Ind A to play one-day series, four-day games in Australia

MELBOURNE: Cricket Australia (CA) today confirmed that India A will play in the upcoming quadrangular one-day ‘A’ series in August, followed by two four-day matches against Australia A in September.
Australia had announced that their A side and National Performance Squad would play a quadrangular one-day series against South Africa A and another international team.
CA today confirmed that the fourth team is India A.
The quadrangular series will have 18 matches, comprising 30 days of cricket across Mackay, Brisbane and Townsville.
India A will compete in quadrangular series throughout August in Townsville and Mackay, followed by two four-day matches against Australia A in early September in Brisbane.
CA Executive General Manager – Team Performance Pat Howard said India A would add competitive edge to the series.
“This is an important series for developing and growing the depth of talent in our pathways. Players in the Australia A and National Performance Squad have been identified as having the potential to play for their country and the national selectors will be watching this series with interest.
“India and South Africa are strong competitors with wide-ranging skills to challenge our players and build their experience against high-quality opposition,” Howard said.

US calls for improvement in Indo-Pak ties

WASHINGTON: Expressing concern that a “conventional” conflict between India and Pakistan could escalate to include nuclear use, the US has called for a “sustained” and “resilient” dialogue process between the countries to boost regional peace.
“We are concerned by nuclear and missile developments in South Asia,” a State Department spokesperson told PTI when asked about the recent statement of Dr Abdul Qadeer Khan, 80, the father of Pakistan’s nuclear programme, that Islamabad has the ability to target New Delhi in five minutes.
“We are concerned by the increased security challenges that accompany growing stockpiles and the increased risk that a conventional conflict between India and Pakistan could escalate to include nuclear use.
“It is important that there be a sustained and resilient dialogue process between the two neighbours, and that all parties in the region continuously act with maximum restraint and work collaboratively toward reducing tensions,” the spokesperson said.
Improvements in Indo-Pak bilateral relations would greatly enhance prospects for lasting peace, stability and prosperity in the region, the official said yesterday.
Meanwhile, the State Department said it is looking forward to Prime Minister Narendra Modi’s visit to the US.
“We look forward to the prime minister’s visit and we want it to be successful,” State Department John Kirby told reporters at his daily news conference.
Modi will embark on a five-nation visit from June 4 which will cover Afghanistan, Qatar, Switzerland, the US and Mexico.
He will travel to the US on June 7 at the invitation of US President Barack Obama, with whom he will review the progress made in key areas of defence, security and energy, and will also address a Joint Meeting of the US Congress. (AGENCIES)

AC train fare to become marginally costlier

NEW DELHI: Those travelling in AC coaches of trains will now have to shell out more from tomorrow, with the Government deciding to impose ‘Krishi Kalyan’ cess of 0.5 per cent on service tax.
Krishi Kalyan cess of 0.5 per cent on service tax will be imposed on all AC class tickets, freight and parcel, a senior Railway Ministry official said.
He said the overall impact of service tax on AC train fare will be 0.15 per cent.
“The increase in service tax will be applicable on tickets issued on or after June 1. The service tax will not be levied on tickets issued prior to June 1, 2016,” a railway notification stated.
The service tax is not applicable to non-AC and Sleeper class travel.

SRINAGAR: Kashmiri Pandits will have to be housed in “inclusive” transit camps in the Valley till they get the confidence to return to their native places without security, Chief Minister Mehbooba Mufti said today while accusing the opposition and media of distorting her “cat and pigeon” analogy.
“My remarks were distorted by the opposition and media to project as if every Kashmiri is a militant. Kashmiri Muslims are fed up of violence. Kashmiri Pandits are not afraid of Kashmiri Muslims. They are afraid of those who perpetrated Wandhama Massacre,” she said in the Legislative Council while replying to a debate on Motion of Thanks to the Governor’s Address.
Mehbooba, while speaking in the Assembly on Saturday about rehabilitation of Kashmiri Pandits, had reportedly said she will not throw Kashmiri Pandits like “pigeons before the cat”.
Today, she said unless migrant Pandits get the confidence to go to their native places without security, they have to be provided proper residences in transit camps which would be inclusive.
“The workers of Congress, PDP, NC and BJP are living with security. Should we not then provide a sense of security to Pandits. We have to make them comfortable. (AGENCIES)

SRINAGAR, May 31: Opposition National Conference MLA Mohammad Shafi Uri today asked the State Government to clarify its stand on safeguarding the special status of Jammu and Kashmir, as some leaders of ruling ally BJP were making statements about repealing Article 370 of the constitution.
“I was very happy when the Chief Minister (Mehbooba Mufti) spoke about (Prime Minister’s) working group recommendations and safeguarding of Article 370 that guarantees special status to Jammu and Kashmir.
“But what are people supposed to think when they see (BJP leader) Subramanian Swamy, a close aide of the Prime Minister Narendra Modi, on television saying Article 370 will be done away with by 2017,” Uri, participating in the general discussion on budget proposals, said in the Legislative Assembly here.
The veteran NC leader said the statements were of concern as no one from the BJP, be it the party president Amit Shah or other spokespersons, have contradicted Swamy’s stand.
Referring to ruling PDP, he said National Conference was always taunted for the rejection of its Autonomy resolution, passed by the State assembly in July 2000, by the then NDA Government at the Centre. (AGENCIES)

SRINAGAR: Taking a jibe at the State Government over non-availability of electricity in a forward village near the Line of Control (LoC) in Ladakh region, Congress legislature Deldan Namgail said it is shameful that the last village in Pakistan-occupied Kashmir (PoK) get uninterrupted electricity while on this side only four hours of power is supplied in 24 hours.
“Thung, which is the last village on this side of the LoC in Ladakh region get only four hours of electricity in 24 hours that too by diesel generators. And most of the time generators run out of diesel which leaves the village in complete darkness. On the contrary, the last village across the LoC has 24 hours supply of electricity,” Congress MLA from Nobra Deldan Namgail said during Question Hour in the Legislative Assembly today.
Terming the situation as shameful, he said if something was not done soon about the issue, it could leader to an embarassment for the State and the country. (AGENCIES)

GDP grows at 7.9% in Q4, may record 8% growth this fiscal

NEW DELHI: Gaining momentum, economy grew by 7.9 per cent in March quarter to consolidate India’s position as the fastest growing major economy with a five-year high growth rate of 7.6 per cent for the full fiscal on robust manufacturing growth.
Enthused by the impressive numbers for 2015-16, as against 7.2 per cent in previous fiscal, the Government said the growth rate can go up to 8 per cent in the current fiscal on the back of good monsoon.
The farm sector also rebounded to the growth zone, as against a contraction in previous year, although the rate of expansion was low at 1.2 per cent in 2015-16.
The industry lauded the numbers and expressed hope that better monsoon and further reforms will help expand the economy at even a faster pace.
According to the data released by the Central Statistics Office (CSO) today, the growth in manufacturing and farm sectors during the fourth quarter accelerated to 9.3 per cent and 2.3 per cent, respectively. (AGENCIES)

NEW DELHI: IPS officer Sudhir Kumar Saxena was today made incharge of the crucial Internal Security Division in the Home Ministry.
Saxena, a 1988 batch IPS officer of Madhya Pradesh cadre, was recently appointed as Joint Secretary in the Home Ministry. Today, he was asked to take over the crucial Internal Security-I division, which deals with terrorism, insurgency, terror funding, assessing threat situation in the country, besides security clearance to various projects.
51-year-old Saxena was posted as Additional Director General (Administration) with Madhya Pradesh police before moving over to the national capital. He had earlier worked with the CBI.
The IPS association, in its representation to the 7th Pay Commission, had deplored that its officers were not being posted in key departments, especially in Home Ministry, following which M A Ganapati was appointed as the Joint Secretary of IS division which will be now handled by Saxena.
As part of a minor reshuffle in the Home Ministry, Gyanesh Kumar, an IAS officer of 1988 batch from Kerala, was appointed as Joint Secretary incharge of Kashmir division. (AGENCIES)

Cash purchase of goods, services over Rs 2 lakh to attract 1% tax

NEW DELHI: Payment in cash for buying goods and services worth more than Rs 2 lakh with the exception of jewellery will attract 1 per cent tax collected at source (TCS) from tomorrow.
The existing TCS of 1 per cent on cash purchase of over Rs 5 lakh of jewellery and over Rs 2 lakh of bullion will continue, tax officials said.
The Income Tax Department has been levying 1 per cent TCS on cash purchase of bullion in excess of Rs 2 lakh and jewellery in excess of Rs 5 lakh since July 1, 2012.
The position is maintained and there is no change in the position, the officials said.
Finance Minister Arun Jaitley in his Budget 2016-17 imposed TCS of one per cent on goods and services purchased in cash in excess of Rs 2 lakh.
Besides, sale of options will also attract increased Securities Transaction Tax (STT) of 0.05 per cent from tomorrow. Currently, STT is 0.017 per cent. (AGENCIES)

