CEO reviews preparations for Lok Sabha bypolls

SRINAGAR: Chief Electoral Officer Shantmanu today directed officials to expedite necessary arrangements for smooth conduct of by-elections to two Parliamentary constituencies in the State.

The CEO chaired a meeting to review preparations for the by-elections of Anantnag and Srinagar constituencies, an official spokesman said here.

He said Kashmir Divisional Commissioner Baseer Ahmad Khan, District Development Commissioners of Srinagar and Pulwama and other concerned officials were present on the occasion, while Deputy Commissioners of other Valley districts participated in the meeting through video conferencing.

The meeting held threadbare deliberations on various aspects regarding smooth conduct of the upcoming by-elections, the spokesman said.

On the occasion, preparedness for panchayat elections was also discussed in detail.

The spokesman said the CEO directed the concerned officials to expedite arrangements necessary for smooth and peaceful conduct of the elections. (AGENCIES)

Kashmir encounters: Major among 4 soldiers killed, 4 militants also gunned down

SRINAGAR: Four army men, including a Major, and an equal number of militants were today killed while 8 other security personnel and a civilian were injured in two separate encounters in Kashmir, officials said.

In an encounter in Kralgund area of north Kashmir’s Kupwara district this evening, security forces gunned down three militants hiding in a residential house, a police official said.

Major S Dahiya was injured in the encounter and later succumbed to his injuries, the official said.

Earlier, an encounter took place in Parray Mohalla of Hajin area of Bandipora district this morning.

The gunbattle erupted after security forces cordoned off the area following information about presence of militants there, the police official said.

As the security forces were closing in, they came under fire from the hiding militants, the official said, adding 10 security personnel, including an officer, were injured in this.

Of them, three personnel succumbed to their injuries later, the official said.

One militant, whose identity has not been ascertained yet, was also killed in the operation, he added. (AGENCIES)

India reports max premature deaths due to air pollution, surpasses China: Report

NEW DELHI: Surpassing China, India now accounts for the maximum number of premature deaths from ozone air pollution in the world, a new study today said.

India’s lives lost to the tiny particulate matter is “approaching” China’s numbers, the study said noting that both the countries together accounted for 52 per cent of the total global deaths attributable to PM2.5 and recorded some 1.1 million early deaths due to it in 2015.

India has witnessed a 150 per cent rise in lives lost over the past two decades from ozone pollutants, according to the ‘State of Global Air 2017’ report.

“As the most populous countries, India and China account for most of the ozone-attributable Chronic Obstructive Pulmonary Disease (COPD) deaths across all years, but India accounts for much (about 67 per cent) of the global increase since 1990.

“Over the last 25 years, India experienced a nearly 150 per cent increase in ozone-attributable deaths, while China’s number remained about the same,” the report said.

It suggested that India outpaced China in 2015, with 8.6 ozone-related deaths for every 100,000 people, compared to China’s 5.3.

According to the report, while 11,08,100 deaths were attributed to PM2.5 exposure in China in 2015, in India, it was 10,90,400. Around 92 per cent of the world’s population lives in areas with “unhealthy” air. (AGENCIES)

Admissions in Kendriya Vidyalayas to be online from this year

NEW DELHI: All the admissions to the HRD ministry-run Kendriya Vidyalayas will be made online from the upcoming academic session.

“All KVs student admission is going to be online in 2017,” HRD minister Prakash Javadekar said in a tweet today.

The HRD ministry is planning a series of reforms in the Kendriya Vidyalayas which range from creating a suitable transfer policy for their employees to boost academic standards.

The ministry is also learnt to have been mulling creating a criteria according to which the students from poorer sections have a greater chance of getting admissions in these schools.

There are around 1,000 Kendriya Vidyalayas across the country. (AGENCIES)

ISIS ‘supporter’ had mobilised funds from India, China: Police

JAIPUR: Suspected ISIS supporter Mohammad Iqbal, who is in the custody of Rajasthan police, had allegedly mobilised funds from India and China for the terror organisation, police said today.

Iqbal alias Travel Haq had alleged transferred money from China and through hawala from India to Dubai, Additional Director General of Anti-Terrorist Squad Umesh Mishra told reporters here.

Iqbal allegedly used to transfer funds to IS operative Jameel Ahmed who was arrested by the ATS from Sikar in November last year, Mishra said.

His name cropped up during the interrogation of Jameel following which he was arrested by Tamil Nadu police earlier this month.

“Jameel and Iqbal were in touch on social networking sites. Iqbal used to transfer funds to Jameel who was based in Dubai. From Dubai, he further transferred the money to the IS in countries like Turkey, Lebanon,” Mishra claimed. (AGENCIES)

CRPF CO grievously injured in J-K encounter airlifted to AIIMS

NEW DELHI: CRPF Commanding Officer Chetan Kumar Cheetah, who was grievously injured in today’s encounter with militants in North Kashmir, was airlifted to AIIMS after his condition deteriorated.

Hailing from Rajasthan, Cheetah bore the initial brunt of the attack in Hajjan area where a joint team of army, CRPF and State police had laid a seize following an intelligence input that two foreign terrorists were hiding in the area.

He was shifted to Army Base hospital in Srinagar but upon seeing his condition, which required expertise from various fields of medicine including neurology, a decision was taken to shift him to Delhi, officials said.

Special Director General of CRPF S N Shrivastava, who looks after Jammu and Kashmir, immediately requestioned an air ambulance to shift him to the national capital, they said. (AGENCIES)

Coal scam: ED attaches assets worth Rs 78.25 cr of Nagpur firm

NEW DELHI: ED today attached assets worth Rs 78.25 crore of a Nagpur-based firm in connection with its money laundering probe into the coal scam case.

The agency said it issued the provisional attachment orders in this regard against the firm — Ms B S Ispat Limited — and a few others.

Enforcement Directorate had registered a case under the Prevention of Money Laundering Act (PMLA) against them based on a CBI FIR and charge sheet.

