Pak to seek more proof from India on Pathankot attack: report

LAHORE :  With no headway made in the probe into the Pathankot terror attack, Pakistan plans to seek more evidence from India, a media report said today, days after Prime Minister Nawaz Sharif said the outcome of the investigation into the assault would be made public soon.
A Pakistani government team investigating the Pathankot airbase attack will ask the foreign ministry to seek more evidence from India.
“The team has almost completed its investigation into five cellphone numbers (allegedly used for making calls from Pakistan to India) provided by the Indian government. No further leads were found from these numbers because they were unregistered and had fake identities,” Dawn newspaper quoted a source as saying.
“The probe is not heading further. The team needs more evidence. Therefore, it has written to the government to speak to India and apprise it of the situation and demand more evidence to move forward in investigation here,” he said.
Answering a question about the people, including banned Jaish-e-Mohammad (JeM) chief Maulana Masood Azhar, detained in connection with the Pathankot incident, the source said “Let first more evidence come from India”. (agencies)

SC raps states for not implementing MGNREGA, other schemes

NEW DELHI : The Supreme Court today came down heavily on certain states for not implementing welfare legislation National Food Security Act, saying that why a state like Gujarat is not implementing the law passed by Parliament.
“What is Parliament doing? Is Gujarat not a part of India? The Act says it extends to whole of India and Gujarat is not implementing it. Tomorrow somebody can say that it is not going to implement the CrPC, IPC and the Evidence Act,” a bench headed by Justice Madan B Lokur said.
The bench also asked the Centre to collect and collate information from drought-hit states on the status of welfare schemes like MGNREGA, National Food Security and mid-day meal.
It asked the Centre to filed the affidavit by February 10 and posted the matter for further hearing two days thereafter.
The apex court had on January 18 asked the Centre to give information about implementation of schemes under MGNREGA, Food Security Act and the mid-day meal schemes as to whether those affected were being provided the minimum required employment and food or not.
The bench was hearing a PIL which alleged that parts of states like Uttar Pradesh, Karnataka, Madhya Pradesh, Andhra Pradesh, Telangana, Maharashtra, Gujarat, Odisha, Jharkhand, Bihar, Haryana and Chattisgarh have been hit by drought and the authorities were not providing adequate relief. India, Afghanistan sign agreement on visa free travel for diplomats

NEW DELHI : Taking diplomatic ties to higher pedestal, India and Afghanistan today signed an agreement that will pave the way for their diplomats to visit each other’ s country without obtaining visa.
The agreement was signed during the visit of Dr Abdullah Abdullah, Chief Executive Officer and Head of the Council of the Ministers of Afghanistan.  “Promoting stronger diplomatic ties. During CE @DrAAbdullah`’s visit, India & Afghanistan sign agreement on visa free travel for diplomats,” MEA spokesperson Vikas Swarup said in a tweet.
Dr Abdullah, who arrived here on five-day visit official visit to India, today called on Prime Minister Narendra Modi.  “Sustained engagement with Afghanistan. Chief Executive @DrAAbdullah meets PM @narendramodi in Delhi,” Mr Swarup tweeted after the meeting.
The top Afghan official will be holding bilateral meeting with External Affairs Minister Sushma Swaraj this afternoon.  Dr Abdullah will be flying to Jaipur tomorrow, where he will participate in Counter Terrorism Conference 2016.

JAMMU/SRINAGAR:  Jammu and Kashmir Governor N N Vohra has called PDP Chief Mehbooba Mufti and state BJP chief Sat Pal Sharma for meeting tomorrow asking them to clarify their stand on formation of government.
“Yes, Governor has called her (Mehbooba Mufti) for a meeting tomorrow,” PDP spokesman Naeem Akhter said today.
According to sources, the Governor sent a fax communication to the PDP Chief last evening for holding consultations.
Mehbooba is scheduled to meet the Governor tomorrow afternoon which will be followed by a meeting between Vohra and the BJP state president.
“Yes. We are going to meet the Governor tomorrow in the evening,” Sharma said.
The core group of BJP met today at the residence of its General Secretary (Organisation) Ashok Kaul to decide the future course of action, a day after Mehbooba asserted that her party will have to reassess whether it can continue its alliance with BJP to form government in the state. (Agencies)

JAMMU :  The core group of state BJP met here today to discuss the political situation in Jammu and Kashmir, a day after PDP leader Mehbooba Mufti asserted that her party will have to reassess whether it can continue its alliance with BJP to form government in the state.
The meeting held in Gandhi Nagar area here saw participation of core group members, including former Deputy Chief Minister Nirmal Singh, former Ministers, MPs and BJP state president, BJP sources said.
The meeting will discuss the situation of uncertainty emerging in J&K following suspense over government formation besides the statement of Mehbooba Mufti made yesterday, they said.
After a four-hour long meeting with party leaders yesterday, Mehbooba had said PDP will take a call on government formation as and when it is confident that Mufti Mohammed Sayeed’s vision and mission will be carried forward and implemented in letter and spirit.
“The Government of India shall have to take substantive measures towards implementation of the PDP-BJP ‘Agenda of Alliance’ in the interest of peace and stability in J-K and for this PDP needs a set timeframe to be worked out,” she had said. (AGENCIES)

