Will work with other members for India’s entry into NSG: US

WASHINGTON: The United States has expressed disappointment over India not getting entry into the NSG and asserted that it would continue to work constructively with other countries of the group for New Delhi’s inclusion in the 48-nation atomic trading bloc.
“We’re not going to let that go,” State Department Spokesman John Kirby told reporters yesterday.
“We’re obviously disappointed that India was not admitted during this recent session, but I can tell you that we’re going to continue to work constructively with India and all the other NSG members on India’s accession in the months ahead,” He said while responding to a question.
He added that India has a strong record and the US believes it deserves to be included in the Nuclear Suppliers Group (NSG).
“That’s why the Administration, including senior White House and State Department officials, made a concerted effort and I do mean concerted effort to secure India’s membership in the recent NSG plenary that was held in Seoul, we talked about this,” Kirby said. (AGENCIES)

Hindu priest hacked to death in Bangladesh

DHAKA : A 50-year-old Hindu priest was today hacked to death in Bangladesh by three unidentified machete- wielding assailants, the third priest to be killed this year in the Muslim-majority nation which has seen a string of attacks by Islamists on minorities and secular activists.
Shymanondo Das was attacked around 6:30am in Jhenaidah district.
“Three motorbike-borne assailants attacked (priest) Shymanondo Das with machetes….Doctors declared him dead at Jhinaidah Sadar Hospital,” a police officer told.
Officer-in-charge of the nearby police station, Hafizur Rahman said Das was the priest of Radhamodon Gopal Moth. The predawn attack came as he was collecting flowers for worship.
He said the killers quickly fled the scene, a pattern which was followed in previous several such Islamist attacks on secular or liberal activists and religious minorities.
The attack on Das came days after suspected militants killed a Hindu monastery worker in northwestern Pabna.
On June 7, a 65-year-old Hindu priest was killed by three bike-borne assailants in the same district while he was on his way to a temple.
A Christian businessman was hacked to death on June 5 by unidentified machete-wielding men near a church, hours after the wife of the top anti-terror police officer was shot dead by religious extremists.
In February, militants stabbed to death a Hindu priest at a temple in Bangladesh and shot and wounded a devotee who went to his aid.
In April, a liberal professor was brutally hacked to death by machete-wielding ISIS militants who slit his throat near his home in Rajshahi city. In the same month, a Hindu tailor was also hacked to death by ISIS militants in his shop and Bangladesh’s first gay magazine editor was brutally murdered along with a friend in his flat in Dhaka by Islamists.
The ISIS and al-Qaeda in Indian Peninsula have claimed responsibility for some of the attacks although the government denies their presence in Bangladesh.
Police last month launched a nationwide anti-militancy week-long crackdown to halt these deadly attacks. (AGENCIES)

India lose to New Zealand, to face Argentina tomorrow

VALENCIA : Indian men’s hockey team lost 0-1 to New Zealand to slump to its its second defeat in the six-nation Invitational tournament and will now face the formidable Argentina in its penultimate round-robin match, here tomorrow.
New Zealand’s Stephen Jenness scored the lone goal of the match in the 18th minute late last night.
India had earlier lost 0-4 to Germany in their tournament opener before registering a fighting 2-1 win over Ireland in their next game.
India are now placed fourth in the points table with just three points from one win and two defeats. Olympic champions Germany and Argentina lead the chart with six points from two wins followed by Spain on three points from two games.
If India are to stay in the hunt for a place in the summit clash, Sardar Singh and his men have no option but to beat Argentina tomorrow.
Going by recent International Hockey Federation (FIH) rankings, India enjoy an edge over Argentina. By virtue of their runners-up finish in the Champions Trophy in London earlier this month, India leapfrogged to the fifth spot in the world rankings ahead of Belgium (6th) and Argentina (7th).
But it will be easier said than done as the Argentines are a tough nut to crask on the turf which is clearly visible from their run in the tournament so far. The Indians will have to dish out a consistent performance and avoid making mistakes at the backline if they desire to emerge winners tomorrow.
India will finish their round robin campaign against Spain on Sunday.

Right atmosphere needed to start talks with Pak: Indian envoy

ISLAMABAD: India is ready for talks with Pakistan but a “right atmosphere” is needed before any dialogue could be resumed, Indian High Commissioner Gautam Bombawale said today.
“We have been saying that proper atmosphere was required for talks,” Bombawale said.
He said Prime Minister Narendra Modi visited Pakistan on December 25 and had a very good meeting with his Pakistani counterpart Nawaz Sharif.
But soon the “right atmosphere created by the visit was destroyed” due to the Pathankot attack, he said in a brief interaction with reporters during an Iftar-dinner organised by the Indian High Commission at a hotel here.
Responding to a question, Bombawale said India is ready to discuss all issues including Sir Creek once the talks started after creation of right atmosphere for dialogue. (AGENCIES)

Petrol price cut by 89p/litre, diesel cheaper by 49p/litre

NEW DELHI :  Petrol price was today cut by 89 paise a litre and diesel by 49 paise a litre, the first decrease in rates in two months.

Petrol will cost Rs 64.76 a litre in Delhi from midnight tonight as compared to Rs 65.65 per litre currently, Indian Oil Corp, the nation’s largest fuel retailer, announced.

Similarly, diesel will cost Rs 54.70 per litre as against Rs 55.19 a litre currently.

This is the first reduction in rates in two months. Petrol price was last hiked by 5 paise a litre on June 16 and diesel by Rs 1.26 a litre. Petrol prices in the four hikes since May 1 had been raised by Rs 4.52 a litre, while diesel rates had gone up by Rs 7.72 per litre.

“The current level of international product prices of petrol and diesel and Rupee-US Dollar exchange rate warrant decrease in selling price of petrol and diesel, the impact of which is being passed on to the consumers with this price revision,” IOC said in a statement.

Barring an exemption on April 16, when price of petrol was cut by 74 paise a litre and diesel by Rs 1.30, the upward trend in rates had been a phenomenon since March 17.

After discounting the April 16 reduction, petrol prices have jumped by Rs 9.04 per litre since mid-March and diesel by Rs 11.05 per litre.

The movement of prices in the international oil market and Rupee-USD exchange rate shall continue to be monitored closely and developing trends of the market will be reflected in future price changes, IOC added. (AGENCIES)

SAC still to finish inquiry into 8 cases involving ex-mins

SRINAGAR: State Accountability Commission (SAC) has not finished inquiry into eight cases involving about 100 people including several former ministers even after nearly a decade after some of these cases were registered.

The Commission, constituted in 2002, has completed inquiry in five cases indicting 11 senior officers in the past 14 years, Law Minister Abdul Haq Khan said in a written reply in the Assembly here.

However, none of the indicted officers were sentenced as they have approached the State High Court and their writ petitions are pending for over a decade, the Government said.

Besides, there are five cases which are at the preliminary inquiry or scrutiny stage, the particulars of which cannot be disclosed in terms of various sections of the Accountability Act, the Government said.

Khan said the eight cases were still at the “regular stage of inquiry”.

The former ministers who are facing inquiries in the SAC included former Congress minister Peerzada Mohammad Sayeed, Taj Mohiuddin, Manohar Lal Sharma and Mangat Ram Sharma who switched to PDP prior to the Assembly polls in 2014.