“Ms B S Ispat Limited had obtained Marki Mangli-I coal block through misrepresentation and after the allocation of the coal block, the original promoters of the company sold their shares and were benefited on a large scale. (AGENCIES)

Four militants, three soldiers killed in two encounters

SRINAGAR: Four militants and three soldiers were killed while 9 other security personnel and a civilian were injured in two separate encounters in Kashmir, officials said.

An encounter took place in Parray Mohalla of Hajin area of Bandipora district this morning after security forces cordoned it off following information about presence of militants there, a police official said.

As the security forces were closing in, they came under fire from the hiding militants, the official said.

Ten security personnel, including an officer, were injured in the exchange of fire with the militants.

Of them, three personnel succumbed to their injuries later, the official said.

One militant, whose identity has not been ascertained yet, was also killed in the operation, he added.

Another encounter took place in Kralgund area of Kupwara district later in the day.

NEW DELHI: In a Valentine’s Day gift to All India Services officers, the Government today amended rules to mandatorily allow married couples from the IAS and IPS get the same cadre state.

However, they will not get a cadre which is the home state of either of them.

The amendment was cleared by the Appointments Committee of the Cabinet chaired by Prime Minister Narendra Modi.

The rules will be applicable to officers of the three All India Services–Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS). (AGENCIES)

Uttarakhand votes tomorrow, 2nd phase in Uttar Pradesh

LUCKNOW/DEHRADUN:  Polling will be held tomorrow in 67 Assembly constituencies of western Uttar Pradesh in the second of seven phases and in 69 Assembly seats in Uttarakhand.

The ruling Samajwadi Party (SP) in Uttar Pardesh had in 2012 won 34 of these seats spread across 11 districts. It has tied-up with Congress this time in the contest against BJP and BSP.

720 candidates are in the fray in this phase in UP with a maximum of 22 from Barhapur (Bijnor) and a minimum of four nominees from Dhanaura (Amroha). 2.28 crore people are eligible to vote, including over 1.04 crore women.

14,771 polling centres and 23,693 polling stations have been set up in the districts of Saharanpur, Bijnor, Moradabad, Sambhal, Rampur, Bareilly, Amroha, Pilibhit, Kheri, Shahjahanpur and Badaun and elaborate security arrangements made to ensure free amd fair polling, election officials said.

Prominent contestants include controversial SP minister Azam Khan and his son Abdullah Azam, who are contesting from Rampur and Swar seats respectively, Saif Ali Naqvi, son of former Congress MP Zafar Ali Naqvi, former central minister Jitin Prasada from Tilhar (Shahjahanpur), BJP Legislature Party leader Suresh Kumar Khanna from Shahjahanpur city and state minister Mehboob Ali from Amroha.

BSP had bagged 18 seats last time, BJP 10, Congress three and others two.

Prime Minister Narendra Modi and BJP president Amit Shah led the party campaign, intensifying their attack on Chief Minister Akhilesh Yadav and his ally Congress. BJP is hoping to replicate its 2014 general election performance when it swept the politically crucial state.

The SP-Congress alliance’s charge was spearheaded by Akhilesh and Congress vice-president Rahul Gandhi.

BSP supremo Mayawati reached out to minority voters and said she will prove pollsters wrong as she did in 2012, when they had predicted her defeat.

In the hill state of Uttarakhand, around 74.20 lakh voters will decide the fate of 628 candidates as 69 out of 70 assembly constituencies spread over 13 districts go to polls.

Polling in Karnaprayag seat has been put off to March 9 following the death of BSP candidate Kuldeep Singh Kanwasi in a road accident on Sunday.

Congress and BJP are locked in a straight contest in most of the seats but the presence of about a dozen rebel candidates in the fray as independents and the saffron party fielding former Congressmen may upset the calculations.

Rahul held two public meetings in Rishikesh and Someshwar besides a 75-km roadshow in Haridwar district which has the maximum number of 11 constituencies in Uttarakhand.

Chief Minister Harish Rawat has gone all out to woo voters by holding several public meetings and roadshows on daily basis in perhaps the most crucial election of his career.

A total of 30,000 security personnel including 105 companies of central armed police force, 25 companies of Provincial Armed Constabulary, Uttarakhand police and the homeguards have been deployed.  For the first time voter verified paper audit trail (VVPAT) machines will be used in these elections in Uttarakhand.

The BJP has been attacking the ruling parties in both the states over corruption. Modi raised the issue of demonetisation and surgical strikes repeatedly at his rallies.

Congress and Samajwadi Party have in turn accused Modi of failing to deliver on his promises and causing suffering to the common man with note ban.

With western Uttar Pradesh having vast tracts of agricultural land, Modi played the pro-poor and pro-farmers card and reiterated BJP’s promise of waiving loans of small and marginal farmers and paying the dues of sugarcane growers within 14 days of coming to power.

Interestingly, political bigwigs, including SP patron Mulayam Singh Yadav and Congress president Sonia Gandhi were conspicuous by their absence from the campaign trail in the first two phases of polling.

At her rallies, Mayawati went all out against the SP, alleging that the Akhilesh government had let loose a “reign of terror” in Uttar Pradesh with hooligans committing “utmost atrocities” against women.

The BSP supremo also accused the Modi government of “interfering” with the personal law of Muslims and ending reservations for backward communities in jobs and promised to extend quota benefits to the poor among the upper castes.

Her refrain was that if Muslims wanted to defeat the BJP, they should not waste their votes by backing the SP-Congress alliance.

The Election Commission has barred political parties and candidates from publishing advertisements in newspapers today and tomorrow without its approval.

The EC has asked them to get the advertisements pre-certified from the Media Certification and Monitoring Committee at the state and district levels before their publication.

The poll body said the decision has been taken in view of past instances of advertisements of offending and misleading nature in print media on such occasions which vitiate the elections.

The first phase of UP polls in 73 assembly seats in UP witnessed 64.22 per cent turnout on February 11. The other five phases will be held on February 19, 23 and 27 and on March 4 and 8.