Ansari embarks on 5-day visit to Brunei, Thailand

NEW DELHI :  Vice President Hamid Ansari today left on a five-day visit to Brunei and Thailand, where he will hold bilateral talks with the leadership of the two South East Asian countries besides participating in a number of other events.
His visit to Brunei at the invitation of crown prince Haji Al-Muhtadee Billah is the first high-level trip from India since the establishment of diplomatic relations with that country in May 1984.
Brunei was on the itinerary of Ansari’s two-nation trip in November, but he had to return home from Indonesia, which was hit by volcanic activity. The Vice President is accompanied by Minister of State for Home Affairs Haribhai Parthibhai Chaudhary, four MPs and senior officials.
In Bandar Seri Begawan, Ansari will hold talks with Sultan Hassanal Bolkiah and Billah tomorrow on issues of bilateral and multilateral significance including civil aviation, space, trade and investment, hydrocarbons, information and communication.
Cooperation in ASEAN and East Asia Summit and other multilateral fora will also be on the agenda and a couple of MoUs on health and defence cooperation will be signed. Ansari will deliver an address at the University of Brunei Darussalam and address the Indian community at a reception.
Brunei is an important partner for India in ASEAN and besides contributing to energy security, hosts a 10,000-strong Indian community.
From Brunei, Ansari will go to Thailand on February 3 at the invitation of Prime Minister Prayut Chan-o-cha, making it the first visit by an Indian Vice President after a gap of 50 years.
In Thailand, he will hold talks with Chan-o-cha and have an audience with Princess Maha Chakri Sirindhorn.
He will also deliver a speech at the Chulalongkorn University in Bangkok on ‘From Look East to Act East: India’s Partnership with Thailand and ASEAN’ and address the Indian community at a reception to be hosted by the Indian Ambassador to Thailand.
India’s relations with Thailand are an important and integral component of its strategic partnership with ASEAN. India’s ‘Act East’ policy is complemented by Thailand’s ‘Look West’ policy in bringing the two countries closer. (AGENCIES)

BJP, PDP have common agenda, must form govt in J&K: Farooq

AHMEDABAD :  National Conference patron Farooq Abdullah today said the BJP and PDP could go ahead with formation of government in Jammu and Kashmir as they have requisite numbers as well as a “common programme”.

During his brief interaction with reporters at the city airport, the former J&K chief minister said a state should not remain without government.

“I don’t know if they (BJP and PDP) will form government or not. But, our party has been telling them to form government as they have numbers. A state must have a government,” Abdullah said.

He said it was necessary to take forward the common minimum programme the BJP and PDP had agreed to for forming their coalition government.

“BJP joined hands with PDP and formed the government earlier. They are having a common programme. Now, to take ahead this programme, it is necessary that a government is formed in Jammu and Kashmir,” said Abdullah.

Uncertainty over formation of government in J&K grew today with PDP chief Mehbooba Mufti saying she will take a call after “reassessing” whether ally BJP’s government at the Centre would take substantive steps in a “set time-frame” to address the “core” political and economic issues of the state.

Meanwhile, Abdullah also welcomed Prime Minister Narendra Modi’s efforts to ease tension between India and Pakistan by creating an atmosphere of friendship.

“I sincerely hope that Modiji gets success in his efforts to create an atmosphere of friendship with Pakistan. This step will help eliminate terrorism,” he added. (AGENCIES)

Atulesh Jindal to take over as new CBDT chairman tomorow

NEW DELHI: Senior Indian Revenue Service officer Atulesh Jindal will tomorrow take charge as the new chairman of the CBDT, the controlling body of the Income Tax department.

He will succeed incumbent A K Jain who completes his term today.

The appointments committee of the cabinet headed by Prime Minister Narendra Modi had approved the appointment of Jindal as the next Chairman of the Central Board of Direct Taxes on January 22.

Jindal, a 1978 batch IRS officer, is currently working as Member (Income Tax) in the CBDT.

He will have a tenure of six months till July. (AGENCIES)

Bombs kill 45, wound 110 near Syria shrine

DAMASCUS: At least 45 people were killed and 110 wounded today in three bomb blasts near a revered Shiite shrine south of the Syrian capital Damascus, state media reported.

State news agency SANA had earlier reported 30 people killed in the three blasts, which it said were caused by a car bomb and two suicide bombers. (AGENCIES)

SYDNEY : Australia’s stand-in captain Shane Watson won the toss and elected to bat against India in the third and final Twenty20 International here today.
India have not made any change to the side which has taken an unassailable 2-0 lead in the series.

Railways to equip gangmen with safety device ‘Rakshak’

NEW DELHI : Railways will equip gangmen with a modern device called ‘Rakshak’ as part of a move to augment safety of its employees involved in track maintenance.
Gangmen, now redesignated as track maintainers, are most vulnerable to getting run over by trains while performing their duty round-the-clock. About 400 gangmen are killed every year in train accidents while on duty.
Rakshak, a walkie talkie-like equipment, will be used by gangmen to receive warnings from approaching trains which will alert them in time to move away from tracks.
Equipping gangmen with Rakshak is likely to be a major announcement in the Rail Budget 2016-17 in which Railway Minister Suresh Prabhu is expected to focus on the need for enhanced safety on the rail network.
Besides gangmen, railways will also address the issue of unmanned level-crossings, another death trap, by announcing installation of radio-based warning systems as part of the safety augmentation programme.
The high-frequency radio-based warning system, to be operated on solar power, will be strategically installed to warn road users. (AGENCIES)

Govt eases norms for bureaucrats going abroad for training

NEW DELHI : Officers up to joint secretary level going abroad for training will not need approval of the Screening Committee of Secretaries (SCoS), finance ministry has said.
The expenditure department in the ministry has issued an office memorandum saying “approval of SCoS is not required in case of foreign visits of up to Joint Secretary level officers as part of foreign training component, mid-career training programme or any other training, irrespective of number of members and days”.
The memorandum was issued to clarify certain aspects of a circular issued by the ministry earlier this month regarding foreign visits by bureaucrats.
The circular issued on January 5 had said that foreign visits of a bureaucrat should not exceed five working days.
It also restricted the number of overseas visits by a bureaucrat to four in a calendar year. It said Secretaries should undertake foreign travels only when no one else can be deputed.
The circular had also said that foreign travels of bureaucrats will be authorised by SCoS. (Agencies)