Retirement age of doctors under Central Govt raised to 65 yrs

NEW DELHI: Superannuation age of all doctors in Central Health Service has been enhanced to 65 years with effect from today, Prime Minister Narendra Modi said about the decision that will benefit about 4000 doctors.
“Central Government has decided to enhance superannuation age of all doctors in Central Health Service to 65 years with effect 31st May 2016,” he tweeted.
“With this step, we retain our experienced doctors for a longer period & provide quality health services to citizens, particularly the poor,” Modi added in another tweet.
There are about 4000 doctors under the Central Health Service, according to the Health Ministry website.
Modi had announced at a rally in Saharanpur on May 26 that the Union Cabinet will take a decision within a week to raise the retirement age for doctors to 65 years “whether in states or Government of India”.
Health Minister J P Nadda today said the step will empower the Government to strengthen the healthcare sector in the country. (AGENCIES)

SRINAGAR: The State Legislative Council today witnessed unprecendented scenes as members cutting across party lines staged a walkout en masse protesting against “attacks on the dignity of the House” and not being given their “rightful privileges”.
As soon as the proceedings of the House began this morning, BJP MLC Ajat Shatru Singh brought up independent MLA Sheikh Abdul Rashid’s reported remarks that the Legislative Council was a “rehabilitation centre” for politicians.
“We have brought the MLA’s issue to the notice of the Privilege Committee but there has been no action so far against him (Rashid). Also, the members of the House are being discriminated against and are not given their rightful privileges,” Singh said.
On this, all the members — from ruling PDP and BJP to opposition National Conference and Congress — staged a walk-out en masse.
Responding to issues raised by the members, Chief Minister Mehbooba Mufti later assured the House that the Government would try to create a balance between the powers and the privileges of the MLCs and the MLAs.
“It is difficult to balance it as an MLA thinks it (constituency) is his own capital, his area, but we will try to balance it without disturbing the powers and privileges of the MLA,” she said.
Legislative Council chairman Inayat Ali tried to persuade the members to take their seats and listen to the ministers present there.
However, the agitating MLCs did not budge from their stance, forcing the chairman to adjourn the House for 10 minutes. (AGENCIES)

SRINAGAR: Opposition Congress in Jammu and Kashmir today criticised the State budget, alleging it lacks vision or direction to steer the State out of the “economic problems”.

“The budget presented by Finance Minister Haseeb Drabu yesterday has no vision or direction to deal with economic problems of the State,” party MLA Nawang Rigzin Jora said during general discussion on the budget proposals in the State Assembly here.

The Congress leader also hit out at the Finance Minister for raking up the provident fund mismanagement over the past 30 years in the State.

“You were the economic advisor to two Chief Ministers (Mufti Mohammad Sayeed and Ghulam Nabi Azad from 2002 to 2008). Why did you not make the suggestions (on managing provident fund) then?” Jora said.

In his budget speech, Drabu criticised the way the provident fund of Government employees was handled in the past saying it was a classic case of “Ponzi game”.

Jora said the Government should move beyond a few small steps taken for the welfare of women folk and introduce gender budgeting in the State.

“When I said move beyond constructing toilets and police stations (for women), I did not mean to say that don’t do these things. The Government should have gone for gender budgeting. Fifty per cent of your population is women. Create a cell in the planning department and make 50 per cent fund allocation for women in the budget,” he said. (AGENCIES)

Govt issues circular to ensure effective delivery system

SRINAGAR: With a view to ensure effective delivery system, The State Government has asked the Deputy Commissioners to create ‘Single Window System’ at tehsil level for providing various services to the people.

            The Deputy Commissioners shall be responsible for creating Single Window System at tehsil level for providing various services to the people including issuance of PRCs (Permanent Residence Certificates), income certificates etc, said a circular issued by the Revenue Department today.

            This has become imperative in view of the reports that delivery of services by various subordinate Revenue authorities under PSGA are not being adhered to on one pretext or the other, the circular adds.

            The circular states that all these services shall have to be provided to the people within set time-frame under the Public Service Guarantee Act (PSGA), an official spokesman said.

            The Deputy Commissioners have also been asked to notify public hearing days at the district and the tehsil levels and convene grievance redressel camps every month in various areas of their respective districts, he said.

            All the revenue officers have been asked to strictly maintain a tour diary and submit the same to the Divisional Commissioner and the Administrative Department, through proper channel, reflecting therein the details of the tours conducted and the work done during the month, the spokesman said.

            As per the circular, the Additional Deputy Commissioners, Assistant Commissioners Revenue, SDMs and Tehsildars shall be responsible for ensuring hassle-free services to the public within their domain. (AGENCIES)

Compliance window for domestic black money opens tomorrow

NEW DELHI : The 4-month disclosure window giving an opportunity to domestic black money holders to come clean by paying tax and penalty of 45 per cent on such assets will open tomorrow.
People who have made money through corrupt means will not be allowed to take advantage of the disclosure window.
Under the Income Declaration Scheme, persons making disclosure of unaccounted assets will be given time up to November 30 to pay taxes, penalty and surcharge totalling 45 per cent at the fair market value.
The Finance Ministry officials have also held an online ‘talkathon’ to create awareness about the disclosure window.
Earlier in the month, CBDT came out with a 14-Frequently Asked Questions (FAQs) and a circular to explain the provisions of the income disclosure window.
It was clarified that the declaration made under the scheme will not be used against the declarants under the Income-Tax Act or Wealth Tax (now abolished). There will also be an immunity from Benami Transactions (Prohibition) Act.
Finance Minister Arun Jaitley had said yesterday that people with undisclosed assets should use the limited period income declaration window, beginning tomorrow, if they want to “sleep well”.
“Starting from day after tomorrow, the new window opens and I will advise all those who have any undisclosed asset to declare it and pay the tax and sleep well. Otherwise, the way the disclosures are becoming more and more public, they will run into serious trouble,” Jaitley had said.
The declarants will be liable for capital gains tax on sale of such assets in future.
The scheme, however, will not apply in relation to prosecution of any offense punishable under the Prevention of Corruption Act, 1988.
“Therefore, declaration of such undisclosed income cannot be made under the scheme,” the FAQs said, adding that such declaration will amount to misrepresentation of facts and hence void.
On a question whether a person can declare undisclosed income which has been acquired from money earned through corruption, the CBDT in its FAQ said “No”.
If a declaration is held as void, the provisions of the Income-tax Act will apply in respect of such income as they apply in relation to any other undisclosed income. (AGENCIES)

Issue of denying entry to Kashmiri returnees from POK via Nepal raised in LA

SRINAGAR: The issue of denying entry into India from Nepal by Seema Sashastra Bal (SSB) to families of two Kashmiris from Pakistan-occupied Kashmir (PoK) was today raised in the Legislative Assembly by Independent member Er Sheikh Abdul Rashid who wanted government  to intervene in the matter.

Er Rashid raised the issue in the House today alleging that two families, consisting of 15 members including 9 children, were not being allowed by the SSB to enter India from Nepal.

They are returning to their homes under the rehabilitation policy so Government should intervene and help their return to Kashmir, he said.

It is reported that Ghulam Mohammad, a resident of Kupwara and Mohammad Shafi Bhat, a residence of central Kashmir district of Badgam, had crossed over to POK in 90 to receive arms training there.

However, they have married to local POK girls and now wanted to return to their homes alongwith their wives and children.

However, they were denied permission by SSB at a border outpost on India-Nepal border and are held up in Nepal for the past about a week.   During the previous National Conference (NC)-Congress government rehabilitation policy was announced with approval by the central Government.

The policy was that Kashmiris who had crossed to POK in 90s could return via POK and lead a normal life in the Valley.

However, Chief Minister Mehbooba Mufti on May 28 taking a dig at Leader of the Opposition Omar Abdullah, said the condition of militants and their families, who have returned under rehabilitation policy from  PoK, was not good.

She was referring to criticism of Mr Abdullah  that present Government has done nothing for the return of Kashmiris from POK while during his tenure 300 militants had returned to Kashmir under the policy.”

She said they (returnees) and their families are being called illegal. The Chief Minister said wife of a militant set herself on fire because they were not rehabilitated as per the policy.