Manipur will vote on March 4 and 8. Goa and Punjab have voted on February 4.

Counting of votes in all the states will be taken up on March 11, culminating the exercise. (AGENCIES)

JAMMU:  BSF today said that terrorists are being staged in Pakistani villages along the International Border (IB) here as they are desperately looking to infiltrate into Indian territory to launch attacks.

“There are inputs about the presence of terrorists in Pakistani border villages desperately looking for infiltration into Indian territory,” said DIG BSF Dharmendra Pareek.

He further said that BSF troops are extremely vigilant and prepared to foil any such emerging threat and nefarious designs from across the border.

In view of the security scenario in recent months along the IB in Jammu region, BSF has taken various innovative measures to ensure foolproof security after the assessment of various threats from the Pakistani side, he said. (AGENCIES)

‘Govt must provide incentives, tax breaks to curb cyber crimes’

NEW DELHI:  To check cyber crimes, government and regulators must design policies entailing incentives and tax breaks to encourage private sector participation in curbing the menace, a report has suggested.

Besides, the government must increase budget for cyber security related initiatives such as capacity building, training of the workforce, implementing awareness programmes, and promoting research and development, it said.

“The government and regulators should develop comprehensive cyber security policies and frameworks from the perspective of incentives, tax breaks and technological development,” the Assocham-PwC report said.

It further said the policies (made) should be such that they must encourage private sector participation in public sector research and promote the commercialisation of research and development and intellectual property.

In order to promote global cyber security cooperation, India must ensure active collaboration with other countries and global cyber security agencies through international treaties, bilateral agreements and MoUs to understand the latest threats and take proactive security measures, it added.

“A framework needs to be established to effectively curb cyber incidents and reduce response time by promoting seamless sharing of information between state intelligence agencies, central intelligence agency, and various departments.

“It is important that the government, industry and security vendors come together on a common platform to formulate and implement policies and procedures for cyber security as cyber threats are among the most urgent dangers to India’s economic and national security,” the report suggested.

It also recommended that government and regulators should look at developing sector-specific policies and frameworks tailored to meet the requirements of a particular sector in order to strengthen cyber security in that domain and ensure compliance with defined security standards.

“The government should allocate adequate budget for cyber security related initiatives such as capacity building, training of the workforce, implementing awareness programmes, and promoting research and development,” the report said.

It also suggested that the industry needs to expand efforts to attract and retain qualified cyber professionals.

“Government should look at developing comprehensive and mature security policies to ensure that emerging technologies such as cloud and Smart Cities are protected from cyber threats and risks,” it pointed out.

There is need for law enforcement agencies’ personnel to be trained in requisite cyber skills to ensure that digital evidence is secured efficiently and properly used in criminal proceedings, the report said. (AGENCIES)

Int’l law not adequate to check terror cyberattacks: India

UNITED NATIONS:  India has called for collaborative preventive approach to address terrorist cyberattacks against critical infrastructures, underlining that current international law is not well positioned to deal with the threat.

Citing the 26/11 Mumbai terror attacks, India said that financial hubs are targeted by terrorists to impact a country’s economy.

“The investigations into the heinous terrorist attacks on Mumbai in 2008 revealed the impact its perpetrators wanted to have on the psyche and economy of the whole of India.

“These attacks, including on a hospital, railway station and hotels were carefully planned and crafted from beyond our borders to have crippling effects not only on daily life in a bustling metropolis but targeted a country of a billion people,” India’s Permanent Representative to the UN Syed Akbaruddin said here yesterday.

Addressing a Security Council debate on ‘Threats to International Peace and Security caused by terrorist acts : Protection of Critical Infrastructure’, Akbaruddin said big urban centres like Mumbai, New York and London have become targets as impact on cities serving as financial hubs affect the economy of the country in multiple ways.

He, however, lamented the lack of adequate international law to deal with the threat of cyber attacks, adding that despite years of concern, states have addressed few international instruments addressing issues of threats from cyberspace.

“Current international law is not well positioned to support responses to cyber attacks,” he said adding that protection of critical infrastructure is primarily a national responsibility.

“However, given that much of our technologies and base templates for systems around the world are similar, threats of attacks on an international stock exchange, a major dam, a nuclear power plant, possible sabotaging of oil/gas pipelines, air safety systems of airports, or potential blocking of an international canal or straits have much wider implications   and pursuant complications far beyond national frontiers,” he said.

Akbaruddin said many recent terrorist attacks have revealed that access to Information and Communication Technologies (ICTs) and in some cases their manipulation was an “important enabler”.

“The global nature of information and communication technologies raises the necessity for an international vision and coordination on policy aspects with the aim of enhancing capabilities,” he said.

He noted that Security Council decisions that impose binding counter-terrorism duties do not mention cyber attacks, while Member States have been negotiating the proposed Comprehensive Convention on International Terrorism since the  latter half of the 1990s, a period corresponding to the rise   of worries against terrorist cyber attacks.

He stressed that UN member states need to work out their differences in the face of concerns regarding ICT related threats to critical infrastructure and not wait for a “cataclysmic event” to foster greater international   collaboration to protect critical infrastructure from terrorist cyber attacks.

“Since we can discern the threat and there is understandable global angst, can we look at options for   strengthening international law against terrorist cyber attacks? If we are not willing to negotiate a treaty on terrorist cyber attacks, can we at least start by clarification of the applicability of certain anti-terrorism treaties to terrorist cyber attacks,” he said, asking members states are they ready for a “collaborative preventive approach” to address terrorist cyber attacks against critical infrastructure.

“Collaboration is key to moving the perimeter you defend from your front door to the edge of your neighbourhood. Critical infrastructure protection from terrorist cyber attacks requires a ‘global neighbourhood watch programme’ because, as they say, there is safety in numbers.

“Any effective collaboration requires trust. And  currently, there is a trust deficit. The lesson from the past is that, international law on terrorism has largely developed  through states reacting to terrorist violence,” he said.