Clarke set to return to first class cricket, IPL on his radar

MELBOURNE : Six months after he called it
quits, former Australian captain Michael Clarke is eyeing a return to first-class cricket and the lucrative IPL but has ruled out any immediate plan for an international comeback.
There was speculation that the 34-year-old, who retired following Australia’s Ashes defeat last August, could be aiming for an international comeback after  saying that “I’ll
never say never to anything” in an interview.
But clarified in a later interaction  that his immediate
focus was on T20 tournaments like the Big Bash and the IPL.
Clarke will play for grade team Western Suburbs against Randwick-Petersham in a Sydney club match on February 20-21.
“I’ll start with playing this grade game for Western Suburbs and see if I miss it as much as I feel like I’m going to. If I do, the option is there to train the entire winter and then we’ll see what happens,” local media reported Clarke as having told ‘News Corp’.
“There’s BBL next summer, I’d love to be a part of that, IPL, county cricket. There’s possibly even Sheffield Shield cricket for NSW,” he said.
He added: “All I know is, I’ll never say never to anything.”
Talking to Channel Nine’s ‘Today’, Clarke later made it clear that his ambition was to pursue his T20 options as he said there was some “unfinished business” with the shortest format of the game.
“I’m not really making a cricket comeback, because I (only) retired from international cricket, but now I’m playing for my grade club Western Suburbs. I got an invitation a couple of weeks ago to come back and play a game for Wests, and I said yes, and I really can’t wait – I’m looking forward to it,” he said.
“Obviously I’ve seen the papers, and it says I’m coming back to play cricket for Australia and all sorts of things, but my focus right now — I haven’t picked up a bat for five months since I retired from international cricket — but Wests asked me to play, and I can’t wait, so that is my focus right now.” (AGENCIES)

NEW DELHI/BEIJING : Even as two giant Asian economic powers China and India talk of widening and deepening their ties, a “byzantine” visa regime is still deterring the Chinese businessman to take a flight to India, a pro-government Chinese Daily has lamented in an analysis.
However, the paper also praises Prime Minster Narendra Modi for liberalising the visa regime “braving objections” and Union Home Minister Rajnath Singh for taking bold steps to ease border tensions through dialogue with China and adds a friendly visa regime was a “low hanging fruit” that must be grabbed by the two sides aching to become friends again.
“When it comes to China, India’s diplomatic distrust results from the border warfare back in the 1960s and the lingering disputes add an extra layer of complicity. This has rendered China a particular target for the recalcitrant Indian officials.
For example, India’s security establishments were explicitly against extending a more accessible visa to Chinese citizens, fearing the latter’s ‘espionage’ and ‘visa misuses’ might compromise India’s security,” Shi Lancha, a Tsinghua University scholar, wrote in an op-ed “Byzantine Red Tape Holds Up Sino-Indian Ties” in Global Times, an English language version of Chinese government mouthpiece People’s Daily. Dozens of villages in Kashmir remain cut off due heavy snowfall

SRINAGAR :  Dozens of remote and far-flung villages, including those near the Line of Control (LoC), remained cut off with their respective district and tehsil headquarters due to accumulation of snow on the roads .
Meanwhile, the 85-km-long road from Bandipora to border town of Gurez remained closed due to snow since December last year.
Official sources said that dozens of roads, including those connecting border towns of Keran, Karanah, Machil and other villages near the LoC with their district headquarters, remained closed as fresh snowfall was reported during the past 36 hours.
Machil had received about three feet of snow, Sadhana top four feet, Z-Gali five feet, Gurez one feet and Razdan top about three feet and Keran about half a feet.
The authorities have also issued a snow avalanche warning in all upper reaches in the Kashmir valley following fresh snowfall.
Dozens of villages, including those LoC also remained cut off with tehsil headquarters due to snowfall.

Plea filed in SC against new central law on juvenile

NEW DELHI :  A plea has been moved in the Supreme Court challenging the constitutional validity of the recently-passed juvenile law that allows delinquent minors of 16 years of age and above to be tried as adults if they commit heinous offences like rape and murder.
The Juvenile Justice (Care and Protection of Children) Act, 2015, cleared in the winter session of Parliament, repeals and recasts the old Act.
The PIL, filed by Congress leader and activist Tahseen Poonawalla, said that the new law is unreasonable, arbitrary and in violation of Article 14 (right to equality) of the Constitution.
It challenges section 15 of the new Act which says in case of a heinous offence alleged to have been committed by a child, who has completed or is above the age of 16 years, the Juvenile Justice Board shall conduct a preliminary inquiry to determine whether a juvenile offender is to be sent for rehabilitation or be tried as an adult.
The plea said the impugned amended Act is “draconian and unconstitutional” which instead of providing care and protection to children deems them as adult in cases where the alleged commission of crime by them is heinous in nature.
It further said that the amendment goes against the letter and spirit of The UN Convention on the Rights of the Child and is against the protection accorded to Child and adolescent criminals since 1800s.
On January 4, the President of India has accorded his assent to the Juvenile Justice (Care and Protection of Children) Act, 2015.
The Act also allows that any 16-18-year-old who commits a less serious offence may be tried as an adult only if he is apprehended after the age of 21 years.
As soon as a child alleged to be in conflict with the law is apprehended by police, such a child shall be placed under the charge of the special juvenile police unit or the designated child welfare police officer who shall produce the child before the Juvenile Justice Board without any loss of time but within a period of 24 hours of apprehending the child. France, India charting new orbit to jointly explore Mars,Venus

