Nagrota terror attack: Police probing JeM links

            Jammu: Police is probing if Jasih-e-Mohammed (JeM) was responsible for yesterday’s terror attack on an army camp in Nagrota, that left 7 officers and jawans dead, after a note written in Urdu bearing the name of JeM’s Afzal Guru Squad (AGS) recovered from three slain terrorists, a senior official said today.

“We are working on these links. We are going into all details, and investigation has started (into the links of JeM with Nagrota terror attack after recovery of notes in Urdu)”, Director General Of Police (DGP) K Rajendra Kumar told PTI tonight.

“Let us first complete the probe then we will able to say anything on it,” he added.

According to reports, a note, along with three AK-47 rifles, magazines and UBGL grenades, was recovered from the site of attack, points to the involvement of JeM’s Afzal Guru Squad.

The note, written in Urdu with name bearing at the end of AGS of JeM, says that they have avenged the death of Guru.

The recovered explosives were being disposed off by controlled explosions.

JeM have named a squad after Afzal Guru to target security forces in India last year.

It was first exposed in November last year, when Indian Army repulsed a major fidayeen (suicidal) attack on its Gorkha Rifles (GR) camp near the Line of Control (LoC) in Tangdhar and recovered bags with Afzal Guru Squad markings.

Guru’s name also cropped up in Pathankot when Rajesh Verma, who was abducted along with Gurdaspur Superintendent of Police told reporters that the militants had told him that they wanted to avenge the death of 2001 Parliament attack convict.

The DGP further said that security agencies were probing if the group came from International Border (IB) and was part of a group of three militants killed at the border in Ramgarh sector in Samba yesterday.

“We have visited Ramgarh in this direction,” Kumar said.

Jammu was rocked by two terror attacks yesterday in which seven army personnel, including two Major-rank officers, were killed and eight other security-men, including a BSF DIG, were injured before six heavily-armed terrorists were killed in separate encounters. (Agencies)

23 attack bids foiled along LoC in Kashmir this year: BSF

            Srinagar:  BSF today said it has foiled 23 attacks, including two BAT actions by Pakistan, along the Line of Control (LoC) in Kashmir Valley this year and is alert to deal with any untoward incident.

“BSF has foiled and faced 23 attacks of militants and Pakistan regulars on its posts and personnel along LoC in Kashmir during this year. The guys (BSF jawans) have done well, they have been doing their jobs with utmost dedication.

“They (BSF jawans) have foiled many infiltration bids on the LoC and also foiled two BAT (Border Action Team of Pakistan) attempts and in one of the actions, three of our guys have been killed, but they foiled the action and killed one militant and recovered weapons,” Vikas Chandra, Inspector General, BSF Kashmir Frontier, told reporters here.

The frontier chief of the border guarding force said security at various installations of BSF has beefed up in the wake of yesterday’s terror attack in Nagrota.

“Security arrangements have been made. We are alert 24×7 to deal with any incident during these difficult times,” he said.

Chandra said the paramilitary force, along with the Army, was responding to the ceasefire violations “appropriately”.

“Ceasefire violations have been taking place and we have responded appropriately to them. There were 32 ceasefire violations in 2016 along the LoC on this side. We have lost some men and some others have been injured as well, but that is part of the life, part of duty,” he said.

Responding to a question on whether the ceasefire violations were just that or a cover for infiltration, the BSF officer said, “We can say it is combined.”

“They are infiltration bids as well and we have foiled many such incidents,” he said.

Asked whether the attack on the LoC by Pakistan and mutilation of bodies of soldiers was a BAT action, Chandra said, “Generally BAT actions take place. It would have happened, that is why there has been such action.”

He said 14 battalions of BSF were deployed in Kashmir Valley.

“Over 14,000 personnel are deployed in the Valley both on the LoC and in the hinterland. We are working with army, guarding the LoC. In the last one year, nine BSF officers have sacrificed their lives and 18 others have been injured while guarding the LoC and also while working in the hinterland,” he said.

On a question whether there was an increase in the militant attacks after India conducted surgical strikes, the BSF officer said, “I will not say it is an increase. It is a tactic they have been using earlier as well. On the LoC, we have to be careful and we are being careful. It is not that they have not been trying, they have been, but we have averted those on this side of the LoC.” (Agencies)

WB Helicopter Crash: Major from Jammu among those killed

JAMMU: An Army officer from Jammu was among those killed in West Bengal helicopter crash.

Three army officers were killed today after their five-seater Cheetah helicopter crashed while landing in West Bengal’s Sukna district.

”One of the occupants identified as Major Arvind Bazala of bordering Ranbir Singh Pura was a native of Ward Number 10 of R S Pura,” an official said. He said that the deceased was married one-year ago, adding that he is survived by his wife, and parents.

”His body will be shifted tomorrow to his native village where the last rites will be performed,” police said. (AGENCIES)

Pall of gloom descends on Army Jawan’s native village

BATALA: A pall of gloom descended over sprawling residence of 32-year-old Hawaldar Sukhraj  Singh of 166 R T Filed regiment Singh at Mann Nagar  locality today as news of  his martyrdom  spread across the village.