In a resolution adopted unanimously, the 15-member Council reiterated “the need to strengthen efforts to improve security and protection of particularly vulnerable targets, such as infrastructure and public places.”

Given the importance of critical infrastructure for a country’s prosperity and security and against the backdrop of increasingly diverse physical and cyber threats from terrorist groups, the United Nations Security Council underlined the need for international collaboration – both domestically and across borders – to ensure their protection.

The resolution called upon UN Member States “to share information…To prevent, protect, mitigate, investigate, respond to and recover from damage from terrorist attacks on critical infrastructure facilities, including through joint training, and use or establishment of relevant communication or emergency warning networks. Frame national policy for mentally ill: SC to Centre

NEW DELHI:  Supreme Court today favoured framing of a uniform national policy to deal with those suffering from mental illness and their release from hospitals after being cured.

A bench headed by Chief Justice J S Khehar issued notice to the Union Health Ministry saying the issue figured in the concurrent list of the Constitution and hence the Centre also has the authority to frame norms.

The bench, also comprising Justices N V Ramana and Du Chandrachud, expanded the scope of a PIL filed by advocate G K Bansal and sought responses from all states and union territories (UTs).

The PIL has raised the issue of release of about 300 persons from various mental hospitals in Uttar Pradesh, alleging they were still languishing there despite being cured of their ailments and most of them belonging to poorer sections.

“We are of the considered view that the Union of India shall assist us in finalising a national policy or norms that should be adopted in the entire country to deal with persons who have been cured of mental illness and are still being kept in mental hospitals,” the bench said.

“There should be a national policy which can be applied uniformly across the country,” the bench said, asking the lawyer to ensure that the Centre and others are served with the court notice in the matter.

Earlier, the court had issued notices to six states on the PIL seeking release of over 300 cured persons still languishing in mental hospitals in Uttar Pradesh.

States like Uttar Pradesh, West Bengal, Rajasthan, Kerala, Jammu and Kashmir and Meghalaya were asked to respond on why the people, who are now fit for discharge from mental hospitals, were still kept there.

The PIL has alleged that many underprivileged persons were still languishing in mental hospitals despite being cured and there was no policy in place to ensure their well-being after release. (AGENCIES)

JAMMU : BSF authorities have detected yet another tunnel on International border in Ramgarh sector of Samba in Jammu region.
“With the timely detection of tunnel having an opening on our side, a major infiltration bid has also been foiled,” reliable sources here said.
They said that the BSF authorities early morning came to know about a hole in the fields near by Fatwal Post of Ramgarh, adding, “a JCB was pressed into service to ascertain the facts but 2 to 3 rounds were also reportedly fired from across the border.”
BSF, however, have claimed of foiling nefarious designs of Pakistan by timely detecting the opening of a tunnel besides foiling planned infilitration bid in Samba belt.
Pertinent to mention here that a ‘rat hole’ tunnel was used by the terrorists on November 29 last year to sneak into Indian Territory but they were eliminated by the BSF men in Ramgarh.
BSF, however, will also brief the media to divulge the details on tunnel later, a spokesman said. (AGENCIES)

Kashmir encounter: top LeT militant, 3 soldiers killed in Bandipora

SRINAGAR : A top Lashker-e-Toiba (LeT) militant and three soldiers were killed, while six jawans and a civilian were injured in a fierce encounter in north Kashmir district of Bandipora, this morning.
However, defence ministry spokesman was not available for details of the encounter. On a tip-off, the Army, Special Operation Group (SOG) of Jammu and Kashmir police and Central Reserve Police Force (CRPF) launched a joint search operation at Parray Mohalla Hajan in Bandipora district at 0300 hrs.
However, when the security forces were sealing the area in the village, militants hiding there opened fire with automatic weapons and hurled hand grenades.
The fire was returned ensuing an encounter, they said. They said in the initial militant firing, nine soldiers were injured. The injured were airlifted to Army base hospital where three of them are reported to have succumbed. One of the soldiers, who attained martyrdom, has been identified as Ravi Kumar. The injured security personnel, included a senior officer of CRPF Chetan Thapa. Militants again opened indiscriminate firing when security forces tried to enter the area with the first light. In the return fire, a militant was killed. The slain militant was identified as Abu Haris, a top commander of LeT. The encounter took place after four militants, a civilian and two soldiers were killed and three jawans injured in south Kashmir district of Kulgam on February 12. One civilian was also killed and over a dozen others injured when security forces opened fire and burst teargas shells to disperse demonstrators in Kulgam and Anantnag after the encounter. The Army had paid tributes to Lance Naik Bhandoriya Gopal Sinh Munimsinh and Sepoy Raghubeer Singhat Badami Bagh Cantonment yesterday before their mortal remains were sent to their native places for last rites. Senior police officers among 13 dead in Lahore suicide attack

LAHORE: Senior police officers were among 13 people killed today when a Taliban suicide bomber blew himself up targeting them during a protest rally outside Pakistan’s Punjab assembly here that also wounded more than 71 others.
Inspector General Police Punjab Mushtaq Sukhera said that 13 people, including six security men, were killed in the suicide blast which had targetted police officials.
He said the suspected suicide bomber reached the police officials by foot and blew himself up.
Lahore Traffic Police chief Capt (R) Ahmed Mobeen and Senior Superintendent Police Zahid Gondal were among the dead.
Lahore police chief Amin Wains confirmed the death of Mobeen. He, however, did not confirm about other casualties.
Deputy Commissioner Lahore said that at least 73 people had been injured in the blast.
Punjab Health Minister Khawaja Salman Rafique said the condition of some 11 injured was critical.
The Jamat-ul-Ahrar faction of the outlawed Tehreek-i- Taliban Pakistan claimed responsibility for the attack. (AGENCIES)