NEW DELHI :  With Mangalyaan already an orbiter, putting a lander on Mars would be an interesting prospect and France is ready to work with India on it, says the chief of French Space Agency.
In an interview, Jean-Yves Le Gall hopes that Indian and French flags could fly to Mars and Venus.
Here are the excerpts of an interview:
Q) What is the agreement that has been signed between India and France on the upcoming mission to Mars?
A) It is related to exploring Mars. We know the ambitions of India to explore the Red Planet. We are very very impressed with what India is doing with Mangalyaan, which is currently orbiting Mars. In France, we have very skilled scientists for both Mars and Venus. Since there is already a project to explore Mars in India, we implemented an agreement to co-operate in the future on this project.
Q) So can one say, India & France will jointly go to Mars whenever the next mission happens?
A) On the next Indian mission to Mars, there will be a piece of French expertise. We are very proud of that since we have a long-standing co-operation with India in many different fields and now we are opening a new field with exploration of space.
Q) So will France consider putting a lander on Mars along with India, since Mangalyaan is already an orbiter?
A) It is clear that once you put a satellite in the orbit of Mars, the next step is a lander. It is not so easy, but since we are very skilled I am quite optimistic.
Q) So France is looking for a lander, which is one-step ahead and a big jump for India?
A) A lander on Mars would be very interesting, and we are ready to work on it.
Q) What do you think of India’s maiden mission to Mars, Mangalyaan?
A) The mission is very impressive, it is a good example of ‘Make in India’ because total cost of Mangalyaan is USD 60 million, which is lower than the cost of making the Hollywood blockbuster movie, Gravity. So it clearly shows that without big means but being very very smart you can perform very ambitious space missions, perhaps we can say at a low cost.
Q) Is France also looking for co-operation with India to study planet Venus?
A) With the global cost of space missions coming down, a mission to Venus can be considered at a much lower cost than a few years ago, so it is feasible. Hence, why not go to Venus.
Q) France and India also inked an agreement to make a new thermal imaging satellite, what is this mission?
A) This new satellite mission is really a follow up of the climate change meeting that took place recently in Paris and we decided to take it forward. We already have two joint satellites in space that are devoted to observation of climate, Megha-Tropiques that was launched in 2011 and SARAL-ALTIKA that was launched in 2013.
Now we are going to develop a new satellite specifically devoted to the observation of climate change. Observing the earth’s surface in thermal-infrared. This special band of wavelength will help monitor climate change.
This will help understand what are the effects of climate change on vegetation. The three Indo-French joint earth observation satellites will help provide a better picture on how climate is changing.
Q) At the Indo-French Summit more agreements were signed on space than other areas, what is the third agreement about?
A) On India’s upcoming OceanSAT satellite France will put an ARGOS payload, which will be devoted for search and rescue beacons using space as a platform.
Q) Where is the Indo-French partnership headed?
A) Both countries have great heritage of co-operating in space, both on rockets and satellites. French launchers launch Indian communications satellites and Indian rockets have launched French satellites. Today India is becoming the second biggest partner of France in space technologies, outside of Europe.
Q) How do you rate and compare the Indian space agency with other space agencies of the world?
A) I am always very impressed when I visit centres of the Indian Space Research Organisation (ISRO). What is most impressive is that people are fully dedicated; they have the same level of dedication as we had or America had in the early days of the space program. In India there is the kind of enthusiasm and freshness, which is very very refreshing, which leaves a lot of room for optimism in the future. (AGENCIES)

JAMMU: Governor N N Vohra today reviewed the to-date status of preparation of State Budget for the Financial Year 2016-17 in a high level meeting held at Raj Bhavan here.

The meeting was attended  by Chief Secretary BR Sharma, Principal Secretary to Governor PK Tripathi and Commissioner-Finance Department Navin K Choudhary.

The Governor was informed that the Financial Commissioner, Planning and Development and Commissioner, Finance Department have held extensive discussions with all the Administrative Secretaries and Heads of Departments regarding the preparation of the Revised Estimates for (2015-16) and Budget Estimates (2016-17).

The Governor, however, asked the Chief Secretary and Finance Secretary to expedite the process of finalising the Budget (2016-17) for its timely approval and also keep the papers ready for securing a Vote on Account in case such contingency arises.

The Governor directed that the Budget (2016-17) would be brought up on March 1, 2016, for a final decision. (AGENCIES)

Tourism Deptt organizes J&K Evening in New Delhi

NEW DELHI: With a view to showcase and to further promote the rich tourism potential of the State, the J&K Tourism Department which is participating in the 3-day South Asia’s leading travel show South Asian Tourism and Travel Exchange (SATTE) today organized “J&K Evening” at Qutub Minar in New Delhi in collaboration with SATTE.

More than 500 delegates both foreign and domestic participated in the function. An exclusive interactive session was held to share the ideas regarding promotion of world tourism with collective efforts and to take feedback from the participants about the tourism opportunities in the State.

Tourism department participates in SATTE every year which is Asia’s biggest travel trade show where potential buyers and sellers from all over the world visit to explore tourism potential. SATTE also hosts seminars and panel discussions during the exhibition.  It is one of the biggest opportunities for the travel trade fraternity to attract visitors to their states.

Secretary Tourism, J&K, Mr. Farooq Shah who was the chief guest on the occasion spoke in detail about J&K’s tourism potential and newly developed tourist spots besides throwing light on the activities, festival and functions being organized in the state during 2016.

He described J&K as crown of the Incredible India bestowed with varied tourism potential in art, craft, heritage, religious, cuisine besides adventure and leisure tourism. He said J&K is an all season tourism destination and caters to the needs of tourists from across the world. State has developed necessary tourist infrastructure at all destinations as per the needs of the foreign and domestic tourists. The unique scenic beauty of Kashmir Valley and Ladakh’s famous Gumpas and other heritage sites of the State make visits of the tourists ever memorable, said Mr. Shah.

PATIALA: Four armed persons allegedly snatched a car from a 25-year-old man at a gunpoint today, following which an alert was sounded, police said.

Complainant Varun Jain, a resident of Dashmesh Nagar here claimed four masked men snatched his car near his house when he was going to Gurdwara at around 5 AM, police said.

Jain said the carjackers thrashed him when he tried resist.

In his complaint, he claimed that unidentified men even took him in the car and dumped him at Sirhind road. The complainant told police that masked men were speaking in Hindi. (AGENCIES)

3 militants killed in encounter in Kupwara

SRINAGAR: Three unidentified militants were killed in an encounter with security forces in Kupwara district of north Kashmir, a police official said today.

The gunbattle broke out at Dardpora in Lolab area of Kupwara last night after security forces launched a search operation there, the official said.

He said while one militant was killed in the initial exchange of firing last night, two others were killed this evening.

The identity and group affiliation of the slain ultras have not been ascertained yet, the official said, adding three weapons have been recovered from the scene of the encounter. (AGENCIES)

In this regard people are advised not to venture in steep avalanche prone slope during next 24 hours from January 30 to January 31, 2016).