“We have been informed that they are being arrested and harassed,” she said, adding that she was told that wives of the militants are being kept one place and children at another. Ms Mufti said majority of them wanted to go back since they have not been rehabilitated here after their return.  (AGENCIES)

Taliban kill 16 bus passengers in Afghanistan

KUNDUZ : The Taliban killed at least 16 people and kidnapped dozens of others today after pulling them from buses in northern Afghanistan, officials said, in the latest assault since the insurgents named a new leader last week.
The Taliban have so far not commented on the incident in Aliabad district in the volatile province of Kunduz, where the insurgents briefly overran the provincial capital in a stunning military victory last year.
“The Taliban shot dead 16 passengers and they are still holding more than 30 others,” said Sayed Mahmood Danish, spokesman for the governor of Kunduz.
Police commander Shir Aziz Kamawal gave a death toll of 17.
Around 200 passengers were travelling in the buses when they were stopped by the Taliban.
“They (Taliban) have released some passengers but are holding many others. None of the passengers were wearing military uniform, but some may have been former police,” he said.
Residents of insurgency-prone Aliabad told AFP that the Taliban were holding an informal court in a local mosque, scrutinising the ID documents of the passengers and interrogating them for any government links.
Highways around Afghanistan passing through insurgency prone areas have become exceedingly dangerous, with the Taliban and other armed groups frequently kidnapping and killing travellers.

The drone attack, the first known American assault on a top Afghan Taliban leader on Pakistani soil, sent shock waves through the insurgent movement, which had seen a resurgence under Mansour.

Tax dispute resolution scheme to take effect from today

NEW DELHI: The Direct Tax Dispute Resolution Scheme, which seeks to resolve cases pending in various courts, tribunals, arbitrations or are in mediation under the Bilateral Investment Protection Agreement (BIPA), will take effect from tomorrow.
The scheme provides an opportunity for settlement of cases emanating from retrospective amendment of tax laws, by asking companies to pay the basic tax demand and get waiver on interest and penalty.
Experts view the scheme as a big step towards tax reform and hope that it would act as a breather for companies like Vodafone and Cairn, which have been facing multi-billion dollar tax liability following retrospective tax amendments made in 2012.
The one-time tax dispute resolution scheme “shall come into force on June 1, 2016 and declarations under this scheme may be made on or before December 31,” said a finance ministry statement, adding that the Central Board of direct Taxes (CBDT) has notified the rules and forms on May 26.
Besides this scheme, the 6 per cent Equalisation Levy, which will apply on cross border digital transactions, too will come into force from tomorrow. The rules with regard to applicability of equalisation levy were notified by the revenue department earlier in the month, the statement said.
In order to provide a stable and predictable taxation regime, Finance Minister Arun Jaitley in Budget 2016-17 came out with this Scheme.
“In order to give an opportunity to the past cases, which are ongoing under the retrospective amendment, I propose ‘One Time’ scheme of dispute resolution for them in which subject to their agreeing to withdraw any pending case lying in any Court or tribunal or any proceeding for arbitration, mediation, etc under BIPA, they can settle the case by paying only the tax arrears in which case liability of the interest and penalty shall be waived,” Finance Minister Jaitley had said in his Budget 2016-17 speech.
As regards Equalisation Levy, it will apply at 6 per cent on services pertaining to cross border digital transactions. The levy will only apply to business to business transactions.
At present, equalisation levy is leviable only on payments relating to online advertisements, said C A Gupta, Partner, Deloitte Haskins and Sells.
In order to tap tax on income accruing to foreign e-commerce companies from India, the Finance Act 2016 said a person making payment to a non-resident (who does not have a permanent establishment) exceeding in aggregate Rs 1 lakh in a year will withhold tax at 6 per cent of gross amount paid, as equalisation levy. SSP assault case: Arrest warrant issued against Imran, Tahirul Qadri

ISLAMABAD: An Anti-Terrorism Court in Pakistan today issued warrants against Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan and Pakistan Awami Tehreek (PAT) chairman Tahir-ul-Qadri and others for not appearing before the court in connection with the SSP Ismat Ullah Junejo assault case.
After issuing the arrest warrants, ATC judge Sohail Ikram Zaidi also directed Deputy Superintendent Police (DSP) Idrees Rathore to comply with the orders and arrest the accused, Pakistan Daily Dawn said.
On September 1, 2014, SSP Junejo was injured in a clash with with PTI and PAT protesters when they barged into the Pakistan Television (PTV) headquarters and the precincts of Parliament.
A case was registered against Mr Khan, Mr Qadri and others for torturing SSP Junejo and five other police official in Police Station Secretariat of Islamabad. (AGENCIES)

SRINAGAR: The State Government today issued appointment orders to 212 Junior Engineers (JEs) in Roads and Buildings (R&B) department.

An official spokesman said here this evening that on the basis of the recommendations of J&K Services Selection Board Government today issued appointment order of 212 Junior Engineers in grade II in Roads and Buildings Department. The appointees shall be on probation for a period of two years.

The appointment order in this regard was approved by Minister for R&B department Abdul Rehman Veeri on last Wednesday. The Minister said that the appointees hailing from Jammu Division shall report to Chief Engineer, PW(R&B), Jammu and those hailing from Kashmir Division shall report to Chief Engineer, PW(R&B). While as the candidates from Ladakh region shall report to District Superintending Engineer (Civil) Public Works (R&B) Department Leh.

The Minister said that Government endeavors to give new impetus to the working of the department by channelizing the energies of young and budding engineers. He said Government is endeavoring to create modern and concrete infrastructure in the State. (AGENCIES)

Rs 4000 Cr projected for 2 AIIMS in J&K

SRINAGAR: The State Government has projected an amount of Rs 4000 crore under PM’s package programme for setting up of two AIIMS, one each in Kashmir and Jammu divisions.

The Minister for Health and Medical Education, Bhali Bhagat, informed this while replying to a question of  Surinder Mohan Ambardar in the Legislative Council today.    

The Minister informed that 231 acres of land at Samba in Jammu division and 222 acres at Awantipora in Kashmir division has been identified for the purpose.       

He said that the inspection of these two sites has also been conducted by the central teams, constituted by the Government of India for the purpose, he added.     

The projects to be executed by Government of India and time frame in this regard is yet to be intimated to the State Government, he said. (AGENCIES)

No service charge on train ticket booking at PRS counters

NEW DELHI: Now a passenger will not be charged extra for using credit or debit card for booking train ticket at the Passenger Reservation System (PRS) counters as the Railways has decided to do away with Rs 30 service charge beginning next month.

The decision of no service charge at PRS counters will be effective from June 1, according to a senior Railway Ministry official.

He said no service charge shall be levied on purchase of journey tickets at PRS counters through credit/debit cards.

Because of the extra charge, many passengers prefer giving cash for tickets bought at PRS counters to save those extra money on service charge.

However, the service charge for booking tickets online through IRCTC website will remain unaffected. (AGENCIES)

PM package to be spent over five years: Minister

SRINAGAR: The Prime Minister’s package of Rs 80,000 crore for Jammu and Kashmir will be executed over a period of five years in a phased manner, with annual disbursement depending on the spending capability of the State Government and implementing agencies.

This was stated today by Jammu and Kashmir Finance Minister Haseeb Drabu in the State Assembly where he said an amount of Rs 1197 crore has already been received from the Centre specifically for relief and rehabilitation of victims of the 2014 floods.

“The size of the PMDP (PM’s Development Package) which is an aggregate of sectoral initiatives, is Rs.80,000 crore. It is fully funded and expected to be executed over the next five years,” he said.

“The annual phasing of the plan will be based on the absorptive capacity and spending capability of the State Government and its implementing agencies,” Drabu said in his budget speech in the Legislative Assembly here.

He said the capital expenditure, which forms a large part of the Prime Minister’s economic rehabilitation plan, has been designed as a critical link between relief and development. (AGENCIES)

NEW DELHI: No tax would be deducted at source for PF withdrawals of up to Rs 50,000 from June 1.

The Government has notified raising the threshold limit of PF withdrawal for deduction of tax (TDS) from existing Rs 30,000 to Rs 50,000, a senior official said.

“The Finance Act, 2016 has amended section 192A of Income Tax Act, 1961 to raise the threshold limit of PF withdrawal from Rs 30,000 to Rs 50,000 for Tax Deducted at Source (TDS),” the notification stated.

The provision will come into effect from June 1, 2016, providing relief to subscribers of retirement fund body EPFO.