Cold prevails in parts of north India, 20 trains running late

NEW DELHI: Minimum temperatures stayed below freezing point in Kashmir Valley and the higher altitudes of Himachal Pradesh while cold conditions also prevailed in parts of the northern plains.
Due to foggy conditions, 20 north-bound trains were running late by at least two hours and eight others have been rescheduled, a railway spokesperson said.
It was relatively a warm day in the national capital which recorded maximum temperature of 24.7 degrees Celsius, while the minimum was 8.9 degrees Celsius.
In Jammu and Kashmir, Leh recorded the coldest February night in the last four years as the minimum temperature settled at minus 16.1 degrees Celsius making it the coldest recorded place in the state.
Srinagar recorded a low of minus 2.2 degrees Celsius, while Qazigund, the gateway town to the Valley, registered a minimum of minus 1.6 degrees Celsius.
The mercury in Gulmarg in north Kashmir settled at minus 7.6 degrees Celsius, while the health resort of Pahalgam in south Kashmir recorded a low of minus 6.5 degrees Celsius.
The mid and higher hills of Himachal Pradesh had no respite from cold wave conditions as night temperatures remained below normal while the local MeT office predicted rains or snow at isolated places in higher hills from day after tomorrow.
Adampur was the coldest place in Punjab, recording minimum temperature of 4.7 degrees Celsius as cold weather conditions prevailed in most parts of the state and neighbouring Haryana. (AGENCIES)

JAMMU:Minister of State for Tourism today said annual Shiv Khori and Peer Kho fairs will be held on February 23.     

Reviewing the arrangements for forthcoming Maha Shivratri festivals to be observed at Shiv Khori and Peer Kho shrines, the Minister in a meeting here  said, “these festivals represents the deep connect that people of Jammu have with their culture, traditions and mythologies and we have to ensure that this tradition survives the onslaught of modernisation.”     

The Minister directed the management of both Shiv Khori and Peer Kho festivals to ensure close coordination with the respective district administrations for timely completion of all arrangements.      

She urged them to explore as many avenues for participation of locals in the event like traditional foods stalls, arts  and crafts, besides arranging for recreational activities including funfair rides, dangals, departmental stalls, cultural items like dance, plays depicting local history, tradition in coordination with Cultural Academy.

NEW DELHI: Allowing private FM radio stations, including community radios, to broadcast news could pose a “possible security risk” and may be “exploited” by foreign radical outfits to broadcast fabricated or radical views, government has told the Supreme Court.

Opposing a plea seeking direction for allowing news on private radio stations, the Ministry of Information and Broadcasting has said there is no mechanism to monitor the contents of news bulletins of every such station and it has to be ensured that community radios are not used as a tool by vested interests.

An affidavit, filed by the Ministry in pursuance to notice issued by a bench headed by Chief Justice J S Khehar, said community radio stations also air programmes involving chats with NRIs and the local population settled abroad.

“These stations may be exploited by foreign radical organisations to broadcast fabricated/radical views of some of these NRIs, as due to paucity of funds, the radio stations would not be able to afford authentic news sources,” it said. (AGENCIES)

13 PoK guests arrive; 10 Kashmiris cross to other side of LoC

SRINAGAR: Despite a strike called by separatists against the deaths of civilians in Kulgam yesterday, 13 people from Pakistan-occupied Kashmir (PoK) arrived here while 10 Kashmiris crossed to the other side of Line of Control (LoC) in the weekly Karvan-e-Aman bus, operating between Srinagar and Muzaffarabad.

Meanwhile, 11 people also returned to their respective sides, official sources told UNI this afternoon. They said 13 PoK residents, including four women and as many children, arrived at Kaman Post after crossing the Aman Setu, peace bridge, on foot to meet their relatives, separated in 1947.

Nine Kashmiris, who had gone to PoK, also returned to their homes after completing stay across the LoC. They included three women and two children. They said 10 Kashmiris, including four three and two children, crossed over to other side.

Meanwhile, two PoK residents also returned to their homes after completing their stay here. (AGENCIES)

About 30 militants active in South Kashmir, says Army

ANANTNAG: About 30 militants are active in South Kashmir districts of Anantnag and Kulgam and efforts are being made to pursue them to return to main stream, a senior Army officer said.

It was a big success for the security forces to kill four militants in a single operation, he said.

Talking to reporters after the Kulgam encounter in which two each militants of Hizbul Mujahideen (HM) and Laskher-e-Toiba (LeT), besides two Army personnel and a civilian were killed and three soldiers were injured, the Army officer of 1st Rashtriya Rifles (RR) said there are about 30 militants active in two districts of South Kashmir.

“We have information about their activities, he said, adding efforts are being made to pursue them to return to mainstream.We are taking the help of some others to help them to shun the path of violence and join the mainstream again,” he said, adding,”we expect that with next few days one or two militants will surrender to lead a normal life.” (AGENCIES)

NEW DELHI: Due to unrest in Jammu and Kashmir and the Left Wing Extremism (LWE) in some southern states, there has been an increase in the number of Improvised Explosive Device (IED) explosions.

As per the figures, in the year 2016, there was a 26% increase in IED blast incidents in comparison to 2015 and the causalities increased by three percent. During year 2016, total 337 numbers of blasts took place in the nation causing 591 causalities including 112 persons killed and injuring 479.

While in the year 2015, a total of 268 blasts took place in which 574 number of causalities occurred killing 117 persons and injuring 457. The number is second highest after the year 2013 in which 596 incidents of bombing took place killing 130 people and injuring 466. The total number of blasts were 212.  (AGENCIES)

CHANDIGARH: Four gangsters, including the “mastermind” of last year’s Nabha jailbreak, were today nabbed from a house in Dhudike village of Moga district in Punjab, police said.

“Gurpreet Singh Sekhon, who had escaped from Nabha jail last year, and three gangsters have been arrested,” Punjab Police, AIG (Counter Intelligence) Gurmit Singh Chauhan said today.

The three others who have been arrested are Manvir Sekhon, cousin of Gurpreet, Rajwinder Singh and Kulwinder Singh from the house of an NRI, the officer said.

