2016 laid foundation for high growth in aviation sector

NEW DELHI : The year 2016 will be remembered as a historic one which has provided a foundation for the high growth for domestic passengers and airlines through announcement of National Civil Aviation Policy (NCAP) and Regional Connectivity Scheme (RCS).
Through NCAP, government addressed the bigger issue of domestic fliers by paving way to connect smaller cities by making airports at tier two and three cities operational in near future.
The NCAP announce in the mid of the year 2016 with an emphasis on connecting regional destinations.
Industry, aviation experts believes that the policy could be a foundation for the further and fast growth in the year 2017.
In the year 2016, the growth rate in the Indian Aviation sector was highest in the world as it grew by more than 23 per cent in terms of passengers.
Based on the preparations and activities in the year 2016, it is said that 2017 will also be an action-packed for domestic flyers right from the start.
The Government’s scheme for the domestic sector UDAN (Udey Desh Ka Aam Nagrik ) has started showing its result as flights are going to start from smaller towns. It is believed that Government will help to make more than 100 airports operational which are not in operation as on date inspite of having airstrips and most of the facilities.
Under the ambitious UDAN scheme, Government has announced to provide all the support and facilities to the state governments and Airlines willing to start operation from under served airports to served airports if the concerned state and Airlines want to start flights from the said airport of the state with some conditions.
Government too announced financial supports in various terms to help those airports and airlines aiming to enhance regional air connectivity through fiscal support and infrastructure development.
The Centre and States have come forward to provide subsidies to those operators who are willing to offer an one-hour flight between Tier II and Tier III cities at Rs 2,500. Maharashtra, Gujarat, Puducherry, Andhra Pradesh, Madhya Pradesh and Uttrakhand are among the 11 States and Union Territories that have signed up for UDAN.
The NCAP envisages a roadmap to support 300 million air travellers in five years and steps to make flying affordable and convenient. The policy dwells on upgrade of airports, regional connectivity, easing of norms for flying abroad, liberalisation of the open skies regime, development of cargo hubs, chopper services, attracting investments in maintenance and ground-handling and security.
During the year the ambitious policy did away with one of the most contentious rules of the sector known as ‘5/20′, five-years operation and a 20-aircraft fleet, to qualify for flying abroad. The five-year wait was done away with, but airlines will need 20 aircraft or fly 20 per cent of their capacity on domestic routes.
In the year 2017 all this will pave the way of entry of new players in the aviation sector. New operators are expected to induct such aircraft in their fleet for starting operations. It is believed that upto 10 new regional airlines could take to the skies in 2017.
However, the focus is not going to be only on the smaller cities. Flyers in the bigger cities will not be left out of the action as several airlines are set to take delivery of brand new aircraft. Most of the airlines are adding capacities on the existing routes too.
Airlines like Air India and Jet Airways will look to operate dedicated wide-body aircraft on domestic routes. It will offer a different level of comfort for domestic travellers.
The growth can be judged from the data released by the Ministry also. According to the latest data from the Directorate General of Civil Aviation (DGCA), passenger traffic during January-November 2016 zoomed by 23.10 per cent to 90.36 million.
As per Minister of State for Civil Aviation Jayant Sinha, India has only 150 million passenger trips a year as compared to China’s 450 million and the US’ 800 million which provides a huge scope of growth in Indian domestic aviation sector.
Among other highlights of 2016, the government has initiated a trial run for “non-stamping” of passengers’ baggage tags at the time of boarding the aircraft at six airports to facilitate hassle-free movement of passengers with hand baggage.
In other major developments, the government appointed B S Bhullar as chief of the country’s civil aviation regulator, DGCA.
According to International Air Transport Association (IATA), India’s air traffic grew at a significantly higher rate even in October when air traffic growth moderated in other countries such as China (14.1 per cent), Brazil (-5.5 per cent), Russia (2.5 per cent) and Japan (0.8 per cent).
A dip in aviation turbine fuel prices by eight per cent also helped the aviation sector as the cost came down and tickets became cheaper by 14 per cent which allowed the airlines to start the fare war.