Other politicians facing inquiry include former PDP minister A G Sofi and former minister of National Conference Chowdhary Mohammad Ramzan, the Government said. (AGENCIES)

Rifle snatching: BJP leader, others quizzed

SRINAGAR: Police today called for questioning several persons, including BJP leader Ghulam Mohammad Chopan, in connection with the snatching of his personal security guard’s service rifle by militants at his residence in Chadoora area of central Kashmir’s Budgam district.

“Ghulam Mohammad Chopan was among several persons called for questioning today in connection with the weapons snatching incident that took place inside his residence on June 28,” a police official said.

He said no arrest has been made so far in connection with the incident.

Constable Bashir Ahmad had reported to police that four gunman barged into Chopan’s house at Panzan in Chadoora and snatched his service rifle. (AGENCIES)

SRINAGAR: There was still no respite from hot weather condition in Srinagar which recorded the hottest day of the season so far after mercury surged and settled at 34.4 degrees Celsius, more than three degree above normal.

However, the weather is expected turn pleasant from Saturday as weatherman has predicted isolated rain in the State till July 6.

A Met department spokesperson here this evening said light rain and thunder showers would occur at isolated places in Jammu region and Kashmir valley during the next 24 hours.

745 FIRs registered against stone pelters in Kashmir

SRINAGAR: J&K police has registered 745 FIRs against the persons for their involvement in stone pelting cases in the State from March Ist, 2014 to May 25, 2016.

Security forces and State police personnel have been directed to use non-lethal weapons while handling law and order situation to avoid any collateral damage, Chief Minister Mehbooba Mufti, who also holds home portfolio said in reply to a question by Er Sheikh Abdul Rashid in the Legislative Assembly.

The reply said that 745 FIRs have been registered against the persons for their involvement in stone pelting cases in various police stations of the State. The details of FIR were not available as Annexure attached with the answer given to media was missing.

The reply said an amount of Rs 9 lakh has been paid to the next of kin of the deceased and Rs 25,000 to injured persons. She said the security forces and State police personnel are regularly briefed about strict adherence to SOPs while dealing with law and order situation.

They have been directed to use non-lethal weapons while dealing with law and order situation to avoid any collateral damage. (AGENCIES)

Govt awaits Centre’s nod to extend permit for foreigners

SRINAGAR: The State Government today said a reminder has been sent to the Centre on its proposal to permit foreign tourists to visit some hitherto restricted areas in Nubra valley bordering Pakistan-occupied Kashmir (PoK) and China in the Ladakh region.

The State Government has requested the Ministry of Home Affairs to extend the inner line permit for foreign tourists further from Panamik to Warshi, including Yarma-Gompa and Yarma-Gonbo monasteries in Nubra valley, Chief Minister Mehbooba Mufti said in a written reply in the State Assembly.

Replying to Congress MLA Deldan Namgyal’s question about steps taken to extend the inner line permit for foreign tourists up to Yarma Gonboo monastery, Warshi village of Yarma valley and Thang Tyakshi village of Turtuk valley of Nobra sub-division, she said the first request was made to the Centre on February 12, 2015 and a reminder was sent on May 24 this year for its early consideration.

“A response from the Ministry of Home Affairs is awaited,” said Mehbooba, who also holds the portfolio of State Home Ministry. (AGENCIES)

SRINAGAR: Government has earmarked Rs 150 crore for waiver of 50 per cent Kissan Credit Card (KCC) loans in the State, Minister for Finance Dr Haseeb Drabu said.

Replying to a question by Choudhary Sukhnandan in the Legislative Assembly today, Dr Drabu said  that Government has earmarked Rs 150 crore during current financial year for waiver of 50 per cent of KCC loans for the smallest and most vulnerable farmers who had an outstanding balance of less than Rs one lakh as on March 31.

The Minister said the Bank wise and district wise details of such loanees as received are being examined and relief on account of such waiver would be provided to the farmers shortly. (AGENCIES)

Omar distances himself from bungalow occupied by wife

SRINAGAR: Former Chief Minister Omar Abdullah today distanced himself from the occupation of a bungalow belonging to the Jammu and Kashmir Government in Delhi by his estranged wife Payal.

Referring to media reports on the issue, he said in a statement that he had responded to the State Estate officer’s eviction notice as far back as June 4 this year informing him that he was not in occupation of the bungalow in question.

“This I did, after informing my wife, who I have been separated from for more than five years now and also after having informed her of the alternative arrangements available to them,” Omar said in the statement.

He was responding to media reports that said that Payal had approached Supreme Court against the eviction notice issued by the Jammu and Kashmir Government for vacating 7- Akbar Road, which is the official residence of the State Chief Minister. (AGENCIES)

Border shelling witness increase, SF killings dips in J&K

SRINAGAR: Shelling and firing from across the border has recorded increase, so has the civilians security force killing last year, against previous year, but the militant violence, death of civilians and security forces has witnessed drop in the Jammu and Kashmir.

There were 222 shelling and firing incidents from across the border during 2015 that left 16 civilians dead and 71 injured, besides nine security personnel lost their lives and 14 were wounded, Chief Minster Mehbooba Mufti, who also holds Home portfolio said in the Legislative Assembly in reply to a question by Mubarak Gul.

However, she said, during the year 2014 there were 190 incidents in which 14 civilians and four security personnel were killed and 101 civilian and 16 security men were wounded.

She said due to these firing incidents, 183 houses have suffered damge. During the last two years, an amount of Rs 37.25 lakh has been paid as ex-gratia to Next of Kin (NOK) of the persons killed in border firing or those injured in Jammu division and Rs one lakh paid to NOK in Kashmir valley.

An amount of Rs 53,100 has also been paid on account of damage to property in Kashmir valley on account of border firing, the reply said. (AGENCIES)

Two overground workers arrested, arms cache recovered

SRINAGAR: Two Overground Workers (OGW) of Hizbul Mujahideen militant outfit were arrested in Baramulla district, police said, adding a substantial cache of arms and explosives was recovered from them.

Showkat Ahmad Bhat of Dooru and Tanveer Ahmad Dar of Mundji were arrested by a joint checking squad of Army, Police and CRPF at Amargarh bypass in Sopore, about 55 kms from here, last evening, a police officer said.

He said a joint naka was established in the area following specific information about possible movement of militants.

Two Rocket Projectile Guns, three pressure mines, one 2.5 kgs Improvised Explosive Device (IED) with a remote control, two Under Barrel Grenade Launcher (UBGL) grenades, one each bayonet, wireless set and charger besides two wireless antennas were recovered from the possession of the duo, the officer said.