It is pertinent to mention here that Sukhraj Singh was among 2 officers and 5 soldiers who were killed when pak trained heavily armed terrorists stormed into an Army unit at Nagrota and Jammu yesterday morning.

According to his family sources, Singh had joined Indian Army as a soldier 11 years ago.

He is survived by wife Harmeet Kaur, mother Swanjeet Kaur, elder brother Dhanrja Singh, seven year old daughter Subhpreet and five year old son Sargundev Singh. His daughter and son were waiting for his arrival as he was to reach on the same day as he got martyrdom.

His wife Harmeet Kaur said that he was posted at Nagrota (Jammu) six months ago as he was serving at Army unit in Sagar and he was coming home on November 29 (yesterday) on leave as he was to relieve at 0600 hrs but terrorists attacked on the unit at 0500 hrs. But instead of take leave he started fighting with the terrorists and got martyrdom.

The jawan’s family members demanded that Pakistan be taught a lesson for harbouring terrorists while Deputy Commissioner Gurdaspur Pardeep Sabharwal, Kunwar Ravinder Singh Vicky general secretary Saheed Sainik Parivar Sukrsha Prishad and high police and civil officers  expressed their sadness. Govt approves new visa to attract foreigners, boost trade

NEW DELHI: Aiming to attract more tourists and boost trade, Government today approved a new liberalised visa policy that include long-term multiple-entry comprehensive visa by merging tourist, business, medical and conference visas into one.

The Union Cabinet, chaired by Prime Minister Narendra Modi, also decided to extend the e-Tourists Visa to eight more countries, taking the total number of countries which are under cover the scheme to 158.

The Union Cabinet has given its approval for liberalisation, simplification and rationalisation of the existing visa regime in India and incremental changes in the visa policy decided by the Ministry of Home Affairs in consultation with various stakeholders, an official statement said.

The approval will facilitate entry of foreigners for tourism, business and medical purposes. This is expected to stimulate economic growth, increase earnings from export of services like tourism, medical value travel and travel on account of business and to make ‘Skill India’, ‘Digital India’, ‘Make in India’ and other such flagship initiatives of the Government successful. Govt approves inclusion of 15 new castes in Central OBC list

NEW DELHI: The Government today approved inclusion of 15 new castes and modification in 13 other castes in the Central list of Other Backward Classes (OBCs).

The Union Cabinet, chaired by the Prime Minister Narendra Modi approved the proposal.

The National Commission of Backward Classes (NCBC) had recommended a total of 28 changes in respect of 8 states — Assam, Bihar, Himachal Pradesh, Jharkhand, Maharashtra, Madhya Pradesh, Jammu & Kashmir and Uttarakhand.

Out of these 28, 15 were new entries, 9 were synonyms or sub-castes of the castes which were already in the list and 4 were corrections.

“The changes will enable the persons belonging to these castes/communities to avail the benefits of reservation in Government services and posts as well as in Central Educational Institutions as per the existing policy,” according to an official statement. (AGENCIES)

Pak-backed terror to be main focus of HoA: India, Afghanistan

NEW DELHI: Identifying terror emanating from Pakistan as the “greatest threat” to regional peace and stability, India and Afghanistan today said setting up an effective counter-terror framework to deal with the challenge will be a major focus at the two-day Heart of Asia conference beginning Saturday.

Being held in the wake of the brazen Nagrota terror attack, the annual conference of the Heart of Asia Istanbul Process, a platform to assist Afghanistan in its transition, will extensively deliberate on threat from terror networks operating from Pakistani soil and may push for some concrete action to deal with it.

The conference will be attended by  representatives from over 30 countries including China, the US, Russia, Pakistan and Iran. Pakistan Prime Minister’s Foreign Affairs Advisor Sartaj Aziz will represent Islamabad at the conference.

Asked during a briefing on Pakistan’s willingness for a bilateral meeting with India on the sidelines of the conference, Joint Secretary in the MEA Gopal Baglay said,”We have not received any request for a bilateral meeting.” (AGENCIES)

Cabinet approves Rs 2,000 cr package for refugees from PoK

NEW DELHI: A Rs 2,000-crore development package for displaced people of Pakistan occupied Kashmir (PoK) living in the country was today approved by the Government.

The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the Home Ministry’s proposal to provide enhanced financial aid to 36,384 families, who are mostly living in Jammu region after their displacement from PoK post Independence.

Each of these families will get around Rs 5.5 lakh as aid, a senior official said.

The amount is “one time settlement” for the displaced families and will be released to the Jammu and Kashmir Government to be disbursed to eligible families through Direct Benefit Transfer. (AGENCIES)

Smart fence along Pak, Bangla by late 2017: BSF

NEW DELHI: India will have a patrol-less, multi-layered smart fence along its borders with Pakistan and Bangladesh by the later part of 2017 even as 20 big global firms are undertaking a technical evaluation for the same, Director General of BSF K K Sharma said today.

Sharma said the force, after getting sanctions from the Union Home Ministry, is working to implement a Comprehensive Integrated Border Management System (CIBMS) where the security of these two sensitive and difficult terrain borders will shift from the regular troops patrolling system to a quick reaction team pattern where guards strike once they notice a blip of infiltration on their surveillance radars.