NEW DELHI: Ties with Pakistan and China which were on the centrestage of Indian diplomacy saw a “deterioration” in the year gone by, according to foreign policy experts who feel that the relationships are unlikely to see any forward movement in the new year.
The foreign policy establishment here has reached the conclusion that “no war, no peace” situation in the relationship with Pakistan will persist in 2017 given that it is not doing anything to stop terrorism directed at India.
The year gone by also saw growing distance between India and its traditional ally Russia and hardening of Chinese positions on two strategically significant issues to New Delhi — NSG and Masood Azhar, whose designation as terrorist by the UN was blocked by Beijing last week.
Foreign policy experts like G Parthasarathy, Kanwal Sibal and Naresh Chandra maintained that relationship with Pakistan “deteriorated” in 2016 and even with China there was no forward movement in ties.
Parthasarthy, however, said India has made it clear to both Pakistan and China that it won’t ignore their actions which have a bearing on the country’s security.
“For the first time with Pakistan and China, we are responding. In case of China for example, we now have taken a position on the (disputed) South China Sea…”, Parthasarthy said.
And with Pakistan, India has been able to convince the world that Prime Minister Narendra Modi tried his best to improve the ties and since they inflicted Pathankot and series of attacks on India, the government told Pakistan “enough is enough” by carrying out surgical strikes, the former High Commissioner to Pakistan added.
India had also launched a major diplomatic offensive to isolate Pakistan internationally following terror strikes including Pathankot, Uri and Nagrota.
“I think the message is loud and clear to both Pakistan and China that it takes two to tango. We are willing to reach out to you. But if you choose to remain totally ignoring what are our interests, we will react… The position is clear that anybody who harms our interest will pay a price without being provocative,” he added.
However, most of the foreign policy experts also feel that the Indo-Pak ties are not expected to see any early breakthrough in the new year.
The establishment here also have come to a realisation that India has to live with the “no war, no peace” situation vis-a-vis Pakistan, a senior government source said.
“With China, relationship has deteriorated despite the fact that the Prime Minister and Chinese President Xi Jinping met three times in 2016 and Modi raised the issues which are of concern to us. The outcome has not been satisfactory because not only there is no change in China’s position but they are asserting their negative position on our NSG membership quite openly,” Sibal said.
On growing distance between India and its traditional ally Russia amid increasing proximity between Moscow and Islamabad in 2016, Sibal, a former Foreign Secretary, admitted that it was a matter of “concern”.
“Yes, it is a concern because the (Indo-Russia) relationship has been stable right from 50s till today. We had ups and downs but they were manageable… If that relationship begins to erode then it is a problem for us because Russia remains our major defence partner,” Sibal said.
Former Indian Ambassador to the US, Chandra also noted that despite India’s protest, Russia did military exercises with Pakistan.
The South Block sources, however, played down China scuttling India’s NSG bid as well as blocking Pakistan-based JeM chief Azhar’s listing as terrorist by the UN, saying there will always be differences between any two countries but the maturity is that “one should not allow these differences to become conflicts”.

NEW DELHI: Cold conditions continued in northern India today and a blanket of fog enveloped several parts of the region affecting road and rail traffic.

            Dense fog shrouded several parts of the national capital in the morning hours delaying 80 trains with cold conditions continuing in the city.

            The minimum temperature was recorded at 8.2 degrees Celsius, a notch above the season’s average while the maximum temperature was pegged at 20.3 degrees, also a notch above the normal, a MeT department official said.

            Visibility was recorded at 50 metres at 5.30 AM at Palam which marginally improved to 150 metres at 8.30 AM. It further improved to 1,000 m at 11.30 AM, the official said.

            The night temperature remained below freezing point in Kashmir as the cold wave conditions continued, even as the mercury went up at most places in the Valley where the Meteorological department has forecast an end to the prevailing dry spell next week.

            Night temperatures across Kashmir Valley, except the famous ski-resort of Gulmarg, rose last night, providing slight relief to the residents from the cold wave conditions.

            Srinagar, the summer capital of Jammu and Kashmir, recorded a low of minus 3.8 degrees Celsius -– up from the previous night’s minus 4.3 degrees Celsius.

            The mercury went down by nearly a degree in Leh to settle at minus 11.5 degrees Celsius. The town was the coldest recorded place in the State. The nearby Kargil town registered a low of minus 10.2 degrees Celsius. (AGENCIES)

Policeman killed in militant attack in north Kashmir

SRINAGAR: A policeperson was killed when militants attacked a police naka party in the frontier Kashmir district of Kupwara, official sources said here this evening.

They said militants fired at a police naka party at Handwara in Kupwara, resulting in injuries to one policeman, identified as Abdul Kareem. The injured was immediately taken to a hospital, where he was declared brought dead. The militants managed to escape.