He said both the arrested persons were booked under various sections of Explosives Substance Act and Indian Wireless Telegraphic Act. (AGENCIES)

CAG raps Govt for issuing substandard medicines

SRINAGAR: The Comptroller and Auditor General (CAG) has rapped Jammu and Kashmir Health and Medical Education Department for issuing substandard medicines worth Rs 82.74 lakh to patients and procurement of machinery for Rs 1.17 crore on the basis of fake or forged supply orders.
Food controller organisations in Srinagar and Jammu had lifted 1,833 samples from health institutions during 2010-15, out of which 43 samples were declared as ‘not of standard quality’, the CAG said in its report which was tabled in the state Assembly this week.
However, cross check of the data in the sampled health institutions showed that 50.95 lakh tablets, capsules and injections worth Rs 82.74 lakh declared ‘not of standard quality’ had been issued for supply to patients.
“This was due to absence of a proper mechanism for monitoring of reports once the samples were lifted by the Drug and Food Controller organisation as by the time test reports had been received by the hospitals entire quantity of drugs and medicines of the sampled drug or medicines had been administered either fully or partly to the patients,” it said.
Against total allocation of Rs 167.29 crore from 2010-11 to 2014-15 for procurement of medicines, machinery and equipment under NRHM (CSS), Rs 99.05 crore (59 per cent) remained unspent resulting in non-extension of intended benefits to the patients, the report said.
Of the unutilised amount, Rs 20.82 crore remained blocked for a period ranging from two to five years, it said.
With regard to purchase of machinery and equipment, the report said audit analysis showed that out of 1,014 supply orders worth Rs 81.57 crore issued by the test check health institutions during 2010-15, 93 supply orders worth Rs 11.41 crore had been placed against rate contracts, validity of which had expired.
As many as 581 supply orders with a value of Rs 19.17 crore had been placed on the basis of rate contracts finalised by the health institutions located outside the state and on the DGSD rate contracts, the report said.
Out of 236 supply orders worth Rs 5.81 crore placed by the district hospitals, supplies worth Rs 4.22 crore involving 193 supply orders had been procured from the open market, it said.
It said since the health institutions had placed supply orders on the basis of photocopies of the outside health institutions like AIIMS New Delhi and PGI Chandigarh, audit carried out cross verification of a sample of 24 supply orders issued by the two institute to ascertain the genuineness of the supply orders.

FTC judges can’t claim seniority like other jud officers: SC

NEW DELHI:  Judicial officers, appointed as presiding officers of Fast Track Courts (FTCs), cannot claim the right to regular promotion like directly recruited judges, as their appointments are ad hoc in nature, the Supreme Court has held.

The apex court said this while dismissing an appeal filed by some judicial officers, who were appointed by promotion or transfer from civil judges to grade-II District and Sessions Judges, challenging a Andhra Pradesh High Court’s order in this regard.

The high court had dismissed their petition against the seniority list of judges, saying that FTC judges cannot be conferred the benefit of seniority on the basis of their continuous length of service.

Referring to two Supreme Court judgements, a bench of justices Dipak Misra and Shiva Kirti Singh said “it is quite clear that the appointments in respect of Fast Track Courts are ad hoc in nature and no right is to accrue to such recruits promoted/posted on ad hoc basis from the lower judiciary for the regular promotion on the basis of such appointment”.

“It has been categorically stated that FTC judges were appointed under a separate set of rules than the rules governing the regular appointment in the State Higher Judicial Services,” the bench noted in its order.

The court said the petitioners were promoted because of the introduction of the FTC scheme.

“They were the beneficiaries of a scheme. While continuing in the post under the scheme, the regular posts in the cadre fell vacant and they were regularised. But prior to that, the respondents were appointed as direct recruits in respect of substantive posts in their quota,” it said.

“The appellants, in our considered opinion, should have been in a position to accept the distinction. But the inter se dispute between the promotees and the direct recruits seems to be a ceaseless affair,” the bench said. (AGENCIES)

28 PSA detenues among 2,356 lodged in different jails

SRINAGAR : Twenty eight people, detained under Public Safety Act (PSA), were among 2,356 lodged in different jails in various jails in Jammu and Kashmir.
This information was given by Chief Minister Mehbooba Mufti, who also holds the Home portfolio in reply to a question by Mohammad Akbar Lone in the Legislative Assembly today.
She said, ”there is no official record in the Home Department to suggest that the government has made any announcement during the year 2015 or 2016 that it will release all the prisoners detained under different Acts.”
The reply said as one June 23, 2016 there are 350 convicts, 1,889 undertrials and 117 detenues in various jails in the State.
She said during the year 2015, 94 persons were detained under the provisions of PSA 1978 and Jammu and Kashmir Prevention of Illicit Trafficking in Narcotics Drugs and Psychotropic Substances Act 1988 on various grounds. Out of these 66 persons have been released and 28 persons are still under detention.
However, keeping in view the security of these detenues and their families, it would not be feasible to disclose their names. (AGENCIES)

Only Indians can visit tourist places in Nubra valley in Ladakh

 

SRINAGAR: Only Indian citizens can visit tourist places in Nubra valley in Ladkah region in Jammu and Kashmir following clearance by Ministry of Home Affairs (MHA).

This information was given by Chief Minister who also holds the Home portfolio in reply to a question by Deldan Namgial in the Legislative Assembly today.

She said the State Government had in February 2014 had submitted a proposal to the Union Government, MHA, to permit tourists to visit places upto Yarma-Gunbo, Tyakshi-Pachathang and Thang areas in Nubra valley so as to encourage tourism in Ladkah region.

The reply said the MHA has accorded permission in respect of Indian tourists only.

The State Government has also requested the MHA to extend the inner line permit further from Panamik to Warshi, incuding Yarma-Gonpa, Yarma-Gonbo Monastery in Nubra sub division for foreign tourists.

The State Government has again in a communication to MHA on May 24,2016 requested for early consideration of the proposal, the Chief Minister said adding the reply from the MHA is still awaited. (AGENCIES)

1292 families from J&K migrated to PoK, no proposal to bring them back

 

SRINAGAR:  As many as 1,292 families from Jammu and Kashmir have crossed over to  Pakistan-occupied Kashmir (PoK) since 1990 and there is no proposal to bring them back to their native places.

Meanwhile, Nepal route could also be included in the entry points for Kashmiri residents in POK who wanted to return after shunning the path of violence.

This information was given by Minister for Revenue, Relief & Rehabilitation Syed Basharat Bukhari in reply to a question by independent MLA from Langate Er Sheikh Abdul Rashid in the Legislative Assembly today.

The reply said that the highest 534 families migrated to PoK since 1990, followed by 376 from Poonch, Baramulla 255 families, Bandipora 99 families, Pulwama 11 families, Poonch nine, Ganderbal three, Anantnag two and one each from Srinagar, Badgam and Shopian.

Mr Bukhari said there is no proposal with the government to get these families back to their native places.

However, the government  in an order on November 23, 2010 mentioned that there is a policy for “Return and rehabilitation of militants” which aims at those misguided youth who belong to the Jammu and Kashmir state and had crossed over to PoK or Pakistan between the periods from January I, 1989 to December  31,2009 for training in insurgency but have given up insurgency activities due to change of heart and are willing to return to the State.

The policy recognises four routes for return of the ex-militants, including JCP, Wagah/Attari, Salamabad/ Chakkan-dabagh and Indira Gandhi International Airport, New Delhi.

The reply said that since the inception of this policy, no youth has returned via any of the approved routes due to inexplicable reasons/difficulties.

However, the youth have been returning to the state alongwith their families (wives and children)  via Nepal which is not an approved route under the policy.

The policy of 2010 provides for a High Level Committee (HLC) headed by Administrative Secretary, Home department to examine the application of the prospective returnees whether these should be accepted or otherwise.