“We are taking some concerted efforts to modernise our border fence. Twenty big companies are currently undertaking a technical evaluation for the CIBMS. It is expected that it would be on ground by the second half of next year.

“In this regard few pilot projects are already on…Two in Jammu and one each in Punjab and Gujarat where we have marshy areas. One project will be done in Assam’s Dhubri,” the Director General said. (AGENCIES)

India ranked 102nd on enabling cross border trade: WEF

LONDON: India has improved its ranking by four places to 102nd position among 136 economies in terms of enabling cross border trade, with Singapore leading the list, the World Economic Forum (WEF) said today.

Among the BRICS nations, India, China and South Africa have improved their ranking from the previous edition.

While India’s position has jumped four slots to 102, that of South Africa has improved three places to 55 while that of China stood at 61 compared with the previous ranking of 63.

Brazil’s ranking has slipped to 110 from the earlier 97 while that of Russia dropped to 111 from the 105th position.

The ‘Global Enabling Trade Report 2016’ — published by WEF and the Global Alliance for Trade Facilitation — assesses the performance of 136 economies by way of Enabling Trade Index (ETI).

The index assesses the extent to which economies have in place the factors facilitating the free flow of goods over borders and to their destinations. It takes into consideration various factors, including domestic and foreign market access, border administration, transport and digital infrastructure and operating environment. (AGENCIES)

Did Samba terrorists crawl through 80-m tunnel to infiltrate IB?

NEW DELHI:  The three militants killed in Samba in Jammu might have crawled through an 80-metre-long tunnel under farm lands to cross the International Border (IB), the BSF chief said today.

Addressing journalists on the eve of the Border Security Force’s 51st Raising Day here, its chief K K Sharma said the paramilitary force had “strong inputs” about possible infiltration bids by terrorists from across the IB following the Indian Army’s surgical strikes on terror launch pads, and hence it was “in a position” to detect and neutralise the heavily-armed militants.

“After the operation got over at the Chamliyal BoP (border outpost), we checked the fence and there was no breach. Then today morning, we detected a small tunnel of the size of 2×2 metres… We had deployed ‘depth nakas’ across the fence and hence we could detect and neutralise the three militants. The tunnel was found in a field where farming is done and has soft soil.

“The tunnel is about 75-80 metres from the IB and about 35-40 metres from the fence,” he said.

The DG said the border guarding force would take up the matter with its counterparts — Pakistan Rangers, but added that due to increased hostilities, the other side is not “getting in touch” for quite sometime now.

BSF officials said there is “ample proof” and indication to say that the militants crawled through the tunnel to reach this side of the border.

Sharma said the Nagrota attack that took place yesterday at an army camp was “separate” and it was part of the investigation to find out if it had any connection with the Samba terror bid.

He said that since the increase of hostilities between the two sides, especially post the surgical strikes conducted by the army across the Line of Control, BSF has killed 15 Pakistani Rangers and 10 militants while it lost five troops.

“For the last 15 days there has been no shelling along the IB. Post the surgical strikes we knew that infiltration attempts and attacks would increase along the IB which we exclusively guard and hence anticipating trouble we have been prepared against such attempts,” he said, adding it was pitch dark last night hence picking up movements along the IB was difficult through naked eye.

Sharma said BSF had “strong inputs that infiltration can be attempted from around the IB area and that is why we were in a position to effectively neutralise the three” yesterday.

The DG said the three terrorists were carrying huge arms and ammunition like three AK-47s, 20 full magazines, 517 bullets, an 8mm pistol, 20 grenades and a GPS set along with other items on them.

The BSF chief said there are inputs of a “grave threat” to security establishments and hence the forces have beefed up and reviewed camp and perimeter security. (Agencies)

Army plane crash kills three Indian officers: Official

KOLKATA: Three army officers were killed Wednesday after their five-seater Cheetah helicopter crashed while landing in eastern India, a defence official said.
Another officer was seriously injured in the crash that occurred in a military camp in West Bengal’s Sukna district, a spokeswoman of the Indian Army’s Eastern Command said.
“The helicopter was on a routine mission. It crashed near the helipad inside the army base as it was trying to land,” Dipannita Dhar said by telephone.
The Cheetah helicopters, commissioned by the Indian Air Force (IAF) in the Seventies, are multi-role aircrafts which are used mostly during high-altitude missions.
The IAF, which relies heavily on Russian-made equipment, has been blighted by a poor safety record.
In July, a Russian-built AN-32 military transport plane went missing over the Bay of Bengal with 29 people on board.
And in 2013, all 20 people on board a military helicopter were killed when it crashed in northern India.
India, the world’s largest arms importer, has been trying to revamp its ageing and outdated military aircraft, with some of the fleet virtually on its last legs.
The Cheetahs have been built by India’s Hindustan Aeronautics under a license agreement with French aerospace manufacturer Aerospatiale. (Agencies)

JAMMU:  Post Fidayeen attack in Nagrota Army unit here yesterday, in which seven Army personnel, including officers, attained martyrdom and three militants were killed, a bomb disposal team today destroyed unexploded shells.

“Blinds (unexploded shells) were being destroyed at Nagrota encounter site by bomb disposal team during the combing operations,” an official here said.

He said in view of operation, an old Jammu-Srinagar highway route has been closed for the traffic.