People are also advised to keep cleaning the snow from roof top of their houses to avoid any causality due to roof collapse.

Teenager died, two injured in snow avalanche in Kashmir

 

SRINAGAR: A teenager boy was killed and two others were injured when they came under a snow avalanche in border area of Machil forest in the frontier district of Kupwara, where authorities have warned of snow avalanches following heavy snowfall during the past 24 hours.

Official sources said a group of three teenagers were buried under a snow avalanche at Chuntiwari Balla in Machil this morning.

However, locals and police immediately launched an operation and rescued two of them in an injured condition but could not save  Mehrajuddin.

Javid Ahmad Khan and Abdul Rashid were rushed to local hospital from where they were referred to Kupwara. (AGENCIES)

Three alleged ISIS sympathisers sent to 10 days’ NIA custody

NEW DELHI: Three alleged ISIS sympathisers, who were deported from UAE for purportedly being on a mission to carry out terror attacks in India and some other countries, were remanded to 10 days’ NIA custody by a court here today.

Adnan Hussain, who hails from Karnataka, Mohammad Farhan from Maharashtra and Sheikh Azhar Al Islam from Jammu and Kashmir, who were arrested yesterday by the NIA after being deported from the UAE, were produced before the court in muffled faces amid tight security.

The trio were detained by the NIA on arrival from the UAE at the IGI airport here last night.

According to sources, during in-camera proceedings, the NIA sought custodial interrogation of the three accused saying they were required to be interrogated to unearth the entire conspiracy to carry out terror strikes.

The sources said District Judge Amar Nath allowed the NIA’s plea and remanded them to its custody till February 9.

The three suspects, along with other unknown associates, were allegedly involved in a conspiracy to identify, motivate, radicalise, recruit and train Indian citizens, located in India and abroad, for planning and executing terror attacks in India and other countries, the sources claimed.

On September 15 last year, the UAE had deported four Indians suspected to have links with ISIS (Islamic State of Iraq and Syria).

The UAE had also sent back last year a 37-year-old woman Afsha Jabeen alias Nicky Joseph who was allegedly involved in recruiting youths for ISIS.

In January 2015, Salman Mohiuddin of Hyderabad was arrested when he was preparing to board a flight to Dubai on way to Syria via Turkey.

According to Indian intelligence agencies, around six Indians who had joined the ISIS were reportedly killed in different incidents in Iraq and Syria. (AGENCIES)

Budget session likely from Feb 23

NEW DELHI: The Budget session of Parliament is likely to begin on February 23 as the Cabinet Committee on Parliamentary Affairs headed by Home Minister Rajnath Singh meets here on February 4 to finalise the broad schedule.

The main focus of the session will be the transaction of the General and Railway budgets but the government is also keen to get passed a number of key reforms measures including the contentious GST and Real Estate Bills.

Sources said that the session is likely to begin on February 23. Usually, the budget session begins in the third week of February and concludes early May. There is a recess in between when the budgetary demands for grants are discussed in the committees.

The General Budget is expected to be presented in the Lok Sabha on Feb 29, the last day of February, as is the practice traditionally.

Meanwhile the process for the Assembly elections in West Bengal, Tamil Nadu, Kerala, Assam  and Puducherry, where the tenure of the Assemblies is set to end in May-June, will begin in the midst of the session and that could raise questions about the number of sittings.  A curtailment may be necessary to accommodate campaign by leaders during the elections.

Against the backdrop of near washout of the previous sessions,  Finance Minister Arun Jaitley today expressed the hope that Congress will “see reason” and help in passage of GST legislation, which is stuck in the Rajya Sabha during the coming session.(agencies)

BHABUA (Bihar): A college student has allegedly received a phone call from Pakistan asking him to join ISI, police said today.

Mukesh Kumar filed a written complaint with Bhabua police station of Kaimur district about receiving a call from Pakistan over his mobile phone luring him to join Pakistan’s intelligence agency – ISI yesterday, Superintendent of Police Harpreet Kaur said.

Kumar, who studies in Intermediate (Class 12th) and also works as a part time salesman in a cloth shop, said in his complaint that initially he did not respond to the call.

When the call came for the second time he responded to the caller who offered him handsome cash if he joined the ISI, Kumar said in his complaint filed soon after the call.

He told police that he had refused the offer to the caller.

The Kaimur SP said she had informed the state police headquarter at Patna about the incident for further action with Intelligence Bureau and other agencies. (AGENCIES)

LAHORE : Pakistan will soon complete its investigation into the Pathankot terror attack which had a negative impact on talks with India, Prime Minister Nawaz Sharif said today.
Talks with India were “going in the right direction” after the visit of Prime Minister Narendra Modi and External Affairs Minister Sushma Swaraj, he said but regretted that the attack disturbed the negotiation process.
Sharif vowed that Pakistan would go to any length to uncover the alleged use of its soil in the January 2 attack on the air base in Pathankot by suspected JeM terrorists.
“It is our responsibility to uncover if our soil was used in the attack. We will do this and the ongoing investigations will soon be completed,” Sharif told reporters here.
The terrorists were being defeated and in desperation, they were carrying out isolated acts to make their presence felt, he said, adding that the remaining ones will also be eliminated. (AGENCIES)

Cabinet Committee to meet soon, discuss date for Budget session

NEW DELHI: The Cabinet Committee on Parliamentary Affairs headed by Home Minister Rajnath Singh will meet on February 4 to finalise the dates for the Budget session during which the government is keen to pass the GST Bill.

The crucial Budget Session is usually held in the third and fourth week of February every year. Since the last two sessions were near washouts and government could not push its legislative agenda fully, it was contemplating an early Budget session this time to ensure the passage of key Bills like GST and Real Estate.

Parliamentary Affairs Minister M Venkaiah Naidu had earlier this month met Congress President Sonia Gandhi seeking cooperation for the early passage of the crucial GST bill and the Real Estate bill.