The reply said that on the recommendation of the HLC, the Home Department through a communications dated 14.7.2011 and 30.10, 2014 recommended 391 prospective returnees to the Government of India (GoI), Ministry of Home Affairs (MHA).

On these recommendations 68 cases of prospective returnees, he said, adding GoI, MHA has sought comments of State government on inclusion of Nepal route as an additional entry point under the 2010 policy.          Now the state government has forwarded its comments to MHA, the reply said. 820 civilian porters engaged at Siachan Glacier, 13 lost their lives

 

SRINAGAR:  Thirteen civilian porters have lost their lives at Siachan Glacier, world’s highest battle field in Ladakh region of Jammu and Kashmir during the past three decades as Army has engaged 820 porters there.

In reply to a Calling Attention Motion of Deldan Namgail, Minister for Finance, Labour and employment Haseeb Drabu said,”at present 820 porters are engaged at Siachen Glacier since 1984 to March 2016.”

He said thirteeten porters have lost their lives in the higher reaches of the Glacier.

He said compensation has been paid in all cases as per Workmen’s Compensation Act 1923 and provisions of the Labour Law as applicable to Jammu and Kashmir.

However, he said, given the nature of job of these porters, it would not be feasible to disclose their names and other particulars.

Mr Namgail alleged that porters have to Rs 740 premium against an insurance cover for Rs one lakh. The insurance amount is paid only when the death is due to firing, buried under snow and fell into gorge, the MLA from Zanaskar said adding in case the death is due to ailment or any other reason no insurance payment is paid.

However, the Dr Drabu said though the matter belongs to Defence authorities, but since those working as porters belongs to state.

We will see how to bring them under any other insurance cover, he said. (AGENCIES)

SRINAGAR:  The PDP-led state government had to face an awkward moment in the Legislative Assembly when its coalition partner BJP opposed a bill seeking amendment in the Jammu and Kashmir Alienation of Land Act and Transfer of property Act, aimed at preventing transfer of land to non-state subjects.

Following resentment by BJP members, the government was forced to refer the bill to the Select Committee for further discussion even though the Opposition, including National Conference (NC), Congress, CPI (M) and Independent Er Abdul Rashid, said it will vote in favour of the bill if it was tabled in the House.

Bill it was sent to the Committee after Minister for Revenue, Relief & Rehabilitation Basharat Bukhari moved the motion prompting Opposition to stage a walkout.

Ruckus started in the Lower House, after BJP member Ranbir Singh Pathania stated that the bill should be referred to Select Committee following severe implications of this amendment.

The Opposition members were on their feet accusing the government of enacting drama over the issue in Assembly.

“Before a bill is tabled in the House, it is debated in the Cabinet. Once it clears the bill, then only it is tabled in the House. If the bill was cleared by the Cabinet, which consists of both PDP and BJP MLAs, why is that they are questioning it now on the floor of the House. It is nothing but a drama enacted by the BJP members,” Congress member Nawang Rigzin Jora said.

Consumer Affairs & Public Distribution (CA&DP) Chowdhary Zulfkar said that everyone has a right to express his or her view in the House.      “Let us discuss the bill in the House. It doesn’t matter if he or she is from ruling or Opposition, everyone should be allowed to express his views,” he said. (AGENCIES)

Lake conservation plan needs fresh push with greater resolve: Mehbooba

‘Present pace of work not desirable; Economic interests of locals dependent on water body need to be safeguarded’

SRINAGAR: Underlining the importance of Wullar Lake in protecting the Kashmir valley from floods, Chief Minister Ms Mehbooba Mufti today said the de-silting effort launched under the comprehensive Wullar Conservation and Management Plan needs greater impetus to increase the water holding capacity of the lake.

“The ongoing conservation and protection measures for eco-restoration of Wullar Lake, its feeder channels, associated wetlands and marshes should gain momentum in view of the devastating floods that struck Kashmir in September 2014,” the Chief Minister said while chairing a review meeting of the Wullar Conservation & Management Authority (WUCMA) here this morning.

Minister of State for Forests, Ecology & Environment, Mir Zahoor Ahmad, Advisor to Chief Minister, Mr Amitabh Mattoo, Chief Secretary, Mr B R Sharma, Financial Commissioner Planning & Development, Mr B B Vyas, Principal Secretary to Chief Minister, Mr Navin Kumar Choudhary and Principal Secretary Forests, Mr Rakesh Kumar were present in the meeting.

The Chief Minister said Wullar Lake not only acts as a huge water storage reservoir but also provides natural way out for the excess or flood waters in the Jhelum and it needs to be protected and conserved at all costs. She said it is a wetland of international importance as it has been declared a Ramsar site for conservation.

Expressing dismay over the slow pace of conservation work, the Chief Minister called for deployment of more men and machinery on the project and accomplishing it within a set time-frame in a mission mode. She called for approaching the Dredging Corporation of India for taking up the dredging the lake on a larger scale.

The Chief Minister, however, stressed the need for creating alternative economic and employment avenues for the local population affected by the conservation project. “The local population shall have to be provided alternative employment avenues by promoting sheep farming, dairying, fisheries etc,” she said.

The meeting was informed that under the 13th Finance Commission, Rs 60 crore were sanctioned and released for taking up conservation and protection measures in Wullar Lake. “Till date, Rs 45.39 crore have been utilized for survey and demarcation, catchment conservation and water management of Wullar Lake including de-silting,” the meeting was told.

The meeting was informed that the entire periphery of the lake had been demarcated as per authentic revenue record which indicates a lake area of 130 sq kms, of which 27-square kms of lake area is critically silted. As many as 1,159 geo-tagged boundary pillars have been erected delineating the lake boundary from the adjoining areas.

The meeting was informed that dredging operations carried out within the critically silted areas of Wullar lake and vital feeder channel (Naaz Nallah) to the extent of approximately 10 lakh cubic meters has successfully been accomplished so far which has resulted in enhancement of the water holding capacity of the water body significantly over an area of more than 1 sq km. Besides, around 26,000 willow trees have been removed from the Lake area.

Measures to arrest soil erosion in the catchment area have been taken by erecting check dams and protection banks and planting over 3 lakh conifers in the adjoining forest area.

The Chief Minister also discussed future funding requirements of the project with directions to the Forest Department to submit a proposal that would ensure uninterrupted funding to accomplish the remaining operations for conservation of Wullar Lake as per the Detailed Project Report (DPR).

A detailed power point presentation was made on the various activities carried out by the WUCMA during last 5-years for the long-term conservation, eco-restoration and preservation of the Wullar Lake and its associated ecosystems.

The meeting was also apprised about various steps initiated by the WUCMA to control diffused pollution to the Wullar Lake by means of direct flow of the harmful wastes and human excreta into the lake. In this regard, the Authority has, so far, provided over 45-low cost sanitation units (toilets) to the population belonging to the BPL families to maintain the sanitation of the lake. Many such units are proposed to be added during the coming years.

The meeting was also attended by Commissioner Secretary PHE, Irrigation & Flood Control, Commissioner Secretary, Housing & Urban Development Department, Secretary Tourism, Principal Chief Conservator Forests, Director Ecology & Environment, Director Planning, Deputy Commissioner Bandipora, Deputy Commissioner Ganderbal, Chief Executive Director, WUCMA, Project Coordinator Catchment Conservation among other Engineers and Project Officers of the Authority.

