9 youth injured by pellets in fresh clashes in north Kashmir

SRINAGAR: Nine more youth were injured, when security forces fired pellets to disperse demonstrators in north Kashmir district of Kupwara this evening.

Meanwhile, several persons were injured in other similar incidents in different parts of the valley.

Shouting ‘anti-Government’ and ‘pro-freedom’ slogans, scores of people, mostly youth, took to streets in Regipora of Kupwara.

However, security forces deployed in the area to enforce restriction on assembly of people in Kupwara, swung into action and burst teargas shells to disperse the protestors, who were pelting stones.

Security forces also used pellet guns, in which nine youth were injured. All the injured were taken to sub-district hospital, Kupwara. Earlier, at Imam Sahib Shopian two persons were injured, when security forced opened fire at the agitators.

Protestors, mostly youth, hit the streets at main town in Shopian and raised ‘anti-Government’ and ‘pro-freedom’ slogans. But, security forces deployed in the area swung into action and burst teargas shells to disperse the protestors, who were pelting stones.

Security forces later opened fire at the agitators, resulting in injuries to two persons. Both the injured were hospitalised. (AGENCIES)

Pak flags waved, pro-militants slogans raised at rally

SRINAGAR: Pakistani flags were waved and pro-militant slogans raised at a rally organised today by the separatists in Pulwama district to pay tributes to the militants and civilians killed recently in Kashmir valley.

Thousands of persons had assembled at Kareemabad graveyard in Pulwama district, 32 km from here, on a call given jointly by hardline Hurriyat Conference leader Syed Ali Shah Geelani, moderate faction head Mirwaiz Umar Farooq and JKLF chairman Mohammad Yasin Malik.

Dozens of Pakistani flags were being waved at the rally as people raised slogans eulogising militants like Pakistan-based Hizbul Mujahideen supremo Syed Salahuddin and Lashkar-e-Toiba’s Kashmir chief Abu Dujana.

Videos of the rally, posted on social media, have gone viral showing people chanting pro-freedom slogans.

Unconfirmed reports said some militants were present at the rally but police officials said they have not come across any evidence to support these claims.

“We are looking into the matter,” an official said. (AGENCIES)

Two soldiers killed in mine blast near LoC in Kargil

SRINAGAR: Two soldiers were killed in a mine blast near the Line of Control (LoC) in Kargil sector at Ladakh region, a Defence ministry Spokesman said here this evening.

He said during patrolling near LoC in Kargil sector a mine went off, resulting in death of Subedar Basappa Patil and Sepoy Hasansab Khudavand on July 29.

In a solemn Wreath Laying Ceremony held at Leh today, the two brave hearts were honoured by all ranks of 14 Corps. Their mortal remains are being flown to their native places, where they will be accorded military funeral, with full ceremonial honours.

Subedar Basappa Patil hails from village Khanajaon, Tehsil Gokak, District – Belgam, Karnataka and is survived by wife Shakunthala, daughter Keerthy and son Prakash. Sepoy Hasansab hails from village  Saidapur, Tehsil Navalagund, District Dharwad, Karnataka and is survived by mother Zeenatbee Khudavand, father Imamsab Khudavand, younger sister Paravenvanu Khudavand and younger brother Mabusab Khudavand. 7 militants killed in Pakistan, major terror attack bid foiled

LAHORE: A major terror attack bid was foiled today in Pakistan as security forces killed seven militants who were plotting to attack key Government installations in the country’s Punjab province.

According to the Counter-Terrorism Department (CTD) of Punjab Police, it had received information that around 10 to 12 militants were planning to attack sensitive installations and buildings of law enforcement agencies here.

“A CTD team along with police commandos raided a house in Chak Char Rasala Sheikhupura district some 50 km from Lahore in early hours today. The team asked them to surrender,” the CTD said.

“But instead they opened fire on the raiding team which returned the fire, killing seven militants on the spot. The remaining three managed to flee,” it said. (AGENCIES)

SRINAGAR: Normal life remained paralysed in Kashmir for the 23rd consecutive day today due to separatist- sponsored strike as also curfew and restrictions in parts of the Valley where the unrest death toll rose to 49 with one more youth succumbing to injuries sustained a week back.

17-year-old Ishfaq Ahmad Dar, who was injured during protests in Sopore town of Baramulla district on July 23, succumbed at SKIMS Hospital Soura this morning.

“According to SP Sopore the said boy had fallen from a tree on July 23,” a police spokesman said.

He said an FIR with regard to spreading of rumours has also been lodged in Police Station Sopore.

Meanwhile, curfew remained in force in five police station areas of capital Srinagar, Anantnag town, Pulwama town, parts of Baramulla town and Shopian town.

Restriction on assembly of four or more people also continued in entire Kashmir which has been witnessing unrest ever since the killing of Hizbul Mujahideen commander Burhan Wani on July 8.

“Curfew is in place in five police station areas of Srinagar city — Nowhatta, Khanyar, Batamaloo, Safakadal and Maharajgunj,” a police official said. (AGENCIES)

No let up in Assam, Bihar floods; house collapse kills 9 in Maha

NEW DELHI: The flood situation in Assam and Bihar remained grim today even as a rain-triggered building collapse in Maharashtra’s Bhiwandi claimed at least nine lives while the death toll in lightning strikes in Odisha went up to 32 with three more casualties.

In Bihar, where the flood toll stood at 26, an estimated 27.50 lakh people have been affected in 12 districts, though no fresh casualty was reported.

Rivers including Ghaghra, Bagmati, Koshi and Mahananda are flowing above the danger mark at several places. The floods have also damaged crops in 3.39 lakh hectares of land.

Till yesterday evening, floods in Assam had claimed 29 lives, and affected nearly 37 lakh people in 3,300 villages in 28 districts of the State.

On the flood situation, Prime Minister Narendra Modi on his monthly ‘Mann ki Baat’ programme said the state Governments and the Centre are working closely, making all efforts to help the affected people.

In Bhiwandi, nine persons were killed when a building collapsed due to heavy rains while incessant downpour in Mumbai, Thane and Palghar hit normal life.