Naidu had also said that the government was ready for an early Budget session if the parties agree.            The Congress President is learnt to have told Naidu that she will get back to him after consultations with her party leaders.

The logjam over the GST, however, continued as the Congress later dismissed as “all optics”  Naidu’s meeting with Sonia Gandhi seeking her support. Party leaders said that there was no concrete proposal from the government side.

The Winter session had ended on December 23, leaving GST, a crucial economic reform bill pending.

In the session, the Rajya Sabha saw passage of nine bills but lost 47 hours due to disruptions caused almost every day by Congress which raised one issue after another. The GST Bill, however, could not be passed.

The Lok Sabha performed a little better as it passed 13 bills and saw discussions over various issues like price rise, flood and drought situation, despite repeated uproar created by the opposition Congress over various issues. (AGENCIES)

Five killed, 16 hurt in van-bus collision in Chhattisgarh

RAIPUR : Five persons were killed and 16 others, including women, were injured when a pick up van they were travelling in, collided with a bus in Balrampur district of Chhattisgarh, police said today.
The mishap occurred near Judaniya nullah under Kotwali police station limits last night when the victims were heading towards Budduri village from Maheshpur after attending an engagement ceremony, Station House Officer (SHO), Kotwali KK Shukla said.
As per preliminary investigation, the over speeding pick up van first hit a truck and subsequently its rear end was collided with the bus which was coming from the opposite direction, he said.
The impact of the collision was so severe that five persons travelling in the pick up van died on the spot, the officer said.
Sixteen injured people, some of them women, were immediately admitted at a nearby hospital, he said, adding that their condition was stated to be out of danger.
A police team was rushed to the spot along with medical aid, he said, adding a case has been registered in this connection and investigations are underway. (AGENCIES)

WASHINGTON: Eminent Indians, including Union Minister for Communication and IT Ravi Shankar Prasad, movie superstar Kamal Hasan, Congress leader Sashi Tharoor and film director Karan Johar, will be addressing the 13th edition of annual India conference at the prestigious Harvard University.
The theme of this year’s conference scheduled to be held on February 6 and 7 is “India in Transition: Opportunities and Challenges.”
The conference will bring together business leaders, entertainment professionals, government officials, philanthropists, and many other leaders to engage in a conversation about India’s path to global leadership, a media statement said.
Prasad would deliver a key note address during a panel discussion on changes in Indian politics in the past two years.
Other panelists, include columnist Ashutosh Varshney, Biju Janata Dal party member Jay Panda and Lok Satta Party founder Jayaprakash Narayan.

Mr Mukherjee, Mr Modi and Vice-President Hamid Ansari visited the Rajghat and offered wreath at Gandhiji’s memorial.

Kashmir highway through despite rain, Ladakh remains closed

SRINAGAR : The 300-km-long Srinagar-Jammu national highway, connecting the Kashmir valley with the rest of the country was through for traffic with some restrictions despite rain.
However, the national highway, linking the Ladakh region with the Kashmir valley and historic Mughal and Synthan-Kishtwar roads remained closed since December last year due to accumulation of snow and slippery road conditions.
A traffic police official said that Kashmir highway was through and vehicles were plying from both ways though some restrictions have been imposed to avoid any traffic jam or accident.
He said all Kashmir bound passenger vehicles from Jammu will be allowed to move only between 0600 hrs to 1300 hrs while heavy vehicles, including those carrying essentials, will be permitted only between 0630 hrs to 1130 hrs.
However, the movement of oil tankers shall be allowed upto 1300 hrs, he said adding no Srinagar bound passenger vehicle and oil tanker will be permitted to cross Udhampur (Jekhani Chowk) after 1430 hrs and no heavy vehicle will be permitted after 1330 hrs.
Similarly, Jammu bound light motor vehicles shall be permitted to move towards Jammu from Qazigund only between 0830 hrs to 1600 hrs while heavy vehicles shall be permitted only between 0900 hrs to 1400 hrs.
He said the national highway connecting Ladakh with Kashmir remained closed since December last year due to snow and slippery road conditions.
However, the Drass-Kargil-Leh portion of the highway was through for traffic.
There is several feet of snow accumulated at Zojila pass, Sonmarg, Meenmarg and India gate following which traffic remained suspended on Kargil-Srinagar portion of the highway.
However, the central government has already approved construction of a tunnel at Zojila to make Srinagar-Leh highway all weather road.
The historic Mughal road, connecting Shopian in south Kashmir with Rajouri and Poonch in Jammu region also remained closed due to accumulation of heavy snow.
The 86-km-long Bandipora-Gurez road and Synthan-Kishtwar road also remained closed since December last year due to snow. (AGENCIES)

WASHINGTON : About 24,000 ‘madrassas’ in Pakistan are funded by Saudi Arabia which has unleashed a “tsunami of money” to “export intolerance”, a top American senator has said adding that the US needs to end its effective acquiescence to the Saudi sponsorship of radical Islamism.
Senator Chris Murphy said Pakistan is the best example of where money coming from Saudi Arabia is funnelled to religious schools that nurture hatred and terrorism.
“In 1956, there were 244 madrassas in Pakistan. Today, there are 24,000. These schools are multiplying all over the globe. These schools, by and large, don’t teach violence. They aren’t the minor leagues for al-Qaeda or ISIS. But they do teach a version of Islam that leads very nicely into an anti-Shia, anti-Western militancy.
“Those 24,000 religious schools in Pakistan – thousands of them are funded with money that originates in Saudi Arabia,” Murphy said in an address yesterday to the Council on Foreign Relations, a top American think-tank.
According to some estimates, since the 1960s, the Saudis have funnelled over USD 100 billion into funding schools and mosques all over the world with the mission of spreading puritanical Wahhabi Islam.
As a point of comparison, researchers estimate that the former Soviet Union spent about USD 7 billion exporting its communist ideology from 1920-1991.
“Less-well-funded governments and other strains of Islam can hardly keep up with the tsunami of money behind this export of intolerance,” Murphy said.
“The uncomfortable truth is for all the positive aspects of our alliance with Saudi Arabia, there is another side to Saudi Arabia that we can no longer afford to ignore as our fight against Islamic extremism becomes more focused and more complicated,” he said. (AGENCIES)

NEW DELHI:  Promising reforms that will transform lives, Prime Minister Narendra Modi today said the Government will not eliminate all subsidies but will rationalise and target them to the needy.