Rajnath to visit JK tomorrow; review security of state, Amarnath Yatra

NEW DELHI:  Home Minister Rajnath Singh will visit Jammu and Kashmir for two days beginning tomorrow to review the security scenario there as well as arrangements for Amarnath Yatra, following a deadly terror attack on a CRPF convoy.

During the tour, the Home Minister will attend a high-level meeting with Chief Minister Mehbooba Mufti, top civil, police and Army officers to take stock of the prevailing situation in the state, particularly after the Saturday’s attack in Pulwama district.

The Union Minister is expected to be briefed about various steps being taken by the security agencies to tackle the militancy as well as infiltration from across the border, official sources said.

The Home Ministry has already directed security forces to intensify vigil in the state in the wake of reports of increase of cross border infiltration.

A three-member team, set up by the Home Minister, is currently visiting the state to look into lapses, if any, in the Pulwama incident so that corrective steps could be taken.

Practices being followed during the movement of paramilitary forces convoy in Jammu and Kashmir will also come up for review in the meeting to be attended by Singh.

The Home Minister will also oversee the security arrangements being made along the two routes of Amarnath Yatra, which will begin on July 2.

Top Home Ministry officials are in constant touch with Jammu and Kashmir government for ensuring security to pilgrims going to the cave shrine located in the Himalayan range at a height of 12,756 feet.

As many as 12,500 central paramilitary personnel and 8,000 state policemen will be deployed along the two routes — one from South Kashmir’s Pahalgam and the other through Northeast Sonamarg.

There is no specific threat to the 48-day long yatra to the cave shrine but all security arrangements have been made by the state government with active support of the Centre, sources said.

Eight CRPF personnel were killed and at least 25 others injured when two militants attacked a CRPF convoy in Pulwama district on June 25. (Agencies)

India test-fires surface-to-air missile

BALASORE (Odisha) : India today successfully test fired a new surface-to-air missile, developed jointly with Israel, from a defence base off Odisha coast.
The medium range missile (MR-SAM), a product of joint venture between India and Israel, was successfully test launched from a mobile launcher in the Integrated Test Range (ITR) at Chandipur at around 08.15 hours, a DRDO official said.
“The test launch was a grand success and it met all the targets,” he said.
The missile positioned at launch pad-3 of the ITR swung in to action after getting signal from the radars to intercept a moving aerial target supported by an unmanned air vehicle (UAV) ‘Banshee’ over the Bay of Bengal, officials said.
Apart from the missile, the system includes a Multi Functional Surveillance and Threat Alert Radar (MF STAR) for detection, tracking and guidance of the missile, they said.
“The missile along with MF-STAR will provide the users with the capability to neutralise any aerial threats,” said a Defence Research & Development Organisation (DRDO) scientist.
Indian Defence Research Development Laboratory (DRDL), a laboratory of DRDO based at Hyderabad, has jointly developed this missile in collaboration with Israel Aerospace Industries (IAI), he said.
A new production facility to deliver 100 missiles a year has been established for such type of long rang and medium range surface-to-air missiles at M/s Bharat Dynamics Limited, India.
The missile, which was initially proposed to be tested yesterday, was deferred in the last moment for today.
Earlier, Indian Navy had successfully test launched the long range surface-to-air missile (LR-SAM). The test was undertaken on the Western Seaboard by INS Kolkata on December 30, 2015, officials said.
Such type of medium range surface-to-air missiles (SR-SAM), having striking ranges from 50 to 70 km, can fill the gap of existing missiles that India has in its armory at present, they said.
These missiles would be inducted in all three services after user’s trial is completed.
As a safety measure, Balasore district administration in consultation with the defence officials had temporarily shifted 3652 civilians residing within 2.5 km radius of the launch pad No.3 of the ITR at Chandipur to nearby shelter centres this morning to ensure a safe launch of the missile, said a district revenue official.
Fishermen engaged in sea fishing along the Bay of Bengal in three Odisha coastal districts namely Balasore, Bhadrakh and Kendrapada were asked not to venture into the sea during the test launch time. (AGENCIES)

Fierce gun fight erupts in south Kashmir

SRINAGAR : A fierce gun fight erupted in south Kashmir district of Pulwama between militants and security forces today.
On a tip-off about the presence of militants, troops of 55 Rashtriya Rifles (RR), 183 CRPF and Special Operation Group (SOG) of Jammu and Kashmir police launched a joint search operation at Newa in Pulwama at 1030 hrs, official sources said here.
When the security forces were moving towards a particular area in the village, militants hiding there opened indiscriminate firing with automatic weapons.
Security forces immediately took position and retaliated, ensuing a fierce gun battle, which was going on when the reports last came in. The cordon around the village was further tightened to foil any militant attempt to escape, they said.
Additional security forces have been rushed to the area, where some youths were protesting against the encounter, the sources added. (AGENCIES)

NEW DELHI: The Government today approved cadre review of Group ‘A’ officers of Central Reserve Police Force, facilitating creation of 90 officers posts in various ranks.

The Union Cabinet, at a meeting chaired by Prime Minister Narendra Modi, approved the cadre review of Group ‘A’ executive officers of CRPF with net creation of 90 posts of various ranks from Deputy Commandant to Special DG.

After creation of these posts in CRPF, the operational efficiency and capacity building of the force, including its administrative capabilities, would be enhanced.

Under the cadre review, existing structure of Group ‘A’ posts in CRPF will go upto 4,300 from 4,210 posts, an official statement said. (AGENCIES)

J-K Govt seeks upgradation of courts in small towns

NEW DELHI: Jammu and Kashmir Government has sought the Centre’s help in upgradation of courts in small towns of the State.

Besides this, a wide range of issues were discussed during a meeting between Union Minister of State for Personnel Jitendra Singh and the Jammu and Kashmir’s Rural Development, Panchayati Raj and Law and Justice Minister Abdul Haq Khan here yesterday.

Singh assured Abdul Haq Khan that the Central Government led by Prime Minister Narendra Modi is committed to provide every possible assistance and cooperation to the State Government in Jammu and Kashmir to ensure good governance and equitable development of all its regions.

He said, in the last two years the Central Government provided an unprecedented Rs 80,000 crore package for J&K and also made liberal financial allocations for construction of roads and expansion of rail networks.

Abdul Haq Khan made a strong plea to Singh for renovation and upgradation of the courts in smaller towns of the State like, for example, Reasi and Katra in Jammu region and Kupwara and Qazigund in Kashmir Valley and sought Centre’s assistance for the same, a press release issued today by Personnel Ministry said. Minister for CA&PD Choudhary Zulfkar Ali on behalf of Minister for Social Welfare today introduced “A Bill to amend the Jammu & Kashmir State Commission for Backward Classes Act, 1997,” already published in an extraordinary issue of the Government Gazette.

The Minister also introduced “A Bill to provide for the regulation of chit funds in the State and for matters connected therewith already published in an extraordinary issue of the Government Gazette. He also on behalf of Minister for Finance, Culture, Labour and Employment today introduced “A bill to provide for the Levy of an Entertainment Duty in respect of Admission to Public Entertainments and matters connected therewith or incidental thereto already published in an extraordinary issue the Government Gazette. Indus Water Treaty has caused huge losses to J&K: Govt

SRINAGAR: The Indus Water Treaty (IWT), under which Pakistan has got control over all the major rivers of Jammu and Kashmir, has resulted in huge losses to the State and the extent is being assessed, the Government said today.