The weather department has predicted very heavy rainfall in Mumbai and its suburbs. (AGENCIES)

Centre relaxes norms for foreign tourists visiting Ladakh

SRINAGAR: The Centre has decided to relax the requirement of a Protected Area Permit for foreigners visiting various parts of Ladakh including the Nubra valley, Jammu and Kashmir Government said today.

“At the intervention of Chief Minister Mehbooba Mufti, Union Ministry of Home Affairs has decided to relax the Protected Area Permit for foreigners visiting various parts of Ladakh and as a consequence foreign tourists will be now able to visit various parts of Nubra Valley,” an official spokesperson said.

He said notification has been issued by the MHA in this regard.

Expressing satisfaction over the development, the Chief Minister emphasised the resolve of her Government to boost tourism infrastructure in the state and open up new areas in Kashmir as well as Jammu province for tourists. (AGENCIES)

Over 10,000 appear for CET in Kashmir Valley

SRINAGAR: More than 10,000 candidates today appeared in the pre-medical and pre-engineering Common Entrance Test in Kashmir Valley, which has been reeling under strike and protests in which 49 people have been killed.

Out of the 11,881 candidates, 10,803 appeared in the test conducted by the Board of Professional Entrance Examination (BOPEE) at various centers in the Valley, said an official.

The BOPEE official said 16,315 aspirants out of the total of 17,937 appeared in the CET across the State.

There were 25 centres, including 17 in Srinagar, he said.

Eight centres were in Jammu, where 5,512 candidates appeared out of a total of 6,056, he said.

Chief Minister Mehbooba Mufti visited a few of the centres in Srinagar and expressed satisfaction over the arrangements. (AGENCIES)

Kashmir violence: one more youth succumbs, toll reaches 53

SRINAGAR: With the death of one more youth, allegedly beaten by security forces, the death toll in the Kashmir violence since July 9 has reached 53.

Official sources said that a youth Ishfaq Ahmad Dar, who was critically wounded after beaten up by security forces on July 23 at Sopore, died in the S K Institute of Medical Sciences (SKIMS), this morning.

However, a police spokesperson in a statement here this afternoon said Dar was injured after he fell from a tree. However, massive protests erupted when the news about the death of Ishfaq reached his home town.

Demanding immediate arrest of security forces, the demonstrators alleged that Ishaq was critically wounded when he was hit by security forces with lathis and riffle butts.(Agencies)

NRIs/PIOs can now send funds online for flagship schemes

NEW DELHI: NRIs and Persons of Indian Origion (PIOs) will now be able to make monetary contributions online for government’s flagship programmes ‘Swachch Bharat’ and Clean Ganga among other social sector projects, External Affairs Minister Sushma Swaraj announced here today.
Swaraj said this while chairing a meeting of the India Development Foundation of Overseas Indians (IDF-OI), a not-for-profit trust established by government of India with an aim to supplement country’s social development efforts.
“Facilitating diaspora’s desire to give back to India. EAM chairs 6th Board Meeting of IDF-OI in Delhi @GivingtoIndia,” External Affairs Ministry Spokesperson Vikas Swarup said.
The minister also unveiled IDF-OI’s Online Payment Gateway at the Meeting. “Glad to inform that NRIs/PIOs will now be able to make contributions online to IDF-OI, by using their credit/debit cards,” Swaraj was quoted as saying.
During the meet, the Board Members discussed ways to enhance diaspora engagement with India’s social sector.
IDF-OI is presently promoting Government of India’s flagship programmes- Swachh Bharat and National Mission for Clean Ganga.
IDF-OI, which leads overseas Indian philanthropy into India, is also partnering with the state governments to select projects identified by the states and seek overseas Indians’ engagement with these projects. (AGENCIES)

Centre exempts spouse, children of babus from declaring assets under Lokpal

NEW DELHI: Central government employees and executives of NGOs have been exempted from filing details of assets and liabilities of their spouses and dependent children under the newly amended Lokpal Act.
As per the Lokpal and Lokayuktas Act, 2013, all public servants were required to file details of their assets and liabilities, besides those of their spouses and dependent children every year.
Parliament had on Thursday passed a bill to amend the Lokpal Act.
“The new law mandates that every public servant shall make a declaration of his assets and liabilities. The clauses in the Lokpal Act regarding submission of such details of their spouse and dependent children have been done away with,” a senior official in Department of Personnel and Training (DoPT) said.
The clause related to making public such declarations have also been removed in the new legislation, he said.
“The amendment to Lokpal Act passed by both houses of Parliament does not give much relief to government and foreign-funded NGOs except for extension of the deadline for submission and doing away with the requirement for declaring assets and liabilities of their spouses and dependent children.
“Overall they amount to rolling back those portions of the Lokpal law that make government servants directly accountable and transparent to the people, especially if they acquire assets disproportionate to their known sources of income,” said Venkatesh Nayak, who works with NGO– Commonwealth Human Rights Initiative.
He said with the latest changes, people have lost their right to know the financial profile of government servants that the Lokpal Act provided for in its original form.
The last date for public servants to file assets details is December 31, as per a DoPT order. This is the sixth time that the government has extended the date for about 50 lakh government employees to file the details of assets and liabilities whereas for Non-Government Organisations (NGOs) and their executives, this is the first such extension. The existing deadline was to end today.
The declarations under the Lokpal law are in addition to those filed by the employees under various service rules.
As per rules, every public servant shall file declaration, information and annual returns pertaining to his assets and liabilities as on March 31 every year on or before July 31 of that year.
The DoPT had last month issued an order bringing NGOs receiving more than Rs one crore in government grants and donations above Rs 10 lakh from abroad under the ambit of the Lokpal. The order made it mandatory for such organisations and their executives– director, manager, secretary or any other officer– to file returns of their assets and liabilities. (AGENCIES)