He said unnecessary controls and distortions will be eliminated and promised efficiency in allocation of resources as well as creation of opportunities for citizens to progress.

“I am not arguing that all subsidies are good. My point is that there cannot be any ideological position on such matters. We have to be pragmatic. We have to eliminate bad subsidies, whether or not they are called subsidies.

“But some subsidies may be necessary to protect the poor and the needy and give them a fair chance to succeed. Hence my aim is not to eliminate subsidies but to rationalise and target them,” he said addressing the Economic Times Global Business Summit here.

He also took a dig at economists and corporates saying any dole for industries is called incentive or subvention while for farmer it is derogatorily called subsidy. (AGENCIES)

Avalanche warning issued for Jammu and Kashmir

NEW DELHI: An avalanche warning for Jammu and Kashmir has been issued by the Centre and people in several districts of the State have been asked not to venture out tonight and tomorrow.

The avalanche warning has been issued for 24 hours beginning 1700 hours of January 29 to 1700 hours of January 30, a Home Ministry spokesperson said.

Medium danger avalanche warning exists for Chokibal- Tangdhar, Keran sector, Gurez sector, Naugam-Kaiyan and Machhal sector.

The avalanche warning has also been issued for Kupwara, Baramulla and Bandipur districts and Dras sector in Ladakh district.

People have been advised not to venture out in avalanche- prone areas during the period. (AGENCIES)

NGT notice to Defence Min on firing range in J&K

NEW DELHI: The National Green Tribunal today sought the response from the Centre, Jammu and Kashmir Government and others on an environment activist’s plea seeking removal of unexploded and used shells from a firing range in the State and restore the area.

A bench headed by NGT Chairperson Justice Swatanter Kumar issued notices to the Defence Ministry, J&K Government and its forest department while seeking their reply by March 1.

The Tribunal was hearing a plea filed by environment activist and J&K resident, Dr Raja Muzaffar Bhat, who sought directions to clear the Tosa Maidan meadow in Budgam district from the unexploded and used shells and restore the area.

The plea has stated that the State Government had given Tosa Maidan on lease to Army for a firing range in 1964 for a period of 50 years, which expired in April, 2014.

Bhat submitted that several “exploded and unexploded” shells are lying in this area and the Ministry has not removed the waste after the lease got over, which posed a looming threat to life and was causing water pollution. (AGENCIES)

Rain ends dry spell across Jammu region, brings respite from cold

JAMMU: Rains today ended the long dry spell and brought respite from cold weather conditions across Jammu region.

The dry spell this morning came to an end when rains lashed the Jammu region thus improving the harsh weather conditions besides bringing smiles to the farmers.

“The long awaited rains finally hit the region today and it will further improve the weather,” an official of MeT section here said. He said rains would remain till January 31 while avalanche may also hit in the mountainous belts.

“Alert has already been sounded in the hilly region advising people to remain vigil,” he added.

The official said fresh snowfall was also predicted in next 24 hours, adding, “due to no rains and dry weather, there were severe cold, which also recorded minimum temperature 0.5 degree Celsius ever since 1945.”

He however, said cold conditions would prevail but temperature would improve in the coming days. Meanwhile farmers cheered the end of dry spell as rain water will be utilised for the standing crops and vegetables. (AGENCIES)

NEW DELHI: CBI’s investigation in an alleged corruption case involving Chief Minister Arvind Kejriwal’s principal secretary Rajendra Kumar has come under the scanner of a special court which said the agency has “utterly failed” to comply with the mandatory CrPC provision in its probe.

The court also said that it was not informed by the agency about the freezing of bank accounts of a company and CBI had admitted it after one month in its reply filed on a plea by the firm, M/s Laxmi Enterprises, seeking de­freezing of three bank accounts.

Proprietor of M/s Laxmi Enterprises, Dinesh Kumar Gupta, is also the Director of M/s Endeavour System Pvt Ltd (ESPL), a firm which is under probe by CBI in the graft case allegedly involving Kumar.

Special CBI Judge Ajay Kumar Jain also observed that till date, the agency is unable to show even prima facie that the frozen bank accounts of the firm have any direct links with the commission of alleged crime.

“Furthermore, there appears to be no compliance of section 102(3) CrPC by CBI in present case. As per the mandate of this section, every police officer acting under sub section (3) shall forthwith report the seizure or attachment of accounts to the magistrate having jurisdiction,” the judge noted.

“From the record, it is clear that after freezing the account on December 18, 2015, CBI has not informed this court … CBI first time admitted freezing of the bank account of the applicant firm in its reply dated January 18, 2016 to this application,” the court said in its order.(agencies)

Afghan national arrested at Pathankot Cantt railway station

PATHANKOT: A 25-year-old Afghan national has been arrested and booked for staying in India without proper visa and passport, police said today.

The accused, identified as Najok Mir, son of Wali Mohammad, from Badakhshan Province in Afghanistan, has also been booked for travelling without a ticket and misbehaving with a government servant, they said.

An Apple laptop, two mobile phones without sim cards, two pen drives, a dongle and two diaries have also been recovered from his possession, police said.

He was arrested by Railway Protection Force yesterday for travelling without a ticket and misbehaving with the ticket checker after he got off from a train coming from Jammu at Pathankot Cantt railway station here, police said.

During preliminary investigation, it came to light that the accused had been staying in India without a proper visa and passport, they said.

Initially, the accused gave investigators a wrong name. “He told us that he has lost his visa and passport but he had not lodged any complaint in this regard,” a police official said.