The Government had introduced the proposal to deduct TDS on PF withdrawals in order to discourage pre-mature withdrawal and to promote long term savings. (AGENCIES)

SRINAGAR: Terming the comments made my Union Power Minister Piyush Goyal that power projects will not be given back to J&K as his personnel opinion, Finance Minister Dr Haseeb Drabu said he (Goyal) doesn’t own NHPC.      

“Mr Goyal is a very good friend of mine. But the comment he made that power projects will no be returned to J&K are his personal views and not that of centre. This is not the first time that the power ministry has objected to this. He doesn’t own NHPC,” Dr Drabu said while addressing a press conference after presenting State Budget in the Legislative Assembly.      

The State Finance Minister said that talks about transfer of power projects are going on and the State Government is working on various modalities. Asserting that discussions about transfer of projects are going on, he said, “Such things take time. J&K have been asking for power projects since 2003, but we need to understand that it is not something which could be done over night. But let me assure you that we have made progress in these talks,”      

However, not setting any time frame on the transfer of power projects from NHPC to J&K, he said three-four modalities have been worked out. The Finance Minister further said that it will be premature to talk about the modalities as it is still under initial phase of discussions. (AGENCIES)

SRINAGAR: Admitting that State was confronting with the challenge of unemployment, Chief Minister Mehbooba Mufti today said the Government was working through various initiatives to create employment avenues for the youth.

“I know unemployment is one of the biggest challenges for all of us and the government is working on various fronts to create adequate employment avenues for the youth,” the Chief Minister said in the Legislative Assembly while responding to supplementaries on a related question during the Question Hour.

She said instead of indulging in blame-game over the issue of unemployment, “all of us should put in collective effort to confront this challenge.” Ms Mufti said the Government has already made various interventions on this front and said besides fast-tracking the recruitment in Government departments, corporate houses have also been involved in creating employment opportunities for the local youth.

“We have asked these corporate houses to train and engage the local youth through productive employment,” she said and added that even private educational institutions have been asked to engage J&K’s meritorious sportspersons in various capacities. The Chief Minister said everyone can’t get a Government job and other income generating avenues shall have to be explored to create economic avenues for the youth. (AGENCIES)

SRINAGAR: Chief Minister Mehbooba Mufti announced that Smart Cities have been sanctioned for two capital cities of Jammu and Srinagar, a minister of state said proposal has been submitted to Centre for sanction.

Ms Mufti had yesterday informed the Legislative Assembly yesterday that Smart cities have been approved for Jammu and Srinagar and Rs one crore has already been sanctioned for preparing Detailed Project Report (DPR).

However, Minister of State for Housing & Urban Development Social Welfare, Health & Medical Education Asiea Naqash while replying to a question of Ghulam Nabi Monga in the Legislative Council informed that the Government has recommended both capital cities Srinagar and Jammu to Union Ministry of Urban Development for inclusion under Smart City Mission.

She said the step was taken after the same was approved in a high powered Committee headed by the Chief Secretary. The Minister further informed that Central Government has now allowed both the cities to participate in the All India competition of the Smart City Challenge process as such Smart City proposal shall be formulated for both the cities and shall be submitted to the Union Ministry of Urban Development for sanctioning. Irregularities in SSA being investigated by VC

SRINAGAR: The State Vigilance Commissioin (SVC) has started investigation in the construction of schools under SSA in Jammu and Kashmir.

Minister for Education Naeem Akhter informed the Legislative Assembly today. He informed the House that irregularities in the construction of schools under SSA are being investigated by the Vigilance Commission, adding that nobody would be allowed to misuse Government exchequer.

Mr Akhter informed the House that culprits found guilty would be dealt with strict punishment. He said Government would spent Rs 200 crore under RMSA for completion and construction of school buildings in the State.

He said that the Government would also find a solution for providing compensation towards using private land for construction of school buildings under RMSA. He said engineering staff in the department would also be strengthened for creating better infrastructure.

Replying to the main question, the Education Minister said that there are reports of many such building where violation in norms has taken place under SSA, adding that in this regard the information was being collected.

He said whenever an incomplete school building is not required to be completed on account of rationalization, no further expenditure is incurred on the same. adding that appropriate action is taken whenever such violations come to the light. (AGENCIES)

Official sources said 51 returnees also crossed sides at the post after crossing the Aman Setu, peace bridge on foot this afternoon. They said 12 PoK residents, including five woman and five children, arrived here to meet their relatives, separated in 1947 due to partition.

Sources said 13 Kashmiris, who had gone to POK, returned to their homes after completing stay across the border. They included four women and three children. They, however, said not even as single Kashmiri residents crossed over to POK to meet their relatives.

Though 38 PoK residents, who had come here in previous Karvan-e-Aman buses, returned to their homes after completing stay here, they said, adding they included 13 women and six children. (AGENCIES)

Drabu proposes new industrial estates for State

SRINAGAR: To promote entrepreneurship and industry in the State, Finance Minister Haseed Drabu today proposed setting up of new industrial estates and announced a startup fund as well as joint-venture opportunities with the Government for the IT companies.

            “The industrial estates in the State will be reorganized to function as a corporate entity within the aegis of State Industrial Development Corporation (SIDCO)/SICOP.

            “The idea is to make each one of them a profit centre. These estates shall become Special Purpose Vehicles of the corporations or operating companies be it SIDCO or SICOP,” Drabu said in his budget speech here.

             “Industrial associations of the State will be encouraged to develop, on their own or in partnership, private industrial estates/parks on commercial lines,” he said.

             He, however, said it would be difficult to formulate a long-term Industrial Policy in Jammu and Kashmir as of now as more clarity was needed on the implementation of GST and its applicability to the State. (AGENCIES)

Working out modalities for return of NHPC projects: Drabu

SRINAGAR: J&K Government today said it is working out modalities to enable the return of NHPC-run power projects of the state, but did not give any time-frame for the same.

“It (return of power projects) is on the Agenda of Alliance. I have had extensive discussions with people in Delhi. Modalities are being worked out,”State Finance Minister Haseeb Drabu told reporters here after presenting the state budget for 2016-17 in the State legislature.

The Minister said State Government has worked out a few modalities with NHPC, but refrained from providing a time-frame for the return of the power projects.

“We have worked out three to four modalities and we will see which one suits (the state) best. I cannot provide the exact date as to when the power projects will be returned to the state as the modalities are being worked out,” he said.

Asked about Union Power Minister Piyush Goyal s statement that the NHPC-run power projects cannot be returned to the State, Drabu said it was Goyal’s view.

He (Goyal) has a view and this is not for the first time that objections have been raised.

“He is a good friend of mine (but) he does not own NHPC. I can assure you that extensive discussions have happened,” the Finance Minister said. (AGENCIES)

Govt to provide LED bulbs to consumer at affordable rates

SRINAGAR: Announcing to provide LED bulbs from at affordable cost to consumers in the Jammu and Kashmir, Minister for Finance Dr Haseeb Drabu announced a provision of Rs 64 crore for the current year towards the subsidy on this account.

Presenting a separate power Budget in the Legislative Assembly today, Dr Drabu said as a concrete first step towards promoting energy efficiency culture across the State, the Government has decided to launch Unnat Jyoti by Affordable LEDs for All (UJALA) programme to be implemented across the State in collaboration with EESL.

UJALA seeks to promote high quality LED lighting in the domestic sector by overcoming the high initial/ entry cost barrier, he announced. He said DELP will enable sale of LED bulbs from designated places at a cost that is much less than the per unit market price of Rs 400-500 as replacements of Incandescent Lamps (ICLs) and Compact Fluorescent Lamps (CFLs).

The focus of this new initiative will be to make common citizens aware of the benefits 27 of energy efficiency measures. The Government through EESL, will provide 5 LED lamps of 9W each to every registered consumer at a highly subsidized rate of Rs 20 per lamp (i.e. Rs 100 for a pack of 5 lamps). At the request of consumer, more than 5 LEDs will also be made available at a cost of around Rs 100 each, which is much less than the obtaining price in the open market. (AGENCIES)

FM alleges previous regime mishandled PF money

SRINAGAR: Finance Minister (FM) Haseeb Drabu today hit out at the previous regime for mishandling the provident fund of the State Government employees, saying it was a classic case of “Ponzi game”.

The Government has been utilising the net accruals on account of Provident Fund as captive resources to finance its day to day expenditure, Drabu said in his budget speech in the State assembly here.

“To make matters worse, instead of accounting what it had borrowed from its employees, the net general provident fund (GPF) was grossly understated in the budget so as to get a higher allocation of market borrowings. This fiscal hara-kiri has been committed year after year for the last 30 years or so.