They said, a massive search operation has been launched to nab the militants responsible for the attack. (AGENCIES)

US sanctions 7 Pakistani entities

ISLAMABAD : The US has slapped sanctions on seven Pakistani entities associated with the country’s missile programme, a media report said today.
An official notification by the US Department of Commerce said that the entities added to the Export Administration Regulations (EAR) list “have been determined by the US government to be acting contrary to the national security or foreign policy interests of the US,” Dawn reported.
All seven have been placed on the entity list under the destination of Pakistan.
They are identified as Ahad International, Air Weapons Complex, Engineering Solutions Pvt. Ltd., Maritime Technology Complex National Engineering and Scientific Commission, New Auto Engineering and Universal Tooling Services.
Pakistan has always denied any wrongdoing in connection with its nuclear or missile programme, and the paper said it was unable to verify if the names and addresses given were correct or in any way linked to the country’s missile programme.
According to the notification, the US government determined that there was reasonable cause to believe, based on specific and articulable facts, that these “government, parastatal, and private entities in Pakistan are determined to be involved in activities that are contrary to the national security and/or foreign policy of the United States”.
The conduct of these seven entities “raises sufficient concern that prior review of exports, re-exports or transfers (in-country) of items subject to the EAR involving these persons, and the possible imposition of licence conditions or licence denials on shipments to the persons, will enhance (the department’s) ability to prevent violations of the EAR”.
The placement on the list imposes a licence requirement for all items subject to the EAR and a licence review policy of presumption of denial.
The licence requirements apply to any transaction in which items are to be exported, re-exported, or transferred (in-country) to any of the entities or in which such entities act as purchaser, intermediate consignee, ultimate consignee, or end-user.
In addition, no licence exceptions are available for exports, re-exports, or transfers (in-country) to the persons being added to the entity list in this rule.
The restrictions will also apply to acronym used by these entities to help exporters, re-exporters and transferors.
The notification does not specify the violations these entities are supposed to have committed and does not give details of the items they are supposed to have exported, imported or re-exported. (AGENCIES)

A busy year for health ministry

NEW DELHI : The health ministry dedicated a fixed day every month for free antenatal care, launched a new drug to combat multi-drug resistant tuberculosis, and deployed apps for blood banking, tobacco control, and dengue prevention among its initiatives during 2016.
The year also saw conduct of a single and uniform entrance examination for admissions to virtually all government and private medical colleges, after the Supreme Court in April directed that NEET (Under Graduate) will come into effect immediately.
The ministry also launched for the first time a rotavirus vaccine to reduce childhood diarrhoea, extended Japanese encephalitis immunisation to adults in high-burden districts of Assam, Uttar Pradesh, and West Bengal, and pledged a nationwide dialysis programme for patients with kidney failure.
It released Rs 445 crore to 17 states to support the establishment of new medical colleges linked to district hospitals and released Rs 110 crore to upgrade 22 government medical colleges in eight states.
The basket of choices in family planning was expanded as the ministry introduced three new methods in the National Family Planning program – Injectable Contraceptive DMPA (Antara) – a 3-monthly injection, Centchroman pill (Chhaya) – a non-hormonal once a week pill and progesterone-only pills (POP) – for lactating mothers.
The Ministry also launched its largest study on older population of the country, Longitudinal Ageing Study in India (LASI). The International Institute for Population Sciences (IIPS), Mumbai in collaboration with Harvard School of Public Health (HSPH) and University of Southern California (USC) is undertaking the study.
The Supreme Court in April and May directed that NEET (UG) shall come into effect immediately. The National Eligibility cum Entrance test, NEET-UG for admissions to all medical and dental colleges in the country will be conducted in 6 regional languages besides Hindi and English next year.
A direction to this effect was sent to CBSE on December 8 and preparations have already begun for holding the exam. NEET-UG was organised by CBSE in 2016.
The CBSE is making extensive preparations to conduct the examination in 2017 on the basis of parameters which have already been conveyed to them.
Meanwhile the Ministry’s Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA), aimed at reducing maternal and infant mortality rates through safe pregnancies and safe deliveries, will provide special free antenatal care to about 3 crore pregnant women across the country in order to detect and prevent high risk pregnancies.
The nationwide programme provides fixed day “assured, comprehensive and quality” antenatal care to pregnant women on the ninth day of every month.
On the other hand, in order to prevent the morbidity and mortality in children due to rotavirus, Rotavirus vaccine was introduced in Universal Immunisation Programme in four states initially – Himachal Pradesh, Haryana, Odisha, Andhra Pradesh in April as recommended by the Expert Committee.
At the same time, Japanese Encephalitis vaccination was extended to adult population in districts with high disease burden. Recently, 21 high-burden districts from Assam, Uttar Pradesh and West Bengal were identified for adult JE vaccination.
Adult JE vaccination campaign activity has been completed in 3 districts of Assam (Darrang, Nagaon and Sonitpur) and selected blocks of 3 districts (Darjeeling and Jalpaiguri, Alipurduar) of West Bengal and campaign is ongoing in selected blocks of 6 districts of Uttar Pradesh.
The ministry’s ambitious immunisation programme, Mission Indradhanush, saw the continuation of its second phase in January in 352 districts while the phase III was implemented from April to July in 216 districts. (AGENCIES)

2010 Kashmir unrest: Koul Commission submits report to CM

JAMMU: The ML Koul Commission, appointed by the previous Omar Abdullah Government to probe the death of over 120 civilians during 2010 Kashmir unrest, today submitted its report to Chief Minister Mehbooba Mufti.