The Afghan national had come to India on a tourist visa in 2013. He had stayed in Bijnor in Uttar Pradesh in a mosque and had acted being a deaf and dumb as he did not know the local language, police said.

Then he moved to Bangalore and thereafter, went to Jammu and Kashmir, police said, adding he had also stayed in Delhi where he worked as a labourer.

“The accused understands Hindi and can converse in this language as well,” the police official said.

He was presented before a local court which sent him in police remand till February 4, the official said. (AGENCIES)

First meet to process 7th pay panel recommendations on Feb 2

NEW DELHI: Nodal officers of different ministries and departments will hold first meeting on February 2 to formulate action points for processing 7th Pay Commission recommendations that have bearing on remuneration of about 1 crore central government employees and pensioners.

An Empowered Committee of Secretaries, headed by Cabinet Secretary P K Sinha, has been set up to process the panel’s recommendations that would put an additional burden of Rs 1.02 lakh crore on the exchequer.

An Implementation Cell has been created in the Finance Ministry which will work as the Secretariat of the Committee.

Joint Secretary (Implementation Cell) would take the meeting of all the Nodal Officers of ministries/departments on February 2 to discuss the relevant issues in connection with the processing of the recommendations, a Finance Ministry office memorandum said.

The meeting is aimed at strengthening the points of action pertaining to all the ministries/departments in general and also with regard to specific issues with a view to “enabling an effective, holistic and quicker processing” of the recommendations.

In November 2015, the Finance Ministry had asked concerned Ministries and Departments to nominate a nodal officer at the level of a Joint Secretary to interact with the Implementation Cell.

The recommendations when implemented would have a bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.

Subject to acceptance by the government, the recommendations will take effect from January 1, 2016. (AGENCIES)

Chilly conditions intensifiy in Kashmir as upper reaches receive fresh snowfall

SRINAGAR:   The world famous ski resort of Gulmarg and other upper reaches in the Kashmir valley received fresh snowfall resulting in drop in the maximum temperature though night witnessed considerable improvement and the minimum temperature was above normal.

Though sun made brief appearance today but bone-chilling icy cold winds also continued, forcing people to  wear woolen clothes, a day before the 40-day-long Chilai-e-Kalan (CeK), harshest period of winter ends.

A Met department spokesperson said widespread rain or snow could occur today and tomorrow in the Kashmir and Jammu region while there is possibility of scattered rain or snow in Ladakh region during the period.

About half-a-feet of fresh snow had accumulated on the ski slopes, already under several feet of white powder, an official of tourism department told UNI over phone from Gulmarg. Tourists, skiers and other adventure lovers have been out on the slopes since this morning, he said.

However, he said in the upper heights, including Khilanmarg, Kongdori and Affarwat, the highest skiing point connected through Cable Car, received moderate to heavy snowfall, much to the delight of those associated with tourism industry, who otherwise were worried due to almost dry or very less snowfall during the months of December and January.

Against yesterday’s minus 6 degree temperature, the minimum temperature at Gulmarg was minus 3.2 degree, four notches above normal. Though the maximum temperature yesterday was a notch above normal but today it has witnessed a drop.(agencies)

Hingis and Mirza win Australian Open doubles title

MELBOURNE: World number one doubles pairing Martina Hingis and Sania Mirza clinched their first Australian Open doubles title together with a 7-6(1) 6-3 victory over Czech pair Andrea Hlavackova and Lucie Hradecka today.

It was the 12th grand slam women’s doubles title for Hingis while the third for India’s Mirza, all of which have come with the Swiss in the last year. The pair, who have now won 36 successive doubles matches, are also the reigning Wimbledon and US Open champions.

“Thanks to my partner, we have had an incredible year,” Mirza said in a courtside interview. “We keep going and it’s great to have all these records with you.” Both pairs were broken four times each in the first set before Mirza sealed it in the tiebreak after 62 minutes when Hradecka sent a forehand service return long over the baseline.

Hingis, who was knocked out by Mirza and Croatia’s Ivan Dodig in the mixed doubles quarter-finals, took a medical time out at the end of the first set to have treatment to her right shoulder, but did not appear troubled.

Hradecka dropped serve in the first and fifth games of the second set, to give the top seeds a 4-1 lead, and while Mirza lost her next service game they never looked like relinquishing control with Hingis dominant at the net.

The Swiss was then broken while serving for the title, though they sealed it on their fourth championship point when Hradecka’s running forehand sailed over the baseline, the third time she was broken in the set. “You have won two grand slam doubles so you were very tough,” Hingis said of the Czech pair. “I know everyone will say break, break, break but you guys have the best returns in doubles.”  (AGENCIES)

SC stays criminal proceedings against M S Dhoni

NEW DELHI :  The Supreme Court today stayed the criminal proceedings pending before an Andhra Pradesh court against ODI captain Mahendra Singh Dhoni in a case lodged against him for allegedly portraying himself as Lord Vishnu in an advertisement.
A bench headed by Justice Dipak Misra also issued notice to respondent Yerraguntla Shyam Sundar on the petition of the cricketer in which he has also sought transfer of the criminal case from a court in Anantapur, Andhra Pradesh to Bengaluru in Karnataka.
The bench has sought responses from Shyam Sundar, who had filed the complaint against Dhoni in a magisterial court, and state police on Dhoni’s petition within eight weeks and stayed the criminal proceedings in the case.
Earlier, the Supreme Court had stayed criminal proceedings against the cricketer in a similar case against him in a Bengaluru court and had also stayed the operation of Karnataka HC order which had refused to stall proceedings against him.
The apex court had also issued notice to social activist Jayakumar Hiremath, who had lodged a complaint against Dhoni in a Bengaluru trial court, on the cricketer’s Special Leave Petition challenging Karnataka HC order.
The complaint filed by Hiremath had alleged that Dhoni was seen on the cover of a business magazine as Lord Vishnu, holding several things, including a shoe in his hands.
A case was registered against Dhoni under section 295 (injuring or defiling place of worship with intent to insult the religion of any class) along with 34 (common intention) of the IPC. (AGENCIES)