“With no cash in the PF kitty, the outflows which get crystallized year after year, are being paid from current inflows. It is a classic version of what in financial circles is called a Ponzi game,” Drabu said.

The finance minister warned if the changes to the accounting system were not affected now, the State Government may not be in a position to pay out the provident fund to the employees. (AGENCIES)

AR Rahman to get top Japanese culture prize

NEW DELHI: Music maestro A R Rahman has been announced as the recipient of Grand Fukuoka Prize 2016 for his outstanding contribution to Asian culture through his music.

As part of the ceremony, Rahman has been invited to the city to give a public lecture on “From the Heart: The World of A R Rahman’s Music”.

The 49-year-old Oscar-winning composer has been chosen for the honour alongside Philippines’ historian Ameth R Ocampo (Academic Prize) and Yasmeen Lari from Pakistan (Arts and Culture Prize) by the secretariat of Fukuoka prize committee.

The annual award, was established by Fukuoka City, Japan, in 1990 with an aim to honour the outstanding work of individuals, groups and organizations working to preserve and promote the unique and diverse culture of Asia.

Rahman started his movie career with Mani Ratnam’s Tamil film “Roja”. Rahman’s first big break in Hindi cinema came with Ram Gopal Varma’s “Rangeela”. (AGENCIES)

Power amnesty scheme extended till Dec

SRINAGAR: The State Government has extended the power amnesty scheme, which had expired on March 31, till December 31.

Presenting a separate power budget in the Legislative Assembly today, Minister for Finance Dr Haseeb Drabu said the State Government under the Power Amnesty Scheme announced last year provided waiver of 100 per cent surcharge on electricity charges with the stipulation that the domestic consumers make the outstanding payment by or before March 31.

However, the Government  has received numerous representations that a substantial number of domestic consumers for various reasons could not avail the benefits of the Amnesty Scheme till due date, he said adding, “To facilitate such consumers enabling them to avail the benefits of the Amnesty Scheme, I propose to enhance the time limit for availing benefits under the Power Amnesty Scheme up to December 31”. Centre approves Rs 11,400 cr under PMRRP for J&K

SRINAGAR: The Centre today approved an amount of about Rs 11400 crore under the Prime Minister’s Relief and Reconstruction Programme (PMRR) for the Power sector in Jammu and Kashmir.
This information was given by Minister for Power Dr Haseeb Drabu who presented a separate power Budget of coalition PDP-BJP government for the year 2016-17 in the Legislative Assembly today.
He said the PMRRP?2015 aims to strengthen Generation, Transmission and Distribution network with Advanced Technology Interventions including, construction of smart grids at Gulmarg, Pahalgam, Rangreth, Katra and Bari-Brahamana.
Rs 2,000 crore have been provided under the PMRRP for preparation of Detailed Project Reports (DPRs) and implementation and execution of Small Hydel Projects.
He said similarly, Rs 4153 crore have been provided as the State equity towards Pakal Dul and other Hydro Electric Projects.
Under augmentation of distribution system Rs 3790 crore have been earmarked 15 for Capital Cities, 4 Industrial Estates at Khonmoh, Lassipora, Samba and Kathua,Tourist Destinations, Heritage Sites and Important Places of Pilgrimage.
Dr Drabu said action Plan has been submitted to the Government of India and the projects will kick-start soon. All these measures outlined above will reduce the Rs 4.54 per unit gap by around Rs 2.00 per unit. (AGENCIES)

Naidu, Jethmalani, Misa Bharti among candidates who file RS papers

NEW DELHI: With one day left for filing of nominations for Rajya Sabha biennial polls, Union Minister Venkaiah Naidu, noted lawyer Ram Jethmalani and RJD chief Lalu Prasad’s daughter Misa Bharti were among several candidates from different parties who today submitted their papers.
Elections for 57 seats in the Upper House from 15 states are due to be held on June 11.
The other prominent candidates who filed their papers included Union Ministers Birender Singh and Mukhtar Abbas Naqvi and senior Congress leader Ambika Sonia.
Naidu, the Minister for Urban development and Parliamentary Affairs, BJP national vice president Om Prakash Mathur, Ramkumar Verma and Harsh Vardhan Singh were the four party candidates who submitted their papers from Rajasthan.
Verma and Vardhan are the new faces for elections to the Upper House from the desert state.
Vardhan is the grandson of former speaker of Rajasthan Assembly Laxman Singh and has links with erstwhile royal family of Dungarpur while Verma is a retired RBI official and engaged in social work.
Jethmalani, a former BJP MP, and Misa Bharti filed their papers as candidates of ruling alliance in Bihar where JD(U) leader Sharad Yadav also entered the fray today.
Along with Yadav, Ramchandra Prasad Singh also entered the fray on JD(U) ticket. Jethmalani, who was the law minister in Atal Bihari Vajpayee Government, and Bharti filed their papers as RJD candidates.
“All the candidates of alliance will definitely win,” Lalu Prasad told reporters in Patna.
In Chandigarh, Rural Development Minister Birender Singh filed his nomination papers from Haryana while Soni, a Congress General Secretary, did so from Punjab.
Naqvi, Union Minister of State for Minority and Parliamentary Affairs, filed his papers from Jharkhand.
Three senior leaders of ruling BJD — Prasanna Acharya, Bishnu Das and N Bhaskar Rao–filed their papers in Odisha.
Scrutiny of nominations will take place on June 1 and the last date for withdrawal is June 3.
The elections were necessitated as 55 members from 15 states are retiring between June and August. One seat each from Rajasthan and Karnataka vacated by Anand Sharma (Congress) and Vijay Mallya (Independent) respectively will also go to polls.
Out of the total 57 seats, a majority of 14 each belong to BJP and Congress. While six members belong to BSP, five are from JD (U), three each from SP, BJD and AIADMK.
Two members each belong to DMK, NCP and TDP, while one member belongs to Shiv Sena. Mallya was an Independent member who resigned on May 5.
While a maximum of 11 members are retiring from Uttar Pradesh, six seats each will go to polls from Tamil Nadu and Maharashtra.
From Bihar, five seats will go to polls, four each from Andhra Pradesh, Karnataka and Rajasthan, three each from Madhya Pradesh and Odisha, two each are from Haryana, Jharkhand, Punjab, Chhattisgarh and Telangana. One seat from Uttarakhand will also go for poll. (AGENCIES)

Govt proposes welfare fund for journalists

SRINAGAR: Jammu and Kashmir government today proposed to set up a journalist welfare fund with an initial corpus of Rs two crore for providing financial help to working and accredited scribes in the state.
The legal heirs or dependents of working journalist will be provided assistance from the fund in case of death or incapacitation of the scribe concerned, state Finance Minister Haseeb Drabu said in his budget speech in Legislative Assembly.
“I propose to set up a Journalist Welfare Fund with an initial corpus money of Rs 2 crore for the welfare of working and accredited journalists of the state,” he said.
“For last 26 years, journalists working in strife-torn state of Jammu and Kashmir are facing hardship as there is no welfare scheme for scribes,” Drabu said.
“It would be ideal if the journalists of the state get together and set up a society, frame the rules and guidelines for administering this fund,” he said. (AGENCIES)