Meanwhile, sources said some of the letters recovered from the encounter site hint that the fidayeens belonged to Pakistan-based Jaish-e-Mohammad outfit. (AGENCIES)

NGOs need to register with NITI Aayog for grant-in-aid

NEW DELHI: It is now mandatory for all NGOs and voluntary organisations (VOs) to register with NITI Aayog to receive grant-in-aid from ministries or departments of the central government, Parliament was informed today.

“It is mandatory now for all NGOs/voluntary organisations to sign up on NGO-DARPAN portal to obtain a system-generated unique ID before applying for grant under any scheme of central government or ministries,” Minister of State for Ministry of Planning Rao Inderjit Singh said in a written reply to Lok Sabha.

The minister further said that as on November 24, a total of 81,353 NGOs/VOs have signed up on NGO-DARPAN portal which has has been redesigned.

Replying to a separate query, Singh said the government has earmarked Rs 150 crore for Atal Innovation Mission (AIM) in 2016-17 budget estimate.

The signing up on the portal can be done through submission of PAN and Aadhaar details of at least three office bearers of the entity concerned.

However, NGOs and VOs belonging to Assam have been exempted from such Aadhaar upload.

“No financial grants to be disbursed to the NGOs during the current financial year without obtaining a Unique ID number generated from the NGO-DARPAN portal of NITI Aayog, including the cases where part grants had been released earlier,” Minister of State for IT and Electronics P P Chaudhary said in a reply to Lok Sabha.

Provision has been made in the portal to capture PAN details of each entity and NGO along with PAN and Aadhar details of at least three of its office bearers and all fresh entities have to sign up on the portal with these details, he said.

“Ministries and departments have been asked to develop IT applications for end-to-end processing of applications from NGOs and VOs for sanction or release of grants. All applications have to be processed in online mode only from March 31, 2017 onwards,” Chaudhary said. (AGENCIES)

Strategic rail lines along China border to come up

NEW DELHI:  The government has decided to construct strategic rail lines along the borders with neighbouring countries including China and Pakistan, the Lok Sabha was informed today.

The proposal for construction of railway lines along China, Nepal and Pakistan borders has been initiated by the Defence Ministry as a strategic line, Minister of State for Railways Rajen Gohain said in a written reply.

A total of 14 strategic lines have been identified, out of which four strategic lines — the 378km Missamari-Tenga- Tawang line, the 498km Bilaspur-Manali-Leh line, the 227km Pasighat–Tezu-Rupai line, and the 249km North Lakhimpur-Bame- Silapathar line — have been decided to be taken up in the first phase.

However, he said, none of these projects has been sanctioned.

Since all these projects pass through very difficult terrains of the Himalayas, stability, geology, constructibility, maintainability and safety issues are to be examined, he said.

Accordingly, the Final Location Survey (FLS) has been taken at a cost of Rs 345 crore. For the year 2016-17, the Ministry of Defence has provided Rs 87.18 crore. (AGENCIES)

Infiltrating militants planned to blow up trains in J&K: BSF  

JAMMU:  The three heavily-armed militants killed by BSF in Samba district had infiltrated into Jammu and Kashmir to carry out a chain of terror attacks by blowing up running trains and tracks with chained IEDs and hard to detect liquid explosives, a top force official said today.

A day after the three infiltrators were killed by the BSF, top officials said the trio was carrying five bottles of liquid explosive trinitroglycerin.

“Militants had infiltrated to carry out big incidents. Their design was to blow up rail tracks and trains here as we have recovered chained IEDs and liquid explosives”, Additional Director General (ADG) BSF and Special DG (Western Command) Arun Kumar said.

They were out to carry out a chain of big impact terror incidents including blowing up of “running trains” and causing fire in trains as chain IEDs and liquid explosive are meant to blow up tracks and cause fire, he said.

“Had our troops not successfully contained and eliminated these heavily armed terrorists with huge stores of explosive material, they could have caused massive damage in the mainland”, Kumar said.

“It was only because of BSF’s multi-tier security cover that this calamity was averted,” the force said.

Apart from arms, ammunition and explosive stores, BSF recovered 10 Improvised explosive Devices (IEDS) including five liquid type IEDs and three IED waist belts, five chain IEDs from three slain militants along IB in Chambiliyal belt of Ramgarh sector in Samba district yesterday.

“Chain IEDs are mainly used to blow up rail tracks and hit running trains. The five bottles of liquid explosive contained trinitroglycerin. It is used to cause explosion and trigger fire”, IG BSF Jammu Frontier D K Uphadayaya said. (AGENCIES)

NEW DELHI:  Illegal funds are being sent through ‘hawala’ and other channels to inimical forces in Kashmir Valley to incite protests, Minister of State for Home Kiren Rijiju said today.

Replying to a written question in the Rajya Sabha, Rijiju said the practice of sending illegal money through ‘hawala’ and other channels to inimical elements in the Valley to incite protests have been going on.

Rijiju’s colleague, Minister of State for Home Hansraj Ahir said separatists and militants were receiving funds from foreign countries through ‘hawala’ and inward remittances.