SRINAGAR: Army today paid rich tributes to two soldiers who were martyred in an encounter which ensued when troops foiled an infiltration bid from across the border in Nowgam sector in the frontier Kashmir district of Kupwara.
Two militants were also killed in the gunfight yesterday. Defence Ministry spokesperson Colonel N N Joshi here said Army paid befitting tributes to Sep Babaloo Singh and Sep Vishal Chaudhary in a solemn wreath laying ceremony at Badami Bagh Cantonment in Srinagar.
He said Lt Gen Satish Dua, Chinar Corps Commander and all ranks paid homage to the national heroes on behalf of a proud nation.
“They were both cross country runners par excellence – and knew exactly what to do with those who attempted to cross into their country treacherously.
Highly motivated, skilled marksmen, Sep Singh and Sep Chaudhary were part of the Army’s Quick Reaction Team that had intercepted and eliminated two infiltrating militants in Nowgam Sector yesterday, he said.
Col Joshi said unfortunately they were both grievously injured in the ensuing fire fight and later succumbed to their injuries.
“29-year-old Sep Singh, had joined the Army at a tender age of 18 years and in these 11 years of his service, had earned a reputation amongst his comrades of being a daredevil having been part of a number of operations against militants in his parent unit as also during his previous tenure with the Rashtriya Rifles,” the Defence spokesperson asserted.
“He was a keen sportsman too and was part of his units wrestling team. The departed soldier, hailing from Mathura, UP is survived by his wife Ravita Devi and two children, 6-year-old son and 5-year-old daughter,” he said.
Col Joshi said Sep Chaudhary, 30 years, too had joined the Army young in 2004 and was again an experienced soldier in Counter Militant Operations having served in an RR unit earlier.
“An ace shooter, he had been part of his unit’s firing team. The martyr belonged to Bulandshaher, UP and is survived by his wife Madhu Singh and triplets that they were blessed with in 2010 – two daughters and a son,” Col Joshi said.
He said the mortal remains of the martyrs will be flown for last rites to their native places where they will be laid to rest with full military honours. (AGENCIES)

NEW DELHI: Congress today attacked Defence Minister Manohar Parrikar over his jibe against actor Aamir Khan, accusing BJP and RSS of “concerted conspiracy” to hound Dalits, minorities, writers, actors and whoever dissents against the Narendra Modi government.
“Shameful that @manoharparrikar threatens ‘teaching a lesson’ to ‘actors’, instead of training his guns elsewhere,” Congress spokesperson Randeep S Surjewala said.
He said it was a “shocking revelation” by Parrikar and showed that BJP and RSS supporters actively disrupted and sabotaged an online trading company on Aamir Khan issue.
“Scandalous,” he tweeted questioning whether Parrikar’s job is to protect India from external aggressors like Pakistan or threaten fellow countrymen.
“@manoharparrikar’s statement proves a concerted conspiracy to curb all dissent, hound Dalits & Minorities. Can this be the ‘Raj Dharma’?,” he tweeted.
Later in a statement to the media, he alleged that Parrikar has “unknowingly” exposed the conspiracy through which BJP people targeted the online company, booked orders and cancelled in pursuance of a conspiracy to ensure that Aamir Khan was removed as its brand ambassador.
He said the incident “now established that there is a concerted conspiracy against poor, the dalits, the minorities, artists, actors and anybody who dissents against Modi government”.
Parrikar had reportedly yesterday said anyone speaking against the country must be “taught a lesson” and had referred to alleged anti-national sloganeering at JNU earlier this year and remarks by an “actor” who “had said that his wife wants to live out of India”.
Khan had late last year spoken about a “sense of insecurity” resulting from increasing intolerance in the country, and mentioned his wife Kiran Rao’s apprehensions about the future of their child in India.

Lok Sabha to take up Debt Recovery Bill tomorrow

NEW DELHI: The government is scheduled to move in the Lok Sabha tomorrow an amended bill to strengthen the debt recovery laws with an objective to improve the ease of doing business in the country.
Introduced in the Lok Sabha in May, the bill seeks to amend four legislations — Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest (Sarfaesi) Act, 2002, the Recovery of Debts due to Banks and Financial Institutions Act, 1993, the Indian Stamp Act, 1899 and the Depositories Act, 1996.
Following the introduction, the Enforcement of Security Interest and Recovery of Debts Laws and Miscellaneous Provisions Bill, 2016 was referred to a Parliamentary Joint Committee.
As per the Lok Sabha schedule of legislative business for tomorrow, the Enforcement of Security Interest and Recovery of Debts Laws and Miscellaneous Provisions (Amendment) Bill, 2016, as Reported by Joint Committee is listed for consideration and passing.
The government has come up with this legislation at a time when there is mounting concerns over loan recovery in view of stressed assets to the tune of over Rs 8 lakh crore in the banking system.
The legislation proposes to give the RBI powers to regulate asset reconstruction companies, prioritise secured creditors in repayment of debts and provide stamp duty exemption on loans assigned by banks and financial institutions to asset reconstruction firms.
Around 70,000 cases involving more than Rs 5 lakh crore are pending in Debt Recovery Tribunals (DRT) and the proposed amendments would facilitate expeditious disposal of recovery applications. (AGENCIES)

28 killed as floods hit van carrying wedding party in Pak

PESHAWAR: At least 28 people, including 18 children, were killed when a vehicle carrying a marriage party was swept away by flash floods in northwest Pakistan, officials said today.
The incident took place yesterday when the ill-fated vehicle was caught in flooding in Tabai area while travelling from Bara to Bazaar Zakha Khel in Khyber Pakhtunkhwa province.
The dead include 18 children, eight women and two men. The injured are all men, said Subedar Hikmat Khan Afridi, Line Officer Landi Kotal Khyber Agency.
Rescue teams have retrieved the bodies and shifted them to a hospital in Landi Kotal, an official said.
Flash floods triggered by torrential rains have badly affected Pakistan’s Khyber Pakhtunkhwa province in recent years.
According to National Disaster Management Authority (NDMA), about 55 people have been killed and 35 others injured due to heavy rains in different parts of the country.
Annual spring and monsoon rains claim many lives each year in Pakistan, especially in rural areas where poorly built homes are susceptible to collapse.
Over 120 people were killed in rains and landslides killed in Khyber Pakhtunkhwa, Gilgit-Baltistan region in April.
Over 80 people were killed and almost 300,000 affected due to heavy rains last summer in Pakistan.
Nearly 2,000 people were killed and millions others badly affected in the worst flooding in 2010 that covered almost a fifth of the country’s total land mass. (AGENCIES)