Presenting separate power budget, J&K minister says deficit Rs 3,927 cr

SRINAGAR: Presenting a separate power Budget for the second successive time in the Jamme and Kashmir Legislative Assembly for the year 2016-17 Minister for Finance Haseeb Drabu said the power deficit has reached Rs 3,927 crore.
If the power sector finances are taken care of, the state will not have a budgetary gap of Rs 2,988 crore and instead it will be a surplus, Dr Drabu announced in the House, when opposition had walked out.
He said,”if there is complete consensus across political parties, government and civil society on any issue, it is the power sector which can turn around the fortunes of the government finances, put the state economy on a high and sustainable growth trajectory and make life easier for the people.”
Dr Drabu said not surprisingly it has been the stated priority of all successive governments, yet sadly, the power sector continues to be unexploded in term of generations, archaic in terms of transmission and inefficient in terms of distribution.” The economic costs of this are very high and the financial burden is crippling the state and impairing its capacity to spend for the welfare of people, he added.
The Finance Minister said the biggest regret will be that we have not been able to tap the resources for the benefit of our people, adding this is the simple but stark fact.
He said there was unfunded gap of Rs 2988 crore when the power deficit in financial terms is Rs 3927 crore . However, he said, in other word if the power sector finances are taken care of, the state will not have the budgetary gap and instead it will be a surplus.
The minister said despite incurring such losses, the government was not able to provide adequate quantity and appropriate quality of power to our people.
As of now, the state’s peak demand for power has grown by over 8 per cent during the period from 2011 to 2015, he said adding the peak deficit has decreased from 28 per cent in financial year 2012-13 to 23 per cent in financial year 2015-16.
He said the state is energy deficient and has to rely on power purchases from Northern Region Grid to meet its requirements, especially during winters when demand peaks and own generation reduced drastically with the result there remains a large gap between requirement and availability of energy.
Dr Drabu said as per estimates, the total restricted energy availability of power for the year 2014-15 to be 13701 MUs against the unrestricted energy requirement of about 18000 MUs.
Dr Drabu said as on date, total number of 107 villages and 3.56 lakh households are un-electrified which are planned to be completely electrified by the end of 2018-19. He said the government has finalised the Power For All (PFA) roadmap document in consultation with the ministry of power and its agencies.
He announced that government will continue to support the power sector through targeted capital subsidy schemes aimed at supporting the poor and marginal consumers and elimination of regional disparities in the state.
He said a Memorandum of Understanding (MoU) will be signed soon with the Union Government for PFA in the state. About power purchase and revenue realisation, he said there has been definitely a gradual increase in recovery since 1996-97 from Rs 54.33 crore to Rs 1937.27 crore now.
However, he said this has not matched the increase in the cost of power purchase. The minister said the total power purchase liability on this account ended March 2016 was about Rs 7,000 crore.
The surcharge burden of about Rs 1,260 crore get annum with an average interest burden of about 18 per cent. “In my last budget I had announced debt restructuring by raising market borrowing for about Rs 7,000 crore in the form of power bonds to clear all out accumulated power liabilities,” he said.
Under the scheme an MOU was signed by Power Development Department (PDD) with the Centre for raising a loan of Rs 3537.55 crore out of which Rs 2,140 crore has been lifted and Rs 1,397.55 crore is to be lifted during the current financial year.
The balance power purchase liability shall be restricted by the state government by issuing Bonds, he said, adding once the entire liability is so restructured, there would be a net saving of Rs 700 crore on account of reduced interest and surcharge burden. (AGENCIES)

Rs 1 lakh each for police stations as investigation cost

SRINAGAR: Police stations in Jammu and Kashmir will now get Rs one lakh each to cover expenses of investigating cases.
“I propose to allocate Rs One lakh each in favour of all the 193 police stations of the state as ‘cost of investigation’. Having the legitimate financial resource will certainly uplift the image of police stations in the minds of common masses,” state’s Finance Minister Haseeb Drabu said in his budget speech in the state assembly here today.
Drabu said the police stations had never been provided any specific financial resources to meet routine expenditure for investigating crimes.
“Even as we speak, no police station, the primary interface with the citizens for resolution of law-and-order issues, has ever been provided any specific financial resources to meet the routine expenditure such as the cost of investigation of the crimes. This includes basic things like petrol or stationary,” he said.
He said the CAG had pointed out that from 2009-10 to 2013-14, allotment of fuel to district police stations for running their police vehicles was virtually non-existent.
“Such is the inefficiency of the system, that one-third of the fuel quota was being consumed in to and fro journeys by vehicles from police stations to petrol pumps located at the district headquarters.
“With this kind of a setup, the SHO has nowhere but to look for manna from heaven. This has often resulted in the perception of police station and its personnel being corrupt,” he said.
Drabu said budgetary announcements in the past had sometimes led to inappropriate, unethical behaviour and petty corruption.
“It may not be inappropriate to say that at times unethical behaviour and petty corruption has been a consequence, undoubtedly an unintended one, of budgetary announcements,” he said.
Citing an example of austerity drive of few years ago, Drabu said the big cut that Finance Department enforced was on tea served in offices.
“The tea never actually stopped but its financing changed. The tea that Hon’ble Ministers and officers had was paid, if whispers in the secretariat are to be believed, from faking printer cartridge bills.
“This to me sanctifies unethical behaviour and breeds corruption at the lowest level and the system not only condones it but also internalizes it as acceptable behavior,” he added. (AGENCIES)

Highlights of the Power Budget 2016-17

1.    If there is complete consensus across political parties, Government and civil society on any issue it is that the power sector can turn around the fortunes of the Government finances, put the State economy on a high and sustainable growth trajectory and make life easier for the people.

2.    Not   surprisingly, it   has   been    the   stated    priority    of    all    successive Governments.  Yet,   sadly, the   power sector  continues to     be   unexploited        in  terms of generations,  archaic       in terms of transmission, and   inefficient  in terms of distribution. The  economic  costs  of  this    are     very     high and  the  financial  burden is crippling the  State  and  impairing   its  capacity  to  spend for the welfare  of  the people.

3.    Why this is so is a long story; literally and metaphorically much water has flown down the Chenab and other rivers in the last 60 years. And the biggest regret will be that we have not been able to tap that resource for the benefit of our people. This is the simple but stark fact.

4.    It is in recognition of the fact that the power sector development holds the key to the fiscal autonomy of the State, that a separate power budget is being presented. The core idea is to be able to address the issues of the sector with a greater clarity and focus, develop a framework and take steps to contain our fiscal deficit.

Twin Deficits: Power & fiscal

5.    As I just now stated, in the State budget, we have an unfunded gap of Rs 2,988 crore. The power deficit in financial terms is Rs 3,927 crore. In other words, if the power sector financials are taken care of, the State will not have a budgetary gap. Indeed, it will be a surplus.
Speaker Sir, this should give you an idea of the criticality of the power sector to the finances of the State. Even worse is that despite incurring such losses, we are not able to provide adequate quantity and appropriate quality of power to our people.

6.    The need to balance the bottom line of the State has to be seen in conjunction with the responsibility and commitment to providing 24×7 quality, reliable and affordable power to all our Domestic, Commercial and Industrial consumers. Our Government is committed to improving the quality of life of its citizens through higher electricity consumption. Our aim is to provide each household access to electricity, round the clock. This is a very challenging task.

Power Position: Demand and supply
7.    As of now, the State’s peak demand for power has grown by over 8 per cent during the period from 2011 to 2015. Peak deficit has decreased from 28 per cent in FY12-13 to 23 per cent in FY15-16. High share of hydropower in the generation mix combined with outages in transmission and generation sources has led to seasonal variations in power availability situation in the State.

8.    The State is energy deficient and has to rely on power purchases from Northern Region Grid to meet its requirements, especially during winters when demand peaks and own generation reduces drastically. As such, there remains a large gap between the requirement and availability of energy.

9.    As per the estimates, the total restricted energy availability of power for the year 2014-15 remains to be 13,701 MUs against the unrestricted energy requirement of about 18,000 MUs.

10.    As on date, total number 107 villages and 3.56 lakh households are un-electrified which are planned to be completely electrified by the end of 2018-19.

11.    For bridging this gap, the ‘Power for All’ program is a major step. 24×7 Power for All (24×7 PFA) is a joint initiative of the Government of India and State Government, aiming to achieve 24X7 availability of reliable and quality power to all households, industrial, commercial and all other electricity consuming entities by the end of FY19.

12.    Our Government has finalized the PFA Roadmap document in consultation with the Ministry of Power and its agencies like REC, CEA, PFC and BEE, highlighting all-encompassing power sector interventions including generation, transmission, distribution, renewable energy and energy efficiency/DSM measures proposed to be implemented during FY16 to FY19.

13.    The Government will continue to support the power sector through targeted capital subsidy schemes aimed at supporting the poor and marginal consumers and elimination of regional disparities in the State. 24X7 ‘Power for All’ Program for the State will be implemented with the active support from the Government of India. An MoU in this regard shall be signed shortly with the Government of India.

POWER PURCHASE, REVENUE REALISATION & TARIFF

14.    Last year, while presenting the Power Budget, I had drawn the attention of the house to the huge and accumulated gap between the power purchase and actual revenue realization.

15.    While there has definitely been a gradual increase in recovery since 1996-97, from Rs 54.33 crore to Rs 1937.27 crore, but it has not matched the increase in the cost of power purchase. The total power purchase liability on this account ended March 2016 was about Rs. 7000.00 crore, adding the surcharge burden of about Rs. 1260.00 crore per annum (at an average interest burden of about 18%).

16.    I had announced debt restructuring by raising market borrowings for about Rs 7,000 crores in the form of power bonds to clear off our accumulated power liabilities. During the course of the year, Ministry of Power, GoI announced ‘UDAY (Ujjwal Discom Assurance Yojana) Scheme with a similar intent.