Referring to the tension along the Indo-Pak border, Rijiju said 24 suspected militants, who were trying to infiltrate into Jammu and Kashmir, were killed, while 78 attempts of infiltrations were foiled till October-end this year.

Till October this year, there were 201 incidents of infiltration from across the border into Jammu and Kashmir and 30 cases of infiltration into Punjab.

He said five BSF personnel killed were and nine others injured due to cross-border firing between September and October this year.

Replying to another question, Ahir said there was no information about espionage being carried out by Pakistan using pigeons.

However, some pigeons with rubber tag with Pakistani telephone no/name of persons have been found in border areas, he said. (AGENCIES)

Nagrota attack: Combing operations resume, Army Chief likely visit to review situation

JAMMU : Combing operations today resumed at the army camp in Nagrota, where seven defence personnel were killed in a terror attack, to flush out any remaining militants.
Army Chief Gen Dalbir Singh Suhag is likely to visit the Nagrota Corps headquarter today to review the situation.
“Combing operation resumed this morning at the camp. The area is to cleared”, a senior Army officer said.
“Operation is on to see whether there is presence of any other militant in the area. We cannot take chances”, he said.
Jammu was rocked by two terror attacks yesterday in which 7 army personnel, including two Major-rank officers, were killed and eight other securitymen, including a BSF DIG, were injured, before six heavily-armed terrorists were eliminated in the separate fierce encounters.
In one incident, a group of heavily-armed terrorists in police uniform stormed an army unit in Nagrota, about three kms from the Corps headquarters on the outskirts of Jammu city.
Seven army personnel, including two officers, were killed in this attack before three terrorists were killed in an armed stand-off which also involved a hostage-like situation with 12 soldiers, two ladies and two children being held captive. All were rescued.
Three terrorists were gunned down by BSF in Ramgarh area of Samba near the International Border after an encounter that lasted several hours and was followed by intense cross-border firing by Pakistani troops. Four security personnel, including BSF DIG, were injured in this incident. (AGENCIES)

Nagrota attack: Army releases list of 7 martyrs killed in terror strike

NEW DELHI, Nov 30: The list of security personnel martyred in a terror strike at an Army base in Nagrota, near Jammu was released by the Army. Among the seven dead, two of them were officers. Three terrorists were also killed in Nagrota, the biggest terror strike since the September 18 Uri attack.

List of martyrs

1. Major Gosavi Kunal Mannadir, aged 33 years hailed from Village Pandharpur, Distt Solapur, Maharashtra. He is survived by his wife, Smt Uma K Gosavi.

2. Major Akshay Girish Kumar, aged 31 years , hails from Koramangala, Bengaluru, Karnataka. He is survived by his wife Smt Sangeeta Ravinderan.

Both next of kin informed and are in Nagrota station only.

3. Havildar Sukhraj Singh, aged 32 years, hailed fromVillage Maan Nagar, PO Batala, District Gurdaspur, Punjab. He is survived by his wife Smt Harmeet Kaur.

4. Lance Naik Kadam Sambhaji Yeshwantro aged 32 yrs, hailed from Village Janapuri, Post Office Wadepuri, Tehsil Loha, District Nanded, Maharashtra. He is survived by his wife, Smt Sheetal.

5. Grenadier Raghvendra Singh, aged 28 years, is survived by his wife, Smt Anjana Sikaewal. The martyr hailed from Village Gadijatar, Tehsil Raja Khera, District Dholpur, Rajasthan.

6. Rifleman Asim Rai, aged 32 years, hailed from village Ratanchha, PO Khotang, Nepal. He is survived by his wife, Smt Madhu Kala Rai.

7. Naik Chittranjan Debbarma, aged 37 years, hailed from village Garingpara, Bada Maidan Bazaar, Tehsil Ramchandraghat, Kalampur, West Tripura district, Tripura. He is survived by his wife Namita Debbarma and two young children aged 11 years and 7 years. The next of kin has been officially informed.

Bravery of officers’ wives averts hostage crisis in Nagrota

NAGROTA: Bravery of the wives of two army officers who were staying in the family quarters helped in averting a major hostage crisis during the encounter that took place in Nagrota area of Jammu today.

Soon after the heavily armed terrorists disguised in police uniform entered an army unit located within three kms from the headquarters of the 16 Corps, they wanted to enter the family quarters where they could take the families of the soldiers and officers hostage.

However, due to the bravery of these two women, who were staying in the family quarters along with their newborns, the plans of the terrorists could not materialise.

“The wives of the two army officers, who were on night duty when the encounter broke out, displayed exemplary courage as they blocked the entry of their quarters with all the household items, making it difficult for the terrorists to break into the houses,” an army officer privy to the encounter told reporters.

Had the women not shown this alertness, the terrorists would have been able to take them hostage and would have succeeded in causing huge damage to the army and the families, he said.

“The terrorists entered two buildings which were occupied by officers, families and men. This led to a hostage-like situation. The situation was very quickly contained and thereafter, in a deliberate operation all were successfully rescued, which included 12 soldiers, two women and two babies,” Defence spokesman Lt Col Manish Mehta said.

The two babies rescued are 18 months and two months old, the officer said.