Govt withdraws tender for procuring mid-air refuellers

NEW DELHI :  The government has withdrawn the nearly USD 2 billion tender for procuring six mid-air refuellers for the Indian Air Force over high life-cycle cost, for which it was in talks with European defence and aerospace major Airbus.
It may go in for a government-to-government deal to procure the aircraft.
Defence sources said the Ministry, in a letter to Airbus late last month, had informed it of the decision to withdraw the tender.
“The main reason for the cancellation of the tender is very high life-cycle cost which was not calculated properly in the beginning,” a top defence source said, adding that the Finance Department also raised some concerns.
This is the second time in a decade that the tender for the much-needed refuellers, primarily to be used for the SU-30 fighter jet to enhance its operational capabilities, has been cancelled.
An earlier tender for procuring these aircraft was scrapped in 2010 after the Finance Ministry expressed reservations on the procedure.
Documents related to the proposal to buy mid-air refuellers were found in the custody of defence consultant Sanjay Bhandari during income tax raids on his premises recently.
The deal had been stuck for long because of the cost factor and multiple complaints, besides a CBI probe into a separate deal with the firm inked by the Civil Aviation Ministry during the UPA era.
Airbus’s A-330 MRTT had emerged as the lowest bidder in the IAF contract for procuring these tanker aircraft.
So far, the Indian Air Force has only been equipped with Russian-origin IL-78 mid-air refuellers.
The selection of Airbus followed a lengthy selection process, including completion of extensive flying demonstration during which the aircraft refuelled multiple types of IAF fighters and operated at high altitudes.
The six aircraft would have added to the existing fleet of equal number of IL-78s operated by the IAF from Agra. The plan was to station the new aircraft in the eastern sector.
Talking about what Airbus had described as “stagnated” deal for buying six refuelers, Venkat Katkuri, President of Airbus Defence and Space Division, India, had said in March that they were awaiting “guidance” from the Defence Ministry about the next step to be taken. (AGENCIES)

Trafficking: New draft proposes national body for rescue,rehab

NEW DELHI  A pan-India communication network which will include hotlines for preventing trafficking and a national-level body that will coordinate interstate and transborder rescue activities and rehabilitation of victims are some of the new proposals in the revised Draft Trafficking Bill prepared by Women and Child Development Ministry.
The national-level agency will be called The National Bureau on Trafficking in Persons (NABTIP) and be headed by a “person of eminence and expertise in dealing with interstate crimes of trafficking in persons and has vast experience in law enforcement”, according to the copy of revised draft accessed.
NABTIP will have an independent investigative division called National Investigation Agency on Trafficking in Persons (NIATIP) with a team of investigators at the national level. This team will be headed by an officer serving in the rank of Additional Director General of Police either in a state or at the Centre.
Its function, however, will not clash with the roles of Anti-Human Trafficking Units (AHTU) already in place and nodal officers, both of whom will be responsible for investigating cases of trafficking.
According to the draft, “NIATIP will essentially be a referral agency, which will take up investigation of such crimes referred to it. NIATIP will be called upon to undertake only selected crimes of trans-border ramifications or wherever there is linkage of trafficking with three or more states. NIATIP can suo motu take over crimes having international ramifications.”
The investigating agency will also maintain a national database on trafficking, traffickers and conspirators.
It has also been proposed that a national level communication channel, including hotlines, need to be developed.
NABTIP will also have an advisory body headed by the Secretary, Women and Child Development Department, and representatives not below the level of Joint Secretary from Ministries of Home Affairs, Labour, Social Justice and Empowerment, Health, Information Technology and External Affairs.
The new draft has been prepared after the ministry received innumerable complaints about the shortcomings of its original draft bill on trafficking released in May. Some of those have now been rectified.
The title of the proposed legislation has been changed to India Trafficking in Person (Prevention) Act 2016 instead of Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill.
The new name has been derived from the existing law called Immoral Trafficking (Prevention) Act, 1956. This follows objections raised by NGOs which said the draft did not clearly mention whether it was a proposal for a new law or an amendment of the existing one.
There is now a proper definition of trafficking which was earlier missing. The definition derives from Section 370 of Indian Penal Code.
It states, “A person is said to commit trafficking in person if he (a) recruits,(b) transports, (c) harbours, (d) transfers,(e) receives,(f) restrains,(g) buys, (h) sells, or (i) trades a person or persons or causes or abets any of these acts, or participates in the same in any manner whatsoever for the purpose of exploitation.”
It also keeps the role of AHTU intact instead of creating a parallel system under an all new District Anti-Trafficking Committee as mentioned in the draft made public in May.
Changes have also been made to state that rehabilitation will take place under the Juvenile Justice Act, which has robust mechanisms for providing shelter to victims rescued. The reference to JJ Act, 2015 was missing earlier.
There are also several new propositions. The proposed legislation now has an additional criteria of “aggravated trafficking” with stricter punishment for offences under 17 different categories including trafficking of children, transgenders, exposing the victim to HIV/AIDS or where the offence results in pregnancy.
Under Section 36 there is a proposal for compensation for victims. There are also rules for protection of witnesses and victims.
This amended draft will be taken up for a fresh round of consultations next month. These consultations with stakeholders will be held in four different states. The first of these will take place on August 2 in New Delhi. (AGENCIES)

NEW DELHI: Senior IRS officer Rani Singh Nair is set to be appointed as the new CBDT Chairperson with incumbent Atulesh Jindal retiring today.
Nair, a 1979-batch Indian Revenue Service officer of the Income Tax cadre, is presently working as Member (Legislation and Computerisation) in the Central Board of Direct Taxes, the policy-making body of the I-T department.
Officials said the government has issued orders for her to take over as the “acting” chief of CBDT from Jindal and fresh orders by the Prime Minister headed Appointments Committee of Cabinet are expected soon to be out soon for her to take charge in a full capacity.
Jindal took over as CBDT chief in February this year.
Once appointed, Nair will be in office till October 31 during which she will be looking to achieve maximum success under the ambitious one-time domestic black money disclosure scheme being run by the government also called the Income Declaration Scheme (IDS).
It will close on September 30.
Nair has been instrumental in framing the procedures and protocols that led to the roll out of the IDS on June 1 this year that aims to fish out black funds from the domestic arena.
CBDT has six members apart from the Chairperson and is responsible for framing policy and administrative issues related to direct taxes and the Income Tax department. (AGENCIES)