The one-man judicial Commission was appointed on June 19, 2014 to probe the matter, an official spokesman said.

The 320-page exhaustive report makes several recommendations besides prescribing some operating procedures while dealing with such situations, the spokesman said.

Discount on railway season ticket if payment is made digitally

NEW DELHI: With an aim to promote cashless economy, the railways has offered discount on booking of season tickets and retiring rooms if the payment is made digitally.

The railways has decided that 0.5 per cent discount on base fare of season tickets (monthly, quarterly, half yearly, yearly) in suburban section will be granted from next month if the payment is made through digital means like debit, credit cards.

It has been decided that five per cent discount would be offered on booking of retiring rooms through digital means, a senior railway ministry official said.

Several measures have been initiated offering incentives for booking tickets through digital means with an aim to promote cashless transaction in railways, the official said.

The railways has instructed Yatri Ticket Suvidha Kendras to install PoS machines and accept payments made through debit and credit cards of all banks for issuing reserved and unreserved tickets.

Jan Sadharan Ticket Booking Sevas have been instructed to accept online payments like e-wallets, Aadhaar enabled payments system for issuing unreserved tickets. (AGENCIES)

Over Rs 4,313 cr black income detected in 1,061 raids: I-T

NEW DELHI: Over Rs 4,313 crore of stashed income has been detected by the Income Tax department after conducting over 1,000 raids and survey operations as part of its country-wide operations against black money hoarders post demonetisation.

Official sources said the taxman has detected a total of Rs 4,313.79 crore undisclosed income and seized cash and jewellery worth Rs 554.6 crore as part of these operations, as per the data updated till yesterday.

They said the department carried out a total of 1,061 raids, surveys and enquiries across the country to detect suspected tax evasion instances since the note ban was declared on November 8.

The taxman has issued 5,058 notices to various entities on charges of tax evasion and hawala-like dealings, they said.

The department, they said, has also seized Rs 106.89 crore in new currency (largely Rs 2000 notes) as part of these operations apart from freezing jewellery and bullion worth Rs 91.99 crore.

“The total undisclosed income admitted or detected as part of the action conducted by the I-T department, till December 29, is Rs 4313.79 crore,” they said. (AGENCIES)