However, in the rescue attempt one more officer and two jawans sacrificed their lives, the spokesman said. (AGENCIES)

India loses $58 bn annually due to road accidents: UN study

NEW DELHI: India’s GDP takes a 3 per cent hit every year due to road accidents, equivalent to over USD 58 billion in value terms, a United Nations (UN) study has found out.

Conducted by the UN Economic and Social Commission for Asia and the Pacific (UNESCAP), the study says that in value terms, the country is behind Japan among the 19 countries covered in the Asia-Pacific region.

“Indian economy takes a 3 per cent hit every year due to road traffic accidents, which is over USD 58,000 million in terms of value,” the study said.

India is only behind Japan (USD 63,000 million) in terms of value while in terms of GDP loss, it comes behind Iran which is at 6 per cent (USD 30,697 million), it added.

“The total loss to GDP to these nations is to the tune of USD 2,93,568 million annually,” UNESCAP Chief of Transport Policy and Development Section Peter O’Neill said.

He was speaking at a three-day conference organised by the Institute of Road Traffic Education (IRTE) here.

Expressing concern over the high rate of road accident fatalities in India, O’Neill called for better policies and stricter enforcement of regulations to promote road safety of road users, particularly two-wheeler users. (AGENCIES)

Nanded village mourns death of its son Army jawan Sambhaji Kadam

NANDED (MAHARASHTRA): A black sheet of gloom descended over the Nanded district when the news about martyrdom of an Army jawan Sambhaji Yeshwant Kadam reached here today.

Kadam, who belonged to the 5 Maratha Light Infantry, was a resident of Janapuri village in Loha tehsil of the district. He is survived by his parents, wife and a three-year-old daughter.

Kadam was amongst the three Armymen who attained martyrdom when a group of five terrorists attacked in Jammu today in two separate incidents.

The first attack took place at Nagrota on the outskirts of Jammu City where terrorists, carrying guns and grenades, stormed into an Army camp, in which Kadam was killed. The attacks at the Army base and a BSF camp are the latest in a series of militant attacks after the September 29 surgical on seven terror launch pads in Pakistan-occupied Kashmir (PoK) by the Indian Army.

Sarpanch of Janapuri village, Bali Patil, was informed about the incident. The mortal remains of Kadam will be brought to the city tomorrow by a plane either from Aurgangabad or directly to Nanded. (AGENCIES)

Nabha jailbreak case: Asst jail supdt among 3 arrested

PATIALA: Three persons, including assistant jail superintendent, were arrested by Punjab police in connection with Nabha jailbreak.

Assistant jail superintendent Bhim Singh, head warden Jagmeet Singh and a sweet shop owner Tejinder Sharma have been arrested on the charges of abetment and criminal conspiracy in the Nabha jailbreak case, police said.

Bhim had allegedly met the accused a day before their daring escape and his mobile phone was used for plotting the escape of prisoners, they claimed.

Police had booked 29 people, including nine jail officials, under relevant sections of IPC in connection with the jailbreak case, officials said.

Meanwhile, police said it has obtained the custody of Palwinder Singh Pinda from Uttar Pradesh Police on transit remand. He will be produced in Nabha court tomorrow. (AGENCIES)

Demonetisation: SC to hear fresh pleas with others on Dec 2

NEW DELHI: The Supreme Court today agreed to hear on Friday two fresh petitions along with other pending PILs challenging Centre’s decision to demonetise Rs 500 and Rs 1,000 currency notes.

While 14 cooperative banks of Kerala seek a nod to transact business like banks, a BJP leader, who is also a lawyer, has moved the apex court seeking demonetisation of currency notes higher than Rs 100 denomination.

A bench headed by Chief Justice T S Thakur fixed the two pleas, which were mentioned for urgent listing today, for hearing on December 2 when it will also hear a batch of petitions along with the Centre’s transfer plea on the issue.

The plea filed by the cooperative banks have sought the apex court’s nod to handle cash on par with state-run banks, claiming that the move did not allow the district cooperative banks to exchange old notes, which was discriminatory as they operated according to the RBI’s guidelines.

The plea also contended that allowing the private banks to exchange old notes while restricting district cooperative banks from doing so, amounted to discriminatory practice.

The plea filed by Delhi BJP spokesperson and Supreme Court advocate Ashwini Kumar Upadhyay sought recalling of the higher denomination currency above Rs 100 claiming it necessary for curbing corruption, plugging blackmoney generation and to control terrorism, naxalism, radicalism, gambling, smuggling, money laundering, bribing and extortion. Night temp remains below freezing point in Kashmir

SRINAGAR:  The night temperature across Kashmir division remained below the freezing point, even as there was relief from the cold conditions at some places today, with the weatherman predicting light rainfall or snow at few places over the next 24 hours.

Srinagar – the summer capital of the state – recorded the minimum temperature of minus 1.3 degrees Celsius, slightly up from the previous night’s minus 1.9 degrees Celsius, he added.

The night temperature in Leh – Ladakh region of Jammu and Kashmir recorded minus 4.6 degrees Celsius, an increase of four degrees from minus 8.6 degrees Celsius yesterday, an official said.

“The increase in the night temperature provided relief to the people from the cold conditions,” he said.

The official said the nearby Kargil town recorded the minimum temperature of minus 4.4 degrees Celsius.