KINGSTON (Jamaica): Dismissed for a paltry 196 in their first innings, West Indies batsman Jermaine Blackwood said his side will now look to build pressure on the Indian batsmen tomorrow to make a come back in the second cricket Test.
West Indies skipper Jason Holder won the toss and elected to bat first, only to see his team being bowled out for just 196 runs but Blackwood defended the decision and said they should have batted for long period.
“Normally at Sabina Park, the wicket is going to have a little bit in it for the pace bowlers for a couple hours. This track is different and has some grass so they will get assistance right through the match. It wasn’t a wrong decision to bat first but we just didn’t bat for a long period. I guess next time we will have to do that,” said Blackwood.
“We weren’t in any hurry to score runs. But you cannot just go there and keep losing wickets and not score runs. You have to go there with a positive mind set and any scoring opportunity that comes your way, you need to take it. So that’s what I did today,” he added.
Blackwood scored a counter-attacking run-a-ball 62, and his partnership with Marlon Samuels helped West Indies counter the Indian bowling after they had been reduced to 7/3.
“It is always good to play in front of my home crowd. This is the second time I am playing for the West Indies in front of them. I was feeling confident but I was also a bit tentative at the start because you always want to make runs at your home ground,” he said.
“So it was a good feeling getting some runs today and I was happy that I was able to help the team’s cause and get back in touch. And that is just normally how I play, ever since I started playing. So that’s my natural game. I try to score my first 20-25 runs quickly and tried to use the pace of the ball,” he added.
R Ashwin’s 5-52, his second successive five-wicket haul on tour and his 18th overall in 34 Tests, and opener Lokesh Rahul’s unbeaten 75 put India in a commanding position as they reached 126/1 at stumps on day one.
“This India attack is a world-class attack and you have the Test no.1 bowler in Ashwin. He is very experienced and a very good bowler. The seamers are very consistent with their line and length, and they are bowling to a plan. So they are playing on our minds,” Blackwood said.
“As batsmen we have to go and counter that, try to go against that plan, assess conditions and score runs at the same time. So this is a very tough challenge against a very good attack.

ED arrests suspended Gujarat IAS officer for money laundering

AHMEDABAD: The Enforcement Directorate arrested suspended Gujarat-cadre IAS officer Pradeep Sharma today in connection with a money laundering case.
Officials said Sharma had been booked under the Prevention of Money Laundering Act (PMLA) based on an FIR of the Gujarat CID. He was arrested after he reached the office of the ED here for interrogation.
They claimed that the 1994-batch officer was not cooperating with the investigators so his custodial interrogation was necessary.
The Supreme Court had recently vacated an interim stay on his arrest after the ED filed an affidavit seeking his arrest in the case.
The case pertains to sanction of government land in Bhuj for industrial use to Ms Welspun India Limited, and its group companies, Welspun Power and Steel and Welspun Gujarat Style Roharan, in 2004 when Sharma was the District Collector and Chairman of the District Land Evaluation and Pricing Committee.
The central agency’s probe in the case found that Sharma had allegedly “sanctioned huge land at cheaper price to Ms Welspun India Ltd. And its sister concerns Ms Welspun Gujarat Stahi Rohren, Ms Welspun Power and Steel company by manipulative acts in gross violation of norms, instructions and guidelines as laid down by the state government of Gujarat”.
Through this allotment, Sharma, in connivance with some others, “has allegedly caused financial losses to the state government to the tune of Rs 1.20 crore (approx)”, the agency said.
“Against this favour, he has received gain to the tune of Rs 22 lakh in the name of his wife Shyamal P Sharma within a short period of 15 months by just investing Rs 1 lakh (in January 2008) in one Ms Value Packaging,” the ED probe report said.
The ED invoked PMLA alleging that the money was first deposited in his wife’s overseas bank account and then transferred to his account in violation of the Act.
The CID had arrested Sharma in this case and he later got bail.
The ED suspects that Sharma is the beneficiary of an alleged undisclosed Swiss bank account. It has attached Sharma’s assets worth Rs 75 lakh in this case.
Sharma had earlier filed a petition in the Supreme Court alleging that he was being victimised by the then Narendra Modi government in Gujarat and had sought a CBI inquiry into the cases against him. However, the Supreme Court had rejected his application. (AGENCIES)

‘Agents can charge up to Rs 5K from people joining NPS online’

NEW DELHI: In order to encourage financial agents, popularly called POP, to promote pension schemes, the PFRDA has allowed them to collect service charges between Rs 5 and Rs 5,000 from subscribers joining NPS via online platform.
ENPS platform has been introduced to provide subscribers the facility to open NPS account online and make contributions thereto.
The service charges would be applicable only to the subscribers who are associated with any of the Points of Presence (POPs) from and also to the subscribers who have opened account through PAN and bank KYC verification on eNPS platform.
With a view to incentivising POPs to “actively promote and distribute” NPS, it was suggested that PFRDA may consider allowing some service charges to the POPs as is the case of other financial products particularly for transactions where first time on boarding of the subscriber in the NPS had been through the intervention of POPs.
Accordingly, the regulator said that it has been decided to to introduce, in addition to the payment gateway charges, service charge on contribution through eNPS to the associated POP of the subscriber on the date of making contribution.
“The service charges to be recovered…Would be 0.05 per cent of the contribution amount ad valorem, subject to minimum of Rs 5 and maximum of Rs 5,000 per transaction,” the Pension Fund Regulatory and Development Authority (PFRDA) said in a circular.
The service charges collected through eNPS platform would be paid to the concerned associated POP on quarterly basis after reconciliation of the account by CRA and Trustee Bank.
NPS Trust will authorise the payment of these collected service charges to the POPs.
However, these charges would not be applicable to the subscribers who have opened account through Aadhaar mode on eNPS platform.
Various facilities (like opening Permanent Retirement Account, contributing to NPS) are provided through the entities known as POPs appointed by the PFRDA. (AGENCIES)

Industrial hazards: NDRF plans nation-wide combat drills

 

NEW DELHI:  In order to check its preparedness to handle chemical and industrial disasters, the NDRF would conduct multiple mock drills at large industrial installations in various states.