“It is a fact that the State is facing huge losses due to the IWT,” Minister of State for Public Health Engineering, Irrigation and Flood Control, Farooq Andrabi told the Legislative Council.

He was replying to a query of Peoples Democratic Party (PDP) legislator Zafar Iqbal Manhas.

The Indus Water Treaty, signed in 1960, governs control of water of six common rivers between India and Pakistan. Under this, control over Indus, Jhelum and Chenab, all flowing through Jammu and Kashmir, has been given to Pakistan while control over Beas, Ravi and Sutlej, all flowing through Punjab, is with India.

The minister said the department has not done any study to assess and quantify the losses caused to the State due to the Treaty, but the matter of compensation would be taken up with the Centre. (AGENCIES)

Summer vacation in educational institutions in Kashmir from July 1 

SRINAGAR: The State Government today announced summer vacation in educational institutions of Kashmir and winter zone of Jammu from July 1st.

Commissioner Secretary to Government, Education department, Shaleen Kabra in an order said all Government and private educational institutions upto higher secondary level functioning in the Kashmir division and winter zone of Jammu division shall observe summer vacation from July 1st to July 17.

The order said any default on the part of private schools shall attract action under rules. (AGENCIES)

Summer break for schools in Kashmir announced

Srinagar  : Amid heat wave, authorities on Tuesday announced summer vacations for all private and government schools from July 1st (Friday).

The Schools as per a circular issued by Directorate of School Education Kashmir will re-open on July 18 (Monday).

“All government institutions and Private Schools upto Higher Secondary Level falling in Kashmir Division and winter zone of Jammu region will observe summer vacations from July 1, 2016 to July, 17, 2016,” Director of School Education Shah Faisal said in a statement.

He said all the schools have been strictly advised to observe the summer vacations as per the schedule in the interest of students given the rise in day temperature.

Any default on the part of any private school in observance of the calendar of vacations, shall attract action under rules, he added.

Encounters have increased in JK: Parikkar

NEW DELHI: Defence Minister Manohar Parrikar today sought to downplay the recent spurt in violence in Jammu and Kashmir, saying “encounters” have increased in that State and not the attacks by militants.

“There is an increase in encounters,” he said when asked about the spurt in the number of terror attacks in Jammu and Kashmir.

Eight CRPF personnel were killed and 21 injured when militants ambushed a CRPF convoy in Pampore in Kashmir on June 25. Two terrorists were also killed by security forces.

Parrikar had termed the killing of CRPF personnel at Pampore as an act of “frustration” on the part of Pakistani terrorists, several of whom were killed by Indian forces in the past one year.

Yesterday, an unidentified militant was killed in a gunfight with security forces in Lolab area of north Kashmir’s Kupwara district. (AGENCIES)

CAG flays Estates Dept

SRINAGAR: Criticising the Estates Department of Jammu and Kashmir, the CAG has said it had made “avoidable extra expenditure” of nearly Rs 33 crore due to non-adherence to norms and that 55 legislators had been allotted Government accommodation despite their occupying flats in MLAs’ hostel.

The CAG, in its report tabled in the Assembly today, said “non-adherence to prescribed allotment norms or policy for accommodation in private hired hotels resulted in avoidable extra-expenditure to the tune of Rs 19.02 crore during the period 2010-11 to 2014-15.”

Also, it said, “non-eviction of unauthorized occupants resulted in avoidable expenditure of Rs 13.95 crore for hiring of private hotels and houses.”

Audit scrutiny showed that 55 legislators, including ministers, Chairman of Legislative Council and other legislators, who have been allotted Government accommodation by the Estates at Jammu and Srinagar cities, were occupying accommodation at MLAs hostels at Jammu and Srinagar provided by the Legislative Assembly Secretariat.

It was a “clear violation” of a Government order which prohibits dual allotment of accommodation to members of Legislature either at Srinagar or at Jammu or at both places, the CAG said. (AGENCIES)

55 crorepati newly elected RS MPs, 13 with criminal cases: ADR

NEW DELHI: There are 55 newly elected crorepati MPs in Rajya Sabha while 13 have declared criminal cases against themselves, says a new study by Association for Democratic Reforms (ADR).

“Out of the 57 newly elected MPs, 55 are crorepatis,” a study by the Delhi-based think tank said.

“The MPs with highest assets include Praful Patel of NCP with total assets worth Rs 252 crore followed by Kapil Sibal of INC (Rs 212 crore) and BSP’s Satish Chandra Misra (Rs 193 crore),” ADR which has analysed the self-sworn affidavits of all 57 newly elected MPs of Rajya Sabha 2016 said.

MPs with lowest assets include BJP’s Anil Madhav Dave (Rs 60 lakh) and Ram Kumar (Rs 86 lakh).

Anil Madhav Dave saw the highest percentage growth in assets as his assets increased by Rs 58,21,437 to Rs 60,97,179.

Besides, 19 MPs have declared liabilities of Rs 1 crore and above. BSP’s Satish Chandra Misra total assets stood at Rs 1,93 crore, while his liabilities was at Rs 38 crore. (AGENCIES)

House rejects pvt member’s bill to replace J&K Governor with Sadr-i-Riyasat

SRINAGAR : A private member’s bill seeking amendment to the Consitution of Jammu and Kashmir for replacing the “Governor” with “Sadr-i-Riyasat” (President of the state) was today rejected by the state Legislative Assembly.
The bill, moved by CPI(M) MLA Mohammad Yousuf Tarigami, was rejected at the introduction stage.
As per the rules of business of the assembly, Tarigami sought permission of the House to introduce the Bill which was denied by a voice vote, with the members of the ruling PDP-BJP combine, which enjoys nearly two-third majority, opposing it.
The bill, however, found support from opposition National Conference, Congress and independent MLA Sheikh Abdul Rashid.
As per Tarigami’s bill, the Governor, who is at present appointed by the President of India, would be replaced by Sadr-i-Riyasat. The Sadr-i-Riyasat would have to be a permanent resident of Jammu and Kashmir and should be elected by the Legislative Assembly of the state for a five-year term.
After the assembly proceedings, Tarigami assailed the PDP, saying the defeat of the bill has exposed the ruling party’s doublespeak.
“If you go through the self rule document of the PDP, you will find that the party in its vision document states that it wants restoration of Sadr-i-Riyasat as was the case before the 6th Amendment of the state Constitution,” he said.
Tarigami said the PDP should “now stop fooling the people on the self rule document as its seriousness and commitment (sic) to it was evident in the Assembly”.
“At least, National Conference in 2000 passed the autonomy resolution as part of its commitment to restoration of greater autonomy to Jammu and Kashmir. What PDP did today was betrayal of the people who have voted for it,” he said.
The PDP’s self rule document on the issue of Sadr-i-Riyasat reads: “Sixth Amendment of the Constitution of the State that undermines its original scheme of a comprehensive and accountable executive (inclusive of the Head of the State) a critical component of self rule, will have to be repealed. Prior to this amendment, the state legislature elected Sadar-e-Riyasat, the head of the State”. (AGENCIES)