The famous ski-resort of Gulmarg in north Kashmir registered the low of 0.8 degrees Celsius, up from the previous night’s minus 0.6 degrees Celsius, the official said.

Pahalgam hill resort in south Kashmir registered the minimum of minus 2.2 degrees Celsius up from minus 3.0 degrees Celsius yesterday, he said.

Kupwara, in north Kashmir, registered the low of minus 2.9 degrees Celsius compared to the previous night’s minus 2.7 degrees Celsius, he added.

The minimum temperature in Kokernag town in south settled at 0.4 degree Celsius as compared to the previous night’s 0.8 degrees Celsius, he said.

He said Qazigund the gateway town to Kashmir Valley – recorded the low of minus 1.0 degree Celsius against yesterday’s minus 0.8 degree Celsius.

The Meteorological Department has forecast cloudy sky with possibility of light rain or snow at few places in the state. (AGENCIES)

DGCA warns non-scheduled operators against violation of rules

 

NEW DELHI:  Aviation regulator DGCA today warned of strict action against non-scheduled flight operators as well as pilots concerned in case there are lapses in screening of passengers and baggage, amid instances of private planes being used to ferry large amounts of demonetised notes.

Taking strong note of such incidents, the Directorate General of Civil Aviation (DGCA) has issued a fresh circular reiterating certain existing provisions that need to be followed by Non-Scheduled Operator (NSOP) permit holders.

Last week, the Civil Aviation Ministry had said it would take legal action including filing an FIR against the pilot who flew a private chartered jet to Dimpaur, Nagaland, with a passenger carrying Rs 3.5 crore worth scrapped notes.

“All NSOP holders and private aircraft operators are directed to strictly comply with the provisions of the AVESC order… Failing which strict action as deemed appropriate shall be initiated against the pilot-in-command as well as the operator,” the circular said.

The circular has been issued on the basis of an earlier AVSEC (Aviation Security) order.

Citing that order, DGCA said screening of passengers and their baggage in small aircraft/helicopters up to ten seats should be done by the pilot-in-command as per BCAS regulations while the verifications have to be carried out by the police authorities concerned.

BCAS (Bureau of Civil Aviation Security) is the key agency responsible for aviation security in the country.

Besides, no-objection certificate has to be procured from District Superintendent of Police before granting any permission to “operate from/to any non-operational/ non-sterile area or non-sterile airports/airstrips”.

“It has been reported that some of the NSOP permit holders have been engaged to carry demonetised currency from one part of the country to another, particularly from the uncontrolled airfields where there are no arrangements for screening of passenger baggage,” DGCA said.

A Bihar-based businessman, travelling alone in a chartered jet, was apprehended at the Dimapur airport for allegedly carrying Rs 3.5 crore in demonetised currency last week.

On November 8, the government announced cancelling Rs 500 and Rs 1,000 notes as legal tenders as part of larger efforts to curb the black money menace. (AGENCIES)

LS passes Bill to tax money deposited after demonetisation

NEW DELHI:  Amid a din, a bill which seeks to tax money deposited in banks post demonetisation was passed in the Lok Sabha today within minutes without any debate.

Amid fierce slogan shouting by the opposition, Finance Minister Arun Jaitley said the Taxation Laws (2nd Amendment) Bill, 2016 was brought after it came to the government’s notice that some people were trying to illegally exchange the demonetised Rs 1000 and Rs 500 currency notes.

He said as per the amendment proposed, those caught illegally converting money will have to cough up 60 peer cent tax plus penalties, which will come to 85 per cent.

Those who disclose black money to banks will have to pay 50 per cent tax, including surcharge and penalty. While they will get back 25 per cent immediately, the rest 25 per cent will be returned after 4 years.

“It will give means to the Government of India to run schemes like Garib Kalyan Kosh…I urge the House to accept the amendments,” he said.

Speaker Sumitra Mahajan said since the bill is of urgent public importance, it has to be passed immediately. Though she wanted a debate, she said “it is impossible” because of the behaviour of the opposition members.

She also disallowed some amendments moved by opposition members as they required approval of the President which could not be obtained.

Two amendments by N K Premchandran (RSP) and B Mahtab (BJD) were allowed. While Premchandran refused to move the amendment as he was shouting slogans, Mahtab’s was negated by a voice vote.

The Bill was later passed by a voice vote amid din.

Earlier, several opposition members said the bill could not be discussed before the debate on demonetisation as the measure was a follow up of the note ban decision.

Congress leader in the Lok Sabha Mallikarjun Kharge and TMC’s Sudip Bandhopadhyay said the two — Adjournment Motion on demonetisation and the Income Tax Amendment Bill can be discussed together as the issues were similar.

Saugat Roy (TMC) said since Jaitley yesterday introduced the Bill “surreptiously” and “stealthily” amid din, the opposition did not get a chance to oppose its introduction as per rules.

B Mahtab said discussion on demonetisation was also necessary along with a debate on the bill as it had serious repercussions on the Income Tax laws. He said a way should be found.

When opposition members questioned bringing the bill for consideration and passage today at a short notice, Jaitley and Information and Broadcasting Minister M Venkaiah Naidu said they were casting aspersions on the Chair.