Acting on a tip-off, 25 policemen, including 10 members of police’s Special Weapons and Tactics (SWAT) team, nabbed the gangsters, Chauhan said.

“Our operation was so precise that we did not give the gangsters time to retaliate or draw their weapons,” he said, adding four weapons and two cars were seized from them.

With the nabbing of Gurpreet, so far three of the six Nabha jail escapees have been apprehended. (AGENCIES)

AMARAVATI: Making a strong pitch for women’s reservation in Parliament and state legislatures, Lok Sabha Speaker Sumitra Mahajan today said it was something that should be given “respectfully” without any bickering.

Asserting that reservation for women was the need of the hour, she criticised those opposing the proposal, alluding to protests against it in Parliament in the past.

“When we ask for reservation, it is not like somebody is giving us something. It is because it is important that women should come ahead. They are fifty per cent of the population but in making a nation, they are a full circle.

“All of us are for reservation. We don’t want something like that…Somebody tears off documents in Parliament. Somebody is shouting ‘yes, yes, yes’ and somebody is saying ‘no, no, no’. It is respectfully that the reservation should be given,” she said.

She was speaking at the valedictory session on the concluding day of the National Women’s Parliament here. (AGENCIES)

Posts offices can do employment registration, issue digital life certificates

HYDERABAD: Post offices will now provide services such as employment registration centres for rural youth through National Career Services portal and will also be authorised to issue Aadhar-linked digital life certificates to EPFO pensioners.

This is part of the MoU entered into by the Department of Posts and Union ministry of Labour.

“Young people can now register their names for employment in the post offices offline also. With this facility, about 3000 professions in about 52 sectors will be benefited,” Union Labour Minister Bandaru Dattatreya said after inaugurating the services here today.

He said the NDA Government at Centre was determined to provide employment for as many as five crore youth by 2020 when total young population of country is expected to be 80 crore. (AGENCIES)

NEW DELHI: Over 8 lakh people have been awarded a total of Rs 133 crore in the last 50 days under the Niti Aayog’s scheme to promote digital payments.
“It’s 50 days of our #DigiDhanMelas and over 8 lakh people have won Rs 133 crore already! 50 more days to go.”, Niti Aayog said in a tweet.
The Government on December 25 had launched two schemes – Lucky Grahak Yojana and Digi-Dhan Vyapar Yojana to give boost to digital transaction.

1 killed, 18 injured in clashes with security forces after Kulgam encounter

SRINAGAR : A youth was killed and 18 were injured today in clashes between stone pelters and security forces following the gunning down of four militants in an encounter in south Kashmir’s Kulgam district.
Hundreds of people, mostly youths, started sloganeering after four militants and a civilian were killed in the encounter at Frisal in Kulgam this morning, a police official said.
Security forces fired tear smoke shells and several live rounds to disperse the protesters but in vain, the official said.
He said 19 people were injured in the security forces’ action. One of the four who suffered bullet injuries succumbed.
The deceased has been identified as Mushtaq Ahmad Itoo.
While 15 injured people have been shifted to Anantnag district hospital, three others have been referred to a hospital here, the official said.
He said clashes were going on in the affected areas of Kulgam district till reports last came in.
In a pre-dawn swoop, security forces gunned down four Hizbul Mujahideen militants in an encounter at a village in south Kashmir that also left two army men and a civilian dead. (AGENCIES)

Man held for cutting border fencing along LoC

JAMMU : A man has been arrested after being shot at for allegedly cutting anti-infiltration border fencing along the LoC in Poonch district of Jammu and Kashmir, a defence official said today.
“In the wee hours of the intervening night of February 11 and 12, a suspicious movement of a person, attempting to cut the electrical cable of the anti-infiltration border fence was detected in general area of Poonch sector,” Defence Spokesman said here.
He cut the wiring of three security lights and damaged the border fence, he said.
The spokesman said that the alert sentry of the Army challenged the person as per the standard operating procedure.
“The person did not respond and continued to cut the fence. On receiving no response to repeated challenges, the sentry fired one round, injuring the individual,” he said.
The individual was administered first aid and evacuated to Poonch Military hospital, he said, adding that an FIR has been lodged in this connection with Poonch police.

BADAUN (UP) : The downfall of those who had “befooled” the people promising “achche din” has started, SP chief Akhilesh Yadav today said, attacking the Prime Minister, and asked him as to when will he do “kaam ki baat”.
“He (PM) says the SP did a lot of “karnama” (misdeeds). He says ‘man ki baat’ on TV and radio, I want to ask him as to when will he do ‘kaam ki baat’ (talk of something worthwhile),” Yadav said at an election rally here.
Prime Minister Narendra Modi had yesterday attacked Akhilesh saying, “Akhileshji says ‘kaam bolta hai’, (but) even a child here knows that it is your karnama (misdeed) which is speaking for you.”
Referring to the infamous Badaun rape case of two sisters, Akhilesh said leaders of all parties reached there and the matter was even raised in the UN, but a CBI probe gave a clean chit to the state and “the conspiracy to defame” was exposed.
“The downfall of those who had befooled people promising ‘acchey din’ has started. After 2017, they will be wiped out in 2019 also. They (BJP) should tell as to what have they done for people,” he said.
Claiming that SP was ahead of rivals in the first phase, Akhilesh said the trend will continue and the alliance will get majority.
“We could have got majority alone, but after alliance with Congress we will comfortably win over 300 seats,” Akhilesh said, asking people to vote for party candidates. (AGENCIES)

CHANDIGARH : In a goodwill gesture, BSF has handed over a 65-year-old Pakistani national, who had inadvertently crossed into the Indian territory two days ago, back to his country.
Border Security Force (BSF) troops at Barreke Border Out Post in Ferozepur sector apprehended Mohammad Ali, resident of village Sheru Khana in Pakistan, on February 10 as he inadvertently crossed the international boundary, entered Indian territory and reached near border security fence, a BSF official said today.
The official said Pakistan Rangers were contacted yesterday and Ali was handed over to them on humanitarian ground. (AGENCIES)