60 community bunkers coming up in Jammu for escaping Pak shelling

SRINAGAR : As many as 60 Community Type Bunkers (CTBs) are being constructed in Jammu to provide safety and security to residents living near the borders when there is firing across the border.
This information was given by Chief Minister Mehbooba Mufti, who also holds Home portfolio in the Legislative Council (LC) today to a question by Saradar Charanjit Singh.
However, the official records said the number of cross border shelling and firing has witnessed increase so has the number of casualities suffered on this side during the year 2015 as compared to previous year. She said in the LC that in the event of shelling and firing from across the border , people living in the border areas are affected and temporarily shifted to safer places in government and private accommodations where they are provided all the basic amenities till restoration of normalcy on the borders.
The reply said with a view to provide safe and security to the border population at the time of firing from across the border, a proposal for construction of 60 CTBs at the rate of Rs five lakh per bunker on pilot basis in border blocks of Jammu district has been approved by the Government of India, Ministry of Home Affairs (MHA).
Work on the construction of these bunkers is in progress, the reply said. Official records said there were 222 number of cross border firing and shelling incidents during 2015 as compared to 190 in 2014.
Against 14 civilian killings and injuries to 101 others in 2014, the number of deaths was 16 last year and 71 were injured.
Nine security force personnel lost their lives in the shelling and firing from across the border last year against four in 2014, the reply said adding 14 security men were injured in 2015 and 16 previous year. (AGENCIES)

IITs plan entrance test in SAARC, UAE but not in Pakistan

NEW DELHI:  The prestigious IITs, which are planning for the first time to hold entrance tests abroad including in SAARC nations, will not do so in neighbouring Pakistan, at least for the upcoming year.

While preparations are underway for conducting entrance tests in other SAARC countries and also in Singapore and the UAE for undergraduate and postgraduate courses, Pakistan will not figure in the list, sources told.

“Considering various factors, especially difficulties involved with regard to students procuring visas, it has been decided that entrance tests for IITs may not be conducted in Pakistan for the upcoming year,” a senior official said.

Earlier, it had been decided that to attract more talent, the coveted IITs would hold tests in countries like Afghanistan, Bangladesh, Nepal, Sri Lanka, Ethiopia in Africa, Singapore and Dubai (UAE) next year onwards.

Officials had held that seats to be offered to foreign nationals would be additional in nature and would not reduce those available to Indian nationals at the IITs.

While the test is to be held in 2017, the outreach programme for the exercise would be conducted earlier. (AGENCIES)

Eleven suspects with IS link rounded up

HYDERABAD:  In a major swoop, the National Investigation Agency (NIA)  and the local police  rounded up eleven persons suspected to be having link with terror group Islamic State (IS),  in old city area  today.

Large quantity of  weapons, explosives and cash were recovered from them.

Police sources said, the searches were being carried out  in view of terror activities being planned  in the city.

The raids were conducted at Chandrayangunta, Moghulpura, Meer Chowk, Bhavani Nagar by NIA.

Mohd Iliyas Yagnani, Mohd  Elias Yagnani, Abdulbin Mohammad Almodi, Abhin Mohammadd, Mohd Irfhan,  Muzafher Hussain and five others were taken into custody by the NIA and conducting inquiry at undisclosed place.

Earlier this year, 14 people, including two people from Hyderabad suspected to be sympathizers of the ISIS were picked up from across the country in an anti-terror operation by the NIA. (AGENCIES)

Govt purposes colonies for migrants with local populace in Kashmir

SRINAGAR:  For return and rehabilitation of Kashmiri migrants, the government has announced a number of measures, including construction housing colonies in certain areas together with the local populace in the valley.

This information was given by Minister for Revenue, Relief & Rehabilitation. Syed Basharat Ahmad Bukhari in reply to a question by Sat Paul Sharma in the Legislative Assembly today.

He said for return and rehabilitation of Kashmiri Migrants, the Government of India (GoI) and the state government has sanctioned a package of an amount of Rs1618.40 crore in the year 2008-09.

Under the package those who propose to or intend to return to their original places of stay there is a component of finance assistance of Rs 7.50 lakh for construction of house.

However, for those who cannot return to their original places of residence due to various reasons, including non availability of house, non availability of land for construction of house or alienation of property, the general purpose is to provide them accommodation in housing colonies proposed to be constructed in certain areas together with the local populace.

He said 6,000 government jobs and 9,000 additional jobs through establishing Income Generating Units (IGU), one time grant for revival of agriculture and horticulture land, continuation of relief for 2 years, scholarship to school going children and waiver of interest are other incentive available.

He added that GoI has not conveyed approval for construction of temporary additional 6000 Transit Accommodations in the Kashmir valley for allotment to the Kashmiri Migrants to whom state government jobs have been provided or will be provided.

The GoI has also approved the creation of additional 3000 supernumerary posts for Kashmiri Migrant youth with funding from GoI, he said adding the process for creation of additional transit accommodation units and 3000 additional jobs to the migrant youth is under the consideration of Government.

The Minister said there are 37308 Hindu (Pundit) families registered in Jammu  during 2016-17, Muslims 2252 families, 1768 Sikhs and five others.          An amount of Rs 238028.38 lakh has been expended on various scheme for Kashmiri migrant from 1989-90 to May 23, 2016, including Cash Assistance,  Civic Action Programme, Transit Accommodation, Relief and rehabilitation and Prime Ministers Employment Package. SRO-105 in gross violation of J&K constitution, only state subject be given contracts

SRINAGAR:  Recommending revocation of SRO-105 under which non state subjects could participate in bidding, in minning, Legislative Assembly (LA) House committee in its report said it was in gross violation of Jammu and Kashmir Constitution.

The 13 Member House committee, headed by Mohammad Akbar Lone, was set up by speaker Kavinder Gupta after Members, cutting across party lines, demanded revocation of the SRO, alleging that it will help the non state subject contractor, particularly from Punjab, as local contractor cannot complete with them because of high security deposits.

The report was presented in the House by Mr Lone today immediately after the Question-Hour was over.  The SRO issued during Governor rule in the state after the death of chief Minister Mufti Mohammad Sayeed, was a gross violation of Constitution of Jammu and Kashmir, Jammu and Kashmir Land Alienation Act, State Subject Act, Jammu and Kashmir Transfer of Property Act and Jammu and Kashmir Land Grants Act and the rules.

The prohibition is reinforced by Irshad dated 29 Maghar, 1943, the report said.    It further said that an important dimension of the State Subject Order 1927, Section (6)Constitution of Jammu and Kashmir, Articles 35-A and 370 Constitution of India and State Land Laws is exclusive rights of Permanent Residence over the immovable property and all rights and interests arising out of the attached  immovable property with the territory of Jammu and Kashmir State.

The eight page report in English said Section 4 Alienation of Land Act, 1938 AD prohibits transfer of land in favour of Non State Subjects and prohibition is reinforced by Irshad dated 29 Maghar 1943.

Grant of mineral concession like mining lease, mining licence, quarry licence, Short Term Permit and Disposable Permit is to involve transfer of interest of immovable property and therefore would fall within the ambit  of Section 4 of the Act.