17.    As provided for under the Scheme, an MOU was signed by Power Development Department with Government of India for raising a loan of Rs. 3537.55 crore, out of which Rs. 2140.00 crore has been lifted and Rs. 1397.55 crore is to be lifted during the current financial year. The balance power purchase liability shall be restructured by the State Government by issuing Bonds. Once the entire liability is so restructured, there would be a net saving of about Rs 700 crore on account of reduced interest/surcharge burden.

18.    It is time to recognise that the losses incurred by the State every year on account of the difference between the purchase of power and the receipts from sale of power have two components. First, is the systemic inefficiency arising from poor infrastructure and organization. Second, is the implicit and hidden subsidy which is open ended and not even targeted.

19.    Revenue realization is to be seen in the context of the T&D losses, tariff orders passed by the J&K SERC, subsidies allowed by the J&K SERC, billing and the collection efficiency.

20.    To put it into indicative numbers, the average cost of supply is Rs 7.72 per unit. This includes the approved losses of 42.26 per cent. The average sale per unit is Rs 3.64. At the approved tariff, the average gap comes to Rs. 4.18 per unit. This Rs 4.18 “loss” per unit, or 54 per cent of the cost price per unit comprises of operational inefficiencies and a component of implicit subsidy which is neither directed nor targeted.

21.    In other words, the reasons for this large and widening gap between power purchase bill and the revenue realization include low tariffs, high T&D losses, faulty meters,          un-controlled and un-accounted consumption of power beyond the agreemented load by the consumers, unregistered connections, non-realization of revenue from non-camp temporary installations of Security Forces, migrant camps, public lighting by the Municipal Corporations/Committees and Government offices.

22.    A broad indicator of the operational inefficiency is the magnitude of AT&C losses which is to the tune of 59 per cent in FY15-16. Abnormally high proportion of unmetered consumption is the primary cause for high AT&C losses in the State.

23.    To deal with this issue, JKPDD has planned for 100 per cent metering for reduction in commercial losses. In addition to the commercial losses, technical losses in the systems are also very much on the higher side due to old/ overloaded lines and poor HT: LT ratio. The investment plan laid out by JKPDD is aimed towards reducing the HT:LT ratio which in turn would help in reduction of technical losses. JKPDD investment plans, especially in the distribution and sub transmission sector, are targeted towards bringing AT&C losses to 15% by FY19-20.     This is possible only through wide ranging power reforms.

Power Sector Reforms

a)    Unbundling:

24.    The Government in September 2012, ordered for unbundling of JKPDD and setting up of one transmission company, two distribution companies (one each for Kashmir and Jammu divisions) and one trading company with the function of a holding company.

25.    Accordingly, four companies viz. a) Jammu & Kashmir State Power Transmission Company Limited b) Jammu & Kashmir State Power Trading Company Limited c) Jammu Power Distribution Company Limited and d) Kashmir Power Distribution Company Limited have been set up.

26.    However, unbundling continues to be a work in progress as the newly formed companies are yet to take charge of their respective functions. Unbundling will ensure transparency and efficiencies in operation and reduce the costs with concomitant gains to the consumers. The Government is committed to taking the process of unbundling of the Department further without prejudicing the service conditions of any of the employees.

B)    Distribution Reforms:

27.    In terms of distribution reforms, the following schemes are presently underway at various stages of implementation in Jammu & Kashmir:

Rural Electrification Schemes:

RGGVY and DDUGJY
JKPDD’s plans for extending the distribution network to rural areas are mainly covered through works proposed under the RGGVY and DDUGJY schemes of Government of India. Out of the 6,337 villages in the State, 98.3% i.e. 6,231 villages have been electrified while 1.7% i.e. 108 villages are still                un-electrified which are covered and sanctioned under DDUGY and RGGVY.
During the 12th Plan period, the fund layout for RGGVY of Rs. 101.28 crore for 25             un-electrified villages has been approved. Further, the State has proposed electrification of remaining villages under DDUGJY scheme covering 83 un-electrified villages with a fund layout of about Rs. 619.67 crore. The project is to be implemented by 2017-18.

Urban Electrification Schemes:

Integrated Power Development Scheme (IPDS) and R-APDRP. Under R-APDRP, 30 towns (19 in Kashmir & 11 in Jammu) with a population of above 10,000 as per 2001 census have been identified as project areas in the State. GoI has sanctioned Rs 191.25 crore for part-A and Rs 1,665.27 crore for part-B under the R-APDRP scheme on 90:10 funding. The State share shall be funded through State Capex Budget.

The DPR for SCADA / DMS for Srinagar and Jammu cities has been approved by GoI at an estimated cost of Rs. 52.89 crore. For execution of Part-B of the program, 2 cities and 28 towns have been divided into nine clusters, 4 in Jammu Division and 5 in Kashmir Division. The ground level implementation in the key cities has already commenced and shall be completed during the year 2016.

This will lead to significant improvement in quality of power in these towns, besides, helping in reduction of T&D and AT&C losses. The IPDS scheme covers 86 Statutory Towns under 12 circles. Detailed Project Reports (DPRs) totalling Rs.450.39 crore covering 12 circles have been formulated and scrutinized at a revised cost of Rs. 444.50 crore. The project is to be implemented by 2017-18.

PMRRP 2015

28.    The Government has approved an amount of about Rs 11400 crore under the Prime Minister’s Relief and Reconstruction Programme for the Power sector in the State. PMRRP–2015 aims to strengthen Generation, Transmission and Distribution network with Advanced Technology Interventions including, construction of smart grids at Gulmarg, Pahalgam, Rangreth, Katra and Bari-Brahamana. Rs 2000 crore have been provided under the PMRRP for preparation of DPRs and implementation / execution of Small Hydel Projects. Similarly, Rs 4153 crore have been provided as the State equity towards Pakal Dul and other Hydro Electric Projects. Under augmentation of distribution system Rs 3790 crore have been earmarked for Capital Cities, 4 Industrial Estates at Khonmoh, Lassipora, Samba and Kathua, Tourist Destinations, Heritage Sites and Important Places of Pilgrimage. Action Plan has been submitted to the Government of India and the projects will kick-start soon.

All these measures outlined above will reduce the Rs. 4.54 per unit gap by around Rs 2.00 per unit.

For the remaining part I am outlining a tariff plan.

Rationalization of Tariff structure

29.    The last tariff hike in the State was in              FY 2013-14 when it was raised by 8.5 per cent. Prior to that, in FY 11-12 it was increased by 15 per cent and in FY 12-13 by 19 per cent. The State Govt. has not increased any tariff for the last two years, while the average cost of supply has grown by about 7%.

30.    Reasonable degree of tariff hike from time to time is required to meet the operating costs and to serve the economy with reliable power. The Government is taking steps to move towards tariff rationalization, identify the barriers in moving towards tariff rationalization and suitable ways to achieve tariff rationalization. Key measures in achieving these would be:
i)    By introducing efficient tariff design.

ii)    By including ”Time of Day rate structure”.

iii)    By administrative interventions, system improvement, and consumer metering.

iv)    By considering measures to reduce reactive energy.

31.    For Financial Year 2016-17, tariff petition has already been filed with State Electricity Regulatory Authority envisaging the proposals on above lines. Without passing inefficiencies of the system to any category of consumer in the State, the JKPDD in its tariff petition before JKSERC has proposed to recover the prudent cost of supply from various categories of consumers as under:-
i.    By bringing the high-end categories like State/Central Government Departments, Public Street Lighting, Public Water Works at par with the prudent cost of supply. The corresponding budgetary provisions shall be provided to respective departments.
ii.    By giving a reasonable tariff hike to the consumer categories like Domestic, Non-Domestic Agriculture and Industrial  without any tariff shock to these categories. The remaining cost up to the prudent level is proposed be claimed as direct subsidy from the concerned department for the respective categories.
32    Accordingly the department filed tariff petition before the SERC for 13.5% hike in all categories except hike in State/Central departments, Public Street Lighting and Public Water Works to equal prudent cost of supply.

33.    To ensure transparent accounting, bring efficiencies in the system and to appropriately target subsidies to various categories of consumers, covering  the gap between the prudent cost of supply and the tariff proposed for various categories of consumers who are presently below the prudent level, the Government proposes to build in and provide direct subsidy to the consumer through the JKPDD.

34.    This would ensure that the JKPDD graduates to a more transparent accounting system and the consumers, especially the vulnerable and marginal, are insulated from sudden impact of tariff hikes from time to time. For the current Year, I propose to provide a subsidy of Rs. 1728.37 crore on this account.