The central force, also tasked to tackle possible Chemical, Biological, Radiological and Nuclear (CBRN) accidents, apart from responding to natural and man made disasters, has chalked out a programme where at least 55 mock drills will be held across the country at large industrial sites between August and February next year.

In order to ensure the participation of all stakeholders, NDRF Director General O P Singh has written to the Chief Secretaries of all states and Union Territories in this regard.

“Though various security instructions and drills are already in place, a need is felt to educate and sensitise the various stakeholders on this issue. Towards this, joint mock exercises with NDRF can be planned in major multi-hazard industries and clusters of medium-level units. These mock exercises will go a long way in saving precious lives and property,” the letter, accessed, said.

As per data, there are about 1,750 Major Accident Hazard (MAH) units and small and medium-sized industries in the country and many more new such industries are being established.

A report prepared with regard to these hazards says chemical accidents can occur due to multiple reasons like lack of safety measures, technical breakdown or human error.

A senior official said these mock drills will help prepare contingency plans and fine-tune the standard operating procedures to be undertaken to not only contain such accidents but also effectively combat them.

Such accidents, it said, initiate a series of uncontrolled physio-chemical phenomenon such as runaway chemical reactions, large spills, fires and explosions.

Govt set to face opposition over bill seeking to amend Enemy Property Act

 

NEW DELHI:  The government is set to face resistance in passage of the bill which seeks to amend the Enemy Property Act, with major opposition parties Congress, Samajwadi Party, JD(U) and CPI opposing its key provisions.

The Enemy Property (Amendment and Validation) Bill seeking to make changes in the Enemy Property Act, 1968, is listed in Rajya Sabha for being taken up this week.

The Bill was passed by Lok Sabha on March 9. Later, the matter was referred to a 23-member select committee of the Rajya Sabha. Representatives of SP, Congress, JD(U) and CPI had submitted dissent notes in the Committee’s report.

The Committee, headed by BJP MP Bhupendra Yadav, had recommended that once the government implements the proposed amendments to dispose of the enemy property by selling it, the interest of the present occupant/tenant may be taken care of for the time being so that the tenants are not unsettled all of a sudden or the running business of the financial institutions/PSUs does not get disrupted.

“In our considered view, the provisions of the present Bill violates the very basic principle of natural justice, human rights and settled principles of law. Furthermore, it adversely affects and results in punishing lakhs of Indian citizens and will have no effect on any enemy government,” the dissent note had said.

The representatives of the four parties K C Tyagi (JD-U), K Rahman Khan, P L Punia, Hussain Dalwai (all Congress), D Raja (CPI) and Javed Ali Khan (SP) said the 1968 law is a very balanced piece of legislation as it recognised that enmity is not permanent and Indian citizens should not be deprived of their rights including inheritance and succession.

SRINAGAR: A yatri from Maharashtra died due to cardiac arrest at Pisso top on traditional Pahalgam track on way to holy cave, a yatra official said.
He said that a yatri identified as 65-year-old Palvi Manik Shram, son of Shiv Ram Manik, resident of Maharashtra suffered massive cardiac arrest at Pissu top.
However, he was immediately rushed to health centre where he was declared brought dead. With this a total of 16 pilgrims, a Central Reserve Police Force (CRPF), two sevadars and a local driver have died since the commencement of the 48-day-long annual pilgrimage from July 2 from both Baltal and Pahalgam tracks.

Rains lash north, east India; flood toll 31, lightning kills 27

NEW DELHI: Rains lashed northern and eastern parts of the country aggravating the flood situation in Assam, Meghalaya, Bihar and West Bengal, where 31 people have died, and crippling normal life in Delhi and Gurgaon, while lightning strikes in Odisha claimed 27 lives.

Floods in Assam have killed 26 people and affected nearly 37 lakh people across more than 3,300 villages in 28 districts of the state, Union Home Minister Rajnath Singh said.

According to official reports, flood waters have risen following heavy rainfall in the upper catchment areas of Arunachal Pradesh and Bhutan as well as in the state.

In Meghalaya, at least three people were killed and two went missing as flood waters submerged the West Garo Hills district today, an official said.

Even as the back flow of Brahmaputra and Jinjiram rivers has gone down marginally, many villages were inundated due to incessant rainfall.

In Bihar, many rivers are flowing above danger level, as flood continued to wreak havoc, affecting 26.19 lakh people. Two more districts of East Champaran and Muzaffarpur were declared today as flood-hit.

Two minor girls were swept away by waters of Burhidangi river in Bihar’s Kishanganj district following incessant rains, an official said, adding their bodies were fished out with the help of NDRF personnel. (AGENCIES)

Separatists extend shutdown call to Aug 5

SRINAGAR: The separatist camp today extended the shutdown call in Kashmir till August 5 “to protest against the civilian deaths” which took place during clashes following the killing of Hizbul Mujahideen commander Burhan Wani in an encounter earlier this month.

Hardline Hurriyat Conference leader Syed Ali Shah Geelani, head of moderate faction Mirwaiz Umar Farooq and JKLF chairman Mohammad Yasin Malik issued a joint agitation schedule for the first five days of the next month.

The separatist leaders asked the people, particularly youths, to express their sentiments by writing pro-freedom slogans on roads, walls and shop shutters.

“People should also motivate employees not to attend their offices except essential services,” they said.

The camp called for a march to Hazratbal shrine on August 5. (AGENCIES)

SRINAGAR :  Government has directed all the Deputy Commissioners of the Kashmir Division for making necessary arrangements to facilitate the aspirants of J&K Combined Competitive Services Examinations (J&KCCSE) 2016 in submitting the applications online for the forthcoming examination at the district headquarters.

The directions have been issued keeping in view the absence of internet services/ connectivity in the Valley for some time. It has been observed that some aspirants have faced difficulty in submitting their online applications for the forthcoming preliminary Examinations 2016 from Kashmir division.  The DCs have been directed to extend all possible help to the aspirants for submitting their online applications at the National Informatics Centres (NICs) of the district headquarters.

SRINAGAR: Chief Judicial Magistrate, Srinagar has issued non-bailable warrant against Senior Superintendent of Police (SSP), Srinagar for failing to register FIR against a police officer allegedly involved in killing a youth inside his house on the city outskirts recently.