ITBP troops get snow scooters to patrol Chinese border

NEW DELHI : Expensive and sleek snow scooters, usually found at ice-capped tourist spots for adventure sport lovers, have for the first time being inducted for patrol by ITBP troops along the Sino-Indian frontier.
Five of these powerful scooters, procured from a US-based firm, have been deployed at high-altitude border locations of the Indo-Tibetan Border Police (ITBP) in Ladakh, Uttarakhand and Sikkim that overlook the Chinese PLA deployment on the other side.
Officials said the modern scooters, all costing around a crore, can seat two personnel (driver and pillion rider) with their rifle and ammunition in tow and can negotiate a 45 degree slope on the hills and are supported by chaincase belts to help the 278 kg machine glide smooth and cut through the ice.
The force, as part of bolstering its capabilities to effectively secure the 3,488km border, had last year procured over six dozen SUVs and sent them to far-flung border areas for patrol and transport.
This is the first time that such scooters, used for tourist purposes in the upper reaches of Jammu and Kashmir and Himachal Pradesh and by defence forces for training, have been procured and inducted for operational roles by Indian Security forces.
“These snow scooters have been procured as part of the modernisation of the force to better equip the personnel on ground in rendering their duties in the hard areas they serve. These will act as force multipliers,” ITBP spokesperson Deputy Commandant Vivek K Pandey told PTI.
The black and white scooters, 325 mm in length, are powered by hydraulic brakes for effective ground control and its carbureted ignition system can hold over 41 litres of fuel in one go and are one the most modern variants of such patrol vehicles produced in the world and used by global security forces who have icy terrains to guard.
The ITBP has sent these five vehicles to its mountain training and skiing institute in Uttarakhand’s Auli where a select contingent of troops are being trained in its operations after which they will be sent to locations in Ladakh and Uttarakhand (2 each) and one to a border post above 16,000 feet in Sikkim.
Officials said the performance of these scooters will be analysed over few months and once found okay, more of such snow-terrain vehicles will be procured for the ITBP, primarily tasked to secure the Chinese frontier.
“The idea is to enhance the mobility of the troops in areas deep into the border locations and at high-altitudes. Once they are found to be useful, important locations on this border will be provided a cluster of these scooters for an entire patrol party to travel,” they said.
Last year, undertaking a maiden initiative, the force had purchased and deployed expensive SUVs, usually found zipping across roads in urban locations, at its high-altitude border posts along the Sino-India border to transport troopers.
The 80,000 personnel strong force is tasked with guarding the 3,488 km Sino-India border.
Its posts are in some of the harshest areas at this border with locations ranging from 9,000 ft to 18,000 ft where mercury often plunges to minus 20-30 degree Celsius. (AGENCIES)

Central panel on doubling farmers’ income mulls major reforms

HYDERABAD : A committee formed by the Centre to double farmers’ income by 2022 is considering major reforms in agriculture sector, like adopting a profit-centric approach and to aim at increased productivity and reduced cost of cultivation.
The inter-ministerial panel, constituted in April last year, is also looking at suggesting market reforms in a big way and increasing focus on sub-sectors of agriculture like animal husbandry, poultry and fisheries.
“What we (are) really looking at is to recommend strategies that would be practical in nature and would help both the governments at the national level and state level and also down the line to adopt practices which are very practical in doubling the income of farmers,” committee’s Chairman Ashok Dalwai said in an interview.
He was in Hyderabad last week for an event.
The committee has been holding consultations with different stakeholders, including ICAR scientists, farmers and professional bodies, and it would submit its report by April this year, said Dalwai, who is Additional Secretary in the Union Ministry of Agriculture.
Noting that majority of farmers in the country are small and marginal, he said making farming viable is the “biggest challenge”.
The principle of profit generation in agriculture comes from looking at what is the gross output and what is the cost of cultivation, he said.
“Gross output which has been the approach so far, has been to increase production at any cost. But we would like to increase production on a sustainable basis such that resources are not compromised, in all crops, all commodities and all sub sectors of agriculture. So, the gross output in terms of value to farmer,” he said.
The post-harvest management, involving how the commodity is stored, transported and marketed assumes enormous importance, he said.
Another important thing being examined by the committee is the role of important drivers of growth like animal husbandry, poultry, fisheries and horticulture.
“Considering that consumption patterns are changing today, people are now going for high value crops like meat, milk, egg and fruits and vegetables…The farmers can produce those things. It has to be a market-led demand-driven approach. This is what the committee is looking at,” he said.
The committee feels that there is a need to focus on increasing productivity by introducing better technology and better farm management practices as land availability is limited, Dalwai said.
The panel is examining reducing cost of cultivation by cost-effective management of inputs, including fertilisers and seeds, right from manufacture to supply-chain till they reach farmers, he said.
Highlighting the importance of market reforms, Dalwai said the Centre would like to bring in a model Agriculture Produce Market Committees (APMC) Act as the APMCs were set up about 60 years ago, but it has been seen that they have also become monopolies.
“We now need to introduce greater competition so that both public sector and private sector markets are functioning and the farmer is able to reach the consumer as directly as possible by avoiding the intermediaries. Therefore, we need to expand the market, create a universal, integrated market for the state and the nation,” he said.
There is criticism that the APMCs force the farmers to sell their produce only to middlemen approved by government in authorised markets.
The APMC model Act has been sent to the state governments for their opinions, he said.
An expert panel has been set up to look at statutory changes that may be required to remove inter-state restrictions on sale of produce by farmers and create an environment for free-trade.
The E-NAM (Electronic-National Agriculture Market), launched by Prime Minister last year, is aimed at taking agriculture marketing towards unification and creating marketing efficiency through an online platform, he said.
While the minimum support price (MSP) for farmers is an important tool, the government is moving towards greater procurement intervention. Earlier, government used to procure only wheat and paddy, but the emphasis in the last two years has been on procuring pulses and oilseeds among others, he said.
On crop losses due to natural calamities like cyclones, the committee is looking at making crop insurance more robust, Dalwai said.
Replying to a query, he said the committee would be looking at what was the income of farmers in 2015-16 and doubling it by March, 2022. Non-farm income (generated from works like dairy and poultry which are other than crop production) of farmers is also critical in doubling their income, he said. (AGENCIES)

