strengthening of intra-state connectivity and connecting flights between Srinagar, Leh and Kargil, the spokesman said, adding Samoon also ordered speeding up of the process of modernization of facilities at all the three airports. (AGENCIES)

Coast Guard, Pak maritime agency extend MoU for another 5 yrs

NEW DELHI: Indian Coast Guard (ICG) and Pakistan Maritime Security Agency (PMSA) have extended for another five years from March 17 their MoU on cooperation in combating smuggling, illicit trafficking in narcotic drugs and piracy, and coordination in search and rescue and return sea passage among other areas.

The MOU has been extended by mutual consent through diplomatic channels, External Affairs Ministry announced today.

“The MoU, signed on 3 October 2005, had come into effect on 16 March 2006.

“It envisaged cooperation between ICG and PMSA through exchange of information on EEZ violations, apprehended vessels, marine pollution, natural disasters/calamities, combating smuggling, illicit trafficking in narcotic drugs and piracy, and coordination in search and rescue and return sea passage. CHANDIGARH/NEW DELHI: A committee of three women police officers, including a DIG, was today set up by the Haryana Government to receive any complaint of rape of women during the Jat quota agitation amid allegations of gangrape in Murthal village in Sonipat district.

Haryana police, meanwhile, put the death toll in the agitation at 30. As many as 13 youths died in Jhajjar, five in Rohtak, eight in Sonipat, two in Jind, one each in Hissar and Kaithal, it said.

The State DGP Y P Singhal said police have not received any rape complaint yet but will act swiftly as and when any case is reported.

Additional Chief Secretary of Haryana P K Das told reporters in Chandigarh that the three-member committee comprises DIG Rajshree Singh, DSP Bharti Dabas and DSP Surinder Kaur.

The State Government has also set up a helpline number — 18001802057 — whereby any person having information about any such incident can share it with the authorities, he said. (AGENCIES)

NEW DELHI: In the wake of deaths of nine Indian soldiers deployed at Siachen in an avalanche, Mr KC Tyagi of the JD(U) today suggested that India and Pakistan should reach an agreement to demilitarise the area to avert casualties to jawans guarding the borders in an inhospitable terrain.   Raising the issue during Zero hour in the Rajya Sabha, Mr Tyagi said, ”Nine Indian soldiers, including Lance Naik Hanumanthappa, died in an avalanche in Siachen while guarding the borders.

India moves UNSC to declare Masood Azhar as designated terrorist

NEW DELHI: India has moved  the UN Security Council to declare Pakistan-based Jaish-e-Mohammad extremist outfit chief Masood Azhar as designated terrorist.

“Our Permanent Representative in the UN has made a formal request writing a letter to the UN’s 1267 committee to designate Azhar as terrorist putting his name in the sanctions list,” External Affairs Ministry spokesperson Vikas Swarup said here today.

Azhar is believed to be the mastermind of the Pathankot terror attack in which seven Indian security personnel were killed, and which led to the derailment of the Foreign Secretary-level talks between India and Pakistan scheduled in the middle of the last month.

India has already given a list of terrorists affiliated to Al- Qaeda, Taliban and other terrorist groups to the 1267 Committee.

Mr Swarup said it was a great anomaly that the organization Jaish-e-Mohammad was listed but not its  leader.

No respite from cold in Leh, mercury above normal in Kashmir

SRINAGAR: There was no respite from the bone-chilling weather conditions in Leh and Kargil in Ladakh region, where water bodies remained frozen, while Kashmir valley witnessed further improvement as mercury remained above normal.

A Met department spokesperson said the weather will remain dry in Jammu and Kashmir during the next 72 hours though a fresh Western Disturbance (WD), originating from Arabian sea is approaching the region.

People continued to shiver and water bodies remained frozen in Leh and Kargil though there was slight improvement in the minimum temperature.

At Leh, the minimum temperature was minus 9.4 degree Celsius against yesterday’s minus 10.4 degree while at Kargil, it was minus 8.1 degree against yesterday’s minus 8.3 degree.

People are being supplied water through tankers while majority residents, particularly in far-flung and remote areas, are using spring water which remains cold in summer and warm in winter.

The maximum temperature at Leh was 9.9 degree while at Kargil, it was 7 degree yesterday.

The Met spokesman said the minimum temperature at Leh will further drop and is likely to settle at minus 10 while the maximum could be 10 degree during the next 24 hours.        In the Kashmir valley there was further improvement in the mercury which has advanced the farming season.

However, it was a cause of concern as snow on hills could melt early very fast.

The world famous tourist resort of Pahalgam  was coldest in the valley at minus 2.1 degree temperature which still was a notch above normal.

At Gulmarg, the famed ski resort in north Kashmir, the minimum temperature witnessed surge and settled at 0.2 degree, five degree above normal    Qazigund, gateway of Kashmir on the Srinagar-Jammu national highway and Kokernag in south Kashmir recorded above normal minimum temperature.

However, Kupwara in north Kashmir recorded minus 0.8 degree, a notch below normal.(Agencies)

Indian eves continue winning run on SA Tour

STELLENBOSCH (South Africa) :  The Indian women’s hockey team continued its winning streak on its tour to South Africa by routing Scotland national team 5-0 here.
The first period of the match started with the Indian eves looking for an early goal but the Scottish defence refused to give away any clear short at the goal.
The Scottish girls tried to make a comeback in the second period but the Indians refused to give away any ball possession as both the sides failed to break the deadlock at the halfway stage.
The third period started with the Indian team looking determinant to score. The breakthrough came in the 37th minute Rani scored from a penalty corner.
Rani soon made it 2-0 for India with another penalty corner conversion in the 42nd minute before Deepika made it 3-0 on the 45th minute through a field strike.
India continued in the same vein and scored their fourth goal which came from the sticks of Anuradha Devi Thokchom in the 54th minute.
Gurjit Kaur rounded off tally for India when she scored the fifth goal a penalty corner in the penultimate minute of the match. (AGENCIES)