CJM Masarat Shaheen while rejecting  the application of SSP seeking exemption from personal appearance, issued non-bailable warrant against him for failing to register FIR against Deputy Superintendent of Police (Dy SP) Yasir Qadri as directed by the court earlier.

The police officer is accused to have killed a youth Shabir Ahmad Mir inside his house at Bypass Tengpora when there were some protests on the main road. The court directed Deputy Inspector General (DIG) Central Kashmir to execute the order.

The prosecution while defending the police official informed the court that the police has already lodged an FIR under sections 1479 rioting), 148 (rioting armed with deadly weapon), 307 (attempt to murder), 436 (Mischief by fire or explosive substance) and 152 RPC (Assaulting or obstructing public servant when suppressing riot) RPC, in which the deceased youth has been named as accused.          Police also alleged that Shabir was leading a procession on the day he was killed.

However, the parents of the youth alleged that Shabir was shot dead by the DySP from point blank range inside their house. Rejecting the police argument, the CJM directed SSP Srinagar Amit Kumar on Thursday to lodge the second FIR against accused DySP and file the copy of the FIR before the court within 24 hours.

However, the SSP has not filed FIR against the police officer and instead sought exemption from personal appearance. (AGENCIES)

26 killed as floods hit van carrying wedding party in Pak

PESHAWAR: At least 26 people, including children and women, were killed and three others injured today when a vehicle carrying a marriage party was swept away by flash floods in northwest Pakistan.
The incident took place when the ill-fated vehicle was caught in flooding in Tabai area while travelling from Bara to Bazaar Zakha Khel in Khyber Pakhtunkhwa province.
The dead include 18 children, six women and two men. The injured are all men, said Subedar Hikmat Khan Afridi, Line Officer Landi Kotal Khyber Agency.
Rescue teams have retrieved the bodies and shifted them to a hospital in Landi Kotal, an official said.
Flash floods triggered by torrential rains have badly affected Pakistan’s restive Khyber Pakhtunkhwa province in recent years.
The flooding has been linked by some scientists to climate change.
According to National Disaster Management Authority (NDMA), about 55 people have been killed and 35 others injured due to heavy rains in different parts of the country.
Annual spring and monsoon rains claim many lives each year in Pakistan, especially in rural areas where poorly built homes are susceptible to collapse.
Over 120 people were killed in rains and landslides killed in Khyber Pakhtunkhwa, Gilgit-Baltistan region in April.
Over 80 people were killed and almost 300,000 affected due to heavy rains last summer in Pakistan.
Nearly 2,000 people were killed and millions others badly affected in the worst flooding in 2010 that covered almost a fifth of the country’s total land mass. (AGENCIES)

800 jobless Indians starving in Jeddah, Swaraj steps in to help

NEW DELHI : Nearly 800 Indian workers are reportedly starving for the last three days in Saudi city of Jeddah after losing their jobs and Minister of State for External Affairs VK Singh is traveling to the Gulf nation to sort out the issue.
External Affairs Minister Sushma Swaraj said the Indian Embassy in Saudi Arabia has been directed to serve food to them and that she was monitoring the situation on an hourly basis.
Her response came following a tweet by a man who said around 800 Indians are starving for the last three days in Jeddah and sought her intervention.
“We have asked @IndianEmbRiyadh to provide free ration to the unemployed Indian workers in Saudi Arabia,” she tweeted.
Swaraj said Indians in Saudi Arabia and Kuwait were facing various problems relating to their work and wage and that the “matters are much worse” in Saudi Arabia.
She said MoS External Affairs M J Akbar will take up the issue with Kuwait and Saudi authorities.
“My colleagues @Gen_VKSingh will go to Saudi Arabia to sort out these matters and @MJakbar will take up with Kuwait and Saudi authorities.
“I assure you that no Indian worker rendered unemployed in Saudi Arabia will go without food. I am monitoring this on hourly basis,” she said.
Swaraj said a large number of Indians have lost their jobs in Saudi Arabia and Kuwait and that their employers have not paid wages and closed down their factories.
“As a result our brothers and sisters in Saudi Arabia and Kuwait are facing extreme hardship,” she said, adding while the situation in Kuwait is “manageable”, matters are much “worse” in Saudi Arabia.

Curfew remains in force in some parts of Kashmir Valley

SRINAGAR: Barring parts of Srinagar city, Anantnag and Pampore towns, curfew was today lifted from Kashmir even as normal life remained disrupted due to the strike called by separatists.
A police official said curfew was lifted from most parts of the Valley but restrictions on assembly of four or more people continued in entire Kashmir.
“Curfew is in place only in five police station areas of Srinagar city — Nowhatta, Khanyar, Rainawari, Safakadal and Maharajgunj, Anantnag town and Pampore town,” he said.
Authorities had yesterday imposed curfew and restrictions across Kashmir to thwart a call by separatist camp for march to historic Jamia Masjid.
More than 100 persons including 46 security personnel were injured in the clashes reported from at least 70 places across the Valley.
Meanwhile, a motorcyclist died in an accident last night.
Abdul Ahad Ganai, who was travelling on motorcycle with his son at Hardapunzu in Beerwah area of Budgam district, hit a wire laid on the road for blocking traffic. Both the father-son duo were injured in the accident but Ganai later succumbed to injuries, a police spokesman said.
He said the barricades were erected by miscreants.
Protests broke out across Kashmir Valley on July 9, a day after Hizbul Mujahideen commander Burhan Wani was killed in an encounter with security forces.
Mobile Internet services continued to remain snapped in the entire Valley where the postpaid mobile telephony services have been restored across all networks.
The incoming facility on prepaid connections has also been restored, but the outgoing calls are barred on such numbers.
Meanwhile, normal life remained paralysed elsewhere in the Valley for the 22nd consecutive day today in view of the strike call given by the separatist camp.
Schools, colleges and business establishments remained closed due to the strike while public transport remained off roads.
Attendance in government offices was very thin, the official said.
The separatist camp has extended the shutdown call in Kashmir till July 31. (AGENCIES)