Soon members rushed to the Well and kept shouting slogans till the bill was passed. Soon the House was adjourned for the day. (AGENCIES)

NIA arrests 2 more Al-Qaeda sympathisers

NEW DELHI:  Carrying out with its probe in the blasts outside court premises in South India since April this year, NIA today arrested two more persons for allegedly being involved in the conspiracy to carry out bomb explosions by a group sympathising with terror outfit al-Qaeda.

With today’s arrest, the number of people arrested in the case has gone upto five. The NIA, along with police forces from Tamil Nadu and Telangana, had arrested three persons yesterday for the five bomb blast cases in court premises of Kerala, Andhra Pradesh and Karnataka since April.

Among the arrests effected today was Mohammed Ayub Ali, who had been detained last night. Ali (25) of Madurai, who works as a public liaison officer for a hearing aid company, was placed under arrest today, NIA spokesman said.

The other person arrested was Shamsudeen, 25, a resident of Madurai after his name cropped up during interrogation of others arrested by the NIA.

The cases relate to blasts inside a vehicle at a parking place at district court complex, in Chittoor, Andhra Pradesh on April 7; in a parking area of CJM Court Complex at Kollam in Kerala on June 15; inside court complex at Mysuru on August 1, in Nellore of Andhra Pradesh on September 12 and inside a toilet complex of judicial court, Malappuram in Kerala on November 1.

The NIA had arrested Abbas Ali, Suleiman and Samsum Karim Raja, all residents of Tamil Nadu.

The NIA spokesman had claimed that the arrested accused “during sustained interrogation confessed to their involvement in these blasts.”

Ali, a school dropout, was working as a painter and also ran a library in the name ‘Darul Ilm’ at Madurai. Raja is a Commerce graduate and runs a chicken broiler shop at Kannimara Koil street in Madurai.

Suleiman was working in a software firm. He was the main leader of the terrorist group which was influenced by the ideology of Osama bin Laden.

The group had claimed responsibility for these blasts and circulated pamphlets, pen drives and CDs in the name of “The Base Movement”, translation of the word al Qaeda. (AGENCIES)

24 ISI agents arrested in 2016: Govt

NEW DELHI:  As many as 24 ISI agents have been arrested for spying for the Pakistani intelligence agency so far this year, the Lok Sabha was informed today.

“In addition to these 24 agents, one Pakistani spy agent detected in October 2016 was Pakistan High Commission, New Delhi based intelligence officer Mehmood Akhtar,” Minister of State for Home Hansraj Ahir said replying a written question.

Of those, who were arrested so far this year, nine were detected in Rajasthan, six in Punjab, two in Gujarat, two in Jammu and Kashmir, one in Uttar Pradesh and four in Delhi.

Ahir said some of the staff posted in Pakistan High Commission in New Delhi is suspected to be involved in running espionage network.

The official who was apprehended by the Delhi Police for spying was consequently declared persona-non-grata by the Indian authorities.

“The Government is taking adequate steps to counter such incidents in future. The Government is resolutely committed to take all necessary steps to ensure the security of the nation and the safety of our citizens,” he said. (AGENCIES)

Plane Carrying Football Players From Brazil Crashes In Colombia

A plane carrying 72 people, including football players from Brazil, has crashed in Colombia.

The chartered plane had left Bolivia and was on its way to Medellin’s International airport. A report said it possibly crashed because of lack of fuel, around 10.15 pm local time.

It’s not clear if there are any survivors. Local media reports said among the passengers were members of a soccer team scheduled to play Copa Sudamerica finals on Wednesday in Medellin.

Accept IDS fine in old Rs 500, don’t seek source: IBA to banks

NEW DELHI: With the last date for paying the first installment of due taxes and penalty under the one-time black money window IDS nearing, banks have been asked to accept the old Rs 500 notes from the declarants under the scheme and not seek the source of funds from them.

They have also been asked to ensure that such payments were accepted from the declarants without any hassle.

The Indian Banks’ Association (IBA) has written a letter to all its members in which it referred to a recent CBDT communication to RBI which cited a complaint from a declarant that he/she could not deposit the payment as a bank branch in Bengaluru allegedly refused to accept the tax and penalty as per plan of the Income Declaration Scheme (IDS) that ended on September 30.

CBDT, which is the I-T department’s policy-making body, noted that the scheme stipulates that a minimum amount of 25 per cent of the tax, surcharge and penalty is to be paid by November 30, 2016.

“Accordingly, all the member banks are requested to make note of the … Time schedule and as directed accept payments under IDS, 2016 up to September 30, 2017 and also for such cases the banks should not seek source of funds,” it said adding, “we request you to sensitize your branches accordingly.” (AGENCIES)

3 al Qaeda ‘sympathisers’ arrested by NIA in Madurai

MADURAI: In a joint operation with police of two states, NIA today arrested three persons suspected to be part of a group sympathising with al Qaeda and involved in five blast cases in court premises of Kerala, Andhra Pradesh and Karnataka since April.

Swooping down on various locations, NIA with the help of Tamil Nadu and Telangana Police, apprehended four youths for their involvement in the blasts at court complexes.

“During sustained examination, three of the four confessed about their involvement in these blasts,” NIA spokesman said, adding three of them have been placed under arrest while the fourth was still being questioned.