The committee recommended that J&K Minor Mineral Concesssion, Storage, Transportation of Minerals and Prevention of illegal mining Ruls 2016 issued under SRP-105 dated March 31, 2016 be revoked.

However, the report said that in exercise of powers under Section 15 read with Section 23(c) The Mine and Minerals (Development) act 1957, new Rule be framed after due consultation with all  stakeholders, replacing the Jammu and Kashmir Minor Mineral Concession Rules, 1962 issued vide SRO 58 on April 10,1962.(Agencies)

Disbanding VDCs at this stage not feasible: J-K govt

SRINAGAR:  Jammu and Kashmir government today said it was not feasible at this stage to disband the Village Defence Committees (VDCs), but their role is reviewed periodically and it would be lessened once the situation improves.

Given the security situation in the state and the role played by the VDCs, it may not be feasible to wind these up at this stage, the Minister for Roads and Buildings and Parliamentary Affairs, Abdul Rehman Veeri, told Legislative Council here.

The minister was replying to a question of opposition National Conference (NC) MLC Bashir Ahmad Veeri during the Question Hour in the House.

The NC legislator wanted to know whether the government had any plans to disband the VDCs.

The minister said the role of the VDCs is reviewed every six months and it would be lessened once the situation improves.

He said 4,125 VDCs are existing in the state and their objective is to ensure safety and security of the identified villages along the borders as well as in interior areas, infrastructural installations in and around them.

Their role is also to supplement the ongoing efforts of the security forces and police to deal with militancy, acts of subversion and trans-border movements, the minister said.

He said a total of 14 militants have been caught or killed by the VDCs in Jammu region of the state.

The legislator said since the VDCs had no role to play now as the situation has improved and the government has admitted it, they should be disbanded.

He also said there were many complaints against these VDCs but the government was not acting against them.

However, the minister said whenever there is a complaint against any member of such committees, the government inquires into the matter and takes action.

The minister’s reply, however, did not satisfy the opposition legislator and he staged a walkout from the House. (AGENCIES)

ISRO validates technology for injecting spacecraft in Multiple orbit

BENGALURU:  Indian Space Research Organisation (ISRO) has achieved a twin landmark during the latest flight of the PSLV on June 22 with the launch of 20 satellites at one stroke and also successful restart of its upper stage liquid Engines (PS4).

The restart of the engine had sucessfully demonstrated and validated the upper stage systems for the upcoming PSLV missions to enable injection of satellites into multiple orbits ISRO said in its  Portal.

PSLV, the workhorse of ISRO, is capable of launching satellites into different types of orbits like Sun Synchronous Polar Orbit (SSPO), Low Earth Orbit (LEO) and Geosynchronous Transfer Orbit (GTO), as per the customer requirements.

The value engineered PSLV has flexibility in the upper stage (PS4) configuration enabling cost effective launch of different class of satellites. So far, 113 satellites have been placed by PSLV in different orbits, which include India’s remote sensing and communication satellites, maiden lunar mission Chandrayaan-1, Mars Orbiter Mission (MOM) spacecraft, Indian regional navigational satellite constellation (NavIC), besides 74 foreign satellites.

ISRO is mastering the technolgy to inject satellites in multiple orbits due to largescale miniaturisation leading to shrinkage in payload weight.

But high launch costs come in the way of dedicated launch of such satellites and hence pooling of satellites for a single launch has become an economic necessity. However, this trend poses challenges to the launcher for carrying multiple satellites into different orbits to effectively utilise vehicle payload capability.

ISRO’s PSLV is a unique launcher capable of meeting this type of demands with minimal vehicle changes.

As against an alternative of having separate populsion module, PSLV has selected the second option-restart off PS4 engines twice with a long coasting between two restarts.

ISRO said to build up confidence levels for the upcoming missions, the experimental restart of PS4 engine was carried out for the first time in PSLV-C29 mission using available propellant, after the accomplishment of primary mission objective. Based on the success in PSLV-C29, a full complement of PS4 engine restart, the same as the functional requirement in an upcoming mission, was accomplished in the recent PSLV-C34 mission.(Agencies)

Cabinet clears model law, shops can remain open 365 days

NEW DELHI:  A model law that allows shops, malls and other establishments to operate throughout the year received Cabinet approval today, which will give them the flexibility to open and shut at their convenience.

The law covers establishments employing 10 or more workers except manufacturing units and will provide freedom to operate 365 days with flexibility on timing to open and close.

It also provides for women to be employed on night shifts with adequate security and calls for better working conditions for employees such as drinking water, canteen, first aid, lavatory and creche.

“The Model Shops and Establishment (Regulation of Employment and Condition of Services) Bill 2016 has been cleared by the Cabinet,” a source said.

The model law will not require Parliament’s approval.

As per the proposal mooted by the Labour Ministry, the model law can be adopted by states with a provision of modifying it as per their requirement.

The model law is aimed at generating additional employment as shops and establishments will have freedom to operate for longer hours requiring more manpower.

It also provides exemption to highly-skilled workers like those in IT and bio-technology from daily working hours (9 hours) and weekly working hours (48 hours).

The law is designed to bring in uniformity in legislative provisions, making it easier for all the states to adopt it and ensure uniform working conditions across the country.

The Centre has been receiving suggestions from time to time to enact the model law, which the states could consider for enforcement either by adopting the central law or necessary modification by the state law. (AGENCIES)

Cong MLAs, Rashid stage walkout from Assembly

SRINAGAR:  Several Congress MLAs and independent legislator Shiekh Abdul Rashid today walked out of the Jammu and Kashmir Assembly after their respective private members’ bills on reservation in promotion in government jobs and revocation of ban on beef were rejected by the Speaker.

As soon as the House assembled, four Congress MLAs led by Nawang Rigzin Jora sought to know from Speaker Kavinder Gupta as to why the private members’ bill seeking reservation in promotions in government jobs was not in the list of business.

The Speaker told them the bill had been dropped since the matter was pending before court.

The Congress MLAs then stormed into the Well of the House protesting against the Speaker’s move and shouted slogans against him.

After disrupting the proceedings for nearly 15 minutes, they walked out of the house.

Meanwhile, Langate MLA Rashid also protested against the non-inclusion of his bill seeking revocation of ban on beef in the state.

“If consuming liquor is a matter of choice as said by the Finance Minister, then why should not consuming beef be a matter of choice?” the controversial MLA, who threw a beef party last year to defy the ban, asked.

With the Speaker ignoring his protest, Rashid too walked out.

The MLA, in a statement issued later, condemned government for “sabotaging” the bill seeking revocation on beef in the state and called the move “unconstitutional” and “murder of democracy”.

“The bill was introduced in the last session and government managed to buy time and ensured that it does not come up for the discussion,” he said, adding it was a constitutional requirement that the bill had to be taken up for discussion and voted upon in topmost priority in the next session.

However, the bill did not figure in the list of business today.

Rashid said the Speaker had “bypassed norms, misused his position and damaged his own integrity and credibility of the House”.

“If ministers can say in broad daylight, without caring for the sentiments of Muslims, that the government cannot ban alcohol in the state, why does it use unconstitutional ways and means to stop the anti-ban bill on Beef?

“If BJP-PDP coalition has decided to implement RSS agenda in state, it could have defeated the bill on the floor of the House rather murdering the spirit of democracy,” he said. (AGENCIES)