2016: Stocks lose sheen; gold glitters in investors’ kitty

NEW DELHI : Capping a year of fluctuating fortunes, stocks failed to spur smiles among investors with only marginal gains of 2-3 per cent in 2016, while gold glittered with an annual return of 14 per cent.
Leaving in cold the high expectations seen at the start of the year, stock market swayed with mixed global and domestic cues with the benchmark Sensex rising little over 500 points to end 2016 at 26,626.46 points.
However, a large number of successful IPOs ensured that the total investor wealth, measured in terms of cumulative valuation of all listed shares, rose by nearly Rs 6 lakh crore during the year to Rs 106.23 lakh crore.
Among individual companies, TCS remained the most valued (over Rs 4.65 lakh crore) despite a sharp volatility in its share price amid a prolonged boardroom battle at Tata group.
In the top-five, TCS was followed by Mukesh Ambani-led Reliance Industries (over Rs 3.5 lakh crore), HDFC Bank (over Rs 3.07 lakh crore), ITC (Rs 2.92 lakh crore) and state-run ONGC (Rs 2.45 lakh crore).
On the other hand, gold emerged as the saviour for investors with 14 per cent returns this year, while silver did even better by making investors richer by around 18 per cent.
All said and done, stocks performed much better this year than 2015 when the benchmark 30-share Sensex had delivered negative returns. In the past 10 years, Sensex has given negative yearly returns thrice, barring which the return has been the lowest in 2016 for this period.
Economic revival failing to match the anticipated pace coupled with the “double whammy” of demonetisation and Donald Trump’s victory in the US Presidential race sparked significant outflows from the stock market, experts opined.
Against this backdrop, gold, in keeping with historical trends, emerged as the safe haven for investors as they parked their investments in the yellow metal amid persisting uncertainty in global markets, experts said.
While the Sensex ended with 509 points gain this year, the key Nifty index closed higher by 247 points during the same period.
Marking the end of a see-saw year, Sensex closed today at 26,626.46 points which translates to an annual gain of two per cent in comparison with the closing level of 26,117.54 points at the end of 2015. After touching a low of 22,494.61 points in February, the Sensex had soared higher to scale a high of 29,077.28 in August, but failed to keep momentum thereafter.
The 50-share Nifty saw relatively higher yearly gains at around three per cent and closed at 8,185.80 points.
Continuing on the upward trajectory, gold prices rose to Rs 28,500 for 10 grams. This gives a return of 14 per cent to the investors in the yellow metal as the price stood at Rs 24,980 at the start of this year.
Similar bullish trends marked the journey of silver as it gained nearly 19 per cent this year. The precious metal’s price surged to Rs 39,900 from the beginning level of Rs 33,565 for one kilogram.
V K Sharma, Head of Private Client Group Research at HDFC Securities, said there were expectations in the beginning of 2016 for robust earnings growth but economic revival did not materialise as expected.
Noting that demonetisation and victory of Donald Trump dealt a severe blow to markets, Sharma said a stronger dollar post Trump victory led to large outflows in all emerging markets.
“Our markets were up 7.5 per cent…Till November 8, 2016, when the double-whammy stuck India,” he said, adding the sweet space, which India enjoyed amongst the emerging markets, has suddenly vanished.
“The interest rate hike in the US and our slower than expected growth has overnight turned India into a pariah,” he noted.
Sachin Shah, Fund Manager at Emkay Investment Manager Ltd, said after the recent correction in Indian equity markets, quite a few good businesses are available at very reasonable valuations.
“We have also witnessed a very good monsoon and overall efforts by the government in the right direction will lead to higher economic growth and corporate profits. We, therefore, believe for long term investors 2017 is a good opportunity to invest,” he said.
According to Sharma, gold prices have gone up and silver has surged by about 18 per cent this year.
About the outlook for 2017, he said the capital gains genie is again out of the bottle ahead of the Budget.
“Obviously today we don’t know the positive aspects of the budget to be presented, but if the capital gains tax regime is not tempered with and there are incentive for new investments, we could do better. But at this time, the outlook for 2017 is not very bright,” he said.
Noting that demand for precious metals tend to be higher during economic uncertainty, Shah said gold is considered as one of the safer havens in uncertain times like the present situation. (AGENCIES)

CBI carries out searches at office of Jain’s OSD

NEW DELHI : CBI today carried out searches at the office of OSD of Delhi Health Minister Satyendra Jain in connection with alleged irregularities in his appointment at Chacha Nehru Bal Chikitsalya and subsequently as an aide to the Minister.
CBI sources said the searches took place at the office of Nikunj Aggarwal, OSD to Jain and Anup Mohta, Director Chacha Nehru Bal Chikitsalya.
They said the teams have gone to the offices of Aggarwal and Mohta to get records related to appointment and other allegations including Aggarwal’s nomination for a course at IIM Ahmedabad and for a trip to Bejing, China.
The sources said the team also spoke to Aggarwal in his office.
Officials sources made clear that no searches have taken place in the office of Jain and the action is limited only to the office of the OSD and Director of the official as of now.
CBI had earlier registered an FIR in connection with alleged irregularities in the appointment of Aggarwal, as OSD to Jain.
The agency registered the case on the basis of a complaint from Delhi government’s Deputy Secretary Vigilance K S Meena. The complaint is now the part of the FIR.
The FIR is against Mohta and Aggarwal, for alleged criminal conspiracy and under provisions of the Prevention of Corruption Act.
BJP leader Vijender Gupta had alleged that Aggarwal is the son-in-law of Delhi Chief Minister Arvind Kejriwal’s sister-in-law.
In its complaint, the vigilance department has claimed Aggarwal was appointed as Senior Resident (Ortho) in Chacha Nehru Bal Chikitsalya on ad hoc basis on August 10, 2015 even though there was no proposal to engage an SR and no such post was available.
“Also no advertisement was issued by the hospital for the selection of Dr Nikunj Aggarwal as SR. No walk-in interview was conducted for the purpose,” it alleged.
Aggarwal had made a handwritten application on a “plain paper” for appointment in the hospital on August 6, 2015 and within four days his appointment was approved without following any procedure, the complaint alleged.
“Within few days of appointment of Aggarwal, his services were requisitioned for appointment as OSD to Minister of Health, GNCTD. As per the Residency Scheme, the resident doctors are engaged for working in hospitals, and not for other duties,” it alleged. (AGENCIES)