Campaign for phase-II of UP Assembly polls ends tomorrow

LUCKNOW : Hectic campaigning for the second phase of Uttar Pradesh Assembly elections will come to an end tomorrow in 67 Assembly constituencies spread over 11 districts.
Polling in these constituencies will be held on February 15.
The seats are spread across 11 districts – Saharanpur, Bijnor, Moradabad, Sambhal, Rampur, Bareilly, Amroha, Pilibhit, Kheri, Shahjahanpur and Badaun.
In the 67 seats at stake, ruling Samajwadi Party had won 34 seats in 2012, followed by BSP 18, BJP 10, Congress 3 and others 2.
While Prime Minister Narendra Modi and BJP President Amit Shah championed the cause of the saffron party, Samajwadi Party-Congress alliance charge was spear-headed by Chief Minister Akhilesh Yadav and Congress Vice-President Rahul Gandhi, besides other leaders of the respective parties.
BSP supremo Mayawati wooed voters addressing one rally after another all by herself, with senior party leader SC Misra chipping in at certain places.
Both Modi and Shah slammed Congress and Samajwadi Party, saying Rahul ran a campaign against the SP government and wondered as to what happened overnight that they were embracing each other now.
Akhilesh and Rahul harped on the theme of demonetisation, saying Modi’s note ban decision had caused immense hardship to those living in rural areas.
Keeping in mind the fact that western UP has vast tracts of agricultural land, Modi played pro-poor and pro-farmers card and reiterated his party’s promise of waiving loans of small and marginal farmers and paying the dues of sugarcane growers within 14 days of coming to power.
In her rallies, Mayawati went ballistic against Samajwadi Party, saying the Akhilesh government had let loose a reign of terror with hooligans committing “utmost atrocities” against women.
She also accused the Modi government of interfering with the personal law of Muslims and ending reservations for backward communities in jobs and promised to extend quota benefits to the poor among the upper castes.
Her refrain was that if Muslims wanted to defeat BJP, they should not waste their votes by backing SP-Congress alliance.
Development, clearance of cane dues and law and order situation were among key issues raised by leaders of various parties in these constituencies, with every political party promising to address them if voted to power.
For this phase, 720 candidates are in fray with maximum number of 22 candidates from Barhapur (Bijnor) and minimum of 4 candidates from Dhanaura (Amroha).
Prominent contestants included controversial SP minister Azam Khan and his son Abdullah Azam, who are contesting from Rampur and Suar seats respectively, Saif Ali Naqvi, son of former Congress MP Zafar Ali Naqvi, former central Minister Jitin Prasad from Tilhar (Shahjahanpur), BJP Legislative party leader Suresh Kumar Khanna from Shahjahapur city and state minister Mehboob Ali from Amroha.
The fate of these candidates will decided by 2.28 crore electorate including over 1.04 crore women.
There will be 14,771 polling centres and 23,693 polling stations in this phase.
The other five phases will be held on February 19, 23 and 27 and on March 4 and 8.

The main attraction of HAL’s indoor pavilion spread over in an area of over 1282 sqm is a mock-up of Indian Multi Role Helicopter (IMRH). The pavilion seeks to promote HAL’s excellence in technical, research and operational areas in line with its stature as India’s largest Defence organization.
“Visitors will get an opportunity to know about Advanced Hawk which will be kept on display in front of HAL stall. Also, at the static display, HTT-40, upgraded Jaguar & Mirage 2000, LCH and LUH would be crowd pullers,” adds Mr Raju.
In addition, the customer demonstration flights would be held for ALH Mk III Dhruv and Mk IV (Rudra). HAL will also hold business meetings with OEMs, sign agreements and contracts with business partners for various projects during the Aero India -2017.
Navratna Defence PSU Bharat Electronics Ltd (BEL) is showcasing its wide range of capabilities.
The company will showcase its capabilities, spanning every domain of its business Electronic Warfare & Avionics, C4I Systems, Communication Systems, Electro Optics, Radars, C4I solutions, Energy Shelters and Missile Systems.
BEL will also display its R&D capabilities by demonstrating some of its new products and technologies.
Electronic Warfare and airborne products on display will include avionics for Light Combat Aircraft (LCA), Light Weight ESM System for Helicopters and LRUs for Rustom Unmanned Aerial Vehicle (UAV).
Communication systems on display will include the Software Defined Radio ? Airborne & AFV versions (with Live Display), Radio on The Move (ROTM), Stars V Mk-III, CNR MK-II, SATCOM terminal Manpack & Hand held and Advanced Landing Ground Communication Terminal. Also on display will be the complete range of Electro Optics being demonstrated live. BEL will also display a host of new radars ?Ground Penetrating Radar, Through Wall Radar, Schilka Weapon System, Weapon Locating Radar and Mine Field Recording System. A C4I Systems capability demonstration will be showcased in a live Customer Experience Centre during the Exhibition.
The highlight of BEL’s outdoor display will be the Army version of the Akash Missile System, including the Troop Level Radar, Troop Control Centre, Troop Power Supply Vehicle. Mast and Energy Shelter will also be on show.
In private players,Tata, Reliance, Mahindra and Larsen and Toubro among others have announced their ambitious plans for the airshow. Eight Tata companies will exhibit their expertise and offerings in the Aerospace and Defence sector at Asia’s premier air show.
This year, Tata Advanced Systems Limited, Tata Consultancy Services, Tata Advanced Materials Limited, Tata Motors Limited, Titan Company Limited, Tata Steel (Specialty Steel business in Europe), TAL Manufacturing Solutions Limited and Tata Power Strategic Engineering Division are participating.