Amarnath Yatra: 2.11 lakh pay obeisance so far

SRINAGAR : Pilgrimage to the holy Amarnath is progressing smoothly as fresh batches of yatris today left Baltal and Nunwan Pahalgam base camps to pay obeisance at the cave shrine in south Kashmir Himalayas.
The sky is cloudy and there was rain late last night, a yatra official said this morning.
He said 1,528 pilgrims, including women and sadhus, paid obeisance at the cave shrine yesterday. With this, a total of 2,11,707 yatris had ”darshan” at the cave shrine since the commencement of the 48-day-long pilgrimage from July 2.
He said fresh batch of pilgrims left Baltal base camp for the cave shrine early this morning. The pilgrims are likely to reach the cave shrine later this afternoon after covering the hilly terrain on foot. Meanwhile, pilgrims who had ”darshan” at the cave shrine yesterday and stayed there have also started their return journey for Baltal base camp early this morning.
Another batch of pilgrims left Nunwan Pahalgam base camp, he said adding that the pilgrims will have night stay at Chandanwari, the last motorable halting station before starting journey to next halting station tomorrow morning.
Similarly pilgrims, who had a night halt at different halting stations on traditional Pahalgam route have also started their onward journey towards the cave shrine this morning. (AGENCIES)

NEW DELHI: Congress today asked Jammu and Kashmir Chief Minister Mehbooba Mufti to refrain from playing politics on the issue of terrorism, dubbing as “unfortunate” her remarks over the killing of Hizbul commander Burhan Wani.

“It is unfortunate and sad. Elected governments should not play politics on the issue of terrorism,” party’s chief spokesman Randeep Surjewala told reporters.

NEW DELHI: There is a need to have dialogue with the people of Kashmir who are “as patriotic as” those in rest of the country and they must be given opportunities to grow to bring peace to the Valley, Union Minister V K Singh today said.

Speaking at the inaugural session of a symposium ‘Peace, People and Possibilities in Kashmir’, the Minister of State for External Affairs, without naming Pakistan, said people across the border try to create disturbances in the peace process every time such an effort is made.

Senior RSS leader Indresh Kumar, who too addressed the event, said history relating to Kashmir has been “distorted” and alleged Pakistan is exploiting confusion among people of the Valley to further their design.

“I feel whatever is going on at present is supported by people from across the border. We will need to find a solution for this patiently, with peace, conscience. Then there is no doubt peace will prevail in Kashmir.

NEW DELHI: The last date for filing income-tax returns has been extended to August 5.

Tax returns for 2015-16 (assessment year 2016-17) were originally to be filed by July 31. But in view of the day-long strike at public sector banks, the deadline has been extended to August 5.

For Jammu and Kashmir, the deadline will be August 31 in view of the ongoing turmoil in the state.

“In view of today’s bank strike and disturbance in J&K, the due date of IT return filing is being extended,” Revenue Secretary Hasmukh Adhia said in a tweet today.

For assessees across India liable to file I-T returns by July 31, the deadline is extended up to August 5, he said. “For assessees in J&K, this date has been extended to August 31,” the secretary added. (AGENCIES)

Govt not in favour of abolishing death penalty: Kiren Rijiju

NEW DELHI: Government today said in Rajya Sabha that it is “not in favour” of abolishing the capital punishment considering the “prevailing circumstances” in the country.

“The prevailing circumstances in which we are living does not warrant abolition of death penalty,” Minister of State for Home Kiren Rijiju said while replying to a private member’s resolution moved by D Raja (CPI) for the abolition of capital punishment in the country.

India has its own basis of formulating laws and it has to respect the “sentiments of the people”, Rijiju added.

He said there are several provisions in the Constitution such as Articles 71, 134 and 161 for commuting of death sentence and the Supreme Court has made it clear that it should be used in “exceptional circumstances” and as an “unavoidable alternative”.

Enumerating the remedies available regarding death sentence, he said even if capital punishment has been awarded by a lower court and has been upheld by the High Court, the person can approach the Supreme Court. (AGENCIES)

Mumbai doctors perform 46 eye surgeries in 3 days in Kashmir

SRINAGAR: A team of three doctors from an eye hospital in Mumbai has conducted 46 eye surgeries in three days on the youth who received injuries due to the use of pellet guns by security forces during clashes in Kashmir over the past three weeks.

“In all, 58 such surgeries have been conducted in the last few days, including 46 by the team led by Dr S Natarajan in the last three days,” said an official spokesman after Chief Minister Mehbooba Mufti’s interaction with the team of opthalmologists from Aditya Jyot Eye Hospital, Mumbai.

Head of the opthalmology department in GMC, Srinagar Dr Tariq Qureshi said five operation theatres were only dealing with eye surgeries.

The team from Mumbai, which also comprised Dr Syed Asgar Hussain and Dr Marwah, appreciated the treatment protocol undertaken by the faculty of opthalmology at SMHS Hospital, Srinagar. (AGENCIES)

Protestors defy curfew, clash with security forces

SRINAGAR: Defying curfew and restrictions, protestors today took to the streets at many places across Kashmir and clashed with security forces, after authorities thwarted a march to Jamia Masjid in Nowhatta area here by taking top separatist leaders into custody.

At least 20 people were injured in the clashes, which erupted after Friday prayers between the protestors and security forces across the Valley, a police official said.

In Rohama area of Baramulla district, a mob set ablaze a newly-constructed police building while militants hurled a grenade towards security forces during stone pelting in Shopian town of south Kashmir, the official said. The grenade failed to explode.

The official said three persons received bullet injuries after security forces opened firing to disperse a stone-pelting mob near Gushi Bridge in Kupwara district of north Kashmir.

He said the condition of all three injured persons was stated to be stable.

The official said 17 others, including a few security personnel, were injured in the clashes reported from Shopian, Anantnag, Bijbehara, Bandipora, Baramulla, Sopore, Ganderbal and Kangan areas.

Clashes were also witnessed in several parts of the city.

Curfew was today reimposed in four districts of south Kashmir and Srinagar city, while authorities clamped restrictions in some other areas of the Valley to thwart a planned march by separatists here.

“Curfew was imposed in entire south Kashmir and Srinagar, while restrictions have been imposed in north and central Kashmir,” the police official said.

He said all the four districts of south Kashmir — Anantnag, Kulgam, Pulwama and Shopian — were under curfew to maintain law and order.

Restrictions were imposed in north Kashmir and some areas of central Kashmir to thwart the march announced by separatists to Jamia Masjid, he added. (AGENCIES)