35.    The State Government under the Power Amnesty Scheme announced last year provided waiver of 100% surcharge on electricity charges with the stipulation that the domestic consumers make the outstanding payment by or before                31st March, 2016. However, the Government has received numerous representations that a substantial number of domestic consumers for various reasons could not avail the benefits of the Amnesty Scheme by or before 31st March, 2016. To facilitate such consumers enabling them to avail the benefits of the Amnesty Scheme, I propose to enhance the time limit for availing benefits under the Power Amnesty Scheme up to 31st December, 2016. It is hoped that all power consumers would have settled their outstanding by that date and in future would pay the electricity bills in time.
Generation
36.    The long term objective of the Government is the development of the State’s considerable hydro potential. The State’s own installed generation capacity is 1,419.37 MW comprising of 1,110 MW of Hydro based Power Stations, 198 MW of thermal (Gas turbine) and 110.96 MW of SHPs.

37.    The State owned plants contribute to 45% of the total energy requirement. Allocations from CGS contribute to the majority (53%) of the power supply and remaining (2.0%) is sourced from private sector projects. JKSDPC has drawn up a roadmap for systematic capacity addition in the 12th/13th Plan which is anticipated to make the State energy surplus by utilizing its large hydel potential. However timely DPR approvals/clearances, contracting, and works monitoring would be key to ensuring timely commissioning of the proposed projects.

38.    During the last FY, BHEP- II 450-MW was commissioned and has been inaugurated by Hon’ble Prime Minister. BHEP-I witnessed an all-time high record generation of 2953.37 MUs  against Design Energy of 2536.07 MUs. LJHP also witnessed  increase in generation to 661.236 MUs which is the highest generation figure since its takeover by JKSPDC from JKPDD in the year 1998-99.

39.    The tunnel of Wangath link canal was successfully completed, tested and commissioned during 2015-16,  paving way for operation of 3rd unit of 3×35 MW USHP-II. The damaged spillway and spill channel of the project has also been repaired. Major components of 9 MW Dah & 9 MW Hanu in Ladakh region have been completed during FY 2015-16 and the project is expected to be completed ending FY 2016-17. Further, 330 MW Kishanganga shall also be commissioned during Financial Year 2016-17 giving the State its 12% share from the total generation.

State Hydel Policy

40.    With the objective of attracting private investment in the development of hydropower projects, the State Government framed the State Hydel Policy in 2003. To make the policy more investor-friendly, new State Hydel Policy was announced in July, 2011 replacing the State Hydel Policy, 2003. Ten number of projects with an aggregate capacity of 110.5 MW were awarded to various Independent Power Producers (IPPs) through competitive bidding, out of which four projects with aggregate capacity of 42.5 MW have been constructed and are operational while remaining are at different stages of implementation. The Government would be removing the impediments to the investments by the IPPs in small hydel projects by bringing in a more               investor-friendly policy soon.

Repair Maintenance & Upgradation (RMU) Plan

41.    The machines of the old power houses have outlived their useful life and need repair and renovation. A program for taking up Renovation & Modernization (R&M) of seven HEPs at a cost of Rs. 208.96 crore was approved by the State Government. Loan assistance of Rs. 133.95 crore has been tied up with Power Finance Corporation out of which Rs. 32.93 crore have already been availed. Further, Ministry of New & Renewable Energy (MNRE) has also approved subsidy support of Rs 32.94 crore in respect of six HEPs.

42.    Works on these projects have already been started. After full completion of R&M works there will be increase in annual generation from these HEPs. Likely increase in annual energy generation as worked out by CEA during its appraisal report after R&M of four main HEPs namely, LJHP, Chenani-I, USHP-I and Ganderbal is 192 MU. R&M will ensure that these old power stations operate for additional period without any major overhauling requirements.

ENERGY EFFICIENCY

43.    The desirability of energy efficiency in its supply and use can’t be over-emphasized. It is said “Energy saved is Energy generated.” To provide a comprehensive framework for maximizing energy efficiency, the J&K Energy Conservation Act, was enacted in 2011. This Act envisaged, inter alia, setting up of a Bureau of Energy Efficiency (BEE) to aid and advise on promotion of energy conservation, basing its advice on international experience and latest research in the field of energy conservation. The Act also provides for listing of energy intensive industries and setting up benchmarks for energy conservation through use of both incentives as well as penalties.

44.    To take energy conservation activities forward in a holistic manner, an MoU was entered into by the J&KPDD, BEE and Energy Efficiency Services Ltd (EESL), a Government of India undertaking, in June 2015 when the Union Power Minister visited Srinagar. This MoU is for capacity building of J&KPDD and the objective is to undertake Demand Supply Management (DSM) measures after conducting comprehensive studies on load and preparation of a DSM Action Plan. So far under this MoU, DSM cells have been constituted in Survey Divisions of Srinagar and Jammu. 30 engineers from various wings of JKPDD were deputed to the National Power Training Institute (NPTI) for ‘training of trainers’ program conducted by the NPTI. DSM regulations have already been notified by JKSERC. EESL has deputed a consultant under manpower support to JKPDD. EESL is the hiring agency for JKPDD for survey, load research and analysis so that a comprehensive DSM plan is formulated and implemented in the State in the next two years.

45.    As a concrete first step towards promoting energy efficiency culture across the State, our Government has decided to launch Unnat Jyoti by Affordable LEDs for All (UJALA) programme to be implemented across the State in collaboration with EESL. UJALA seeks to promote high quality LED lighting in the domestic sector by overcoming the high initial/ entry cost barrier. DELP will enable sale of LED bulbs from designated places at a cost that is much less than the per unit market price of Rs.400-500 as replacements of Incandescent Lamps (ICLs) and Compact Fluorescent Lamps (CFLs).

46.    The focus of this new initiative will be to make common citizens aware of the benefits of energy efficiency measures. The Government through EESL, will provide 5 LED lamps of 9W each to every registered consumer at a highly subsidized rate of Rs 20 per lamp (i.e. Rs 100 for a pack of 5 lamps). At the request of consumer, more than 5 LEDs will also be made available at a cost of around Rs. 100 each, which is much less than the obtaining price in the open market. The distribution of 80 lakh LED bulbs in the State will help reduce peak demand in the State by about 250 MW and will save energy consumption by 260 mKWh translating into an annual saving of about Rs 130 crore. I am making a provision of Rs 64 crore in the Budget for the current year towards the subsidy on this account.

47.    I am happy to announce that the Street lights in two Municipal Corporations of Jammu and Srinagar and other Municipalities across the State would be replaced in a phased manner with energy efficient smart LED lights with full metering and dedicated feeders/phase wires. Efforts would be made to outsource the O&M through EESL or a similar agency on an annuity based model. I’m making a provision of Rs 80 crore in the Budget for the current year.

48.    EESL will also undertake energy audit of Government offices and implement use of energy efficient LED lighting in all Government buildings across the State in the next two years.

Training and Human Resource Management

49.    In the new reforms framework ushered in the State, it is particularly important that the Power sector has access to properly trained human resource. Therefore, concerted action is required to be taken for augmenting training infrastructure so that adequate well-trained human resource is made available as per the need of the sector. Efforts are also required to be made so that personnel of power sector become more cost-conscious and consumer-friendly.

50.    As a first concrete step in this direction, in the power budget for the Year 2014-15, the Government announced setting up a dedicated institution under the name, Chenab Power Management and Training Institute. I had also stated in my power budget speech, “Creation of posts of personnel of different categories, based on standard norms for Assets under Management, would be done.” I’m happy to inform that steps have been taken to operationalize the Chenab Power Management and Training Institute.

51.    I’m happy to inform that for expeditious implementation of flagship programmes/ centrally sponsored schemes in the Power Sector, the Government has created two dedicated project wings, one for Kashmir & one for Jammu with creation of 187 posts in various categories. In addition to these two wings, one Project Management Unit (PMU) has also been created at the Secretariat level. Action is being taken to promote officers in different categories to man these posts.

52.    Similarly, for the Chenab Power Management and Training Institute, the basic infrastructure at Baglihar village, which had come up during construction of Stage-I of Baglihar HEP, has been suitably modified to meet the requirements of the training institute, and the matter is being pursued with the Central Institute of Rural Electrification (CIRE) Hyderabad, REC, Government of India and Ministry of Power to sign the MoU and kick start the initiative. Once operational, this will go a long way in providing the much needed impetus to the training needs of the power sector.

53.    With these submissions, I commend the Annual Budget 2016-17 to the August House.
